Major-General Benjamin F. Butler to Edwin M. Stanton, April 29, 1862

Forts Jackson and Saint Philip, April 29, 1862.

SIR: I have the honor to report that in obedience to my instructions I remained on the Mississippi River, with the troops named in my former dispatch, awaiting the action of the fleet engaged in the bombardment of Forts Jackson and Saint Philip. Failing to reduce them after six days of incessant fire, Flag-Officer Farragut determined to attempt their passage with his whole fleet, except that part thereof under the immediate command of Captain Porter, known as the Mortar Fleet.

On the morning of the 24th instant the fleet got under way, and twelve vessels, including the four sloops of war, ran the gauntlet of fire of the forts and were safely above. Of the gallantry, courage, and conduct of this heroic action, unprecedented in naval warfare, considering the character of the works and the river, too much cannot be said. Of its casualties and the details of its performance the flag-officer will give an account to the proper Department. I witnessed this daring exploit from a point about 800 yards from Fort Jackson and unwittingly under its fire, and the sublimity of the scene can never be exceeded. The fleet pressed on up the river to New Orleans, leaving two gunboats to protect the quarantine station, 5 miles above.

In case the forts were not reduced, and a portion of the fleet got by them, it had been arranged between the flag-officer and myself that I should make a landing from the Gulf side on the rear of the forts at the quarantine, and from thence attempt Fort Saint Philip by storm and assault, while the bombardment was continued by the fleet. I immediately went to Sable Island with my transports, 12 miles in the rear of Saint Philip, the nearest point at which a sufficient depth of water could be found for them.

Captain Porter put at my disposal the Miami, drawing 7½ feet, being the lightest-draught vessel in the fleet, to take the troops from the ship, as far as the water would allow. We were delayed twenty-four hours by her running ashore at Pass à l'Outre. The Twenty-sixth Regiment Massachusetts Volunteers, Colonel Jones, were then put on board her and carried within 6 miles of the fort, where she again grounded. Captain Everett, of the Sixth Massachusetts Battery, having very fully reconnoitered the waters and bayous in that vicinity, and foreseeing the necessity, I had collected and brought with me some 30 boats, into which the troops were again transshipped and conveyed, by a most fatiguing and laborious row, some 4½ miles farther, there being within 1 mile of the steamer only 2½ feet of water. A large portion of this passage was against a heavy current, through a bayou. At the entrance of Manuel's Canal, a mile and a half from the point of landing, rowing became impossible, as well from the narrowness of the canal as the strength of the current, which ran like a mill-race. Through this the boats could only be impelled by dragging them singly, with the men up to their waists in water. It is due to this fine regiment and to a portion of the Fourth Wisconsin Volunteers and Twenty-first Indiana, who landed under this hardship without a murmur, that their labors should be made known to the Department, as well as to account for the slowness of our operations. The enemy evidently considered this mode of attack impossible, as they had taken no measures to oppose it, which might very easily have been successfully done. We occupied at once both sides of the river, thus effectually cutting them off from all supplies, information, or succor while we made our dispositions for the assault.

Meantime Captain Porter had sent into the bayou in the rear of Fort Jackson two schooners of his mortar fleet to prevent the escape of the enemy from the fort in that direction. In the hurry and darkness of the passage of the forts the flag-officer had overlooked three of the enemy's gunboats and the iron-clad battery Louisiana, which were at anchor under the walls of the fort. Supposing that all the rebel boats had been destroyed (and a dozen or more had been) he passed on to the city, leaving these in his rear. The iron steam battery being very formidable, Captain Porter deemed it prudent to withdraw his mortar fleet some miles below, where he could have room to maneuver it if attacked by the iron monster, and the bombardment ceased.

I had got Brigadier-General Phelps in the river below with two regiments to make demonstrations in that direction if it became possible. In the night of the 27th, learning that the fleet had got the city under its guns, I left Brigadier General Williams in charge of the landing of the troops and went up the river to the flagship to procure light-draught transportation. That night the larger portion (about 250) of the garrison of Fort Jackson mutinied, spiked the guns bearing up the river, came up and surrendered themselves to my pickets, declaring that as we had got in their rear resistance was useless, and they would not be sacrificed. No bomb had been thrown at them for three days nor had they fired a shot at us from either fort. They averred that they had been impressed and would fight no longer.*

On the 28th the officers of Forts Jackson and Saint Philip surrendered to Captain Porter, he having means of water transportation to them. While he was negotiating, however, with the officers of the forts under a white flag the rebel naval officers put all their munitions of war on the Louisiana, set her on fire and adrift upon the Harriet Lane, but when opposite Fort Saint Philip she blew up, killing one of their own men by the fragments which fell into that fort.

