The board of which Admiral Farragut is President is in session. Their
duties to advise on the subject of promotion for meritorious conduct in battle.
I am not disposed to act under this law without consultation with and advice
from earnest men in the service. There is a disposition to place Porter in
advance by Fox, to which I cannot assent unless it comports with the views and
opinions of senior men, who are entitled to speak on a question that so nearly
concerns them. Admiral Porter is a man of courage and resources, but has
already been greatly advanced, and has some defects and weaknesses.
