The fortification bill . . .

. . . passed by Congress appropriates $2,525,000 for the erection and completing of defensive works for the year ending June 30, 1862; and for the following year $3,335,000 for the same objects.  $850,000 are also appropriated, to be used at the discretion of the President, for works in Maine, New Hampshire, Massachusetts, Oregon and Washington Territory.
