fully, I send copies of dispatches to Gov. Wise. Mr. Hunter, Agent
at Martinsburg, and Gov. Wise’s reply, Your action in the
west, in accordance with these arrangements, will I trust prevent any
further annoyance to our passengers. Explain this to Agents at all points, so that
our passengers may not be further alarmed or troubled. I
fear serious injury to our business from such a course as
that pursued at Martinsburg.
