Diary of Gideon Welles: Monday, March 5, 1866

The Reconstruction Committee have reported a resolution for admitting Tennessee Members. It is, in its phraseology and conditions, in character with the dissimulating management and narrow, unpatriotic partisanship of those who control the action of Congress. Tennessee is pronounced to be in a condition to exercise all the functions of a State, therefore she shall not send Representatives until she complies with certain conditions which Congress exacts but has no authority to impose, and which the people of that State cannot comply with and preserve their independence, self-respect, and the right guaranteed to them by the Constitution. How intelligent and sensible men, not opposed to our government and the Constitution itself can commit themselves to such stuff I am unable to comprehend, but the madness of party, the weakness of men who are under the discipline of an organization which chafes, stimulates, threatens, and coaxes, is most astonishing.

In conversation with Senator Grimes, Chairman of the Naval Committee, I regret to see he still retains his rancor towards the South, though I hope somewhat modified. He is unwilling to make needful appropriations for the navy yards at Norfolk and Pensacola because they are in the Rebel States. Yet a navy yard at Pensacola is important, it may be said necessary, to the protection of the Gulf Coast and the Mississippi in time of war. A foreign power can blockade that region, the whole valley of the Mississippi be locked up; and Western Members would permit this rather than expend a small sum for necessary purposes in a navy yard at the South. But Grimes is not so intensely wrong as others living in the Mississippi Valley. He will not, however, avail of the opportunity of procuring a magnificent site at Hampton Roads for the Naval School, because it is in Virginia.

Diary of Gideon Welles: June 14 & 15, 1865

Not well, but pressed in disposing of current business. Acting Rear-Admiral Godon reported in person. Had returned with Susquehanna to Hampton Roads from Havana. The authorities of Cuba, he says, very courteous, and the people entirely American.

Diary of Gideon Welles: Wednesday, January 4, 1865

Called on the President to consult as to the selection of counsel in the Henderson case, since the death of William Curtis Noyes. Told him I thought we should have the best lawyer we could obtain, for the defense had secured Evarts and Pierrepont, and suggested the name of O’Conor provided we could secure his services. He is of the opposite party in politics, but in a matter of this kind the public interest should not be permitted to suffer from that cause. It may be difficult to secure him, for I understand he has relinquished his practice. The President heartily concurred in my views and earnestly advised that O'Conor should be employed.

The President does not yet decide whether exemplified copies shall be furnished in the Stover case, but Mr. Speed informs me that there can be no question that they should be furnished. This will, I presume, be the result; but, inquiring to-day for the record, it is found to be missing from the Department. Some months since the President called for it, and it was, I understood, committed to the custody of Mr. Browning, counsel for Stover.

A special messenger from Admiral Porter brings word that the fleet is at Beaufort. Rode home with Stanton, who tells me the troops are embarking at Hampton Roads to-day for Wilmington.

Diary of Sergeant David L. Day: December 10, 1863

NEWPORT NEWS.

I am now on the sacred soil of old Virginia, and my first care will be to seek an introduction to some of the F. F. V's. What this place derived its name from, or why it was named at all, I have not been able to learn. It was simply a plantation before its occupation by Federal troops, and perhaps the name is good as any to distinguish it by. Our camp is near the river, and only a few rods from us lie the wrecks of the frigates Cumberland and Congress, sunk by the rebel ram Merrimac. The Cumberland lies in deep water out of sight, but the deck of the Congress is seen and often visited by the boys at low water. Since the occupation of this place by Federal troops it has grown into what they call down this way a town, containing quite a collection of rough board store-houses, sutler's shops, negro shanties and horse sheds. A boat runs from here to Fortress Monroe every day, and three times a week to Norfolk; the distance to either place is about the same, some twelve miles.

For the first time since the war began, the oyster fishing is being prosecuted, and Hampton Roads are alive with oyster schooners. The oysters have had a chance to grow, and are now abundant and of good size and favor. Newport News was the first place in Virginia, except Washington, that was occupied by Federal troops, and it was from here that a part of old Ben's fàmous Big Bethel expedition started.

During my absence, this military department has gone all wrong. Gen. Foster has been ordered to Knoxville, Tenn., and Gen. Butler has superseded him to this command. I am not. pleased with the change. Gen. Foster was a splendid man and fine officer, and I would rather take my chances with a regular army officer than with an amateur. The first year of the war Gen. Butler was the busiest and most successful general we had, but since then he has kind o' taken to niggers and trading. As a military governor he is a nonesuch, and in that role has gained a great fame, especially in all the rebellious states.

He is a lawyer and a man of great executive ability, and can not only make laws but can see to it that they are observed, but as a commander of troops in the field, he is not just such a man as I should pick out. He had a review of our brigade the other day, and his style of soldiering caused considerable fun among the boys who had been used to seeing Gen. Foster. He rode on to the field with a great dash, followed by staff enough for two major-generals. He looks very awkward on a horse and wears a soft hat; when he salutes the colors he lifts his hat by the crown clear off his head instead of simply touching the rim. The boys think he is hardly up to their ideas of a general, but as they are not supposed to know anything, they will have to admit that he is a great general. He is full of orders and laws (regardless of army regulations) in the government of his department, and his recent order in relation to darkies fills two columns of newspaper print, and is all the most fastidious lovers of darkies in all New England could desire. Hunter and Fremont are the merest pigmies beside Ben in their care of darkies.

