I am surprised at the loose and improper management of
General Dix in regard to the blockade and traffic in the Rebel region. Admiral
Lee has sent me, yesterday and to-day, some strange permits for trade signed by
Dix, wholly unauthorized and which cannot in sincerity and good faith be
allowed.