I have taken possession of the forts, and find them substantially as defensible as before the bombardment—Saint Philip precisely so, it being quite uninjured. They are fully provisioned, well supplied with ammunition, and the ravages of the shells have been defensibly repaired by the labors of the rebels. I will cause Lieutenant Weitzel, of the Engineers, to make a detailed report of their condition to the Department I have left the Twenty-sixth Regiment Massachusetts Volunteers in garrison, and am now going up the river to occupy the city with my troops and make further demonstrations in the rear of the enemy, now at Corinth.

The rebels have abandoned all their defensive works in and around New Orleans, including Forts Pike and Wood, on Lake Pontchartrain, and Fort Livingston from Barataria Bay. They have retired in the direction of Corinth, beyond Manchac Pass, and abandoned everything up the river as far as Donaldsonville, some 70 miles beyond New Orleans. I propose to so far depart from the letter of my instructions as to endeavor to persuade the flag-officer to pass up the river as far as the mouth of Red River, if possible, so as to cut off their supplies, and make there a landing and a demonstration in their rear as a diversion in favor of General Buell if a decisive battle is not fought before such movement is possible.

Mobile is ours whenever we choose, and we can better wait.

I find the city under the dominion of the mob. They have insulted our flag—torn it down with indignity. This outrage will be punished in such manner as in my judgment will caution both the perpetrators and abettors of the act, so that they shall fear the stripes if they do not reverence the stars of our banner.

I send a marked copy of a New Orleans paper, containing an applauding account of the outrage.

SIR: I have the honor to report my further operations since my dispatch of the 29th ultimo.

I commenced the disembarkation of my men on May 1; when I took formal possession of New Orleans.

The Twenty-first Indiana was landed at Algiers, a small town on the right bank of the river, opposite New Orleans, at the inner terminus of the New Orleans and Opelousas Railroad. All the rolling stock of the road has been seized, and the road is now running under my direction, only for the purpose of bringing in provisions to the city. That regiment under Colonel McMillan, on the 5th of May was sent to Brashear, 80 miles (the whole length of the railway), and Berwick Bay, and there captured two brass 6-pounder field guns, With ammunition for the same, some 1,500 pounds of powder, and some other ordnance stores, and dispersed a military organization there forming, captured and brought off two citizens who persisted in insulting our troops.

There are now no Confederate forces on the right or western bank of the Mississippi within possible reaching distance of which I have any intelligence.

The remainder of my troops which I had been able to take with me by means of any transportation which I had, to wit, Thirtieth and Thirty-first Massachusetts, Fourth Wisconsin and Sixth Michigan, Ninth and Twelfth Connecticut, with Manning's and Everett's Fifth and Sixth Massachusetts Batteries, and Holcomb's Second Vermont Battery, and two companies of cavalry, I landed in the city proper, posting and quartering them at the custom-house, city hall, mint, and Lafayette Square. I thought it necessary to make so large a display of force in the city. I found it very turbulent and unruly, completely under the control of the mob; no man on either side daring to act independently for fear of open violence and assassination. On landing we were saluted with cheers for Jeff. Davis and Beauregard. This has been checked, and the last man that was heard to call for cheers for the rebel chief has been sentenced by the provost judge to three months' hard labor at Fort Jackson, which sentence is being executed. No assassinations have been made of any United States soldiers, with the exception of a soldier of the Ninth Connecticut, who had left his camp without orders in the night and was found dead the next morning in an obscure street, having probably been engaged in a drunken brawl.

My officers and myself now walk in any part of the city where occasion calls by day or night, without guard, obstruction, or annoyance. There is, however, here a violent, strong, and unruly mob; that can only be kept under by fear.

