Hon. W. H. Seward:
Powhatan was ready to sail at 6 P. M.; telegram
received by Captain Foote, commandant of Navy Yard, to detain. First,
disobedience of orders, came through Stringham; second, Secretary of the Navy.
President's orders were to sail as soon as ready. This is fatal; what is to be
done? Answer 110 Astor House.
