Major-General Benjamin F. Butler to Edwin M. Stanton, May 8, 1862

HEADQUARTERS DEPARTMENT OF THE GULF,                  
New Orleans, May 8, 1862.

SIR: I have the honor to report my further operations since my dispatch of the 29th ultimo.

I commenced the disembarkation of my men on May 1; when I took formal possession of New Orleans.

The Twenty-first Indiana was landed at Algiers, a small town on the right bank of the river, opposite New Orleans, at the inner terminus of the New Orleans and Opelousas Railroad. All the rolling stock of the road has been seized, and the road is now running under my direction, only for the purpose of bringing in provisions to the city. That regiment under Colonel McMillan, on the 5th of May was sent to Brashear, 80 miles (the whole length of the railway), and Berwick Bay, and there captured two brass 6-pounder field guns, With ammunition for the same, some 1,500 pounds of powder, and some other ordnance stores, and dispersed a military organization there forming, captured and brought off two citizens who persisted in insulting our troops.

There are now no Confederate forces on the right or western bank of the Mississippi within possible reaching distance of which I have any intelligence.

The remainder of my troops which I had been able to take with me by means of any transportation which I had, to wit, Thirtieth and Thirty-first Massachusetts, Fourth Wisconsin and Sixth Michigan, Ninth and Twelfth Connecticut, with Manning's and Everett's Fifth and Sixth Massachusetts Batteries, and Holcomb's Second Vermont Battery, and two companies of cavalry, I landed in the city proper, posting and quartering them at the custom-house, city hall, mint, and Lafayette Square. I thought it necessary to make so large a display of force in the city. I found it very turbulent and unruly, completely under the control of the mob; no man on either side daring to act independently for fear of open violence and assassination. On landing we were saluted with cheers for Jeff. Davis and Beauregard. This has been checked, and the last man that was heard to call for cheers for the rebel chief has been sentenced by the provost judge to three months' hard labor at Fort Jackson, which sentence is being executed. No assassinations have been made of any United States soldiers, with the exception of a soldier of the Ninth Connecticut, who had left his camp without orders in the night and was found dead the next morning in an obscure street, having probably been engaged in a drunken brawl.

My officers and myself now walk in any part of the city where occasion calls by day or night, without guard, obstruction, or annoyance. There is, however, here a violent, strong, and unruly mob; that can only be kept under by fear.

On the 5th instant I sent Brigadier-General Phelps, with the Ninth and Twelfth Connecticut and Manning's battery, to take possession of the rebel works on the north side of the city, which run from the river to the marshes of Lake Pontchartrain, about 7 miles above the city. I could make no earlier movement, because all the steamers captured and in repair were claimed by the Navy, and were used either in towing their supply ships or tugging off the Rhode Island, which had gone on shore and detained us all three days. This point, in the judgment of the engineers on both sides, is a most defensible one on the northerly side, had been fortified by the rebels with heavy earthworks, and can be maintained with a few regiments against any force, however large, that may be brought against it.

The sloop-of-war Portsmouth and the gunboat Iroquois are anchored so as to enfilade the front of the embankments which were abandoned by the rebels. These can easily be put in defensible condition, although before the arrival of the army and after the evacuation by the enemy, who spiked the guns, a party from the advanced gunboats landed and burned the gun-carriages, which we must supply from those captured at the customhouse.

All the rolling stock of the Jackson Railroad was carried away by the retreating General Lovell, and he has cut the road 14 miles above the city. I am now taking measures to possess ourselves of the whole road to Manchac Pass. The fleet have gone up the river as far as Baton Rouge. The flag-officer started yesterday, and I have sent two regiments to accompany him and make any landing necessary.

The projected expedition from Vicksburg to Jackson, of which I spoke in my last dispatch, has become nugatory, because I am reliably informed from different sources that Beauregard has fallen back upon Jackson with his whole army, and is there concentrating his means of defense. My spies inform me that he is suffering greatly for want of food; that his army is daily becoming demoralized and leaving him.

As soon as all necessary points can be occupied here and my instructions carried out as regards Mobile, I will endeavour to march upon his rear with all the force I can spare consistently with reasonable safety of this point.

