MY DEAR SIR,—I have
gone over the draft of an answer to Mr. de la Rosa's note, with some care, and
the revised draft is now in the hands of the copyist. I shall ask Mr. Hunter to
take it to you to-morrow early, and he will either read it to you or leave it
for your perusal, as you may prefer. It is a paper on an important subject, and
will be much discussed in Congress, especially if the treaty should fail of
ratification.
I am desirous,
therefore, that it should be made to conform in all points with your judgment.