On the 5th instant I sent Brigadier-General Phelps, with the Ninth and Twelfth Connecticut and Manning's battery, to take possession of the rebel works on the north side of the city, which run from the river to the marshes of Lake Pontchartrain, about 7 miles above the city. I could make no earlier movement, because all the steamers captured and in repair were claimed by the Navy, and were used either in towing their supply ships or tugging off the Rhode Island, which had gone on shore and detained us all three days. This point, in the judgment of the engineers on both sides, is a most defensible one on the northerly side, had been fortified by the rebels with heavy earthworks, and can be maintained with a few regiments against any force, however large, that may be brought against it.

The sloop-of-war Portsmouth and the gunboat Iroquois are anchored so as to enfilade the front of the embankments which were abandoned by the rebels. These can easily be put in defensible condition, although before the arrival of the army and after the evacuation by the enemy, who spiked the guns, a party from the advanced gunboats landed and burned the gun-carriages, which we must supply from those captured at the customhouse.

All the rolling stock of the Jackson Railroad was carried away by the retreating General Lovell, and he has cut the road 14 miles above the city. I am now taking measures to possess ourselves of the whole road to Manchac Pass. The fleet have gone up the river as far as Baton Rouge. The flag-officer started yesterday, and I have sent two regiments to accompany him and make any landing necessary.

The projected expedition from Vicksburg to Jackson, of which I spoke in my last dispatch, has become nugatory, because I am reliably informed from different sources that Beauregard has fallen back upon Jackson with his whole army, and is there concentrating his means of defense. My spies inform me that he is suffering greatly for want of food; that his army is daily becoming demoralized and leaving him.

As soon as all necessary points can be occupied here and my instructions carried out as regards Mobile, I will endeavour to march upon his rear with all the force I can spare consistently with reasonable safety of this point.

As in case of defeat he must retreat upon us, it will be perceived that I must be prepared to meet the débris of his army, or indeed, as he has ample rolling stock (the Telegraph says 13 miles of cars), he may precipitate any amount of force upon me at any moment; for which we will try to be ready. I have caused Forts Pike and Wood, the defenses of Lake Pontchartrain, to be occupied by detachments of the Seventh Vermont and Eighth New Hampshire Regiments. I have not yet occupied either the Chalmette, Tower Dupré, or Battery Bienvenue. Our boats hold the lake, and these are only defenses from exterior enemies; are in no need to occupy them at present. The same observation will apply to Fort Livingston.

I have the honor to inclose copies of a proclamation and the several general orders necessary in the administration of the affairs of so large a city.*  The order most questionable is the one in regard to cotton and sugar, No. 22; but it has had a most salutary effect. Both cotton and sugar are now being sent for to be brought into this market, and the burning through the adjacent country has ceased.

My action in regard to provisions was made absolutely necessary by the starvation which was falling upon the "just and the unjust," and as the class of workmen and mechanics on whom it is pressing most heavily, I am persuaded, are well disposed to the Union, I may have to take other measures to feed these.

It will become necessary for me to use the utmost severity in rooting out the various rebel secret associations here, which overawe the Union men, and give expression to the feelings of the mob by assassination and murder, and usurping the functions of government when a government was here pretended to. I propose to make some brilliant examples.

I take leave to suggest whether it might not be well to send to this point or Mobile a large force by which to operate on the rebel rear, so as To cut him off completely.

I send this dispatch by Colonel Deming, a gentleman known to you, who is possessed of my confidence, and will present to you some matters of interest more at length than could be done in this form of communication. I desire, however, to add urgently to anything he may say that there is an immediate necessity for a paymaster here. As well for the spirit, health, and comfort of the troops, I have established the strictest quarantine at the proper point (the quarantine grounds), and hope to preserve the present good health of my command. I hope my action will meet the approval of the President and the Department of War. Much of it has been done in the emergencies called for by a new and untried state of things, when promptness and movement were more desirable than deliberation. I await with anxiety instructions from the Department for my guidance in the future.

Dear Sir: I send this letter by Mr. Flanders who leaves to-day for Washington, and suggest that you talk fully with him concerning affairs here. I mean military and political affairs, with which he is quite familiar. You can rely perfectly on the integrity of Mr. F. An occurrence has just taken place which causes me to feel much indignation and some chagrin.

Col. Butler has three or four men in his employ who manage his business for him. The principal one is a Mr. Wyer. Some days ago Wyer loaded a vessel for Matamoras. She was loaded in the New Basin, and when she got into the Lake, ran into Pontchitoula.

This information reached me two days ago and since then I have been investigating the matter and am satisfied that it was a predetermined plan to take the cargo to Pontchitoula for the rebels, instead of going to Matamoras. I am also satisfied that Col. Butler was the sole owner of the cargo.