As in case of defeat he must retreat upon us, it will be perceived that I must be prepared to meet the débris of his army, or indeed, as he has ample rolling stock (the Telegraph says 13 miles of cars), he may precipitate any amount of force upon me at any moment; for which we will try to be ready. I have caused Forts Pike and Wood, the defenses of Lake Pontchartrain, to be occupied by detachments of the Seventh Vermont and Eighth New Hampshire Regiments. I have not yet occupied either the Chalmette, Tower Dupré, or Battery Bienvenue. Our boats hold the lake, and these are only defenses from exterior enemies; are in no need to occupy them at present. The same observation will apply to Fort Livingston.

I have the honor to inclose copies of a proclamation and the several general orders necessary in the administration of the affairs of so large a city.*  The order most questionable is the one in regard to cotton and sugar, No. 22; but it has had a most salutary effect. Both cotton and sugar are now being sent for to be brought into this market, and the burning through the adjacent country has ceased.

My action in regard to provisions was made absolutely necessary by the starvation which was falling upon the "just and the unjust," and as the class of workmen and mechanics on whom it is pressing most heavily, I am persuaded, are well disposed to the Union, I may have to take other measures to feed these.

It will become necessary for me to use the utmost severity in rooting out the various rebel secret associations here, which overawe the Union men, and give expression to the feelings of the mob by assassination and murder, and usurping the functions of government when a government was here pretended to. I propose to make some brilliant examples.

I take leave to suggest whether it might not be well to send to this point or Mobile a large force by which to operate on the rebel rear, so as To cut him off completely.

I send this dispatch by Colonel Deming, a gentleman known to you, who is possessed of my confidence, and will present to you some matters of interest more at length than could be done in this form of communication. I desire, however, to add urgently to anything he may say that there is an immediate necessity for a paymaster here. As well for the spirit, health, and comfort of the troops, I have established the strictest quarantine at the proper point (the quarantine grounds), and hope to preserve the present good health of my command. I hope my action will meet the approval of the President and the Department of War. Much of it has been done in the emergencies called for by a new and untried state of things, when promptness and movement were more desirable than deliberation. I await with anxiety instructions from the Department for my guidance in the future.

Diary of John Hay: [April 27, 1864]

On the evening of the 25th Fox, who had been frequently telegraphed by Butler to come down to Fort Monroe, determined to go, and asked me to go with him. We started for the Navy Yard at 5.30, passing Willard’s while Burnside’s splendid column was moving down 14th Street across the Long Bridge into Virginia. This is the finest looking and best appointed force I have ever yet seen. A little gorgeous and showy, reminding one of the early regiments who went shining down to Bull Run and the Peninsula as if to a picnic. The 3d N. J. Cavalry looked fine and yellow in their new cloaks and gold-braided breasts. The officers looked so superbly outlandish that it surprised one to hear them speaking in a Yankee accent, pure American as Cash Clay calls it. The black regiments looked well, and marched better than others — as in fact they always do.

We went down the river among the twilight “shadders” and got some fish and dined off shad roe and shad. Fox had brought with him some of his choice Oolong tea. . . . We got to Fortress Monroe in the morning, and Welles and I visited the “Iroquois,” Capt. Raymond Rogers, while Fox went to see the General. Coming ashore we skirmished for some time about the walls of the Fortress before we could find the right entrance. We went in; saw Schaffer and Kent who was lounging round with an air intensely ennuyeé, and who said: — “There are plenty of indications here which to a green hand would presage an early movement; but we blasé fellows don't seem to see it; we are familiar with large promise and scanty performance.”

Joined Butler and Fox on the ramparts. Butler said he was walking there for the first time in several months; preferring to take necessary exercise on horseback. He spoke highly of the negro troops — especially of their walking powers. They start off and trot slouchingly without wasting any muscle in grace of action, he said, illustrating the shuffling step, on the ramparts, bending his knees, and dragging his feet over the oniony grass. He spoke of the delight with which Bob Ould ate the good dinners he got while at the Fort — saying that one breakfast he got at Shaffers would have cost $2,000 in Richmond. . . . . I had a good deal of a talk with Shaffer, one of “the best staff a man was ever blessed with, — Strong Turner Shaffer and Weitzell” as Butler says. Shaffer is sanguine about the coming movement. “We will fasten our teeth,” he says, “on his line of supplies, and he must leave his positions to come and beat us off;” — relying on Grant’s not being the man to let that be done quietly. . . .

