Diary of Gideon Welles: Monday, July 24, 1865

On Saturday evening I went with the President (whose health is suffering from excessive labor and care) and Preston King down the Potomac and took a sail yesterday in the Bay, returning last evening to Washington. Mr. Fox and Mr. Faxon accompanied us, also Wright Rives, the President's private secretary, also Dr. Duval. It was a small, pleasant, quiet party, intended to promote health and strength, especially to the President, who permits himself to be overtaxed.

The great iron ram Dunderberg was launched on Saturday. The papers give details of the vessel from its inception to the launch, but much of it warped. Among other things it is said the Navy Department entered upon the construction of this ship with great reluctance. It was after deliberate consideration. If it had been stated that I engaged in this work and made this contract with great caution and circumspection it would have been true. At the time this decision was made and the vessel commenced, a foreign war was feared. We had a large defensive force, but not as many and formidable vessels as we should need in the event of a war with a maritime power.

We had contracted for the Dictator and the Puritan, turreted vessels, which, if completed, would break up any attempted blockade of our harbors or coasts, but we could not cruise with them. Admiral Smith urged that one of these vessels should be of iron, the other of wood. The Assistant Secretary, Mr. Fox, was urgent and persistent for the construction of four vessels. Mr. Lenthall was not partial to the turreted form of vessel. I decided in favor of two, and but two, and the Dictator and the Puritan were the results of that decision. I have since wished that one of these vessels was of wood, as Admiral Smith proposed, and I have rejoiced that I did not yield to the appeals for more. Probably those who urged the construction of more are glad also.

The Dunderberg was a different description of vessel. Mr. Webb had been importuned to build a large vessel for the government and was urged as the best man for such a contract in the country by numbers of the first men in New York and elsewhere. While glad to have the indorsement of such men, I by no means entered into a contract to oblige them or Mr. Webb, who, I have no doubt, procured the names by solicitation. In view of what was being done by England and France, and of the then condition of our affairs, I felt that we might need such a vessel. So feeling, I came to the conclusion that Mr. Webb was the best builder with whom I could contract, offered the best terms, and, under the circumstances, his plan, though exceptionable, was perhaps the best, with some modifications. These he made, reserving the turrets, to which Mr. Lenthall strongly objected, and which he predicted Mr. Webb would wish to abandon before the ship was completed. Events have verified his anticipations. These are some of the facts in regard to the Dunderberg. I take no special pride in the vessel, and could I have the money which she costs, I should prefer it to the vessel. Yet I feel assured I did right in ordering her to be built. We could not, in the crowded condition of the yards, attempt to build her in either of them.

In the violent assaults of Winter Davis and others upon the Department, I was accused of not having a navy of formidable vessels. I had vessels for the purposes then wanted. Ships of a more expensive and formidable character, like the Dunderberg, could not be built in a day. Now, when they are likely not to be wanted, and when they are drawing near completion, the same class of persons abuse me for what I have done towards the building up of a formidable navy. But one must not expect to escape the abuse and unjust attacks of demagogues. I certainly ought not to complain, for the country has nobly stood by me through all the misrepresentation and detraction of the malicious and ungenerous who have made it a point to assail me. Conscious that I have tried to do my duty, I have borne with patience.

I called on the President in relation to the Navy Agent in Washington, Brown, whose term expires on the 27th inst. Last winter, it was understood between Mr. Lincoln and myself that paymasters should hereafter perform the duty of Navy Agents, and thus save the expense of that class of officers. But about the 4th of March Vice-President Hamlin made a special appeal in behalf of Brown, and in view of Hamlin's disappointments and retirement, the good Mr. Lincoln had not the stamina to refuse him, or to say to him that it conflicted with a policy which he had deliberately adopted. My relations with Hamlin were such that I could not very well argue this point, and the President could modify or yield his own opinions. He understood my embarrassment and addressed me a note, stating his pledge inconsiderately made to Hamlin. I have submitted this note and the circumstances to President Johnson. He concurs with me, and is also somewhat embarrassed from delicacy, in consequence of his attitude towards Hamlin, whom he superseded. I suggested that he might oblige Hamlin by giving some other place to Brown or to any one else whom H. should name. This met his approval, and he suggested that I should have a letter prepared to H. for him, the President, to sign. I proposed speaking to Brown himself, stating the general policy of appointing no Navy Agent, and that, by acquiescing, the President would feel disposed to consider him and Hamlin favorably. He liked this, and I accordingly stated the case to Brown soon after, who was a good deal flurried and not prepared to decide whether he would resign or let his appointment run out and another be appointed, but would inform me on Wednesday.

