To secure the adoption in all parts of the Territory of the
best system of public schools seems to be desirable at this early day, and I
have a plan to communicate to some one or two who have the leisure to attend to
its execution. Some funds which I intended for the proposed university will be
better used for the present for this purpose; and if the government should make
adequate provisions for the former, no private contributions would be required.
In the centre of this continent there should be a model State which shall be an
example to all; a model for those which come in hereafter to copy, and a
stimulant to the old States to keep up a high standard of learning, virtue, and
patriotism.