The vessel was the Schooner “L. L. Davis”, 95 tons burden, and 500 sacks salt was the greater portion of her cargo. This is worth in Rebeldom the astonishing price of $150. per sack. Cotton could be bought there at not more than 15 cts. per pound and delivered at some point on the Mississippi whence it could be brought hither. Near Matamoras, salt is abundant and cheap. I expressed astonishment to Wyer when he cleared the vessel, that he should send salt to that port, but he pretended to have information that he could get a good price for it.

I have just been to see Gen. Butler and laid the whole matter before him with statement of proof that the “Davis” was loaded with intention to run the blockade. I cannot give this statement in one letter, but it is sufficient to say that Gen. Butler expressed himself perfectly satisfied that such was the intention. I then told him I believed Col. Butler was the owner of the cargo — & gave my reasons.

Gen. Butler assures me he will immediately investigate the matter thoroughly & if Col. Butler or those associated with him, are interested in the operation, he & they shall instantly leave the Department of the Gulf. He manifested great indignation which I cannot believe feigned, judging from his appearance. I am confident I can bring forward sufficient proof to convince any honest Jury that the vessel is Col. Butler's and that he intended to take the cargo to Rebels. This statement I intend to make to Gen. Butler to-morrow morning, so that, if he please, he can permit me to collect and present the evidence.

Yesterday I had a long conversation with Admiral Farragut who holds the same opinion regarding this matter as myself.

The Gunboat at the mouth of New Canal, is the “New London,” commanded by Capt. Read (Lieut. Commanding). I am afraid he will be made to suffer — but it would be very unjust, for he was not deficient in vigilance, and is an honest and faithful officer. I am more in fault than he is, for I allowed myself to be deceived — though any man however vigilant, would have been deceived in the same manner.

I shall report to you promptly this progress and result of the investigation. Please excuse the hasty manner in which I am obliged to write.

P. S. Pontchitoula is in the northern part of Lake Pontchartrain — somewhat inland.

New Orleans, Oct. 10th, 1862.

Dear Sir: I have received your official letter of Sept. 22nd. enclosing letters of Mr. Barney and Mr. Norton — and asking information whether any portion of shipments to this port reach the enemy. My official reply dated yesterday, is correct so far as it goes, but additional facts exist, proper to be stated only in a private letter.

Ever since the capture of this city, a brisk trade has been carried on with the rebels, by a few persons, under military permits, frequently with military assistance and as I believe, much to the pecuniary benefit of some of the principal military officers of this Department. I have suspected it for a long time, and spoke of it in my private letters to you, of Aug. 26th. and Sept. 9th. On the 5th. October, your regulations of Aug. 28th. reached me. I immediately stopped all trade with the enemy, and as this brought me in contact with the persons who have been conducting the trade, I acquired much information. Almost all the information to be given in this letter, has been collected this week.

A brother of Gen. Butler is here, who is called Col. Butler, though he occupies no position in the army. Government officers, citizens, and rebels, generally believe him to be the partner or agent of Gen'l. Butler. He does a heavy business and by various practices has made between one and two million dollars since the capture of the City. Gov. Shepley and especially Col. French (Provost Marshal) are supposed to be interested, but these officers, I believe to be entirely under control of Gen'l. Butler, who knows everything, controls everything, and should be held responsible for everything.

There are two channels of trade with the rebels — the River and Lake Pontchatrain.

River trade must be conducted by steam boats. There are eight or nine. River boats here, all seized and now in the hands of the military authorities. Col. Butler has used these boats as he pleased, for carrying up and bringing down freight. I had no control over them and could not know what was transpiring, for the military authorities controlled them, with whom I had no authority to interfere. Troops were at Baton Rouge and below Vicksburg, and it was to be supposed the boats were used for public, not private purposes. Of late, frequently, one or two infantry companies would accompany a boat taking up cargo and bringing back produce. This service was unpopular with officers and men, who enlisted for the benefit of the country and not of speculators. I say no more concerning the River trade, except that it has been constant and sometimes active.