Fox seemed troubled sorely by the prospect. He fears the details have not been sufficiently studied; that the forces are to bulge ahead and get badly handled; that they rely on help from the navy in places where the navy cannot possibly help, — but rather “will be useless as an elephant with his trunk unscrewed and his tusks unshipped;” that going up the James between the precipitous banks, a few riflemen on the banks will produce a panic that nothing can remedy. He seemed surprised that the navy should not have been informed of the intended movement until to-day; or that Grant should have sanctioned, and concluded that G. must be letting the thing slide on without suggestion from him, to squelch it before it was consummated, or, relying upon his other plans, might have given this column up to the fate of a reconnoissance in force which will have accomplished its object if it diverts from his front a force large enough to destroy it. . . . .

Diary of Sarah Morgan: May 9, 1862

May 9th.

Our lawful (?) owners have at last arrived. About sunset, day before yesterday, the Iroquois anchored here, and a graceful young Federal stepped ashore, carrying a Yankee flag over his shoulder, and asked the way to the Mayor's office. I like the style! If we girls of Baton Rouge had been at the landing, instead of the men, that Yankee would never have insulted us by flying his flag in our faces! We would have opposed his landing except under a flag of truce; but the men let him alone, and he even found a poor Dutchman willing to show him the road!

He did not accomplish much; said a formal demand would be made next day, and asked if it was safe for the men to come ashore and buy a few necessaries, when he was assured the air of Baton Rouge was very unhealthy for Yankee soldiers at night. He promised very magnanimously not to shell us out if we did not molest him; but I notice none of them dare set their feet on terra firma, except the officer who has now called three times on the Mayor, and who is said to tremble visibly as he walks the streets.

Last evening came the demand: the town must be surrendered immediately; the Federal flag Must be raised; they would grant us the same terms they granted New Orleans. Jolly terms those were! The answer was worthy of a Southerner. It was, “The town was defenseless; if we had cannon, there were not men enough to resist; but if forty vessels lay at the landing, — it was intimated we were in their power, and more ships coming up, — we would not surrender; if they wanted, they might come and Take us; if they wished the Federal flag hoisted over the Arsenal, they might put it up for themselves, the town had no control over Government property.” Glorious! What a pity they did not shell the town! But they are taking us at our word, and this morning they are landing at the Garrison.

“All devices, signs, and flags of the Confederacy shall be suppressed.” So says Picayune Butler. Good. I devote all my red, white, and blue silk to the manufacture of Confederate flags. As soon as one is confiscated, I make another, until my ribbon is exhausted, when I will sport a duster emblazoned in high colors, “Hurra! for the Bonny blue flag!” Henceforth, I wear one pinned to my bosom — not a duster, but a little flag; the man who says take it off will have to pull it off for himself; the man who dares attempt it — well! a pistol in my pocket fills up the gap. I am capable, too. This is a dreadful war, to make even the hearts of women so bitter! I hardly know myself these last few weeks. I, who have such a horror of bloodshed, consider even killing in self-defense murder, who cannot wish them the slightest evil, whose only prayer is to have them sent back in peace to their own country, — I talk of killing them! For what else do I wear a pistol and carving-knife? I am afraid I will try them on the first one who says an insolent word to me. Yes, and repent for it ever after in sackcloth and ashes. O! if I was only a man! Then I could don the breeches, and slay them with a will! If some few Southern women were in the ranks, they could set the men an example they would not blush to follow. Pshaw! there are no women here! We are all men!

Diary of Mary Boykin Chesnut: June 13, 1862

Decca's wedding. It took place last year. We were all lying on the bed or sofas taking it coolly as to undress. Mrs. Singleton had the floor. They were engaged before they went up to Charlottesville; Alexander was on Gregg's staff, and Gregg was not hard on him; Decca was the worst in love girl she ever saw. “Letters came while we were at the hospital, from Alex, urging her to let him marry her at once. In war times human events, life especially, are very uncertain.” For several days consecutively she cried without ceasing, and then she consented. The rooms at the hospital were all crowded. Decca and I slept together in the same room. It was arranged by letter that the marriage should take place; a luncheon at her grandfather Minor's, and then she was to depart with Alex for a few days at Richmond. That was to be their brief slice of honeymoon.

The day came. The wedding-breakfast was ready, so was the bride in all her bridal array, but no Alex, no bridegroom. Alas! such is the uncertainty of a soldier's life. The bride said nothing, but she wept like a water-nymph. At dinner she plucked up heart, and at my earnest request was about to join us. And then the cry, “The bridegroom cometh.”  He brought his best man and other friends. We had a jolly dinner. “Circumstances over which he had no control” had kept him away.

