William T. Sherman to David F. Boyd, February 23, 1861

NEW ORLEANS, Feb. 23, 1861.

DEAR MR. BOYD: I fear from our experience here the cadets did not have a good time of it last night. It rained here a part of the day and night and now we are having a sort of postscript in a heavy shower. I have had a good deal of running about to do to-day, because I got here on Thursday after bank hours, and yesterday being a holiday it was closed, and this morning on application I found the book which I had sent down a week ago by mail only got here this morning. So I did not get it till 2:30 p.m. and Dr. Smith wanted to go to Baton Rouge at 5 p.m. so we gave it but a rapid examination, but there being a balance in bank larger than I claimed Dr. Smith was on the safe side in passing it. I have been with him to the boat, and he is off for Baton Rouge, and I have naught to do but be off for home. I shall start to-morrow, Sunday, for St. Louis to reach there Monday evening.

Tell St. Ange that I found Madame Lefevre and got the books entered, though I was bothered by the deputy collector. Still I think he will soon receive the books. I made the custom-house oath without seeing the list invoice of books. I know you will expect me to tell you some general political news. All here is secession on the streets. Indoors they are more reasonable and some have said to me that even yet if the North will give guarantees, this state would return. More than one have said that the leaders were afraid to leave it to a vote of the people. Congress can do nothing. The Peace Conference may report. I don't see what Lincoln or any man can do, when sections are arrayed against each other and will not believe each other.

I still adhere to my old notion that we have to fear anarchy more than a direct conflict on the slavery issue. If any of the Southern States become dissatisfied with the tariff policy of the new combination and I have myself heard merchants talk pretty plainly of the tariff already imposed on northern goods, they will secede a second time and so on to the end of the chapter.

I have seen a good deal of Bragg who goes on quietly but steadily, organizing two regiments of regulars and mark my word when a time of strife comes he will be prepared.

He tells me there is an officer at West Point whose name I now forget, who wants to be your superintendent. But the governor has advertised for one to apply before April 6 — so that no choice will take place till then. In the mean time Dr. Smith has the check book and can draw for money. I really do hope you may have a clever fellow, for your social position is one of isolation and those who are so banished should have respect and even fondness for each other. There is no pleasure or satisfaction in life when one's associate is devoid of feeling, sense, or judgment. With these and a few companions I have never cared much whether my abode was in Wall St., San Francisco, in the Desert, in Kansas, or Ohio.

But the truth is I have socially been too much isolated from my children, and now that they are at an age when for good or ill we should be together I must try and allay that feeling of change and venture that has made me a wanderer. If possible I will settle down – fast and positive. Of a summer eve with my little Minnie and Willy and the rascal Tom I can live over again my Florida life, my ventures in California, and my short sojourn in the pine woods of Louisiana, and I will teach them that there are kind good people everywhere, that a great God made all the world, that He slighted no part, that to some He assigned the rock and fir – with clear babbling brooks but cold and bitter winters, to others the grassy plain and fertile soil, to others the rich alluvium and burning sun to ripen the orange and sugar cane, but everywhere He gave the same firmament, the same gentle moon, and to the inhabitants the same attributes for good and evil.

What a beautiful task in theory, which may all explode the first moment of its realization but still one to dream of – and I know you will believe me sincere when I hope, in that little group, wherever it may be, you will some day drop in and try my hospitality. I assure you.

About the 20th of February, having turned over all property, records, and money, on hand, to Major Smith, and taking with me the necessary documents to make the final settlement with Dr. S. A. Smith, at the bank in New Orleans, where the funds of the institution were deposited to my credit, I took passage from Alexandria for that city, and arrived there, I think, on the 23d.1 Dr. Smith met me, and we went to the bank, where I turned over to him the balance, got him to audit all my accounts, certify that they were correct and just, and that there remained not one cent of balance in my hands. I charged in my account current for my salary up to the end of February, at the rate of four thousand dollars a year, and for the five hundred dollars due me as superintendent of the Central Arsenal, all of which was due and had been fairly earned, and then I stood free and discharged of any and every obligation, honorary or business, that was due by me to the State of Louisiana, or to any corporation or individual in the state.

This business occupied two or three days, during which I staid at the St. Louis Hotel. I usually sat at table with Colonel and Mrs. Bragg, and an officer who wore the uniform of the State of Louisiana, and was addressed as captain. Bragg wore a colonel's uniform, and explained to me that he was a colonel in the state service, a colonel of artillery, and that some companies of his regiment garrisoned Forts Jackson and St. Philip, and the arsenal at Baton Rouge.

Beauregard at the time had two sons at the Seminary of Learning. I had given them some of my personal care at the father's request, and, wanting to tell him of their condition and progress, I went to his usual office in the Custom-House Building, and found him in the act of starting for Montgomery, Alabama. Bragg said afterward that Beauregard had been sent for by Jefferson Davis, and that it was rumored that he had been made a brigadier-general, of which fact he seemed jealous, because in the old army Bragg was the senior.

. . . I recall a conversation at the tea-table, one evening, at the St. Louis Hotel. When Bragg was speaking of Beauregard's promotion, Mrs. Bragg, turning to me, said, “You know that my husband is not a favorite with the new president.” My mind was resting on Mr. Lincoln as the new president, and I said I did not know that Bragg had ever met Mr. Lincoln, when Mrs. Bragg said, quite pointedly, “I didn't mean your president, but our president.” I knew Bragg hated Davis bitterly, and that he had resigned from the army in 1855, or 1856, because Davis, as secretary of war, had ordered him, with his battery, from Jefferson Barracks, Missouri, to Fort Smith or Fort Washita, in the Indian country, as Bragg expressed it, “to chase Indians with six-pounders.”

I visited the quartermaster, Colonel A. C. Myers, who had resigned from the army, January 28, 1861, and had accepted service under the new régime. His office was in the same old room in the Lafayette Square Building, which he had in 1853, when I was there a commissary, with the same pictures on the wall, and the letters “U.S.” on every thing, including his desk, papers, etc. I asked him if he did not feel funny. “No, not at all. The thing was inevitable, secession was a complete success; there would be no war, but the two governments would settle all matters of business in a friendly spirit, and each would go on in its allotted sphere, without further confusion.”

I walked the streets of New Orleans, and found business going along as usual. Ships were strung for miles along the lower levee, and steamboats above, all discharging or receiving cargo. The Pelican flag of Louisiana was flying over the Custom House, Mint, City Hall, and everywhere. At the levee ships carried every flag on earth except that of the United States, and I was told that during a procession on the 22d of February, celebrating their emancipation from the despotism of the United States government, only one national flag was shown from a house, and that the house of Cuthbert Bullitt, on Lafayette Square. He was commanded to take it down, but he refused and defended it with his pistol.

The only officer of the army that I can recall, as being there at the time, who was faithful, was Colonel C. L. Kilburn, of the Commissary Department, and he was preparing to escape north.

