Major Charles Fessenden Morse: July 15, 1864

We are now enjoying a short respite from our exertions, which is very welcome after the campaign's hard work. By a series of movements and operations we have pushed the enemy south of the Chattahoochie, they now picketing their side of the river and we ours. It is difficult to tell anything about the result of this campaign, since, from appearances, the rebels are preparing to evacuate Atlanta with no more of a struggle than they made at Marietta, so that the fall of the former place is already calculated on as the result of the next move forward. The trouble is that we cannot get at Johnston and his army; he is too weak to meet us in a fair fight; his game, therefore, is to have a succession of lines of works prepared for him in his rear by citizens and negroes, which cannot be taken by direct assaults, but out of which, with our superior numbers, we can finally turn him. Whether we can follow an enemy of this kind farther than Atlanta, is a question in my mind, for we have already had to guard a railroad for over two hundred and fifty miles through a country swarming with guerrillas and roving cavalry. Johnston will undoubtedly retreat towards Macon, which will virtually abandon to us the whole of Alabama and Western Georgia, and cause the fall of Mobile.

There is an amount of cunning in this continual retreating of Johnston which is not generally allowed him. To be sure, he gives up a great deal of valuable territory, but he keeps his army intact and finally removes it out of our reach, leaving us an immense distance from our base, subject to raids on our line of communication and consequent stoppage of supplies; and supposing him at Macon, he is nearer to Lee, and can sooner transmit and receive reinforcements. This is the unfavorable side; but, on the other hand, the constant retreats of Johnston have, to a certain extent, demoralized the troops belonging in Kentucky, Tennessee, Northern Georgia and Alabama, so that on each occasion of their falling back, hundreds of deserters are brought into our lines; they all say that half the army would do the same if it dared, but they are told fearful stories of our treatment of prisoners and are also closely watched, and, when caught, shot without mercy. The case has occurred, repeatedly, of deserters lying all day in ditches and behind stumps, between our picket lines, afraid to stir from fear of being shot by their own men; as soon as night would come, they would come in. Without a single exception, 1 have seen these men always kindly and hospitably received by our soldiers; it is always, “How are you, Johnny? we're glad to see you; sit down and have some coffee, and tell us the news.”

The amicable feeling existing between the men of the two armies when not actually fighting is very curious, and between the best troops on each side the understanding seems the most perfect. It is a proverbial expression, now, with the rebels, that Hooker's men are the toughest to fight, but the best to picket against. We have one rule now in our division, which entirely prevents all picket firing except in case of an advance of the enemy. Last Sunday I was Field Officer of the day and had charge of the brigade picket; one portion of my line relieved a part of the Fourteenth Corps. When I first posted my men, it was necessary to crawl from one post to another and keep entirely out of sight, for before we came there had been a continual popping. In a short time it was discovered who had arrived, and all firing upon us ceased. The next morning, in broad daylight, I pushed my line down to the bank of the river without receiving a single shot, and afterwards rode along where the day before it would have been sure death or a disabling wound. We never yet have been the victims of any treachery, but, on the contrary, have received warnings in time to look out for ourselves. They will call out, “Look out, Yanks, we've been ordered to fire,” and plenty of time will be given to get behind our works. When we fight, we fight to crush the rebellion and break the power of the rebel armies, not against these men as individuals; there is no enmity felt, yet no one can complain of a want of earnestness or desire on our part for victory.

No news which has come to us for a long time has been received with such pleasure as that of the sinking of the Alabama by the Kearsarge. It is a great naval triumph for us, not over rebels merely, but over a Johnny Bull ship manned by English sailors, armed by English guns, fired by English gunners. It was an affair with England all through, and only needed, at the wind-up, to have that fair-minded, non-interfering Englishman carry off Captain Semmes, who had already surrendered, under a recognized British flag. Perhaps we cannot do anything now to help ourselves, but the time will come when we will make that mean, bullying English nation repent of her action towards us in this war; I hope I may live to see the day and help to wipe off these old scores. How long could she hold a foot square of territory on this continent against the immense armies we could raise, and what harm could she do us? We may not have as good a navy to-day, but we would have, and our coast would swarm with privateers.

