cannot forbear expressing to you the deep obligation I feel for the prompt and
cordial support you have given the Government in the present emergency. The
energy and patriotism you have exhibited I may be permitted personally and
officially to acknowledge, without arrogating any personal claims on my part,
to such service, or any service whatever.