Everybody regarded the change of government as final; that Louisiana, by a mere declaration, was a free and independent state, and could enter into any new alliance or combination she chose.

Men were enlisted and armed, to defend the state, and there was not the least evidence that the national administration designed to make any effort, by force, to vindicate the national authority. I therefore bade adieu to all my friends, and about the 25th of February took my departure by railroad, for Lancaster,2 via Cairo and Cincinnati.

William T. Sherman to Senator John Sherman, January 16, 1861

ALEXANDRIA, Jan. 16th, 1861.

MY DEAR BROTHER: I am so much in the woods here that I can't keep up with the times at all. Indeed, you in Washington hear from New Orleans two or three days sooner than I do. I was taken aback by the news that Governor Moore had ordered the forcible seizure of the Forts Jackson and St. Philip, at or near the mouth of the Mississippi; also of Forts Pike and Wood, at the outlets of Lakes Borgne and Pontchartrain. All these are small forts, and have rarely been occupied by troops. They are designed to cut off approach by sea to New Orleans, and were taken doubtless to prevent their being occupied, by order of General Scott.

But the taking the arsenal at Baton Rouge is a different matter. It is merely an assemblage of store-houses, barracks, dwelling-houses* designed for the healthy residence of a garrison, to be thrown into one or the other of the forts in case of war. The arsenal is one of minor importance, yet the stores were kept there for the moral effect, and the garrison was there at the instance of the people of Louisiana.

To surround with the military array, to demand surrender, and enforce the departure of the garrison, was an act of war. It amounted to a declaration of war and defiance, and was done by Governor Moore without the authority of the legislature or convention. Still, there is but little doubt but that each of these bodies, to assemble next week, will ratify and approve these violent acts, and it is idle to discuss the subject now. The people are mad on this question.

I had previously notified all that in the event of secession I should quit. As soon as a knowledge of these events reached me, I went to the vice-president, Dr. Smith, in Alexandria, and told him that I regarded Louisiana as at war against the federal government, and that I must go. He begged me to wait until some one could be found to replace me. The supervisors feel the importance of system and discipline, and seem to think that my departure will endanger the success of this last effort to build up an educational establishment. You may assert that in no event will I forego my allegiance to the United States as long as a single state is true to the old Constitution. . .

Flag Officer Samuel F. Dupont to Gustavus V. Fox, April 3, 1862

My Dear Sir

Since writing to the Department for more force Genl Hunter informs me that he considers the Army here too much spread, and he contemplates withdrawing the troops from North Edisto and Jacksonville!

We have many contraband at the former and its occupation was a thorn in the flank of Charleston, though the force naval and military was much too small. At the latter place the people committed to the Union movement will be checked, if not maltreated, and we shall lose Florida politically if not otherwise. The gun boats cannot hold Jacksonville without troops, and will have to be drawn down to the mouth of the St. Johns for a simple inside blockade of that river, losing all the moral effect of the splendid reconnaissance up it, for more than one hundred and fifty miles by Stevens.

The Henry Andrew the only vessel I could get into Mosquito inlet, to prevent the further ingress of Enfield rifles from Nassau and to guard the Live Oak, is seriously threatened by the rebels and will be driven out. A Regiment for a few days would scatter these wretches to the four winds—but of course I cannot now expect one, and we shall lose two hundred thousand dollars worth of live oak and pine.

Do not understand me as wishing to criticise the new order of things. Genl Hunter has good military reasons for his intentions, but they run counter to what we have been doing, and to your urgent pressure on me to take more ports. We had better have left Florida and the lower coast of Georgia alone, than to show an inability to keep what we have captured. We are informed that the Rebel order to evacuate Florida has been rescinded, and Genl Wright is threatened at Jacksonville by 2500 men.

I have not yet told you, that we have a ram as well as yourself to haunt our imaginations. Some swear to one as getting ready under Fort Jackson, others doubt. I get a new sketch of it every few days from Wall's Cut. Our friends in the batteries are greatly exercised thereby, and I cannot get away my light draft vessels to send and help my own people elsewhere. By the Charleston paper of the 25" ulto Tattnall passed through with his two sons to assume the command of the Merrimac.

Yesterday seventeen stupid volunteers and a Lieutenant, were captured by the rebels on Wilmington island, and of course I was called upon for assistance to prevent a recurrence. It is apprehended the enemy may extract from them the preparations on Tybee for the bombardment of Pulaski, which will now have to be accelerated—carriages or no carriages. When all patience was exhausted, they were looked for by the Atlantic but she came without them. Hamilton Chf. of Artill[er]y thinks it will be reduced in three days when they once commence. I fear mischief in the mean time.

Now my Dear Sir, there is an easy solution to all these difficulties and complications. Five thousand troops should be dispatched at once and give me the gun boats and Tugs I have asked for.

General Sherman leaves us in the morning. I have asked Eldridge to pass near us on going out that we may give him three hearty cheers from the Wabash. His position has never been understood by the Government or the people—he was required to make bricks without straw. All think well of having made a Military Department and sending a Major General, but why could not Sherman have remained in command of the Division? A more arduous, onerous and responsible but thankless work, no public officer ever went through, and none ever brought to such a task more true and unselfish devotion. It seems hard when such labors are about to bear fruit, that he who ploughed, harrowed, and sowed, should not be allowed even to participate in the gathering of the harvest.

He is a true friend to the Navy, and when I compare his noble endorsement of us fellows for the Port Royal affair with the meagre, stinty approval given by others on similar occasions, so properly commented on by Mr. Grimes in the Senate, I feel still more for Sherman.

Last not least—Stevens with this ships boats and the prize Steamer Darlington & Ellen has raised the America and brought her to Jacksonville. He had made one fruitless search; but a carpet bag was found containing a letter which gave the precise spot where she had been sunk, 147 miles up the St. Johns River; the letter closing with one of those refined rebel phrases, “They had so fixed her that all the Yankees outside of hell could not get her up.” She is not much injured but without sails or ground tackling. As you have heard doubtless, she was purchased by the Rebel Government to carry Mason and Slidell to England.

It occurred to me that so historical a craft, so curiously restored to us and to the North where she could only have been built, might be with a happy moral effect presented to the Governor of the State of New York, if the Department will allow me to do it. I would of course fit her up nicely, put an officer on board send her home and have it all done secundum artem.

Major-General Benjamin F. Butler to Edwin M. Stanton, April 29, 1862

HEADQUARTERS DEPARTMENT OF THE GULF,                  
Forts Jackson and Saint Philip, April 29, 1862.

SIR: I have the honor to report that in obedience to my instructions I remained on the Mississippi River, with the troops named in my former dispatch, awaiting the action of the fleet engaged in the bombardment of Forts Jackson and Saint Philip. Failing to reduce them after six days of incessant fire, Flag-Officer Farragut determined to attempt their passage with his whole fleet, except that part thereof under the immediate command of Captain Porter, known as the Mortar Fleet.