His father sat next to Decca and talked to her all the time as if she had been already married. It was a piece of absent-mindedness on his part, pure and simple, but it was very trying, and the girl had had much to stand that morning, you can well understand. Immediately after dinner the belated bridegroom proposed a walk; so they went for a brief stroll up the mountain. Decca, upon her return, said to me: “Send for Robert Barnwell. I mean to be married to-day.”

“Impossible. No spare room in the house. No getting away from here; the trains all gone. Don't you know this hospital place is crammed to the ceiling?” “Alex says I promised to marry him to-day. It is not his fault; he could not. come before.” I shook my head. “I don't care,” said the positive little thing, “I promised Alex to marry him to-day and I will. Send for the Rev. Robert Barnwell.” We found Robert after a world of trouble, and the bride, lovely in Swiss muslin, was married.

Then I proposed they should take another walk, and I went to one of my sister nurses and begged her to take me in for the night, as I wished to resign my room to the young couple. At daylight next day they took the train for Richmond.  Such is the small allowance of honeymoon permitted in war time.

Beauregard's telegram: he can not leave the army of the West. His health is bad. No doubt the sea breezes would restore him, but — he can not come now. Such a lovely name — Gustave Tautant Beauregard. But Jackson and Johnston and Smith and Jones will do — and Lee, how short and sweet.

“Every day,” says Mem, “they come here in shoals — men to say we can not hold Richmond, and we can not hold Charleston much longer. Wretches, beasts! Why do you come here? Why don't you stay there and fight? Don't you see that you own yourselves cowards by coming away in the very face of a battle? If you are not liars as to the danger, you are cowards to run away from it.'” Thus roars the practical Mem, growing more furious at each word. These Jeremiahs laugh. They think she means others, not the present company.

Tom Huger resigned his place in the United States Navy and came to us. The Iroquois was his ship in the old navy. They say, as he stood in the rigging, after he was shot in the leg, when his ship was leading the attack upon the Iroquois, his old crew in the Iroquois cheered him, and when his body was borne in, the Federals took off their caps in respect for his gallant conduct. When he was dying, Meta Huger said to him: “An officer wants to see you: he is one of the enemy.” “Let him come in; I have no enemies now.” But when he heard the man's name:

“No, no. I do not want to see a Southern man who is now in Lincoln's navy.” The officers of the United States Navy attended his funeral.

From Mexico

NEW YORK, Feb. 20. – the steamer Kavanack has arrived with Havana dates of the 15th, and Nassau of the 8th.

It is stated several vessels had arrived at Havana, having run the blockade.

The steamer Kate sailed on the 30th with part of the Gladiator’s cargo, probably for New Orleans.

The steamer Miramon saild for Matamoras on the 7th.

The war in Venezuela continues.

A frightful revolution is progressing in Honduras.  Gen. Guardiola had been assassinated at his door.  The troops had joined the insurgents, and excesses were being committed in Truxillo.

St. Thomas dates to the 2d, state that the British commander had attempted to take a seaman from an American vessel by force, but a Federal Gunboat protected the man.  The government of St. Thomas notified the British that the guns of the Fort would aid the Iroquois.

The British Admiral subsequently arrived and reprimanded the commander and apologized to Consul Edgar.

The bark, W. G. Anderson arrived on the 28th.

Ship Island dates of the 7th, state that five ships of Porter’s expedition had arrived and two more were spoken off Havana on the 11th.

Vera Cruz dates to the 8th, state that no advance had yet been made.

Over 1,000 sick soldiers are there besides on hundred at Ligera.  Yellow and typhoid fevers had broken out among them.

The Mexicans insist on the re-embarkation of the Spanish troops, but consent to 2,000 allied troops attending the negotiations at Orizaba.

The allies state that they shall advance during February to Orizaba, and would give battle at Cerro Gordo if opposed.

The Mexican papers express the greatest hatred for the Spaniards.

Four rebel schooners had arrived at Havana from New Orleans with cotton.

Arrival of New Orleans Prisoners at Ft. Warren

The U. S. steamer Rhode Island, Commander Trenchard, arrived at Boston On Friday, having on board the rebel naval officers who were captured by our ships in the action on the Mississippi, below New Orleans.  The following are the leading officers:

COMMANDER J. K. MITCHELL.  He is about 50 years of age.  Was an old United States Navy officer.  He commanded the naval forces at Forts Jackson and Phillip, and was compelled to surrender.