While with the President, I remonstrated on his severe labors which are over-tasking his system. The anterooms and halls above and below were at the time a good deal crowded. He said he knew not what to do with these people; that a large delegation from Maryland had just left him, having called in relation to appointments in that State and here.

We had some conversation in regard to the Baltimore officers and Maryland matters and differences which there existed. The combination against the Blairs is fed and stimulated from Maryland). I expressed myself very decidedly for the Blairs, whom I had long known and who are true men. To which he fully responded and made the remark that they were true to their friends always, quality ever to be commended.

Diary of Gideon Welles: Monday, December 19, 1864

The contractors for the Puritan and Dictator are in trouble and embarrassed. Congress has extended to them relief, contingent on my action. If I do not so interpret the resolution as to render immediate assistance, I shall be censured for delay. If I take the responsibility of acting promptly and before reports are made the censure will be no less severe. That the contractors can fulfill all the stipulations, every one knows to be improbable, - I may say impossible. If I rigidly require them, the men will be ruined and the country not benefited. If I waive the impossible, and accept what is practicable, I shall give the censorious and malicious opportunities to assail and denounce me. I covet no such discretionary power.

Commodore Rodgers writes that the Dictator has arrived safely at Hampton Roads and performed satisfactorily, but fails to give details.

Captain Winslow called on me to-day. He is looking well and feels happy. Luck was with him in the fight with the Alabama.

The House of Representatives to-day passes a resolution of H. Winter Davis, aimed at the Secretary of State for his management of foreign affairs, and asserting the authority of the House in these matters. There is a disposition to make the legislative, fortunately the representative branch, the controlling power of the government. The whole was conceived in a bad spirit and is discreditable to the getters-up and those who passed the resolutions. Davis has never been, and never will be, a useful Member of Congress. Although possessing talents, he is factious, uneasy, and unprincipled. He is just now connected with a clique of malcontents, most of whom were gathering a few months (ago) around our present Chief Justice. An embryo party is forming and we shall see what comes of it and whether the ermine is soiled.

Wise of the Ordnance Bureau writes me a long letter in answer to a dispatch from Dahlgren in regard to casting solid and hollow guns, etc. It is a controversy in which I do not care to become embroiled. D. is sensitive and proud; W. has been meddlesome and perhaps unjust. D. feels hurt; W. feels rebuked.

Diary of Gideon Welles: Friday, May 20, 1864

The Secretary of State is becoming very anxious in view of our relations with France. Wants the ironclad Dictator should be sent over soon as possible. I told him she was yet in the hands of the contractor, and was likely to be for some time, and when we had her I was not certain that it would be best to send her across the Atlantic. But he was nervous; said it was the only way to stop the Rebel ironclads from coming out, unless Grant should happen to get a victory.

The recent arrest of a Spaniard (Arguellis) who was in New York, and who was abducted, it is said, by certain officials under instructions or by direction of the Secretary of State is exciting inquiry. Arguellis is accused of having, in some way, participated in the slave trade. But if the assertion be true, we have no extradition treaty with Spain, and I am therefore surprised at the proceeding. There is such hostility to the slave trade that a great wrong may perhaps be perpetrated with impunity and without scrutiny, but I hope not. Nothing has ever been said in Cabinet on the subject, nor do I know anything in regard to it, except what I see in the papers.

Mr. Seward sometimes does strange things, and I am inclined to believe he has committed one of those freaks which make me constantly apprehensive of his acts. He knows that slavery is odious and all concerned in slave traffic are distrusted, and has, it seems, improved the occasion to exercise arbitrary power, expecting probably to win popular applause by doing an illegal act. Constitutional limitations are to him unnecessary restraints.

