1861.
On what terms will you send eight hundred Massachusetts
volunteers hence by rail, and by your regular steamers, to Fort Monroe, Old
Point Comfort? How much more, if required, thence to Annapolis or Washington,
government warranting against war risk — you find rations? Considerable camp
equipage included. Leave here to-morrow morning. Answer immediately.
