ST. LOUIS, March 28.

Gen. Halleck issued an order, that in view of the rapid extension of steamboat navigation into the Southern States, and the importance of having boats controlled by loyal citizens, it is ordered that all licenses to pilots and engineers navigating the waters of this department be revoked from and after the 15th prox., and said pilots and engineers take out new licenses from the Supervising Inspector, who will only grant license to persons of approved loyalty, or in case of doubt will require a bond, with security, for loyal conduct from such pilots and engineers.
