Congress has passed an act prohibiting the citizens of the United States from engaging in the Coolie trade. Any vessel violating the provisions of the act to be liable to seizure and condemnation; while any person engaging in the business is to be punished by a fine not exceeding $2,000, and imprisonment not exceeding one year.
