ST. LOUIS, March 28. – Gen. Halleck has issued an order that
in view of the rapid extension of steamboat navigation into the Southern States
and the importance of having both enjoyed such navigation, controlled by loyal
citizens, it is ordered that all license[s] to pilots and engineers navigating
the waters of this Department be revoked from and after the 15th proximo, and
said pilots and engineers take out new licenses from the Supervision Inspector,
who will only grant license to persons of approved loyalty, or in case of doubt
will require bonds with security for the loyal conduct of such pilots and
engineers.