COMMANDER BEVERLY KENNON.  A native of Norfolk, Virginia.  Entered the navy in 1844, and resigned in 1861.  His father was killed by the bursting of the famous Stockton gun “Peacemaker,” on board the steamship Princeton in 1842.

LIEUTENANT WARLEY.  A native of South Carolina.  He entered the United States Navy in 1840, and resigned in 1861.

LIEUTENANT WHITTLE – Is a son of Commodore W. O. Whittle, and grandson of Commodore Arthur Lincoln, United States Navy.  Both he and his father resigned from the United States Navy in 1861, and joined the Rebels.  He was attached to the Pirate Nashville, until quite recently.  He was with her in England and commanded her when she ran out of Beaufort, N. C., where it surrendered to the United States forces.  He is only 22 years of age.  He is a Virginian.

DOCTOR GRAFTON – As from Arkansas and was in the United States Navy two years.

LIEUTENANT W. H. WARD – Is from Norfolk, Va.  He entered the United States Navy in 1849, and on his return from his last cruise to China in 1861, resigned his commission.  He was locked up in Fort Warren for safe keeping where he remained 5 months.  He was released three months since, and is now on his way to this old place of residence.

COMMANDER McINTOSH.  He resigned [from] the United States Navy in 1861.  One of his arms was shot off in the recent engagement below New Orleans, and otherwise badly wounded.

LIEUTENANT JOHN WILKINSON. – A native of Norfolk, Va., entered the United States Navy in 1839 and resigned in 1861, and entered the rebel service.  He commanded the steamer Tennessee before the siege, and came below the forts with a flag of truce, when he was met by Commander De Camp of the United States sloop-of-war Iroquois, who entertained him in the cabin of the gunboat Winona, also under a flag of truce, conveying the Captain of the French steamer Milan to the forts.  Looking back upon that incident once cannot but feel [that] De Camp’s words on that occasion were prophetic.  Said Wilkinson to De Camp, “John you can’t go past the forts.”  De camp replied, slapping Wilkinson on the shoulder, “By ___ John, we will!”  And they did.

LIEUT. T. B. HUGER.  Was an old United States officer, and was in the steamer Iroquois.  He is a South Carolinian.

These are the principal rebels now sojourning in Fort Warren, who were engaged in the recent naval fight below New Orleans.  It will be seen that their absence makes a pretty appalling gap in the Confederate Navy.  All of them are deserters from the United States Navy.  There came also with this party quite a formidable list of lesser lights recently in the same service, who were compelled to share the fortunes of their leaders.

Arrival of the Karnack

New York, Feb. 20.

The steamer Karnack has arrived, with Havana dates of the 10th and Nassau of the 8th.  It is stated that several vessels had arrived at Havana, having run the blockade.  The steamer Rate sailed on the 30th, with a part of the Gladiator’s cargo, probably for New Orleans.  The steamer Miramon sailed for Metamora on the 7th.

Incidents of the Naval Fight on the Mississippi

The following incidents of the fight, from the correspondence of the Boston Journal, are very interesting:


CUTTING THE CHAIN ACROSS THE RIVER.

On Sunday night the gunboats Pinola and Itasca went up, under command of Flagg Captain Bell, to cut the chain.  The Pinola ran in the west bank, and after striking a sunken ship she succeeded in reaching one of the hulks, to which Mr. Kroehl, the experimenter, attached a heavy petard.  The wire connecting it to the battery on board the steamer was coiled up on de[ck] but the current ran so strong and the Pinola drifted so rapidly, that the wire was broken and the attempt failed.  In the meantime, the Itasca ran up to one of the hulks on the east side of the river, when Acting Masters Edward Jones and Amos Johnson, with eight men, boarded the schooner, and in half an hour succeeded in unshackling the chain from its moorings and dropping it down.