Should there be an investigation instituted and mere denunciation of the act, the President will be called upon to assume the responsibility, yet I am persuaded he has nothing to do in this affair beyond acquiescing without knowledge in what has been done. Could the abduction by any possibility be popular, Mr. S. expects it to inure to his credit.

Diary of Gideon Welles: Saturday, December 26, 1863

The Dictator, turret vessel, was launched this A.M. in New York. This is one of a class of vessels that has become famous. She is of greatly increased dimensions to any hitherto constructed. I have full confidence that she will be a formidable fighting craft, but am not prepared to indorse her, or the Puritan, which is not yet launched, as cruisers. There are differences among naval men on this subject, but the turret vessels are steadily gaining friends among them, and early friends are becoming enthusiastic. Fox, himself a good sailor, and others give them unqualified approval. Fox is ready, he says, to cross the Atlantic or double Cape Horn with either. For harbor or coast defense these vessels are, I think, invaluable, and almost invulnerable. The fight with the Merrimac made for them rapid converts. When the first turret vessel, the Monitor, was building, many naval men and men in the shipping interest sneered at her as a humbug, and at me as no sailor or judge, until she vindicated her power and worth in that first remarkable conflict. Then I was abused by party men because I had not made preparations for and built more.

There is constant caprice in regard to the Navy. Those who know least clamor most. It is difficult to decide what course to pursue, and yet I must prescribe a policy and be held accountable for it. If I go forward and build large and expensive vessels, I shall be blamed for extravagance, particularly if peace takes place. On the other hand, if I should not build, and we have, not only continued hostilities, but war with England or France, I shall be denounced for being unprepared. Yet it is patent that powerful, and expensive because powerful, structures are conducive to peace. A few strong, powerful vessels will conduce to economy because they will deter commercial nations from troubling us, and if not troubled, we need no large and expensive navy.

During the whole of this civil war, I have been beset and annoyed by interested patriots who had old steamers to sell which no one would buy. The agents of these parties crowded the Department, got Members of Congress to besiege it, and, because I did not think their crafts adapted to our wants, they, and in some instances the press and certain Members of Congress, engaged in abuse of me.

What we needed for this war and the blockade of our extensive coast was many vessels of light draft and good speed, not large, expensive ships, for we had no navy to encounter but illicit traders to capture. I acted accordingly and I have no doubt correctly, though much abused for it. A war with one or more of the large maritime powers would require an entirely different class of vessels.

In naval matters, as in financial, those who are most ignorant complain loudest. The wisest policy receives the severest condemnation. My best measures have been the most harshly criticized. I have been blamed for procuring so many small vessels from the merchant service. But those vessels were not only the cheapest and the most available, but the most effective. In no other way could we have established an effective blockade of our extended coast. We wanted not heavy navy-built ships but such vessels as had speed and could capture neutral unarmed blockade-runners. There was no navy, no fighting craft, to encounter. Half a dozen small vessels required no more men and were not more expensive than one first-class ship, yet either one of the six small craft of light draught which were swift was more effective than the big ship for this particular duty. It was claimed the small light vessels could not lie off the coast in winter and do blockade service. Experience has shown the contrary. The grumblers have said our small naval-built gunboats have not great speed. Small propellers of light draught on duty for months cannot carry sufficient fuel and have great speed.

There is no little censure because fast vessels are not sent off after the Alabama, and yet it would be an act of folly to detach vessels from the blockade and send them off scouring the ocean for this roving wolf, which has no country, no home, no resting-place but such as neutral England and France may give her. When I sometimes ask the faultfinders to tell me where the Alabama is or can be found, assuring them I will send a force of several vessels at once to take her on being satisfactorily informed, they are silenced. Whilst these men blame me for not sending a fleet after the marauders, they and others would blame me more were I to weaken the blockade in an uncertain pursuit. Unreasonable and captious men will blame me, take what course I may. I must, therefore, follow my own convictions.
