The Commissioners have determined that but $400,000 of State
bonds shall be issued. This, I am sorry to say, is $100,000 less than I deem
absolutely necessary, and places me in a very embarrassing situation.
Therefore, you will not contract any indebtedness on the part of the State, or
incur any expense, unless, in your judgment, the same shall be absolutely and
imperiously required for the protection of the lives and the property of your
people, and for that you will have to await a further sale of bonds.