Our forces are gathering in considerable strength at Hampton Roads. Besides the naval vessels there are in the Roads over two hundred army transports. Whether the movement is to be up James River exclusively or a portion up the York and Pamunkey is not known.

Diary of Gideon Welles: Saturday, April 23, 1864

We have met with some disaster in North Carolina. Am apprehensive the army has been a little delinquent.

General Butler has telegraphed to Fox, who is an old boyhood associate and acquaintance, to come down to Hampton Roads. Wants help. Asks F. to induce the President to go down, but he declines, — wisely, I think. Troops are getting in at Fortress Monroe, and the indications in this vicinity warn us that the strength is being gathered for a conflict.

Sumner called on me to-day. Had just come from Chase; spoke of the finances and currency. I told him I was a hard-money man and could not unlearn old ideas, and had no time to study new theories. He laughed and said that things in these days must conflict with my old opinions. It is evident that our statesmen do not realize the importance nor condition of the money and currency question.

Diary of Gideon Welles: Friday, March 4, 1864

Seward sends me the copy of a communication which he proposes to send to Lord Lyons respecting the rights and duties of our naval officers, particularly those on blockade duty in the Gulf. It is a singularly weak and erring document. My first thought was to criticize and attempt to correct it, but this could not well be done without making a new paper of it and would appear badly. Talked over the subject with Fox and also with Watkins. Finally gave the latter my views, suggested the points, and directed him to prepare a letter based on these points.

A pleasant Cabinet-meeting. Chase and Blair both absent. Seward and Stanton had a corner chat and laugh about Chase, whose name occasionally escaped them, and whom they appeared to think in a dilemma, and they were evidently not unwilling we should know the subject of their conversation. I could not avoid hearing some of their remarks, though I changed my position to escape them.

A week or two since, Admiral Lee sent me certain papers in the case of the steamer Princeton, then at Norfolk, among them a permit from General Butler, authorizing the vessel to go on a trading voyage in the sounds and rivers of North Carolina, provided Admiral Lee would consent. The latter would not consent without orders from the Navy Department, and I approved his course in refusing. Now the Messrs. Oliver & Co. file a paper arguing their claims to proceed on the voyage under a permit of General Butler, dated last December, authorizing the Princeton to clear for Hampton Roads. This paper of Oliver & Co. is addressed to the Assistant Secretary and ingeniously designed to cover the transaction. Watkins and Fox were disposed to favor the latter application, but I told them it was not permissible, pointed out the discrepancies, told them the vessel had, as authorized, cleared for Hampton Roads, but she wanted to go further, which that permit did not warrant; and a further permit was secured.

We reached Old Point yesterday without incident, and I dined with the Domicks in the Fort — who soon leave for Fort Hamilton. Com0 Pendergrast in the Cumberland is blockading at Hampton Roads. Fort Monroe is preparing for the crisis and will permit no batteries to be erected near it. It is a magnificent work but should have more troops. The communication is open thanks to the Masstts troops. The famous N. Y. 7th declined a duty because an overwhelming force were said to be in advance, declined the order in writing. So the Masstts troops took the rejected duty FOLLOWED by the 7th. Don't say anything about this because there must be no quarrels now. Maryland has refused to secede so Washington is safe. We hear of a truce but it must not be until Richmond and Norfolk are occupied. Then it will take us until frost to get ready for great movements. There will be no difficulty about getting our folks from Washington. My old schoolmate Gen. Butler is in command here and will give me .troops transportation anything for them and sends off a train for my especial benefit this P.M. The Yankee will remain here until I return and probably go to Como Pendergrast who wishes her in Hampton Roads, I shall remain in Washington long enough to get them out and probably return with them.

It is delightful to find Masstts troops occupying all prominent points, familiar faces carrying the glorious flag through to the Capital.

Diary of 2nd Lieutenant Luman Harris Tenney: Saturday, August 6, 1864

A very pleasant ride down the James. Rounded Lighthouse Point. Soon passed Harrison's Landing, then Fort Powhatan and Wilcox's Landing. Here danger from reb guns ceased. The old Jamestown site on left bank, a few chimneys still standing. Newport near where the Merrimac fight came off, Cumberland and Congress sunk. Sewall's Point across, eight miles down Fortress Monroe. Went ashore. Everything carried on in the finest style. Splendid fort, having an armament of over 200 guns and “The Union” monster gun which fired a shot from Fort Monroe to Sewall's Point, 8 miles. Ripraps still progressing. A splendid fort built in center of stream on the shoals, Gov't prisoners at work on it. Through Hampton Roads into the Chesapeake and Atlantic. Passing Old Point Comfort, the bay is very wide. Saw an American and English frigate and a French gunboat. An English cutter manned by 8 or 10 fellows in white came ashore. Reached Point Lookout about sundown, the ironclad Roanoke lying off the point. Up the river, 12 miles, and anchored for the night. A most pleasant trip. Stormed enough to roughen the bay a little. Good fare upon the boat. Pass hundreds of boats, most of them making their way to City Point, I suppose. Phosphorus.

