WASHINGTON, May 13.
A member of Congress, who has just returned from Wheeling,
states that the loyal Legislature of Virginia, now in session in that city, is
getting ready to move to Richmond. The capture
of the State capital is regarded as certain, and the Legislature proposes to
take time by the forelock and occupy the State House as the legitimate
representative body of the State.
