FRANCE ASSUMING THE LEAD. – Some journals announce that a plan for an arrangement has been negotiated and decided upon by the allied commanders in Mexico, and had sent to Juarez. We believe they are able to state that this news is incorrect. Nothing will be determined until the arrival of Gen.