The following letter from Capt. Caldwell, of the gunboat Itasca, gives an account of the affair:

* * * The operator on board the Pinola did not succeed in blowing up the chain, as the connecting wire broke and the vessel could not be blown up as the current pressed the Pinola upon her with such force that it took half an hour to clear her.  The Itasca took the next schooner, and in half an hour stripped the chain, but unfortunately before she could get well clear, the current cast her over on to the east shore, grounding the schooner lashed to her and running the Itasca’s fore foot into the mud, where she remained nearly two hours exposed to the fire of both forts.  The Pinola parted two 5-inch hawsers in trying to pull her off, but at last started her with an 11-inch hawser.  After running this schooner on shore, the others swung most favorable, leaving a wide passage for the fleet.

Caldwell, with Acting Master Jones, and eleven of the Itasca’s men, pulled up to the schooners after dark, to make a final reconnaissance of the schooners.  They pulled up and sounded round the schooners on the west bank, and then crossed over and did the same with the schooners on the east bank.  They found the channel more than sufficiently wide and entirely unobstructed.  The rebels had lighted a fire on the east bank exposing everything attempting to pass up, but the boat, with muffled oars, passed safely up, and made all their observations unobserved, although they could hear the orders given at the fort, and hear the men calling and talking very loudly about some business they were carrying on outside the fort.  The boat then returned and made the joyful signal, “all right” – the Itasca’s night number, two white and one red lanterns.  Soon after the flag ship hoisted another preconcerted signal, two red lanterns.  This was to get under weigh, prepare for battle and pass up the river.  Within two hours the fleet performed one of the most wonderful and brilliant feats that ever honored any navy, and made the glorious passage of the river.


CHAIN-CLAD SLOOPS OF WAR.

The most conspicuous feature in the outward appearance of the fleet was the iron-linked mail of the sloops of war Richmond, Brooklyn, and Pensacola, each of which had their engines and boilers protected by chain cables, hung in bites on the outside and triced to eyebolts and rods running fore and aft.  The chains were dropped from the height of the gun-deck to below the water-line, and connected together by strong cordage.  This was equivalent to four inch plates, provided it withstood the effects of glancing or oblique shots.  The only danger apprehended from the chains on the steamers was from raking shots tearing them off, in which case it was feared they would become entangled with the propellers.  To guard against this, some of the ships unshackled the chain in short lengths, so that it might reach astern.  The machinery of the Iroquois was protected in the same way, the credit of originating which plan is due to Assistant Engineer Hoyt of the Richmond, upon which ship it was first adopted, the other vessels following her example.

Among the most efficient of the internal arrangements for the protection of the boilers, the destruction of which by a shot or shell was the most to be dreaded, although this was not the only dangerous part of the ships, was that adopted on board the sloop of war Mississippi, the machinery of which, being more above the water line, was consequently more exposed to the fire of the enemy.  The preparations of the ship for the action involved an immense amount of labor, which engaged her officers and crew for weeks before the attack.  Under the direction of Chief Engineer Lawton, Mr. Bartleman, the First Assistant, worked night and day with a strong force, and constructed a temporary roof in the coal bunkers just below the water line, about which the heavy chain cables of the ship were packed in layers, running fore and aft. – The ends of the shaft of the Mississippi were protected by four bales of bagging on the outside of each wheel.  The bows of several of the ships, including the Richmond and Harford, were protected by sand bags piled up beneath the forecastle, and intended to be removed aft to break the force of raking shot after the ships should have passed the forts.  I alluded in a former letter to the log packing of the boilers of the gunboat Owasco.  The bulkheads of other gunboats were strengthened in like manner, and also by sand bags, and the coal bunkers of all being kept full, supplied the wants of extra barriers to shot and shell.  From the moment the sloop of war Portsmouth arrived in the river, her officers and crew engaged in putting the ship into fighting trim.  She wore a mail constructed of her sheet chains, for the protection of her bow against a raking fire, and spread a complete spar netting of strong ropes to prevent her lofty spars – cut away by cannon balls – from falling on deck.


SKILLFUL PREPARATIONS.

The sloop of war Richmond, taken altogether, was by far the best fitted ship in the squadron.  Her hull, standing rigging, and in fact every part of the vessel which could afford the least mark for the rebel artillerists, received a coating of mud paint; she wore splinter nettings running fore and after over her decks.  In addition to the iron mail, which she wore externally, her machinery was protected by sand bags, packed against her bulkheads.

The gunboats Katahdin, Lieutenant Commanding Preble, and the Harriet Lane wore their boarding nettings, and other gunboats and ships were provided wiht the same barriers against the enemy.  Many of the ships carried kedge anchors on their yard arms, and grappling hooks on their jib booms, with which to fasten the gunboats and fire rafts of the enemy.


