WASHINGTON, May 28 – The Secretary of the Navy has furnished Congress with the result of the examination by a special board of Stevens Battery as an efficient means of coast defence.  They think that for the purpose it will receive essential modifications owing to recent improvements in naval warfare.  The Secretary believes it was the intention of Congress to apply the nearly $800,000 heretofore appropriated upon the Battery according to the original plan.  Should it have been so appropriated he does not feel authorized to spend the money to carry out the suggestions of the board.

Gen. Sigel visited the Capital to-day and was warmly received by Congressmen.
