Diary of Gideon Welles: Saturday, December 3, 1864

The President read his message at a special Cabinet-meeting to-day and general criticism took place. His own portion has been much improved. The briefs submitted by the several members were incorporated pretty much in their own words. One paragraph proposing an Amendment to the Constitution recognizing the Deity in that instrument met with no favorable response from any one member of the Cabinet. The President, before reading it, expressed his own doubts in regard to it, but it had been urged by certain religionists.

I should have been glad, and so stated, had there been a more earnest appeal to the Southern people and to the States respectively to return to duty. I would have said to the people that their States are part of the Union; that they were not to be considered, not to be treated, as outlaws; that, by returning to their allegiance, their persons and property should be respected; and I would have invited State action.

Mr. Seward spoke to me before the message was taken up, respecting the Japanese vessel. He said it was desirable we should take it. I inquired if it would not involve us in difficulty with Japan, and whether we were really acting in good faith. "Oh,” he said, "the money should be returned to them whenever they made a demand, but if they got such a vessel they would begin to play the pirate and raise the devil.”

The President seemed disinclined to interest himself in the matter, indicating, I thought, that Seward had settled the question with him, and that my objections would not be likely to prevail. Fessenden made one inquiry, and Dennison another, each of a general character but indicating a concurrence with me, and Seward made haste to turn off and introduce another topic.

Thurlow Weed and Lansing, the brother-in-law of Pruyn, are awaiting the action of the government. They have, and for two years have had, $800,000 in gold belonging to the Japanese in their hands, and it is an important question to them.

Diary of Gideon Welles: Monday, December 5, 1864

Congress convened. A quorum present in each house, but the President did not send in his message. I had calls from many Members. All in good spirits and hopeful.

Mr. Seward sent for my perusal a draught of an executive order forbidding the Japanese vessel from leaving, and authorizing the Navy Department to purchase. I dislike this thing in every aspect, and am not disposed to be mixed up with it. Some weeks since application was made for a survey and appraisal of this vessel. This was ordered, as is usual in all cases, and without any connection with the government or the Japanese. The Board valued her at $392,000, and at this price we, under direction of the President at the solicitation of Seward, agreed to take her. These late government movements make it embarrassing. I declined to give any opinion or make any suggestion in regard to the executive order, but said orally to the clerk

that our offer was still considered as good, irrespective of other matters. Two hundred thousand dollars in gold would purchase this vessel; in paper currency she is appraised at $392,000. It is easy to perceive that Mr. Weed and Mr. Pruyn will realize a clever sum for their labors. They have had for one or two years the use of $800,000 in gold. This vessel has not cost them over $200,000 in gold. The government takes it at $392,000 and must pay that sum in gold to Japan. Who pockets the $192,000? It cannot be otherwise than that this subject will be inquired into. It ought to be.

Diary of Corporal David L. Day: January 15, 1862

Rough weather still continues, and we are out of rations, subsisting entirely on hardtack and a short ration of that. Unless it calms down so a tug can get alongside, we shall be entirely out in a day or two more. Three more boats dragged their anchors and went ashore this morning, and other boats, with their flags union down, are calling for help. In fact, things are beginning to look gloomy, but amidst all the trouble and discouragements, Gen. Burnside is everywhere to be seen, flying about among the boats and vessels, encouraging his men and looking as cheerful as though everything was going to suit him. Today a rebel boat came down the sound to take a look at us. One of our boats went out to meet her, but the rebel, not caring for an interview, hauled off. The colonel, surgeon and one other man of the 9th New Jersey regiment were drowned today, by the upsetting of a small boat they were in. And so we go, trouble and dangers by sea, and I suppose there will be more by land, if we ever get there.

THE STORM OVER.

The great storm has at last subsided and the sun once more shines out. All the bands are out playing, everything is putting on a more cheerful appearance, and we can now look around and see the result of the storm. Boats and vessels are ashore all around us, in a partially wrecked or damaged condition. The upper works of our boat are little better than a wreck, from the bowsprits of schooners and catheads of other craft that have fouled with us. Our accommodations are rather limited as is also the fare, but by practicing forbearance and great good, nature, the harmony is as perfect as could be expected. A tug is alongside with rations, so at last the long fast is broken. I think the boys will not be over nice about their dinners when they get them. I have sometimes thought I could relish a dinner from that soup I saw at the park barracks. Our dinner today was served about 2 p.m.; bill of fare, pea soup and coffee. I have always persuaded myself that I didn’t like pea soup and wouldn't eat it, but today I changed my mind and thought I never ate anything that tasted quite so good as pea soup. I voted it a great luxury.

My Dear Sir—

A long & earnest conference last night with the Genls (4) was followed by another this morning on the practicability of the1 big place. The necessity of occupying those points as stated in our memoirs on it & the extreme doubt I am sorry to say, on a closer look of getting this ship over the bar gave gravity not to say anxiety to the council — but I am happy to say that they all came in & we are about decided Sherman & I, to try, & he orders his great condenser to Hilton head with other matters — But I tell you it is a much greater job than you & I contemplated — the landing of the troops & reserves to be brought by the enemy from Savannah & Charleston may be great embarrassments — I wish you could have been with us.

