They have done their whole duty to the American people. Now, while we are rejoicing over the triumphs
of the army and navy, let us not forget the enormous and unprecedented
responsibilities and labors of the officers who have had to bear the burdens
devolved upon the several departments of the Government. When they came into power, they found a vast
ruin to restore, to rebuild and to reanimate, and within a year they have not
only done this great work, but have put a vast army in the field, created a
mighty navy, and astonished the civilized world by their wisdom, their
forbearance, their vigor, and patriotism. – Phila.