Of the trade across the Lake I have more accurate and more information, because there are no government vessels there, and it was conducted with schooners. Shortly after arriving here I learned that large quantities of salt had crossed the lake to the rebels, and supposing it to be smuggled, took measures to stop it thenceforth. Two weeks later a schooner loaded with 1,000 sacks salt to cross the Lake. I directed the inspector to seize the vessel, and immediately called upon Gen. Butler, and requested a guard to be put on board. This was about 9 o'clock at night. He appeared indignant at the attempt to take salt to the enemy — ordered a guard on board the vessel — and ordered the immediate arrest of the Captain and shippers. The next day I had an interview with Provost Marshal French, who told me it was all a misunderstanding. The shipper had a permit for 500, but not for 1,000. That the shipper and captain were released — the vessel unladen and released also. I told him, he had no authority to release my seizures, but it was now too late to help it.

After this but little trade was done until six or eight weeks ago, when Gen. Butler gave a permit to a rebel, to ship four large cargoes, much of which was contraband, across the lake. I immediately called upon the General, who said that it was the policy of the Gov’t. to get cotton shipped from this port, and for that purpose, to trade with the enemy. In the conversation he left upon my mind the impression that this course was approved at Washington. I then had entire confidence in Gen'l. Butler, and my letter of instructions had directed me to consult with him frequently. For the last two months trade has been active across the lake, nor had I any authority to stop it, until the arrival of your regulations on the 5th. Oct., as above mentioned.

The following statements are made to me by various persons.

One man says — that he took over 600 sacks salt just before I arrived, and was gone six weeks. Gen'l Butler gave permit. Two dollars per sack was paid for permission to take from New Orleans. He sold 400 sacks to Confederate army at $25. per sack, and was permitted to sell the other 200 to citizens, at $36. per sack. He did not own the cargo, but received one fourth of net profits. He cleared $2,000. The owners cleared $6,000 — good money.

Dr. Avery, Surgeon 9th. Reg't. Conn. Vol., states that he accompanied an expedition to Pontchitoula, just North of Lake Pontchartrain, about three weeks ago. A skirmish ensued — he was taken prisoner and taken to Camp Moore. He saw a large quantity of salt in sacks there, lying by the railroad. A rebel officer said to him. “We bought that salt from Col. Butler. We paid $5. per sack for the privilege of shipment from New Orleans. To-day that salt goes to Richmond for the army. To-morrow or next day another cargo will arrive. The army get their salt from New Orleans. The Yankees “will do anything for money.”Dr. A. was subsequently released and is now in this city.

Capt. Cornwell, Co. A. 13th. Conn. Reg't. was stationed with his company at mouth of New Canal, for about three weeks, ending last Saturday. He states that the first schooner going out, was laden with large am't. of contraband articles — some medicines, including 80 gals, castor oil — It had Shepley's permit. He sent his 2nd. Lieut. (Kinney) to Gen. Butler — who said “Go to Gov. Shepley and ask him if he does not know that these articles will go right into the hands of the enemy.” Gov. Shepley said, “Return to Gen. Butler and say that I consulted him before giving this permit.” Whereupon Gen. B. said, “Well, let it go, since Gov. S. has granted a permit.” The same thing happened two or three days afterward, when Gen. B. received the messenger, and at once wrote on the back of the permit — “Gov. Shepley's passes must be respected.” Capt. Cornwell now wants to go home.

The inspector of Customs at the New Canal is very sick, and therefore I cannot get his statement at present.

Mr. Clark applies for permission to trade with the enemy on a large scale and states that he made the arrangement by Gen. Butler's consent. I let his vessel leave in ballast, taking bond in double the value of the vessel, that she would be returned into my custody within 20 days. He had a letter from Gen. B. which I caused to be privately copied, and also a letter from Col. Butler. Both are enclosed herewith, marked A.

Don D. Goicouria (of the firm of D. D. Goicouria and Co., New St., N. Y.) has been here four months and has made about $200,000. He asks to continue trade with the enemy authorized by Gen'l. Butler. He has taken two thousand sacks salt to the confederate army. He made an arrangement with Gen. Butler and Benjamin (Rebel Secretary of War) to take salt to the enemy, bringing back cotton — in exchange, at the rate of ten sacks in one bale of cotton. He goes North next steamer, and will apply to Secretary of Treasury for permit to continue the trade. He has rec'd. here 200 bales cotton. His salt goes to the Confederate Army. He says, Col. Butler told him that he (Col. B.) had sent North 8,000 hogs, sugar of his own, worth in N. Y. $800,000 or $900,000. Besides salt, he has taken to the enemy large amount of other goods. In his interview with you he will be able to tell you everything about trade with the Rebels if disposed so to do.

