The Secretary of War promises that he will reinforce General
Gillmore with 5000 men. I thought it should be 10,000 if we intended thorough
work, but am glad of even this assurance. General Halleck excuses his
non-action by saying Gillmore had not applied for more men. Vigilance is not
one of Halleck's qualifications.
