To the Hon. Secretary of War:
I find it
unnecessary to bring the troops from Fort Monroe here, and have stopped them at
Fort McHenry to await orders. All the rioters now trying to escape. A man named
Cook has escaped. They are barricaded in the Engine House, within the enclosure
of the armory. They have with them some of our best citizens, who they refuse
to release. There are several companies here from Virginia and Fredericktown in
charge of the village. I have put the armory property in charge of the Marines
and shall endeavor to secure and protect the rioters; they have killed several
citizens and several of them have been killed.