A Roman Catholic Priest, from Bay St. Louis, told me yesterday that in his vicinity, Salt was selling for $3.50 per gallon — or $25. per bushel — and Flour at $55. per barrel.

(A Sack of salt contains about 4 bushels).

Mr. Lloyd applies for permit to trade. He states that Gen. B. granted him permit, to take effect whenever he pleased — and offered him Gunboats and soldiers. He declined such aid, preferring to make arrangements with Confederate authorities, which are now completed. That he promised to bring hither 5,000 bales cotton and sell them to Gen. Butler, at the market price. He insinuates that there is a further understanding between himself and Gen. Butler, but declines stating what it is. His agent's name is Burden and his application (with list of cargo) is enclosed herewith, marked B.

Another, application comes from Wm. Perkins and is enclosed herewith marked C.

E. H. Montgomery's vessels was stopped by me in New Canal on the 5th. October. His permit from Gov. Shepley and list of Cargo is enclosed herewith marked D.

All the vessels crossing the Lake since Sept. 23rd. have had Gen. Shepley's pass. The inspector has furnished a list of them with their cargoes — which list is enclosed herewith, marked E.

After receiving copy of your regulations, I told Gen. Butler that this trade gave aid and comfort to the enemy without benefit to the Gov't. — that it demoralized the army — disgusted loyal citizens — and degraded the character of the Gov't. He smilingly assented — said it ought to be stopped — that he didn't see why Shepley granted such permits — and that he was going to visit Ship Island, and when he returned would see me about it again!

The stringent blockade enhances prices in the Rebel States, and is a great thing for the military speculators of this Department — and their friends.

I know of 5,000 sacks being sent to the enemy, and I think more than 10,000 have been sent.

I suppose your regulations (28th. Aug.) apply equally to the portion of the State within our lines—as well as to that under insurrectionary control. That supplies can be sent anywhere to a loyal citizen for his own use, but not to sell to rebels, and that I am to control the whole matter. If I mistake please inform me.

Most of this trade can be stopped, but I believe the present military authorities are so corrupt that they will take all means to make money. The amount of goods smuggled from this point to the enemy, has been trifling. Gen. Butler has always been kind to me, and our personal relations are upon the most pleasant footing. He has great ability, great energy, shrewdness and activity, and industry, but he can never acquire a character here for disinterestedness. Many officers and soldiers want to go home, not wishing to risk their lives to make fortunes for others.

The 28th Wis embark on the Belle ve Dere. Raining still. Our wagons loaded on Bell ve & detail sent arond with them, the Regt to go by car to lake Ponchertrain Genl A. J. Smiths Corps landing 4 miles below on the east side continues to rain & blow. Washingtons Birthday hundreds of flags & a national salute.

Diary of Sergeant George G. Smith: August 30, 1862

Generals Butler and Dudley reviewed the brigade. After the review General Butler had the First Louisiana drawn up in close column by divisions. After complimenting them for their soldierly appearance he gave them a lecture on military discipline, closing his remarks with this sentence, “The lightnings of heaven do not fall more swiftly than will justice overtake the evil doer.” We found Camp Williams not the healthiest place in the world. Lake Ponchartrain opening out to sea, was of course affected by the tides. When the tides were in the marshes would be full of water, but when they were out the contrary would be the result, and the portions exposed covered with ooze and silt would fester and ferment in the burning sun: while on the other side was the swamp, furnishing prolific breeding grounds for the festive mosquito: It is not strange that the result should prove to be what it was. In less than a week fully one half the regiment was at the surgeons tent on sick call in the morning; there were from two to four funerals in a day. Most all the time officers were sick so that the non commissioner officers were in command of companies. The writer of this was put in command of Company A. When it left the recruiting camp, a little over four weeks before it numbered 112 enlisted men. One night, a few days before we left, but four men turned out for dress parade and other companies were in a similar condition. The First Louisiana 12th and 13th C. V., the 75 N. Y., a company of Louisiana cavalry and two batteries were brigaded, General Weitzel commanding.

