WASHINGTON, March 21.

As our forces extend the authority of the U. S. on the Atlantic coast, numerous applications are made by merchants and shippers to the treasury department for permission to trade with recaptured ports, but uniformly refused.  Nothing will be done to interfere with [the] blockade.  Permits, however, will be granted by the department for internal trade elsewhere.

Public, department, and all foreign drafts are paid at maturity, not matter what may be the pressure in other respects on the treasury.

The statement that Gen. Sickles was unanimously rejected as Brig. General is not correct.
