Wirz, Gen. John H.
Winder, commissary general of prisoners, Howell Cobb and several minor
personages came inside on horseback and rode partly through the prison and
along the stockade over the dead line as far as possible. Winder is said to be
invested with full authority over prison matters. Howell Cobb was the Secretary
of the United States Treasury under Buchanan, just prior to the secession of
Georgia, and was the provisional president of the so-called Confederacy, before
Davis.