On the morning of the 24th instant the fleet got under way, and twelve vessels, including the four sloops of war, ran the gauntlet of fire of the forts and were safely above. Of the gallantry, courage, and conduct of this heroic action, unprecedented in naval warfare, considering the character of the works and the river, too much cannot be said. Of its casualties and the details of its performance the flag-officer will give an account to the proper Department. I witnessed this daring exploit from a point about 800 yards from Fort Jackson and unwittingly under its fire, and the sublimity of the scene can never be exceeded. The fleet pressed on up the river to New Orleans, leaving two gunboats to protect the quarantine station, 5 miles above.

In case the forts were not reduced, and a portion of the fleet got by them, it had been arranged between the flag-officer and myself that I should make a landing from the Gulf side on the rear of the forts at the quarantine, and from thence attempt Fort Saint Philip by storm and assault, while the bombardment was continued by the fleet. I immediately went to Sable Island with my transports, 12 miles in the rear of Saint Philip, the nearest point at which a sufficient depth of water could be found for them.

Captain Porter put at my disposal the Miami, drawing 7½ feet, being the lightest-draught vessel in the fleet, to take the troops from the ship, as far as the water would allow. We were delayed twenty-four hours by her running ashore at Pass à l'Outre. The Twenty-sixth Regiment Massachusetts Volunteers, Colonel Jones, were then put on board her and carried within 6 miles of the fort, where she again grounded. Captain Everett, of the Sixth Massachusetts Battery, having very fully reconnoitered the waters and bayous in that vicinity, and foreseeing the necessity, I had collected and brought with me some 30 boats, into which the troops were again transshipped and conveyed, by a most fatiguing and laborious row, some 4½ miles farther, there being within 1 mile of the steamer only 2½ feet of water. A large portion of this passage was against a heavy current, through a bayou. At the entrance of Manuel's Canal, a mile and a half from the point of landing, rowing became impossible, as well from the narrowness of the canal as the strength of the current, which ran like a mill-race. Through this the boats could only be impelled by dragging them singly, with the men up to their waists in water. It is due to this fine regiment and to a portion of the Fourth Wisconsin Volunteers and Twenty-first Indiana, who landed under this hardship without a murmur, that their labors should be made known to the Department, as well as to account for the slowness of our operations. The enemy evidently considered this mode of attack impossible, as they had taken no measures to oppose it, which might very easily have been successfully done. We occupied at once both sides of the river, thus effectually cutting them off from all supplies, information, or succor while we made our dispositions for the assault.

Meantime Captain Porter had sent into the bayou in the rear of Fort Jackson two schooners of his mortar fleet to prevent the escape of the enemy from the fort in that direction. In the hurry and darkness of the passage of the forts the flag-officer had overlooked three of the enemy's gunboats and the iron-clad battery Louisiana, which were at anchor under the walls of the fort. Supposing that all the rebel boats had been destroyed (and a dozen or more had been) he passed on to the city, leaving these in his rear. The iron steam battery being very formidable, Captain Porter deemed it prudent to withdraw his mortar fleet some miles below, where he could have room to maneuver it if attacked by the iron monster, and the bombardment ceased.

I had got Brigadier-General Phelps in the river below with two regiments to make demonstrations in that direction if it became possible. In the night of the 27th, learning that the fleet had got the city under its guns, I left Brigadier General Williams in charge of the landing of the troops and went up the river to the flagship to procure light-draught transportation. That night the larger portion (about 250) of the garrison of Fort Jackson mutinied, spiked the guns bearing up the river, came up and surrendered themselves to my pickets, declaring that as we had got in their rear resistance was useless, and they would not be sacrificed. No bomb had been thrown at them for three days nor had they fired a shot at us from either fort. They averred that they had been impressed and would fight no longer.*

On the 28th the officers of Forts Jackson and Saint Philip surrendered to Captain Porter, he having means of water transportation to them. While he was negotiating, however, with the officers of the forts under a white flag the rebel naval officers put all their munitions of war on the Louisiana, set her on fire and adrift upon the Harriet Lane, but when opposite Fort Saint Philip she blew up, killing one of their own men by the fragments which fell into that fort.

I have taken possession of the forts, and find them substantially as defensible as before the bombardment—Saint Philip precisely so, it being quite uninjured. They are fully provisioned, well supplied with ammunition, and the ravages of the shells have been defensibly repaired by the labors of the rebels. I will cause Lieutenant Weitzel, of the Engineers, to make a detailed report of their condition to the Department I have left the Twenty-sixth Regiment Massachusetts Volunteers in garrison, and am now going up the river to occupy the city with my troops and make further demonstrations in the rear of the enemy, now at Corinth.

The rebels have abandoned all their defensive works in and around New Orleans, including Forts Pike and Wood, on Lake Pontchartrain, and Fort Livingston from Barataria Bay. They have retired in the direction of Corinth, beyond Manchac Pass, and abandoned everything up the river as far as Donaldsonville, some 70 miles beyond New Orleans. I propose to so far depart from the letter of my instructions as to endeavor to persuade the flag-officer to pass up the river as far as the mouth of Red River, if possible, so as to cut off their supplies, and make there a landing and a demonstration in their rear as a diversion in favor of General Buell if a decisive battle is not fought before such movement is possible.

Mobile is ours whenever we choose, and we can better wait.

I find the city under the dominion of the mob. They have insulted our flag—torn it down with indignity. This outrage will be punished in such manner as in my judgment will caution both the perpetrators and abettors of the act, so that they shall fear the stripes if they do not reverence the stars of our banner.

I send a marked copy of a New Orleans paper, containing an applauding account of the outrage.

SIR: I have the honor to report my further operations since my dispatch of the 29th ultimo.

I commenced the disembarkation of my men on May 1; when I took formal possession of New Orleans.

The Twenty-first Indiana was landed at Algiers, a small town on the right bank of the river, opposite New Orleans, at the inner terminus of the New Orleans and Opelousas Railroad. All the rolling stock of the road has been seized, and the road is now running under my direction, only for the purpose of bringing in provisions to the city. That regiment under Colonel McMillan, on the 5th of May was sent to Brashear, 80 miles (the whole length of the railway), and Berwick Bay, and there captured two brass 6-pounder field guns, With ammunition for the same, some 1,500 pounds of powder, and some other ordnance stores, and dispersed a military organization there forming, captured and brought off two citizens who persisted in insulting our troops.

There are now no Confederate forces on the right or western bank of the Mississippi within possible reaching distance of which I have any intelligence.