Diary of Gideon Welles: Saturday, December 26, 1863

The Dictator, turret vessel, was launched this A.M. in New York. This is one of a class of vessels that has become famous. She is of greatly increased dimensions to any hitherto constructed. I have full confidence that she will be a formidable fighting craft, but am not prepared to indorse her, or the Puritan, which is not yet launched, as cruisers. There are differences among naval men on this subject, but the turret vessels are steadily gaining friends among them, and early friends are becoming enthusiastic. Fox, himself a good sailor, and others give them unqualified approval. Fox is ready, he says, to cross the Atlantic or double Cape Horn with either. For harbor or coast defense these vessels are, I think, invaluable, and almost invulnerable. The fight with the Merrimac made for them rapid converts. When the first turret vessel, the Monitor, was building, many naval men and men in the shipping interest sneered at her as a humbug, and at me as no sailor or judge, until she vindicated her power and worth in that first remarkable conflict. Then I was abused by party men because I had not made preparations for and built more.

There is constant caprice in regard to the Navy. Those who know least clamor most. It is difficult to decide what course to pursue, and yet I must prescribe a policy and be held accountable for it. If I go forward and build large and expensive vessels, I shall be blamed for extravagance, particularly if peace takes place. On the other hand, if I should not build, and we have, not only continued hostilities, but war with England or France, I shall be denounced for being unprepared. Yet it is patent that powerful, and expensive because powerful, structures are conducive to peace. A few strong, powerful vessels will conduce to economy because they will deter commercial nations from troubling us, and if not troubled, we need no large and expensive navy.

During the whole of this civil war, I have been beset and annoyed by interested patriots who had old steamers to sell which no one would buy. The agents of these parties crowded the Department, got Members of Congress to besiege it, and, because I did not think their crafts adapted to our wants, they, and in some instances the press and certain Members of Congress, engaged in abuse of me.

What we needed for this war and the blockade of our extensive coast was many vessels of light draft and good speed, not large, expensive ships, for we had no navy to encounter but illicit traders to capture. I acted accordingly and I have no doubt correctly, though much abused for it. A war with one or more of the large maritime powers would require an entirely different class of vessels.

In naval matters, as in financial, those who are most ignorant complain loudest. The wisest policy receives the severest condemnation. My best measures have been the most harshly criticized. I have been blamed for procuring so many small vessels from the merchant service. But those vessels were not only the cheapest and the most available, but the most effective. In no other way could we have established an effective blockade of our extended coast. We wanted not heavy navy-built ships but such vessels as had speed and could capture neutral unarmed blockade-runners. There was no navy, no fighting craft, to encounter. Half a dozen small vessels required no more men and were not more expensive than one first-class ship, yet either one of the six small craft of light draught which were swift was more effective than the big ship for this particular duty. It was claimed the small light vessels could not lie off the coast in winter and do blockade service. Experience has shown the contrary. The grumblers have said our small naval-built gunboats have not great speed. Small propellers of light draught on duty for months cannot carry sufficient fuel and have great speed.

There is no little censure because fast vessels are not sent off after the Alabama, and yet it would be an act of folly to detach vessels from the blockade and send them off scouring the ocean for this roving wolf, which has no country, no home, no resting-place but such as neutral England and France may give her. When I sometimes ask the faultfinders to tell me where the Alabama is or can be found, assuring them I will send a force of several vessels at once to take her on being satisfactorily informed, they are silenced. Whilst these men blame me for not sending a fleet after the marauders, they and others would blame me more were I to weaken the blockade in an uncertain pursuit. Unreasonable and captious men will blame me, take what course I may. I must, therefore, follow my own convictions.

Diary of John Hay: November 16, 1864

I started for Grant's headquarters. We left the Navy Yard at two o'clock in the afternoon. The party consisted of Fox, Dyer, Wise, M. Blair, Pyne, Ives, Forbes, Ives, Tom Welles Foster, a Chinese English merchant, and Reid of the Gazette . The day was sad, blowy, bleak, and a little wet.

We dined, and some played cards and all went to bed. When we got up in the morning, we were at Hampton Roads. We made no stay there, but after communicating with the Admiral D. D. Porter, we started up the James River, he following in his flagship, the Malvern. He overtook us about noon or a little after, and came on board with Captain Steadman of the Navy. Porter is a good-looking, lively man, a very off-hand talker, a man not impressing me as of a high order of talent, — a hale-fellow; a slight dash of the rowdy.

In the afternoon we passed by the island of Jamestown. On the low, flat, marshy island, where our first colony landed, there now remains nothing but ruins. An old church has left a solitary tower as its representative. A group of chimneys mark the spot of another large building. On the other side of the river, there is high, fine, swelling land. One cannot but wonder at the taste or judgment that selected that pestilential site in preference to those breezy hills. They probably wished to be near their boats, and also thought a river was a handy thing to have between them and the gentle savages that infested the shores of the James.

Fort Powhatan we saw also — where a battalion of negroes flaxed out Fitz Hughs command of the F. F. Vs.

