In justice to Flag Officer Goldsborough, it should be stated
that he ordered the senior officer left in command of the fleet at Hampton
Roads to keep tugs constantly alongside of the Cumberland and the Congress, that
they might be prepared for such contingencies as the coming out of the
Merrimac. Other precautions which he
ordered were also neglected.