The remainder of my troops which I had been able to take with me by means of any transportation which I had, to wit, Thirtieth and Thirty-first Massachusetts, Fourth Wisconsin and Sixth Michigan, Ninth and Twelfth Connecticut, with Manning's and Everett's Fifth and Sixth Massachusetts Batteries, and Holcomb's Second Vermont Battery, and two companies of cavalry, I landed in the city proper, posting and quartering them at the custom-house, city hall, mint, and Lafayette Square. I thought it necessary to make so large a display of force in the city. I found it very turbulent and unruly, completely under the control of the mob; no man on either side daring to act independently for fear of open violence and assassination. On landing we were saluted with cheers for Jeff. Davis and Beauregard. This has been checked, and the last man that was heard to call for cheers for the rebel chief has been sentenced by the provost judge to three months' hard labor at Fort Jackson, which sentence is being executed. No assassinations have been made of any United States soldiers, with the exception of a soldier of the Ninth Connecticut, who had left his camp without orders in the night and was found dead the next morning in an obscure street, having probably been engaged in a drunken brawl.

My officers and myself now walk in any part of the city where occasion calls by day or night, without guard, obstruction, or annoyance. There is, however, here a violent, strong, and unruly mob; that can only be kept under by fear.

On the 5th instant I sent Brigadier-General Phelps, with the Ninth and Twelfth Connecticut and Manning's battery, to take possession of the rebel works on the north side of the city, which run from the river to the marshes of Lake Pontchartrain, about 7 miles above the city. I could make no earlier movement, because all the steamers captured and in repair were claimed by the Navy, and were used either in towing their supply ships or tugging off the Rhode Island, which had gone on shore and detained us all three days. This point, in the judgment of the engineers on both sides, is a most defensible one on the northerly side, had been fortified by the rebels with heavy earthworks, and can be maintained with a few regiments against any force, however large, that may be brought against it.

The sloop-of-war Portsmouth and the gunboat Iroquois are anchored so as to enfilade the front of the embankments which were abandoned by the rebels. These can easily be put in defensible condition, although before the arrival of the army and after the evacuation by the enemy, who spiked the guns, a party from the advanced gunboats landed and burned the gun-carriages, which we must supply from those captured at the customhouse.

All the rolling stock of the Jackson Railroad was carried away by the retreating General Lovell, and he has cut the road 14 miles above the city. I am now taking measures to possess ourselves of the whole road to Manchac Pass. The fleet have gone up the river as far as Baton Rouge. The flag-officer started yesterday, and I have sent two regiments to accompany him and make any landing necessary.

The projected expedition from Vicksburg to Jackson, of which I spoke in my last dispatch, has become nugatory, because I am reliably informed from different sources that Beauregard has fallen back upon Jackson with his whole army, and is there concentrating his means of defense. My spies inform me that he is suffering greatly for want of food; that his army is daily becoming demoralized and leaving him.

As soon as all necessary points can be occupied here and my instructions carried out as regards Mobile, I will endeavour to march upon his rear with all the force I can spare consistently with reasonable safety of this point.

As in case of defeat he must retreat upon us, it will be perceived that I must be prepared to meet the débris of his army, or indeed, as he has ample rolling stock (the Telegraph says 13 miles of cars), he may precipitate any amount of force upon me at any moment; for which we will try to be ready. I have caused Forts Pike and Wood, the defenses of Lake Pontchartrain, to be occupied by detachments of the Seventh Vermont and Eighth New Hampshire Regiments. I have not yet occupied either the Chalmette, Tower Dupré, or Battery Bienvenue. Our boats hold the lake, and these are only defenses from exterior enemies; are in no need to occupy them at present. The same observation will apply to Fort Livingston.

I have the honor to inclose copies of a proclamation and the several general orders necessary in the administration of the affairs of so large a city.*  The order most questionable is the one in regard to cotton and sugar, No. 22; but it has had a most salutary effect. Both cotton and sugar are now being sent for to be brought into this market, and the burning through the adjacent country has ceased.

My action in regard to provisions was made absolutely necessary by the starvation which was falling upon the "just and the unjust," and as the class of workmen and mechanics on whom it is pressing most heavily, I am persuaded, are well disposed to the Union, I may have to take other measures to feed these.

It will become necessary for me to use the utmost severity in rooting out the various rebel secret associations here, which overawe the Union men, and give expression to the feelings of the mob by assassination and murder, and usurping the functions of government when a government was here pretended to. I propose to make some brilliant examples.

I take leave to suggest whether it might not be well to send to this point or Mobile a large force by which to operate on the rebel rear, so as To cut him off completely.

I send this dispatch by Colonel Deming, a gentleman known to you, who is possessed of my confidence, and will present to you some matters of interest more at length than could be done in this form of communication. I desire, however, to add urgently to anything he may say that there is an immediate necessity for a paymaster here. As well for the spirit, health, and comfort of the troops, I have established the strictest quarantine at the proper point (the quarantine grounds), and hope to preserve the present good health of my command. I hope my action will meet the approval of the President and the Department of War. Much of it has been done in the emergencies called for by a new and untried state of things, when promptness and movement were more desirable than deliberation. I await with anxiety instructions from the Department for my guidance in the future.

SIR: Mr. J. J. Burrowes, a British subject, and who lately commanded a company composed entirely of British subjects, organized to comply with the laws of this State, has informed me that, at your request and in compliance with an order from Brigadier-General Juge, he appeared before you yesterday for purposes which I shall have the honor to state in this communication, and he begs my interference in behalf of himself and of the other British subjects concerned. Mr. Burrowes states to me that you informed him that every member of the "British Guard" must report to you with uniforms and arms, and those failing to do so must leave this city within twenty-four hours or be sent to Fort Jackson. It has come to my knowledge within the past two days, and I am given to understand that you are in possession of information to the same effect, that some members, a minority of the whole, of the company of "British Guard," believing that the duty which had been imposed upon them by the law of this State was at an end and their services no longer required, a short time prior to the occupation of this city by the military authorities of the United States, sent their arms and equipments (their own private property, I believe) from the city—to whom or where Mr. Burrowes is unable to inform me. For this reason it will be impossible for them to report to you as soldiers, a character in which the British subjects now in question have never been desirous of showing themselves in the existing strife in this country.

It is not my intention in this communication to shield my countrymen in the step they have taken, for it may be construed as a breach of that neutrality imposed by Her Majesty on all of her subjects; but if it is looked upon in that light I feel convinced that they, when they took such action, were ignorant of the importance that might be attached to it, and did it with no idea of wrong or harm.

It may not, sir, be irrelevant for me to mention that I much regret to hear that the position of British subjects in this city as neutrals should have been questioned or doubted. When the militia law of this State was enforced by the authorities, requiring all men between the ages of eighteen and forty-five years who were in the State to perform militia duty, I was compelled to oppose the law, and informed the Executive of this State that the service imposed upon British subjects was contrary to the law of nations, and placed them beyond that neutral position which had been enjoined upon them by their Government. This was partly at the instance of many British subjects, and conjointly done with the consuls of seven other European Governments. In consequence of our action the U.S. authorities, on taking possession of this city, found that the city was to a great extent in the charge of the foreign corps, and they were performing a service allowed by their own Government, and one not deemed incompatible by either belligerent. Consequently, it is scarcely reasonable to suppose that after so strongly opposing the militia law, for fear of losing or violating their rights as British subjects, they would voluntarily and knowingly place themselves in that unpleasant position which they have for many months so carefully avoided. As I have had the honor to state above, and for the cause mentioned, it will not be possible for some of the British subjects, who were members of the "British Guard," to obey the verbal order of questioned legality given to Mr. Burrowes—that they should report to you as soldiers; and it would become my duty to solemnly protest in the name of Her Majesty's Government against the alternative stated by you, the enforcement of which would infringe the rights of British subjects residing in the United States.