We arrived at City Point at three o'clock. There are very few troops there but quite a large fleet lying in the river.

We went ashore; walked through the frame building standing in place of that blown up by the late fearful explosion. We climbed the steep hill, whose difficulty is mainly removed by the neat stairs that Yankee care has built since our occupation of the Point. At the top of the hill, we found a young sentry who halted us, and would not let us go further, till Porter, throwing himself on his dignity, which he does not use often, said: “Let that General know that Admiral Porter and Mr. Fox are here to see him.” He evidently impressed the sentry, for he said, after an instant's hesitation:— “Go ahead! I reckon it's all right.”

A common little wall-tent being indicated, we went up to beard the General. At our first knock he came to the door. He looked neater and more careful in his dress than usual; his hair was combed, his coat on, and his shirt clean, his long boots blackened till they shone. Everybody was presented.

After the conference was over we went back to the boat; the General accompanied us. We started down the river and soon had dinner. . . . . After dinner we all gathered around Grant who led the conversation for an hour or so. He thinks the rebels are about at the end of their tether, and said:— “I hope we will give them a blow this winter that will hasten their end.”

He was down on the Massachusetts idea of buying out of the draft by filling their quota with recruits at $300, from among the contrabands in Sherman's army. “Sherman’s head is level on that question,” he said in reply to some strictures of Mr. Forbes; “he knows he can get all these negroes that are worth having anyhow, and he prefers to get them that way rather than to fill up the quota of a distant State and thus diminish the fruits of the draft.” Sherman does not think so hopefully of negro troops as do many other Generals. Grant himself says they are admirable soldiers in many respects; quick and docile in a charge; excellent in fatigue duty. He says he does not think that an army of them could have stood the week's pounding at the Wilderness and Spottsylvania as our men did; “in fact no other troops in the world could have done it,” he said.

Grant is strongly of the belief that the rebel army is making its last grand rally; that they have reinforced to the extent of about 30,000 men in Virginia, Lee getting 20,000 and Early getting 10,000. He does not think they can sensibly increase their armies further. He says that he does not think they can recover from the blows he hopes to give them this winter.

He is deeply impressed with the vast importance and significance of the late Presidential election. The point which impressed him most powerfully was that which I regarded as the critical one — the pivotal centre of our history —the quiet and orderly character of the whole affair. No bloodshed or riot, — few frauds, and those detected and punished in an exemplary manner. It proves our worthiness of free institutions, and our capability of preserving them without running into anarchy or despotism.

Grant remained with us until nearly one o'clock at night — Monday morning — and then went to his own boat, the “Martin,” to sleep till day. Babcock, Dunn, and Badeau, of his staff, were with him.

. . . . We left Fort Monroe at 3½, and arrived at Washington Tuesday morning, the 15th, at 7 a. m.

Diary of Gideon Welles: Saturday, April 11, 1863

The President returned from Headquarters of the Army and sent for me this A.M. Seward, Chase, Stanton, and Halleck were present, and Fox came in also. He gave particulars so far as he had collected them, not differing essentially from ours.

An army dispatch received this P.M. from Fortress Monroe says the Flambeau has arrived in Hampton Roads from Charleston; that our vessels experienced a repulse; some of the monitors were injured. The information is as confused and indefinite as the Rebel statements. Telegraphed to Admiral Lee to send the Flambeau to Washington. Let us have the dispatches.

Seward is in great trouble about the mail of the Peterhoff, a captured blockade-runner. Wants the mail given up. Says the instructions which he prepared insured the inviolability and security of the mails. I told him he had no authority to prepare such instructions, that the law was paramount, and that anything which he proposed in opposition to and disregarding the law was not observed.

He called at my house this evening with a letter from Lord Lyons inclosing dispatches from Archibald, English Consul at New York. Wanted me to send, and order the mail to be immediately given up and sent forward. I declined. Told him the mail was properly and legally in the custody of the court and beyond Executive control; assured him there would be no serious damage from delay if the mail was finally surrendered, but I was inclined to believe the sensitiveness of both Lord Lyons and Archibald had its origin in the fact that the mail contained matter which would condemn the vessel. “But,” said Seward, “mails are sacred; they are an institution.” I replied that would do for peace but not for war; that he was clothed with no authority to concede the surrender of the mail; that by both statute and international law they must go to the court; that if his arrangement, of which I knew nothing, meant anything, the most that could be conceded or negotiated would be to mails on regular recognized neutral packets and not to blockade-runners and irregular vessels with contraband like the Peterhoff. He dwelt on an arrangement entered into between himself and the British Legation, and the difficulty which would follow a breach on our part. I inquired if he had any authority to make an arrangement that was in conflict with the express provisions of the statutes, — whether it was a treaty arrangement confirmed by the Senate. Told him the law and the courts must govern in this matter. The Secretary of State and the Executive were powerless. We could not interfere.

