Executive Chamber, ANNAPOLIS, Apr. 20th, 1861
To the Commander of the Volunteer troops on board the
Steamer
SIR: I would most earnestly advise that you do not land your
men at Annapolis. The excitement is very great, and I think it prudent that you
should take your men elsewhere. I have declared to the Secretary of War
advising against your landing your men here.