Their last ship is in from Annapolis — they are about ready, we equally so — but they want Boutelle as much as we, for his topographical knowledge. We lose no time, for he is our eyes — the bar is ten miles off & that is the nearest we can approach, going in without his direction can of course be done, but it will require more time & be longer in sight of the enemy, and give him time to concentrate — so all agreed to wait until tomorrow's steamer — I will then leave on steamer wh’ch will about overtake us by following us on Sunday or Monday — though we may or may not sail tomorrow— certainly, Boutelle or not, Saturday morg. Twenty nine transports, twenty six vessels of mine, 55 in all!!

My mind tells me now it will be Saturday Morg — I have no superstition about Friday, never had & never respected it but many have—

Putting these Marines on board the Emma has added to our work, we are still busy on the small vessels

Diary of Gideon Welles: Wednesday, December 30, 1863

Not long since I was blamed for not building more of the turret vessels; just now the same persons and papers abuse me for building so many. There is like inconsistency in regard to ordnance. I am attacked for not having more vessels before Wilmington, Mobile, and other places and thus making the blockade completely effective, and accused of neglect and indifference for not sending off twenty ships to hunt up the Alabama. Webb has just completed a frigate for the Italians, and I am found fault with because so skillful a mechanic as Webb is not employed by the Government, when he is building a large and more powerful vessel, the Dunderberg, for us. I have reason to believe that Webb himself is implicated in this assault on the Department, in order to help himself. He is a skillful builder and quite as skillful an intriguer. I would not deprive him of any credit, but I cannot award him any superiority over Lenthall or Delano as a naval constructor.

John M. Forbes to Joseph Pease, Joseph Bevan Braithwaite and Robert Forster, May 26, 1863

London, May 26,1863.

Gentlemen, — My purpose in asking introductions to Friends in this country was to bring to your attention the danger of hostile relations, and even of war, between our two kindred nations, and to beg you to apply your accustomed practical wisdom to finding means of averting the evil.

You are already aware of the serious although smaller evil which has been made public, namely:—

Swift steamers have been fitted out in your ports, manned by your own seamen, with a full knowledge of the warlike objects of the voyage, but not at first armed with cannon. Another British vessel, with guns and ammunition, and additional men, meets them on your coast, or in some neighboring port, and in a few days they commence the destruction of American ships — often laden with British property.

The Law of Nations is necessarily indefinite; but it is generally held, that no armed ship becomes a legal cruiser until she has received her commission in one of the ports of the power which authorizes her warlike proceedings; and even then, that she cannot condemn her prizes until each case has been adjudicated before a court of law. Notwithstanding the illegality of the proceedings of these cruisers, your government has not stopped their course of destruction, and they are afforded the hospitalities of your colonial ports, without which their career of mischief would soon terminate. Judging of the future by the past, and also by the information which I receive from authentic sources, there is no doubt that other similar expeditions are in course of preparation; and that from time to time the course of irritation will be continued, by which the slaveholders and their agents hope to produce a war between our country and yours. This is probably their object, rather than the mere destruction of property. Thanks to Bright, and Forster, and Cobden, and Monckton Milnes, and other noble spirits, in Parliament and out of it, a marked improvement has taken place in public opinion, which has strengthened your government in its efforts to prevent further expeditions; but the work is only half done; the danger is still great. Now we all hope that peace may, through the efforts of good and wise men on both sides of the water, be kept between us, in spite of these expeditions.

Another consideration has great weight, namely, if your government practically establish the precedent that a neutral may evade the technicalities of a Foreign Enlistment Act, and that vessels so evading the local law may at once become legal cruisers, entitled to capture enemies' property and dispose of it without adjudication, your next war after we are at peace will probably see the ocean covered with foreign-built cruisers, who will do, on a larger scale, against your rich commerce exactly what the Alabama is now doing; and will at the same time give an impetus to commerce, under our neutral flag, far greater than that with which your shipowners are now bribed. When that evil day comes, you will go to war for the protection of your commerce.

I have thus far only mentioned the lesser danger; but a far greater one threatens us.

By the inclosed copy of the intercepted correspondence of the slaveholders' government,1 you will see the statement of their so-called Secretary of the Navy, that months ago “they had contracted for six ironclad vessels in Great Britain.”

I cannot now give you legal proof that these ships are building here, but a very little shrewd inquiry will convince you of the fact; at least two of these ironclads are building at Liverpool, one of which might be launched within a few weeks. These two ships are known to be of the most formidable character, and equal, except in size, to the best ironclads belonging to your government. If they are allowed to go to sea, we might either have our harbors obstructed, or our cities burned!

They may not take in their guns at Liverpool; but, as in other cases, a British steamer can meet them on your coast, and dispatch them fully armed upon their errand of death; having thus evaded the technicalities of your law.