Diary of Gideon Welles: Thursday, January 22, 1863

There is a rumor that Fitz John Porter, whose trial of over forty days has interested the public, is found guilty and has been cashiered. A different result was reported at the close of the trial a fortnight since. It was then said he was unanimously acquitted. I did not give implicit credit to that rumor, though I read none of the testimony; but my impressions and observation and all that I heard at the War Department in relation to Porter and other generals in the day and time of their occurrence for which he was arraigned were such I could not believe him wholly guiltless. The finding and punishment are severe, but I apprehend not entirely undeserved. I do not, however, impute to him disloyalty or treachery, but he was one of a mortified clique or combination who were vexed and dissatisfied, not without cause perhaps, that an inferior officer for whom they had not high regard should have been brought from a distant department and placed over them, their plans and operations broken up, and the commander whom they respected and to whom they were attached superseded and virtually disgraced. But if the country was made to suffer by this mortified partisan combination, it was a crime which should not go unrebuked or unpunished. Porter may not have been the chief or only sinner, though the victim in this combination.

It was not a wise or judicious movement to place Pope at the head of the army last summer. If I am not mistaken those who participated in it now think so. An intrigue against McClellan brought him and Halleck here. Perhaps under no circumstances was Pope equal to the command given him, but I thought then and still believe he was not faithfully and fairly sustained by Porter and his associates. McClellan and most of his generals were vexed and irritated. They had some cause for dissatisfaction, but not to the injury of the country. Fitz John Porter, the intimate of McClellan, entered with all the ardor of a partisan and a clansman into the feelings and wrongs of his commander. He and the set to which he belonged did not, I thought at the time, wish Pope to acquire great glory; their zeal for victory was weak when he commanded, and the battle was lost. To some extent the results at the second Bull Run fight are attributable to the bad conduct of the generals. It has been evident the soldiers of the Army of the Potomac were not enthusiastic for Pope, — that they did not like him. This is true, but who chilled them? Who encouraged their dislike?

The Weehawken has arrived at Hampton Roads, having rode out the gale without making a port. No man but John Rodgers would have pushed on his vessel in that terrific storm. The Nahant, a better vessel, sought the Breakwater, as did some of our best wooden steamers.

General Burnside was to have made a forward movement, but the storm prevented. There are rumors that the army is much demoralized, that the soldiers do not give their confidence to Burnside, doubt his military capacity, and that some of the generals are cool. There is, I think, some truth and some exaggeration in all these reports.

Diary of Gideon Welles: Monday, January 19, 1863

Sent a letter to the two naval committees on the subject of filling vacancies in the Naval School. Members of Congress are disposed to evade all responsibility, and yet to carp at and criticize those of us who under imperious public necessity are compelled to act. The school should be full now if ever. I propose to fill it. The Members individually with few exceptions urge it. I ask them to give me at least the expression of their official, Senatorial opinion, but they shrink.

Received a telegraphic dispatch from Admiral Porter via Cairo of the capture of Dunnington and force at Arkansas Post. It is dated the 11th of January, — a long and protracted transit.

Baldwin of the Vanderbilt came up to-day from Hampton Roads, where he arrived yesterday from an unsuccessful cruise for the Alabama, his vessel having been detained by Wilkes, which defeated the Department's plan.

There are rumors of the movement of the army at Falmouth. Incipient steps have doubtless been taken, but the storm has retarded operations.

Diary of John Hay: After March 11, 1862

On the 27th of January the President issued his General War Order No. 1, to those whose direction it was to be. He wrote it without any consultation, and read it to the Cabinet, not for their sanction but for their information. From that time he influenced actively the operations of the campaign. He stopped going to McClellan’s, and sent for the General to come to him. Everything grew busy and animated after this Order. It was not fully carried out in its details. Some of the Corps anticipated, others delayed action. Fort Henry and Fort Donaldson showed that Halleck was doing his share. The Army of the Potomac still was sluggish. His next Order was issued after a consultation with all the Generals of the Potomac Army in which, as Stanton told me next morning, “we saw ten Generals afraid to fight.” The fighting Generals were McDowell, Sumner, Heintzelman and Keys, and Banks. These were placed next day at the head of the Army Corps.

So things began to look vigorous. Sunday morning, the 9th of March, the news of the Merrimac's frolic came here. Stanton was fearfully stampeded. He said they would capture our fleet, take Fort Monroe, be in Washington before night. The Tycoon thought it was a great bore, but blew less than Stanton. As the day went on, the news grew better. And at four o'clock the telegraph was completed, and we heard of the splendid performance of the Monitor. That evening we heard also of the evacuation of the Potomac batteries, the luckiest of all possible chances, as the worst thing about the Merrimac's damages was the fact that they would impede the enterprise of taking those batteries. This was McDowell’s explanation to me when I told him of it.

At evening came the news of Manassas being evacuated; this came through contrabands. McClellan started instantly over the river. The next day the news was confirmed and the next night Manassas was occupied. People said a great deal about it, and thought a great deal more.