CAPT. BOGGS’ ACCOUNT OF THE VERONA’S [sic] ACTION.

The following is an extract from a letter of Captain Boggs, of the Verona, addressed to his family in New Jersey.  It was of course, not intended for the public eye.  Sailor-like, the gallant captain identifies himself with his ship, and with as much directness and force as he fights:


MISSISSIPI RIVER,
U. S. Steamer Harriet Lane, April 23, 1862

As Captain Porter is about to dispatch a vessel for Havanna with communications for our government, I have only a few moments to say that, thanks to good Providence, I am safe, and without even a scratch.

Yesterday our great battle was fought.  The squadron passed the forts under as severe a fire as any fleet probably ever endured.  The ships were much cut up, and there were many killed and wounded.

I can only give a hasty narrative of what occurred on board the Verona, as in that you will take a special interest.

“We started at 2 o’clock, A. M., and received the first fire at 3.30, just as the moon was rising.  My vessel was terribly bruised, but we returned the fire with interest.  On passing the forts I found myself the leading ship, and surrounded by a squadron or rebel steamers, who annoyed me much by their fire; so that I steered as close to them as possible, giving to each a broadside in succession as I passed; driving one on shore, and leaving four others in flames.

“During this time the firing of guns, whistling of shot and bursting of shells was terrible; the smoke dense.  As this cleared off, finding more steamers ahead, I stopped to look for the rest of the squadron.  The ship was leaking badly; but thus far none were hurt.  Astern, I saw the Oneida engaged with a rebel steamer.  The latter shortly after came up the river, when I engaged him, but found my shot of no avail, as he was iron-clad about the bow.  He tried to run me down; and I to avoid him and reach his vulnerable parts.  During these movements he raked [me], killing three and wounding seven, and attempted to board; but we repulsed him.  Driving against me he battered me severely, but in these efforts exposed his vulnerable side, and I succeeded in planting a couple of broadsides into him, that crippled his engine and set him on fire.  He then dropped off, and as he moved slowly up the river and passed me I gave him another and parting broadside.

“I now found my ship on fire from his shells, and it was great difficulty that it was put out.  Just then another iron-clad steamer bore down and struck heavily on my port quarter, and backed off for a second blow.  This second blow crushed in my side; but at the same instant I gave him a full complement of shot and shell that drove him on shore and in flames.

“Finding myself in a sinking condition I ran my bow into the bank and landed my wounded, still keeping up a fire on my first opponent, who at last hauled down his flag.  My last gun was fired as the decks went under water.

“No time to save anything, the officers and crew escaping with the clothes they had on their backs.  We were taken off by boats from the squadron, who had now come up, the crews cheering as the Veruna went down with her flag flying; victorious in defeat, and covered with glory.

“I think we have done well.  Eleven steamers destroyed by the squadron.*  The old ram Manassas sunk by the Mississippi.

“This has been a gallant fight, no less than 170 guns playing on us.  The forts are cut off from succor, and must soon surrender.  The way to New Orleans is open, and the city is probably ours at this moment; for the fleet immediately passed up the river.

“The commodore, as a post of honor, dispatched me in my only remaining boat, with a picked crew from Veruna’s men, to carry dispatches to Gen. Butler.

Having been in the boat for twenty six hours after such a day’s previous work, you may imagine I am somewhat exhausted.  What my next position may be I do not know – perhaps to go home for another ship, or possibly to become naval aid to – Major General Butler.”

From the New Orleans Fleet

The following letter is from William Sells, addressed to his father, the Secretary of State. – It gives us pleasure to publish it:

U. S. STEAMER MIAMI,
MOUTH MISSISSIPPI RIVER, April 6, ’62.

DEAR FATHER: – I have heard nothing from home since I left Baltimore, which was last of February. I have written you several letters since, one from Port Royal, one from Key West, and one from Ship Island. The great battle has not yet taken place, but will, quite soon, as the vessels are nearly all here. It may take place in the next 10 days, or sooner. Gen. Butler has landed some of his troops (about 6,000) at Biloxi, but for what purpose I cannot tell. The general impression here, is, that this will not only be the greatest battle of the war, but the greatest naval engagement on record. The Forts mount about 400 guns. Fort Jackson, the first, has two tiers of casemated guns, and one of barbette guns. One half mile above Fort Jackson is Fort Phillipi [sic], with one tier of guns.