SIR: I have your communication of May 8. With its evasions of facts I have nothing to do. A plain statement of the matter is this:

A number of residents of this city, who were enjoying the protection and advantages of the United States Government in their large trade and property for many years (some of them more than a decade), and now claiming to have been born subjects of Her Majesty Queen Victoria, organized themselves into a military body, known as the "British Guard," and armed, and uniformed, and equipped, patrolled the streets till the fleet of the United States had the city under its guns. This body then, after a discussion in presence of its captain and at least one other officer, at 11 o'clock at night, deliberately voted, in an organized meeting, to send the arms and uniforms of the company to the army of the rebel General Beauregard, which vote was carried into effect by sending to the rebels substantially all the arms, uniforms, and equipments in their armory. This transaction was concealed from me for some days. I then sent for Captain Burrowes and he acknowledged the facts materially as above stated. For this flagrant breach of the laws of nations, of the United States, your Queen's proclamation, and the laws of God, I directed him to order the company to leave the city within twenty-four hours.

To this he objected, saying, among other things, that this would be punishing the innocent with the guilty, as there were some members absent at the time of the vote; that each soldier of the Guard owned his arms and uniform as private property, and it would be hard to compel those to leave the city who still retained their arms and uniforms and did not concur in the vote. I then modified the order, directing those to report to me who still retained their arms and uniforms; all others, having forfeited all rights of neutrality and hospitality, to leave the city within twenty-four hours, or I should have them arrested and sent to Fort Jackson as dangerous and inimical persons. These people thought it of consequence that Beauregard should have sixty more uniforms and rifles. I thought it of the same consequence that he should have sixty more of these faithless men, who may fill them if they choose.

I intended this order to be strictly enforced. I am content for the present to suffer open enemies to remain in the city of their nativity, but law-defying and treacherous alien enemies shall not. I welcome all neutrals and foreigners who have kept aloof from these troubles which have been brought upon the city, and will, to the extent of my power, protect them and their property. They shall have the same hospitable and just treatment they have always received at the hands of the United States Government. They will see, however, for themselves that it is for the interest of all to have the unworthy among them rooted out, because the acts of such bring suspicion upon all. All the facts above set forth can most easily be substantiated, and indeed are so evasively admitted in your note by the very apology made for them. That apology says that these men when they took this action, &c., sent these arms and munitions of war to Beauregard, "did it with no idea of wrong or harm." I do not understand this. Can it be that such men, of age to enroll themselves as a military body, did not know that it is wrong to supply the enemies of the United States with arms? If so, I think they should be absent from the city long enough to learn so much international law; or do you mean to say that, "knowing their social proclivities and the lateness of the hour when the vote was taken," that therefore they were not responsible? There is another difficulty, however, in these people taking any protection under the British flag. The company received a charter or commission, or some form of rebel authorization from the Governor of Louisiana, and one of them whom I have under arrest accompanied him to the rebel camp.

There is still another difficulty, as I am informed and believe, that a majority of them have made declaration of their intentions to become citizens of the United States and of the supposed Confederate States, and have taken the proper and improper oaths of allegiance to effect that purpose.

Thus far you will do me the honor to observe that I have treated your communication as if it emanated from the duly authorized consul of Her Majesty's Government at this port. The respect I feel for that Government leads me to err, if at all, upon the side of recognition of all its claims and those of its officers, but I take leave to call your attention to the fact that you subscribed yourself "Her Britannic Majesty's Acting Consul," and that I have received no official information of any right which you may have so to act, except your acts alone, and pardon me if I err in saying that your acts in that behalf, which have come to my knowledge, have not been of such a character as to induce the belief on my part that you do rightfully represent that noble Government.

Lord Lyons called to-day upon Mr. Seward and said, as perhaps was not extraordinary, the capture of New Orleans, which was expected by Mr. Seward to be a relief in the relations between the United States and other countries, on the contrary was, at the beginning, attended with new causes of uneasiness. He had received complaints from his consul in behalf of British subjects in New Orleans of harsh proceedings by General Butler. He had not time fully to digest them, but he called to see if the Secretary of State would not think it worth while to have the military authorities at New Orleans cautioned against exercising any doubtful severities, which would produce irritation and aggravate what had already happened.

Lord Lyons especially said that it had been reported to him that a British subject had been sent to Fort Jackson, which is understood to be a very unhealthy place at this season, and he trusted the military authorities would be requested not to expose the health of such prisoners to unnecessary risks. Mr. Seward replied that he cordially appreciated the value of Lord Lyons' suggestions, and that he would submit to the Secretary of War the expediency of giving instructions to General Butler of the character suggested, and he felt authorized to say at once that they would be adopted.

George S. Denison to Salmon P. Chase, February 26, 1863

Dear Sir: The military movements lately in contemplation, have, I think, been given up. This opinion may be incorrect, but is based upon the best information I can gather. The authorities attempt to maintain great secrecy in all their steps. All the contortions of the Sybil are presented without any of her inspiration. Thus far, except in preparation, the accomplishments of Gen. Banks amount to nothing. It is my opinion that a grand attack direct upon Port Hudson, is intended. If so, it may come off in four or five weeks, and I should think the chances of failure and of success will be about equal.

I do not think Gen. Banks favors the enlistment of negroes. There has been some trouble about Butler's three regiments, because most of their officers are colored, and the New England soldier could not consent to present arms to a colored officer and treat him with necessary respect. The good sense of the negroes themselves would have obviated this difficulty, if Gen. Banks had followed their suggestions. They presented to him a petition asking that the three Regiments be brigaded together, and not be mingled with the other troops, but, as they have often requested, be assigned to some post of danger where they might be able to establish a good name for themselves. This request has not been granted.

The 4th. Reg't. Native Guards, authorized by Gen. Banks, is nearly full. I understand he has permitted a Fifth to be raised. But this is nothing compared with what can and should be done. Gen. Banks seems to be much guided by his West Point officers, most of whom for some reason or other, have prejudices against negro troops. Gen. Phelps is a distinguished exception. I am glad to see his nomination as Major General. Except Gen. Phelps no officer in this Department came near Gen. Butler in ability. And this was the real ground, 1 believe, of their disagreement. The Department of the Gulf was not large enough for two such men. Each was of too emphatic character, too self willed and determined in opinion, to get along well with the other. The fortifications built by the Rebels about the city are being strengthened and guns mounted on them. We never used to think the recapture of the City possible, defended by only a few thousand men and Gen. Butler.