On the evening of the 11th of March, the President requested me to call together the heads of the Departments of War, State and Treasury. Seward came first. The President read to him General Order No. 3. He approved it thoroughly. He agreed with the President when the Prest said that though the duty of relieving General McClellan was a most painful one, he yet thought he was doing Gen. McC. a very great kindness in permitting him to retain command of the Army of the Potomac, and giving him an opportunity to retrieve his errors. Seward spoke very bitterly of the imbecility which had characterised the General's operations on the upper Potomac. The Secretary of State urged that the War Order go out in the name of Stanton. He said it would strengthen the hands of the Secretary, and he needed public confidence. While he was urging this, Stanton came in, and at once insisted that it go in the President's name. He said that a row had grown up between him and McC.’s friends, and he feared it would be thought to spring from personal feeling. The President decided to take the responsibility.

Blair was not consulted. The President knew that he would object to the disposition of Frémont, and preferred to have no words about it.  Blair and the President continued on very good terms in spite of the publication of Blair’s letter to Frémont. Blair came to explain it to the President, but he told him that he was too busy to quarrel with him. If he (Blair) didn't show him the letter, he would probably never see it. He retained his old status in Cabinet councils. . . .

Diary of Gideon Welles: Saturday, January 3, 1863

We have, yesterday and to-day, broken accounts of a great fight for three days — and not yet terminated — at Murfreesborough, Tennessee. All statements say we have the best, that we shall beat the Rebels, that we have pierced their centre, that we are driving them through M., etc. I hope to hear we have done instead of we “shall” do. None of our army fights have been finished, but are drawn battles, — worrying, exhausting, but never completed. Of Rosecrans I have thought better and hope a good account of his work, but the best sometimes fail, and he may not be best.

A word by telegraph that the Monitor has foundered and over twenty of her crew, including some officers, are lost. The fate of this vessel affects me in other respects. She is a primary representative of a class identified with my administration of the Navy. Her novel construction and qualities I adopted and she was built amidst obloquy and ridicule. Such a change in the character of a fighting vessel few naval men, or any Secretary under their influence, would have taken the responsibility of adopting. But Admiral Smith and finally all the Board which I appointed seconded my views, and were willing, Davis somewhat reluctantly, to recommend the experiment if I would assume the risk and responsibility. Her success with the Merrimac directly after she went into commission relieved me of odium and anxiety, and men who were preparing to ridicule were left to admire.

When Bushnell of New Haven brought me the first model and plan, I was favorably impressed. I was then in Hartford, proposing to remove my family, but sent him at once to Washington, following myself within a day or two. Understanding that Ericsson, the inventor, was sensitive in consequence of supposed slight and neglect by the Navy Department or this Government some years ago, I made it a point to speak to Admiral Smith, Chairman of the Board, and specially request that he should be treated tenderly, and opportunity given him for full and deliberate hearing. I found Admiral Smith well disposed. The plan was adopted, and the test of her fighting and resisting power was by an arrangement between Admiral Smith and myself, without communication with any other, that she should, when completed, go at once up Elizabeth River to Norfolk Navy Yard, and destroy the Merrimac while in the dry dock, and the dock itself. Had she been completed within the contract time, one hundred days, this purpose would have been accomplished, but there was delay and disappointment, and her prowess was exhibited in a conflict with her huge antagonist under much more formidable circumstances. Her career since the time she first entered Hampton Roads is public history, but her origin, and everything in relation to her, from the inception, have been since her success designedly misrepresented.

Admiral Smith beyond any other person is deserving of credit, if credit be due any one connected with the Navy Department for this vessel. Had she been a failure, he, more than any one but the Secretary, would have been blamed, and [he] was fully aware that he would have to share with me the odium and the responsibility. Let him, therefore, have the credit which is justly his.

Diary of Gideon Welles: Tuesday, December 3, 1862

It is a month since I have opened this book and been able to make any record of current events. A pressure of public business, the preparation of my Annual Report, and domestic sorrows have consumed all my waking moments. A light, bright, cherub face, which threw its sunshine on our household when this book was last opened, has disappeared forever. My dear Hubert, who was a treasure garnered in my heart, is laid beside his five brothers and sisters in Spring Grove. Well has it been for me that overwhelming public duties have borne down upon me in these sad days. Alas, frail life! amid the nation's grief I have my own.

A change of the commander of the Army of the Potomac has taken place. Stanton is gratified. McClellan is ordered to Trenton, and Burnside succeeds him. Burnside will doubtless do his best, is patriotic and amiable, and, had he greater powers and grasp, would make an acceptable and popular, if not a great, general. I hope the War Department will sustain him more earnestly than it did McClellan. Of the change I knew nothing and wished to know nothing when it was made. I had expected it might take place earlier, when McClellan seemed testing the forbearance of the Government, and not one good word was said for him. It seemed there could not be, but after he commenced to move, I was less prepared to see him displaced and the announcement came with a shock. We shall see what Burnside can do and how he will be seconded by other generals and the War Department.

The November elections have not been favorable to the Administration. To a great extent its friends are responsible. Some active and leading Republican minds have ability and talent to abuse, berate, traduce, often in secret, and assail, and these gifts are directed against the Administration. The worst of them are opposed to the Government and violently opposed to its being administered by Democrats.

