Sir:
The despatch entrusted to me for Lieut. Porter has been
delivered into his hands. The Powhatan was below Quarantine and underway for
the “narrows,” when I reached her. Lieut. Porter desired me to express his
regrets to you that the despatch came to his hands so late, and that it was too
late to change his plans, inasmuch as the Atlantic had already gone to sea.