I used to have great admiration for McClellan, based on opinions formed among the rebels, who always spoke of him with respect—as well as of Buell. Gen. Banks is regarded by them as a gentleman. This is not a good sign. But they hated Lyon, and hate Rosecrans and Hunter and Butler and Phelps, and all who do not believe in conciliation. They like to be conciliated.

The Department of the Gulf is too big a machine to be run by any one except B. F. Butler. 1 am afraid from late accounts that he is not to return here. Perhaps Mr. Seward is hostile to him.

This is less a Union City now than when Gen. Banks came here. There is more manifestation of disloyalty than at any time during the Summer. And the reason is that no punishment, or insufficient punishment, follows offenses. It won't do, you know, to be hard on a gentleman for exercising his constitutional right of abusing the United States. Judge Peabody of the Provisional Court, is also Provost Judge. Judge Peabody is a mistake. As Provost Judge, he is only a small magistrate. A man throws up his hat and hurrahs for Jeff. Davis in the street. Judge P. fines him five dollars. An enthusiastic rebel does not repent that price for so great a privilege. Butler would have sent the offender to Fort Jackson and neither he nor any acquaintance of his, would have committed the offense again.

The policy of conciliation, in whatever form, is useless, absurd and hurtful, and whoever adopts it may justly be accused of expecting a nomination for the Presidency. I expect Mr. Bullitt on Sunday the 1st. of March. We shall work well together, and nothing shall be wanting on my part, to make the management of the Custom House as efficient as heretofore.

Commander John Rodgers to Captain Charles Henry Davis, January 2, 1862

I learn from Isaac Tatnall Gillis, Contraband, who escaped from the Str St. Mary at Savannah to Tybee, 3 weeks ago, that there are 5 Batteries on St. Simon's Island and two on Jekyl Isld. All these batteries are made of railroad iron and palmetto logs, the guns in bomb proofs.

These Batteries may be avoided however in going to Brunswick by entering St. Andrews Sound and passing through the Jekyl Creek with about fathoms at Spring tide. This passage debouches about 2½ miles from the Batteries on Jekyl Isld. The passage through St. Andrews leads to Fernandina. There is but one Battery on Amelia Island, none on Cumberland Isld, the guns having been removed.

The guns on Amelia Isld, old ones brought from St. Augustine, are pointed across the channel towards Cumberland Isld and cannot be brought to bear upon a vessel coming upon them from the inside.

No work has been done on Ft Clinch and no use made of it.

Through Ossabaw Sound, there is a passage to Montgomery, about ten miles from Savannah, with a good road leading to that city.

There is a sand Battery on Green Island, which must be passed in going to Montgomery.

There are no batteries at St. Catherine's Sound nor at Sapelo, Doboy, Altamah nor St. Andrews. There is a battery of 5 guns at St. John's, and one with 4 at Nassau.

Genl Yulee (Query The famous Senator?) commands at Fernandina. In the scramble for the Virginia guns, poor Florida was pushed aside, and left without any. Therefore, and because she cannot get back her troops from Virginia, Isaac thinks the Floridians will not fight with any very good will. About 2000 troops at Fernandina. These people were formerly fed by Steamboat from Savannah through the Romilly marshes which we now block, so that at present they must be fed from Brunswick, by Railroad from Savannah.

Freeborn cut has plenty of water, Isaacs thinks 4 fath. to the Savannah River which it enters about 3 miles below Ft Jackson, and one below the entrance to St. Augustine Creek (See Savannah Chart). About 200 yards from the River, Freeborn's cut has a short double bend. Isaac was in a Steamer with double engines disconnected; by giving away on one paddle and backing with the other, she could scarcely get through; men with lines could have a vessel round. Isaac heard about 2 months ago that a section of the dry dock was sunk in Freeborn Cut. He does not know whether this is so.

Isaac says that Fort Pulaski is badly provisioned, that it depends upon daily supplies from Savannah, and that in a weeks blockade it must fall from starvation.

He can take vessels into the Savannah River at night if desired thro' Freeborn cut or thro' St. Augustine or Wilmington River. These two last names belong to different parts of the same stream, or by ascending through Freeborn cut and coming down St. Augustine Creek, the forts may be approached in a direction they were not intended to resist.

If a force to resist the Georgia Navy can be got into the Savannah River above Fl Pulaski then the fort will be starved sooner or later, and fall without a blow. This will open Savannah River and Savannah to our Guns. Fort Jackson is on our way, but its guns are all en barbette.

By sounding here, we have found only 9 ft water at low tide into Freeborn cut.

After emerging from Freeborn Cut into the Savannah, Isaac thinks 2 fathoms can be carried down and across the river to Venus Point. See Savannah Chart.

The Flag is now between G. Wassaw & Little Tybee Islds blocking Freeborn Cut. The H. Andrew disabled nr Gt Wassaw Battery. The Seminole and Alabama at the entrance of the Romilly marshes.

Isaac has been pilot for years in these waters, he thinks he is worth $1500 — his master got $35 per month for his services. Gillis, I think, scarcely sees his way clear in putting him upon his Books for pay. I do not think he ought to be made to risk his neck for nothing. Gillis said he would enter him, upon my urging it, but I do not think he has done so.

I send the Commodore his chart of Port Royal colored by Mr McCauley and backed. It is, I think neatly done.

All the information I have gleaned from Isaac is interesting to me, and you will I presume find it valuable as confirming or raising doubts, and getting better knowledge thereby, from other sources.

I have the honor to communicate some information obtained from the colored man Brutus who accompanied me from Tybee this morning. He is the most intelligent slave I have met here, and is quite familiar with the rivers and creeks between Savannah City and Tybee Island. He made his escape from Wilmington Island last week in a canoe.

He says the enemy's pickets are thrown forward every day to the eastern extremity of Wilmington Island; that the Skiddaway battery is about three miles above the position abandoned at Wassaw and mounts 6 guns; that the Thunderbolt battery is six miles higher up still and mounts 6 guns — (possibly 8 by this time) and that the road from the Skiddaway battery to Savannah, passes within half a mile of the Thunderbolt battery and is commanded.

He also communicates the very important piece of information, that boats of not over 10 ft dft", can pass from Wassaw Sound to Savannah River at high tide, through Wilmington Narrows and St. Augustine Creek, leaving Wilmington Island on the left and thus turning the Skiddaway and Thunderbolt batteries. There were no guns on Wilmington Narrows when Brutus came from there. By this route St. Augustine Creek is entered about three miles to the Northward of the Thunderbolt battery.

The Steamer St Mary one of those observed to be in attendance on Fort Walker before its capture — has been plying on this route for the last two or three summers.