The efforts of the officers under General Dix and [of] the General himself, aided by the War and Treasury Departments, have finally so far prevailed that the blockading squadron is to allow vessels to pass on a permit from General Dix's military staff. I declined to recognize any such practice unless by special order of the President, who can if he pleases modify the blockade. To allow exports and imports is inconsistent with a rigid and honest blockade. There has been a good deal of manoeuvring, much backing and filling. The prize is great. Civilians, quasi-military men, etc., are interested, — men of political influence. Dix has made three distinct visits to Washington on the subject. Some of his staff and Treasury agents were urgent. I do not think military operations at Fortress Monroe and its vicinity were suspended or that they suffered by the absence of Dix. Repeated discussions took place in the Cabinet. My determination being fixed, it became necessary the President should issue an order. Chase and Stanton each prepared a form for the President to sign. Stanton's was adopted. When the President signed it, I proposed that Nicolay should make duplicates, one for me. Stanton thought it unnecessary, said he would make and send me a perfect copy as soon as he reached the War Department. This was on Tuesday, the 11th of November. On Wednesday, having business with the President, I asked if he retained a copy. He said he did not, but, remembering Stanton's promise and my objections to the proceedings, he manifested his surprise that Stanton had failed to supply me; wished me to call on Stanton and get it. I did stop at the War Department on my return. S. professed astonishment, said he had entirely forgotten it, that it was in his pocket, had never been taken out. On Friday morning, the 14th, I received from Captain Turner, senior officer at Hampton Roads, a letter inclosing a copy of the President's order, with a letter from Stanton to General Dix inclosing it, dated the very day on which the order was issued, although he assured me the dispatch was in his pocket wholly forgotten. The copy which he sent me and the copy from the naval officer at Hampton Roads reached me at the same time. Turner had properly refused to recognize the order sent by Stanton as authentic, — would not obey it unless received through the Navy Department. It is unnecessary to comment further than to say there was something more than right in the transaction.

My Annual Report, which is necessarily long, appears to have been well received. The New York papers give it approval, some of them reluctant approval. The Herald says it is a document highly creditable to the country but not to the Secretary. I am informed this article is by Bartlett, who continues to be malignantly angry because I would not purchase vessels through his agency. He confessed to a friend that he had been disappointed in not making a hundred thousand dollars through the Navy Department, and sent me word that I should feel his vengeance, for he controlled the New York press. It seems the papers of that city are, on naval matters, shaped and directed much as he wishes and said they should be. The Times, where Thurlow Weed influences the pliant Raymond, says the Report is too much in detail, is not what it should be, but is able, etc. The Evening Post says nothing, publishes a brief summary only. The World publishes it in full without a word of comment. The National Intelligencer compliments it highly, and so do several of the Philadelphia papers which have been sent me. The World of to-day has a complimentary article on the Secretary of the Navy.

Some grumbling I anticipated from New London and its vicinity for doing my duty. I last March, and again in June, addressed Congress through the Navy Committee on the need of a suitable navy yard and establishment for the construction of iron vessels and iron armor. The suggestions drew from the city of Philadelphia an offer of League Island. I thought, if the latter place was suitable, a change might be made without increasing the number of yards. Congress authorized me to accept it, but Senator Foster of Connecticut procured a condition to be affixed that the Board which was to examine League Island with a view of substituting it for the most limited yard should also examine and report on the harbor of New London, and the Rhode Island Senators had a further proviso that the waters of Narragansett Bay should be also examined by the same board.

For an iron navy yard and establishment neither myself nor any one else entertained a thought of New London or Narragansett Bay, nor would either be exactly suitable for iron vessels and machinery; fresh water is essential. Neither would Congress consent, nor does the country require four navy yards east of the Hudson. But the Board I appointed had some disagreement. Admiral Stringham, Chairman of the Board, and a resident of Brooklyn, had a rival feeling as regards Philadelphia, and a partiality for New London, where he had studied in his youth. Professor Bache, Superintendent of the Coast Survey, who was one of the Board, was even adroit. The Board was divided, and, forgetful of the great object in view, — that of an establishment for iron vessels in fresh water and the suitability of League Island, — a majority reported that New London was the best place for such a navy yard. Not unlikely the fact that I am from Connecticut had its influence with some of them, though it has not with me. I am authorized by Congress to accept League Island if the Board report it suitable, but I am not authorized to accept of New London or Narragansett Bay. But I conclude to take no final step without giving Congress an opportunity to decide, though stating I propose to accept of League Island, which would change but not increase the number of yards, if Congress did not disapprove. I am acting for the country, not for any section, or city, or set of speculators, and though I have a partiality for my State, and for New London, where I have many excellent friends, yet I should be unworthy of my place were I to permit local or selfish interests of any kind to control me against what is really best for the country. But, while convinced I am right, and deserving of approval, I shall encounter censure and abuse in quarters where I desire the good opinions of my fellow citizens

Diary of John Beauchamp Jones: March 16, 1862

I omitted to note in its place the gallant feat of Commodore Buchanan with the iron monster Merrimac in Hampton Roads. He destroyed two of the enemy's best ships of war. My friends, Lieutenants Parker and Minor, partook of the glory, and were severely wounded.

Diary of Sarah Morgan: July 7, 1862

As we have no longer a minister — Mr. Gierlow having gone to Europe — and no papers, I am in danger of forgetting the days of the week, as well as those of the month; but I am positive that yesterday was Sunday because I heard the Sunday-School bells, and Friday I am sure was the Fourth, because I heard the national salute fired. I must remember that to find my dates by.