[Arrived at Camp Williams.] It is fourteen miles above New Orleans, near Carlton. Soon after we arrived Colonel Holcomb shot a man by the name of John Dramond for disobedience. The ball penetrated his left breast and he died instantly. Camp Williams was on a narrow strip of land, with Lake Ponchartrain on one side, and a deep swamp on the other. The latter was full of standing water, and the habitation of reptiles and every unclean and hateful bird; but it was of strategic importance as one of the defences of New Orleans.

Diary of William Howard Russell: May 20, 1861

I left Mobile in the steamer Florida for New Orleans this morning at eight o'clock. She was crowded with passengers, in uniform. In my cabin was a notice of the rules and regulations of the steamer. No. 6 was as follows: “All slave servants must be cleared at the Custom House. Passengers having slaves will please report as soon as they come on board.”

A few miles from Mobile the steamer, turning to the right, entered one of the narrow channels which perforate the whole of the coast, called “Grant's Pass.” An ingenious person has rendered it navigable by an artificial cut; but as he was not an universal philanthropist, and possibly may have come from north of the Tweed, he further erected a series of barriers, which can only be cleared by means of a little pepper-castor iron lighthouse; and he charges toll on all passing vessels. A small island at the pass, just above water-level, about twenty yards broad and one hundred and fifty yards long, was being fortified. Some of our military friends landed here ; and it required a good deal of patriotism to look cheerfully at the prospect of remaining cooped up among the mosquitoes in a box, on this miserable sand-bank, which a shell would suffice to blow into atoms.

Having passed this channel, our steamer proceeded up a kind of internal sea, formed by the shore, on the right hand and on the left, by a chain almost uninterrupted of reefs covered with sand, and exceedingly narrow, so that the surf of the ocean rollers at the other side could be seen through the foliage of the pine-trees which line them. On our right the endless pines closed up the land view of the horizon; the beach was pierced by creeks without number, called bayous; and it was curious to watch the white sails of the little schooners gliding in and out among the trees along the green meadows that seemed to stretch as an impassable barrier to their exit. Immense troops of pelicans flapped over the sea, dropping incessantly on the fish which abounded in the inner water; and long rows of the same birds stood digesting their plentiful meals on the white beach by the ocean foam.

There was some anxiety in the passengers' minds, as it was reported that the United States cruisers had been seen inside, and that they had even burned the batteries on Ship Island. We saw nothing of a character more formidable than coasting craft and a return steamer from New Orleans till we approached the entrance to Pontchartrain, when a large schooner, which sailed like a witch and was crammed with men, attracted our attention. Through the glass I could make out two guns on her deck, and quite reason enough for any well-filled merchantman sailing under the Stars and Stripes to avoid her close companionship.

The approach to New Orleans is indicated by large hamlets and scattered towns along the seashore, hid in the piney woods, which offer a retreat to the merchants and their families from the fervid heat of the unwholesome city in summer time. As seen from the sea, these sanitary settlements have a picturesque effect, and an air of charming freshness and lightness. There are detached villas of every variety of architecture in which timber can be constructed, painted in the brightest hues — greens, and blues, and rose tints — each embowered in magnolias and rhododendrons. From every garden a very long and slender pier, terminated by a bathing-box, stretches into the shallow sea; and the general aspect of these houses, with the light domes and spires of churches rising above the lines of white railings set in the dark green of the pines, is light and novel. To each of these cities there is a jetty, at two of which we touched, and landed newspapers, received or discharged a few bales of goods, and were off again.

Of the little crowd assembled on each, the majority were blacks — the whites, almost without exception, in uniform, and armed. A near approach did not induce me to think that any agencies less powerful than epidemics and summer-heats could render Pascagoula, Passchristian, Mississippi City, and the rest of these settlements very eligible residences for people of an active turn of mind.

The livelong day my fellow-passengers never ceased talking politics, except when they were eating and drinking, because the horrible chewing and spitting are not at all incompatible with the maintenance of active discussion. The fiercest of them all was a thin, fiery-eyed little woman, who at dinner expressed a fervid desire for bits of “Old Abe” — his ear, his hair; but whether for the purpose of eating or as curious relics, she did not enlighten the company.

After dinner there was some slight difficulty among the military gentlemen, though whether of a political or personal character, I could not determine; but it was much aggravated by the appearance of a six-shooter on the scene, which, to my no small perturbation, was presented in a right line with my berth, out of the window of which I was looking at the combatants. I am happy to say the immediate delivery of the fire was averted by an amicable arrangement that the disputants should meet at the St. Charles Hotel at twelve o'clock on the second day after their arrival, in order to fix time, place, and conditions of a more orthodox and regular encounter.