In entering Savannah River from St. Augustine Creek, it is necessary to pass within about two or two and a quarter miles of Fort Jackson. Elba Island, in Savannah River just below Fort Jackson, and opposite the entrance to St. Augustine Creek, is several miles in length and contains some fine ground. There is a ship channel on both sides of it. Savannah River has no tributary on the South side, between St. Augustine Creek, and Fort Pulaski. Oyster Creek makes in so near the Savannah River, about 3 miles above Fort Pulaski, that a vessel in it, would appear to an observer on Tybee Light House, to be directly beyond the Fort. Oyster Creek, some miles above the point where the passage leads from it to Wilmington Narrows, loses itself in the marsh, or as the negro says, “runs out to nothing.”

I must say that I place great reliance on Brutus' statement, for everything he said of Big Tybee Inlet, was verified with remarkable accuracy by my examination. What he says is moreover confirmed by other slaves at Tybee Island. I recommend a gun boat reconnaisance up Wilmington Narrows, and solicit the privilege of accompanying it.

If we can get into Savannah River, by a line of communication that we can retain and control, it seems to me a far better policy to reduce Pulaski by cutting off its supplies, than by the very doubtful and very expensive operation of bombardment from Tybee Island.

I estimate, that after the armament applied for arrives, it will require at least one month of hazardous labor to get the pieces in position ready for opening on the Fort. A preliminary work of three or four weeks, will certainly be necessary to prepare the platforms, embrasures, bomb-proofs and service and store magazines. The landing of the ordnance stores will be an immense operation of itself. If we suppose all the mortars to be 13 in, and all the solid shot to be thrown from 8in Columbiads, we will require storage room and land transportation for about,

The powder will require an immense magazine. I disclaim any wish to shrink from this labor, but as there seems to be at least two ways of accomplishing the reduction of Pulaski, we ought to select the one offering the greatest advantages as regards rapidity and economy.

The reduction by bombardment and cannonade I deem practicable, on the supposition of exhaustless means. Whether it is expedient to make the attempt, and incur the risk of failure is another matter. Fort Pulaski is fully as strong a work as Fort Pickens, and we are informed that the interior arrangements to protect the garrisons are extensive.

We cannot reach the casemate blindage except by fragments of shells, which would do them very little injury. My chief reliance would be, as I have already intimated to you, in heavy rifled guns, to be used in breaching the walls and dismounting the guns. I respectfully ask the Commanding Generals cordial attention to this subject, in all its bearings.

Appended to this is a tracing which gives a general idea of Big Tybee inlet, as developed by my examination of it, and also of the Islands and waters between Tybee Island and Wilmington River, as I understand them from the statements of Brutus and other negroes, claiming to be familiar with that neighborhood.

Diary of Sergeant George G. Smith: July 4, 1862

Ladies of New Orleans presented the 13th Conn. Vols, with a beautiful flag. Many of the rebel army paroled at Fort Jackson and St. Philip came into the city of New Orleans and were there without means of support, no alternative was open to them but to enlist in the Union armies. So General Butler issued an order to any of the Northern troops that wanted to go home to put in an application for a discharge and it would be granted, their places to be filled with paroled rebel prisoners. Recruiting offices were also opened for two new regiments of infantry and one of cavalry. I did not see any very early opportunity for promotion in the 13th, and there was a possible chance in one of the new regiments, so I put in an application for a discharge.

Diary of Sergeant George G. Smith: Capture and Occupation of New Orleans.

Of course I have not the time and space to give an account of the passing of the forts as it was described in the papers at that time and as I have seen it since, but two or three incidents are interesting to me and may be to the readers of this diary. One of these is the part Commodore Boggs took in the fight:

“He was in command of the Varuna, originally a passenger steamer transformed into a gunboat. It was frail, but a fast vessel. He saw it would not stand much pounding before the forts, so he requested the Admiral to let him run past the fort and fight the enemy's fleet above. He received permission on condition that he would not sink any gunboats in the channel so as to obstruct the river. Boggs had the barrels of pork that were on board for rations, placed in the boiler room, and soon some of it was hissing on the hot coals under the boilers, and the boat started up the river. Opposite the fort he poured in a broadside and then fired grape and canister as fast as the guns could be worked. The Varuna was soon above the fort without a shot hole in her. The shores seemed lined with rebel gunboats on both sides of the river. He opened his batteries on both sides, as well as his stern and bow guns. One vessel seemed to be loaded with soldiers. He sent a shot into that which struck the boiler and blew her up. It ran ashore in flames. Three other vessels soon ran ashore in the same condition. At daylight he saw an iron clad bearing down on him. It struck the Varuna in the side crushing in her timbers. It backed out and came on again striking her in the same place Boggs ordered the engineer to go ahead up stream. This turned the ironclad around exposing her wooden side, when he poured in five shells in quick succession. This fixed her and she ran ashore in flames. As soon as this was done another ironclad struck her in the side crushing it in so the water poured in in torrents. He then turned her prow to shore, working his guns until the trucks were under water. As soon as her prow struck the bank he ordered a chain cable ashore and wound it around a tree, keeping her bow above the water and the crew all escaped. Captain Bailey said, ‘He saw Boggs bravely fighting the wounded thing until her guns were level with the water.’ That made five vessels he put hors de combat with his wooden tub. Down the river opposite the forts the fight was raging fiercely. The white smoke rolled and heaved in vast volumes along the shuddering waters, and one of the wildest scenes in the history of the war now commenced. The fleet with full steam on was soon abreast the forts, and its rapid broadsides mingling in with the deafening explosions on shore turned night into fiery day. Louder than redoubled thunders the heavy guns sent their deafening roar through the gloom, not in distinct explosions, but in one long wild, protracted crash, as though the ribs of nature were breaking in final convulsions. Amid this hell of terror, a fire raft, pushed steadily forward by the ram Manassas, loomed through the smoke like a phantom from the unseen world. As if steered by adverse fate it bore straight down on the Hartford. Farragut sheered off to avoid the collision, and in so doing ran aground where the fire ship came full against him. In a moment the hungry flames leaped up the rigging and darted along the smoking sides of the Hartford. It seemed all up with the gallant Farragut, but for that stern discipline which he always maintained his fate would have been sealed. There was no panic on board at this awful catastrophe, every man was in his place, and in a moment the hose was unwound and a stream of water turned on the flames. The powerful engines were reversed, and soon forced the vessel off into deep water, though all aflame. The firemen cool and collected, plied their hose, while the gunners still stood to their guns, and poured in their broadsides, and still the signal ‘close action’ flamed above the staggering ship. The fire was at length got under, and Farragut again moved at the head of his column. And now came down the rebel fleet of thirteen gunboats and two ironclad rams to mingle in the combat, Broadside to broadside, hull crashing against hull, it became a gladitorial combat of ships. Farragut found himself at last past all the forts with thirteen out of seventeen vessels of the fleet. The Varuna, Commodore Boggs, was sunk. The Itasca, Winona, and Kennebec, were disabled so they had to turn back and float down the river. Thirteen out of the seventeen enemy's gunboats he had brought down to assist the forts in demolishing our fleet were driven ashore or wrecked or captured.” — [From “Farragut and Our Naval Commanders.” by J. Farragut now proceeded up the river with his fleet to New Orleans, on the way silencing a powerful battery at English Town. That city was now at his mercy. Lovell commanding the rebel troops there had taken himself away and left the affairs of the city in the hands of the mayor, Monroe. Farragut sent Captain Bailey and demanded the surrender of the city, and that the United States flag be hoisted on the City Hall, Mint and Custom House. Monroe sent a long winded reply containing this wonderful piece of bombast: “As to the hoisting of any flag other than the flag of our adoption and allegiance, let me say to you that the man lives not in our midst whose hand and heart would not be paralyzed at the thought of such an act.” And then wound up with an appeal to be very careful of the feelings of his gallant constituency, assuming an air of superiority and injured innocence I should style preeminently foolish. The reply of Admiral Farragut was so cool and to the point I cannot refrain from giving it here:


