Mr. BROWN offered the following which was adopted:
Resolved, That the Committee of Military Affairs and the Militia, be, and they are hereby instructed to enquire into the expediency of amending the act of Congress, of March 8th 1792, entitled an act to more effectually provide for the national defence, by establishing a uniform Military system throughout the United States, and the several acts amendatory of the same, as shall provide for the enrollment of all the male citizens between the ages of 18 and 45, resident in their respective states, without respect to color; and also, to submit such other provisions as may tend more effectually to the United States, and report by bill or otherwise.