At night the steamer entered a dismal canal, through a swamp which is infamous as the most mosquito haunted place along the infested shore; the mouths of the Mississippi themselves being quite innocent, compared to the entrance of Lake Pontchartrain. When I woke up at daylight, I found the vessel lying alongside a wharf with a railway train alongside, which is to take us to the city of New Orleans, six miles distant.

A village of restaurants or “restaurants,” as they are called here, and of bathing boxes has grown up around the terminus; all the names of the owners, the notices and sign-boards being French. Outside the settlement the railroad passes through a swamp, like an Indian jungle, through which the over-flowings of the Mississippi creep in black currents. The spires of New Orleans rise above the underwood and semi-tropical vegetation of this swamp. Nearer to the city lies a marshy plain, in which flocks of cattle, up to the belly in the soft earth are floundering among the clumps of vegetation. The nearer approach to New Orleans by rail lies through a suburb of exceedingly broad lanes, lined on each side by rows of miserable mean one-storied houses, inhabited, if I am to judge from the specimens I saw, by a miserable and sickly population.

A great number of the men and women had evident traces of negro blood in their veins, and of the purer blooded whites many had the peculiar look of the fishy-fleshy population of the Levantine towns, and all were pale and lean. The railway terminus is marked by a dirty, barrack-like shed in the city. Selecting one of the numerous tumble-down hackney carriages which crowded the street outside the station, I directed the man to drive me to the house of Mr. Mure, the British consul, who had been kind enough to invite me as his guest for the period of my stay in New Orleans.

The streets are badly paved, as those of most of the American cities, if not all that I have ever been in, but in other respects they are more worthy of a great city than are those of New York There is an air thoroughly French about the people — cafes, restaurants, billiard-rooms abound, with oyster and lager-bier saloons interspersed. The shops are all magazines; the people in the streets are speaking French, particularly the negroes, who are going out shopping with their masters and mistresses, exceedingly well dressed, noisy, and not unhappy looking. The extent of the drive gave an imposing idea of the size of New Orleans — the richness of some of the shops, the vehicles in the streets, and the multitude of well-dressed people on the pavements, an impression of its wealth and the comfort of the inhabitants, The Confederate flag was flying from the public buildings and from many private houses. Military companies paraded through the streets, and a large proportion of men were in uniform.

In the day I drove through the city, delivered letters of introduction, paid visits, and examined the shops and the public places; but there is such a whirl of secession and politics surrounding one it is impossible to discern much of the outer world.

Whatever may be the number of the Unionists or of the non-secessionists, a pressure too potent to be resisted has been directed by the popular party against the friends of the federal government. The agent of Brown Brothers, of Liverpool and New York, has closed their office and is going away in consequence of the intimidation of the mob, or as the phrase is here, the “excitement of the citizens,” on hearing of the subscription made by the firm to the New York fund, after Sumter had been fired upon. Their agent in Mobile has been compelled to adopt the same course. Other houses follow their example, but as most business transactions are over for the season, the mercantile community hope the contest will be ended before the next season, by the recognition of Southern Independence.

The streets are full of Turcos, Zouaves, Chasseurs; walls are covered with placards of volunteer companies; there are Pickwick rifles, La Fayette/Beauregard, MacMahon guards, Irish, German, Italian and Spanish and native volunteers, among whom the Meagher rifles, indignant with the gentleman from whom they took their name, because of his adhesion to the North, are going to rebaptize themselves and to seek glory under one more auspicious. In fact, New Orleans looks like a suburb of the camp at Chalons. Tailors are busy night and day making uniforms. I went into a shop with the consul for some shirts — the mistress and all her seamstresses were busy preparing flags as hard as the sewing-machine could stitch them, and could attend to no business for the present. The Irish population, finding themselves unable to migrate northwards, and being without work, have rushed to arms with enthusiasm to support Southern institutions, and Mr. John Mitchell and Mr. Meagher stand opposed to each other in hostile camps.

Diary of Sergeant George G. Smith: June 26, 1862

Visited Lake Ponchartrain, had a bath and oyster supper. Found the water in the lake to be fresh. Decay died of wounds received at Baton Rouge.
