WAR DEPARTMENT,
November 3, 1864.
Major-General DIX,
New York:
You will understand that in assigning General Butler to
report to you it is not designed in any way to impair or interfere with your
supreme command, but is only a brief, temporary arrangement, which affords the
only chance of getting a sufficient force to serve your purpose in the present
emergency. I shall write to you today at large.
EDWIN M. STANTON,
Secretary of War.