U. S. Flagship Hartford, Off City at New Orleans, April 26.

To His Honor the Mayor of New Orleans:

Your Honor will please give directions that no flag but that of the United States will be permitted to fly in the presence of this fleet so long as it has the power to prevent it; and as all display of that kind may be the cause of bloodshed, I have to request that you will give this communication as general a circulation as possible. I have the honor to be very respectfully,

Refusing to confer further with the impudent mayor he sent Captain Morris to hoist the flag on the Mint. The latter sent a party on shore and “soon the old flag swung once more to the breeze in sight of the enraged population.” The officer in charge warned the spectators that if any one attempted to haul it down the building would be fired upon, and returned to the ship, leaving no guard to protect it, but directed the howitzers in the maintop of the Pensacola to be loaded with grape and trained upon it.

At eleven o'clock this morning the admiral ordered the church pennant to be hoisted on every vessel of the fleet, and that their crews assembled in humiliation and prayer, should make their acknowledgements to Almighty God for his goodness and mercy in permitting us to pass through the events of the last two days with so little loss of life and blood. The solemn service had progressed but a few minutes when the silence was broken by the discharge overhead of the howitzers by the lookout left in the maintop to watch the flag. It at once aroused every man from his devotions and all eyes turned towards the Mint. They saw four men on the roof of the building tearing down the flag. Instantly the gunners without waiting for orders sprang to the guns and pulled the lanyards. The next moment a whole broadside was expected to pour into the city, but not a gun went off. As it looked like rain the gunners had removed the wafers by which they were discharged, before the service commenced, so that only the click of the locks was heard. But for this a fearful destruction would have ensued. It is not altogether clear that this was not a providential circumstance, for after the warning Farragut had given him, it was clearly the duty of Monroe if he was going to pull down the flag, to warn the people in time to get out of the way. But still there was ground for fault finding. As it was the commander of a French war vessel in the harbor growled, and said Farragut’s note was virtually a threat for immediate bombardment. Neither England or France were very friendly to the United States at that time. Both were jealous of our growing power, and the Monroe doctrine was distasteful to every monarchy in Europe, and especially so to France; for she had already set up a kingdom in Mexico and placed a scion of the house of Hapsburg on the throne, and the stability of his government rested entirely on the success of the Confederate arms. So it is not surprising that they would like to see this fair fabric of ours crumble and fall into harmless fragments. Hence it was good policy that no act of vandalism could be construed in such a way that it would place blame at our doors. Farragut was disgusted with the wordy jangle and turned it over to Butler and went on up the river. We shall hear more of the flag incident anon.

On May the 6th, the 1st Louisiana was again on board the City of New York bound for New Orleans. We passed the Chandaleur group of islands. Next day ran in among rocks and had to drop anchor. In the afternoon a breeze sprang up and the ship was again on her course, entering the southwest pass on the 8th an ironclad nondescript lay partly submerged at the bar. The pilot boat Matansas came down from the lighthouse and took us in tow, and on the 10th of May we anchored off Fort Jackson. The fort bore marks of a terrible pounding. At this point we took in a supply of coal and started up stream. Next day took Yankee Blade in tow. Passed many beautiful and costly buildings, made possible by human slavery. John Smith, from Woodstock, fell overboard. A boat was lowered and he was picked up. On May 12, 1862, tied up to the wharf in New Orleans. Next day disembarked and was quartered in a cotton press. Unloaded ship stores, and on the 15th moved into the Custom House. In passing through the aristocratic St. Charles street but few people were seen and these did not seem at all glad to see us, although the regiment was in its best attire: shoulder scales, arms and equipments burnished for the occasion. But nobody vouchsafed us a smile, except when we passed the Clay monument the iron features of that old veteran statesman seemed to smile on us as if well pleased with the gentle visit. It seemed refreshing.

The 13th Conn. Vols. remained here doing guard duty at the Custom House and General Butler's headquarters in the St. Charles Hotel until July 4, 1862. The duties were quite arduous as we had to go on guard about every other day. It was the duty of the sergeant of the guard to examine passes. As the post office and General Butler's court were in this building, a continual stream of citizens was going in and coming out all day. Each relief was on two hours and off four. It was somewhat galling to some of the citizens to be obliged to go between a cordon of hated Yankee soldiers with a pass to get to the post office. This was particularly distasteful to the ladies, but there did not seem to be any other way. General Butler came down every morning with a pair of big bay horses and a barouche, and the guard must fall in before the entrance, open ranks, and present arms as he passed in.

Quite a number of events worth relating happened while we were on duty there. Somehow Butler found out who tore down the flag Admiral Farragut had raised over the United States mint the day the city was captured, and he had him arrested and put under guard in the Custom House. He was tried and sentenced to be hung at the Mint directly under the place where he tore down the flag. I visited him two or three times in his place of confinement and conversed with him. He was a man of diminutive size, dark hair and whiskers, wearing the latter quite long. He was a shoemaker by trade, I should say of French origin, but spoke quite good English. From what I could learn there were others more to blame than he. They simply made a catspaw of him and they kept out of harm's way. His name was William B. Mumford. The story I learned was that after the citizens got the flag they formed a procession and dragged it through the streets in the mud for awhile, and then divided it up as trophies. But if Farragut's guns had gone off when the lanyards were pulled there would have been no hoodlums to drag the flag, or Mumford to hang. At sunrise on the morning of June 7th, Mumford was led out between two lines of soldiers, placed in a common army wagon and seated on his coffin, a plain, unpainted pine box, guarded in front and rear and or. either side. The cavalcade started towards the Mint led by the band playing the Dead March. I was on duty that day as sergeant of the guard and so could not go, but from the top of the Custom House I saw them start off. His wife and two young daughters stood in the street below, and to see their grief was enough to wring tears from a stone. A beam was run out of a window directly under where the flag hung, and William B. Mumford paid the penalty of his crime with hanging by the neck thereon until he was dead.
