Dear Sir:
I beg that you will prevent Mr. Speed from buying or
attempting to buy arms in this market. The only result of his efforts to
purchase, is to enhance the price and to defeat the endeavors of the Government
to procure arms. In a few days there will be a sufficient quantity to supply
such demands, and to save the Government great expense, Mr. Speed should be
prevented from purchasing.