Just below Fort Jackson there is an immense chain across the river buoyed on six schooners filled with wood so they cannot be sunk. At each end of the chain is a land battery but the worst place is above the chain at Englishtown. There they raked us four times; but land batteries are easily shelled out. But to take these place we are amply prepared, I think. There are some in the fleet that think we will be whipped; but I have no such thoughts. I think the men that have charge of the expedition, know their business. We have 21 bomb schooners, each carrying a 13-inch mortar, and will throw a shell three miles, and are very accurate and desperate. The shell contains 7 pounds of powder in addition, we will have about 30 war steamers, some of our best sloops and gunboats, including the Mississippi, Pensacola, Richmond, Hartford, Iroquois, Brooklyn, Harriet Lane, &c., including four New York ferry boats with immense power to tow schooners. – We have now two 9-inch guns, one rifle, four 24-puonders, and the best gunners in the fleet. For a while we did not practice much; but of late, the captain has taken hold personally.

We are to have for the fight, four more 6-inch guns from the frigate Colorado. She can’t get over the bar. Also 80 more men, which will give us a crew of 200 men. But we expect to come out of the fight with much less. All the large vessels carry a twelve pound howitzer “in the top” of each mast. They expect to go within three hundred yards of the forts and drive the gunners from their guns.

The captain of the Colorado, as he can’t get his vessel in, has volunteered to cut the chain. I have volunteered to take charge of our powder division, which is 30 men. They are also pikemen and boarders, and here, each man leads his men. –{Des Moines Register.

Later Foreign News

PORTLAND, Feb. 10.

The steamship Jura, which left Liverpool on Thursday the 30th and Londonderry 31st, arrived at 11:45 to-night.

Mason and Slidell had arrived at Southampton. No demonstration was made. The former went to London, the latter went to Paris.

Sales of cotton for the day 28,000 bales, including 12,000 to speculators and exporters. Market firmer, with an advance of one quarter. Advices from Manchester favorable.

It was rumored that the Government had ordered the Nashville to quit Southampton but extended the time for her departure, owing to danger from the Tuscarora. It was also rumored that the government will prohibit armed ships of either party remaining over 24 hours in any British port.

The following is the Etna’s report. Earl Russell, in a dispatch dated January 23d, to Lord Lyons, says the English government differ entirely from Mr. Seward’s conclusions on the question whether the persons taken from the Trent and their supposed dispatches were contraband.

It was rumored that the vessel which the Sumter engaged off Algiers was the Iroquois. There was no news of either.

It was reported that the Tuscarora was about to quit Southampton. The destination was kept secret.

The Times, in a characteristic article, calls for something decisive in America. It says: “Unpleasant complications must arise of the present state of affairs continue much longer.”

Napoleon opened the French Chamber on the 27th. He said, “the civil war which desolates America has greatly compromised our commercial interest. So long, however, as the rights of neutrals are respected, we must confine ourselves to expressing wishes for an early termination of those dissensions.

France recommended Rome to reconciliate the Court of Turin. Antonellia absolutely refused all terms.

There were contradictory rumors of an enlarged French expedition to Mexico.

The London Times remarks on Mason and Slidell that both will probably keep quiet and wait events that are at hand.

PARIS, Jan. 30. – The Moniteur says the dismission of Mr. Cameron gives England great satisfaction.

LONDON, Jan. 30. – Mason and Slidell have left for Paris.

MADIRD., Jan. 30. – Mr. O’Donnell declares that France has made no separate engagement with Spain. The Spanish Government has no reason to suppose that France intends settling the affairs of Mexico without considering the wishes of other powers.

Very latest via Londonderry. – A telegram from Lisbon announces further satisfactory news from Buenos Ayres. Strico’s Fleet was taken by the Buenos Ayreans.

New York, April 28 [1862].

Further advices by the Connecticut state that the sloops of war Richmond, Hartford, Brooklyn and Iriquois [sic] were protected with a heavy chain cable from their ports to a point below their waterline previous to their attack on the Mississippi forts.

The rebel steamer Florida was captured by the U. S. bark Pursuit.

The captain of the French war steamer Milan visited Fort Jackson under a flag of truce, with a view of assisting the French residents of New Orleans who might desire to get out of the way of the impending battle. He was seized and imprisoned over night, but released the next day, and returned to his vessel greatly enraged.
