Apply this to state
and local affairs. Show amount of taxes authorized and amount that goes upon
the future. Give a list of all unusual appropriations, all unusual burdens.
When the white flag
was raised at [the] Chicago [Democratic National Convention in 1864] by recommending
"immediate efforts for the cessation of hostilities," Judge R—— was a
state delegate for Ohio.