Well, last night being Sunday, a son of Captain Hooper, who died in the Fort Jackson fight, having just come from New Orleans, stopped here on his way to Jackson, to tell us the news, or rather to see Charlie, and told us afterwards. He says a boat from Mobile reached the city Saturday evening, and the captain told Mr. La Noue that he brought an extra from the former place, containing news of McClellan's surrender with his entire army, his being mortally wounded, and the instant departure of a French, and English, man-of-war, from Hampton Roads, with the news. That revived my spirits considerably — all except McClellan's being wounded; I could dispense with that. But if it were true, and if peace would follow, and the boys come home —! Oh, what bliss! I would die of joy as rapidly as I am pining away with suspense now, I am afraid!

About ten o'clock, as we came up, mother went to the window in the entry to tell the news to Mrs. Day, and while speaking, saw a man creeping by under the window, in the narrow little alley on the side of the house, evidently listening, for he had previously been standing in the shadow of a tree, and left the street to be nearer. When mother ran to give the alarm to Charlie, I looked down, and there the man was, looking up, as I could dimly see, for he crouched down in the shadow of the fence. Presently, stooping still, he ran fast towards the front of the house, making quite a noise in the long tangled grass. When he got near the pepper-bush, he drew himself up to his full height, paused a moment as though listening, and then walked quietly towards the front gate. By that time Charlie reached the front gallery above, and called to him, asking what he wanted. Without answering the man walked steadily out, closed the gate deliberately; then, suddenly remembering drunkenness would be the best excuse, gave a lurch towards the house, walked off perfectly straight in the moonlight, until seeing Dr. Day fastening his gate, he reeled again.

That man was not drunk! Drunken men cannot run crouching, do not shut gates carefully after them, would have no inclination to creep in a dim little alley merely to creep out again. It may have been one of our detectives. Standing in the full moonlight, which was very bright, he certainly looked like a gentleman, for he was dressed in a handsome suit of black. He was no citizen. Form your own conclusions! Well! after all, he heard no treason. Let him play eavesdropper if he finds it consistent with his character as a gentleman.

The captain who brought the extra from Mobile wished to have it reprinted, but it was instantly seized by a Federal officer, who carried it to Butler, who monopolized it; so that will never be heard of again; we must wait for other means of information. The young boy who told us, reminds me very much of Jimmy; he is by no means so handsome, but yet there is something that recalls him; and his voice, though more childish, sounds like Jimmy's, too. I had an opportunity of writing to Lydia by him, of which I gladly availed myself, and have just finished a really tremendous epistle.

Diary of Mary Boykin Chesnut: May 18, 1862

Norfolk has been burned and the Merrimac sunk without striking a blow since her coup d’état in Hampton Roads. Read Milton. See the speech of Adam to Eve in a new light. Women will not stay at home; will go out to see and be seen, even if it be by the devil himself.

Very encouraging letters from Hon. Mr. Memminger and from L. Q. Washington. They tell the same story in very different words. It amounts to this: “Not one foot of Virginia soil is to be given up without a bitter fight for it. We have one hundred and five thousand men in all, McClellan one hundred and ninety thousand. We can stand that disparity.”

What things I have been said to have said! Mr. ––– heard me make scoffing remarks about the Governor and the Council — or he thinks he heard me. James Chesnut wrote him a note that my name was to be kept out of it — indeed, that he was never to mention my name again under any possible circumstances. It was all preposterous nonsense, but it annoyed my husband amazingly. He said it was a scheme to use my chatter to his injury. He was very kind about it. He knows my real style so well that he can always tell my real impudence from what is fabricated for me.

There is said to be an order from Butler1 turning over the women of New Orleans to his soldiers. Thus is the measure of his iniquities filled. We thought that generals always restrained, by shot or sword if need be, the brutality of soldiers. This hideous, cross-eyed beast orders his men to treat the ladies of New Orleans as women of the town — to punish them, he says, for their insolence.

Footprints on the boundaries of another world once more. Willie Taylor, before he left home for the army, fancied one day — day, remember — that he saw Albert Rhett standing by his side. He recoiled from the ghostly presence. “You need not do that, Willie. You will soon be as I am.” Willie rushed into the next room to tell them what had happened, and fainted. It had a very depressing effect upon him. And now the other day he died in Virginia.

1 General Benjamin F. Butler took command of New Orleans on May 2, 1862. The author's reference is to his famous “Order No. 28,” which reads: “As the officers and soldiers of the United States have been subject to repeated insults from the women (calling themselves ladies) of New Orleans, in return for the most scrupulous non-interference and courtesy on our part, it is ordered that hereafter when any female shall by word, gesture, or movement, insult or show contempt for any officer or soldier of the United States she shall be regarded and held liable to be treated as a woman of the town plying her vocation.” This and other acts of Butler in New Orleans led Jefferson Davis to issue a proclamation, declaring Butler to be a felon and an outlaw, and if captured that he should be instantly hanged. In December Butler was superseded at New Orleans by General Banks.