Now it is plain that your nation and ours cannot live in peace if you permit such engines of destruction to be sent from your harbors against us. The law of nations and the common sense of mankind will decide that it is your business to see that your local laws are made sufficient to carry out your international obligations. We did so under Washington without any statute law; we afterwards amended our law, when in your Canadian rebellion we found it insufficient. Whatever may be thought of the maintenance of peace, under a continuance of the privateers outfitting against our commerce, if the ironclads go out against our cities, peace between us is hardly possible.

You may think that the possibility of war is a mere dream. So reasoned too many of our people, North and South, when the causes of our war were ripening. Wars come from passion and from want of forecast more often than from the interests of either party.

I have laid before you the danger; I now entreat you to apply the remedy in your own good way, but without delay.

If I have dwelt upon the material and national consideration of the subject too much, I beg you to believe that it is only because I feel that it would be unnecessary to appeal to your well-known abhorrence of any war, and especially of a war between the two nations of the earth who, when our country is once freed from the stain of slavery, ought to stand shoulder to shoulder before the world to up hold peace on earth and freedom to all men.

Gideon Welles to William H. Aspenwall & John M. Forbes, March 16, 1863

New York, March 16,1863.

Memo. Instructions from the Navy Department to Messrs. W. H. Aspinwall and J. M. Forbes.

You will receive credits from the Treasury Department, which will enable you to use for the purposes of these orders £1,000,000 sterling. This, or any part of it, you will use at your discretion, to buy any vessels, or a majority interest therein, built or building in England or elsewhere, for war purposes. Your first object will be to secure such vessels as are most likely to be used by the insurgents and to be most dangerous in their hands. Your next object will be to get such as will be most useful to us, whenever it becomes possible and expedient to get them to some home port or friendly port where we can get possession of them. If in your opinion clearly expedient, you may send such vessels to such points, but you will endeavor to avoid establishing a precedent that may embarrass our minister when urging the British government to stop the sailing of vessels belonging to the rebels.

You will note that there may be vessels building, which, without being perfectly adapted to war purposes, are still so fast and have such capacity for a moderate armament, that they threaten to become dangerous to our commerce. In such cases, you must use your best judgment as to purchasing any of them. It may in some cases be expedient to secure a majority interest or a lien upon vessels instead of buying the whole, provided you feel sure that you can thus prevent their being fitted out by the rebels.

You may also be obliged to hold your title to all the vessels by a lien. Our main object is to prevent the rebels using these vessels, rather than the expectation of getting much valuable service from the vessels at present.

You will use your discretion as to how long you will pursue this experiment, and will relinquish it whenever you think no further good likely to come of it, or when directed by the Navy Department.

You will have letters of introduction to the consuls at Liverpool and London, and will get every information from them, but will finally use your own judgment upon the merits of each case.

Gustavus V. Fox to John M. Forbes, December 9, 1862

Navy Department, December 9, 1862.

My Dear Sir, — I have your letter of the 3d inst. The matter of purchase of vessels fitting out in England has frequently been under discussion, and, as a matter of precaution, is expensive, as it would involve us in unlimited purchases without entirely curing the evil, since every steamer could not be obtained. There are but very few of the English steamers that escape our cruisers. I think it safe to say that not one in twenty has landed a cargo and returned safely to England.

The Kate, an iron steamer, has been the most successful, and she could not cross the ocean. She has just been lost at Wilmington by running into the obstructions at New Inlet. With regard to two ironclads (one at Glasgow and one at Liverpool), I think it very important to purchase them if they can be obtained for money. Mr. Welles favors the idea, and Mr. Seward simply urges it. If Mr. Upton could do this, I think it would be well to send him out. If you will talk the matter over with him, and it seems feasible, Mr. Upton had better come on. No one but Mr. Seward, Mr. Welles, and ourselves need know it. Their vessels fitting to run the blockade can be disposed of, but the ironclads (if rumors in regard to them be true) are a more serious matter, deserving of instant action at any price, since we have not a port North that can resist an ironclad of very moderate power.

Gustavus V. Fox to John M. Forbes, November 22, 1862

Navy Department, November 22, 1862.

Dear Sir, — . . . As to our defenses, I believe this is about the truth. The Alabama can be kept out by our present forts. She is doing a better business, with less risk, than attacking Boston. No forts can keep out ironclads. We must have obstructions easily raised. There are no big guns to spare. Parties cannot make guns who are not experienced. We have started half a dozen new foundries in New England the last year, and got only one good gun. Any man for a year past, and now, who wishes a contract for big guns can have it. No one has ever been refused. As to ironclads it is the same. Every one is invited and has been, and no one capable of doing the work has been refused. So with marine engines. We will build a vessel for every party who will take an engine. Washington is reported to have said, “In peace, prepare for war.” We didn't, and here we are. It is of no use to sacrifice anybody; we are caught unprepared, and must pay for it. . . . We are building some wooden-bottom turret ships in the navy yards to carry four 15-inch guns. We fired the 15-inch gun at nine inches of iron. It did not penetrate, but it shook the whole affair nearly to pieces. We are in the hands of the contractors, who are doing all they can, but it is far short of public expectation. In the mean time, if harbor obstructions are not provided, our cities are not safe against ironclads.