War is a terrible thing, but a man should feel as jealous of the honor of his country and flag as he would of his own, and should resent an insult to the one as readily as he would to the other.

Diary of Mary Boykin Chesnut: July 25, 1864

Now we are in a cottage rented from Doctor Chisolm. Hood is a full general. Johnston 1 has been removed and superseded. Early is threatening Washington City. Semmes, of whom we have been so proud, risked the Alabama in a sort of duel of ships. He has lowered the flag of the famous Alabama to the Kearsarge.2 Forgive who may! I can not. We moved into this house on the 20th of July. My husband was telegraphed to go to Charleston. General Jones sent for him. A part of his command is on the coast.

The girls were at my house. Everything was in the utmost confusion. We were lying on a pile of mattresses in one of the front rooms while the servants were reducing things to order in the rear. All the papers are down on the President for this change of commanders except the Georgia papers. Indeed, Governor Brown's constant complaints, I dare say, caused it — these and the rage of the Georgia people as Johnston backed down on them.

Isabella soon came. She said she saw the Preston sisters pass her house, and as they turned the corner there was a loud and bitter cry. It seemed to come from the Hampton house. Both girls began to run at full speed. “What is the matter?” asked Mrs. Martin. “Mother, listen; that sounded like the cry of a broken heart,” said Isabella; “something has gone terribly wrong at the Prestons’.”

Mrs. Martin is deaf, however, so she heard nothing and thought Isabella fanciful. Isabella hurried over there, and learned that they had come to tell Mrs. Preston that Willie was killed — Willie! his mother's darling. No country ever had a braver soldier, a truer gentleman, to lay down his life in her cause.

1 General Johnston in 1863 had been appointed to command the Army of the Tennessee, with headquarters at Dalton, Georgia. He was to oppose the advance of Sherman's army toward Atlanta. In May, 1864, he fought unsuccessful battles at Resaca and elsewhere, and in July was compelled to retreat across the Chattahoochee River. Fault was found with him because of his continual retreating. There were tremendous odds against him. On July 17th he was superseded by Hood.

2 Raphael Semmes was a native of Maryland and had served in the Mexican War. The Alabama was built for the Confederate States at Birkenhead, England, and with an English crew and English equipment was commanded by Semmes. In 1863 and 1864 the Alabama destroyed much Federal shipping. On June 19, 1864, she was sunk by the Federal ship Kearsarge in a battle off Cherbourg. Claims against England for damages were made by the United States, and as a result the Geneva Arbitration Court was created. Claims amounting to $15,500,000 were finally awarded. This case has much importance in the history of international law.

Charles Eliot Norton to James Russell Lowell July 7, 1864

ASHFIELD, July 7,1864.

My Dearest James, — We are having such a pleasant quiet time that I wish you were with us. The house we are in is a good old-fashioned farmhouse, with a stretch of outhouses and barns such as one likes to see. There are no modern conveniences,  — unless a bell for the front door be considered so, — and we fall inevitably into primitive ways of life. . . .

The little village itself where we are has an air of rural comfort and pleasantness that is really delightful. It is embosomed in the hills, not crowded upon by them, but seeming to have a sweet natural sufficient shelter from them. We are within a stone's throw of the tavern, of the meeting houses, the three shops, and the post-office, — and on the other side we are as near two hills between which the road runs, and from either of which there is a wide and beautiful view.  . . . Yesterday we took a drive over hills, through hemlock and beech woods, over an upland moor, through Bear Swamp, and “Little Switzerland,” that we all agreed we must take again when you are with us. I am sure this country will delight you. To my taste it is far more attractive, and more beautiful, than the scenery in the parts of the Berkshires that I know. Many of the views remind me of scenes among the English lakes, on a smaller scale. Joined with the picturesqueness of nature, there is a charm from the evident comfort of the people. Wherever you see a habitation you see what looks like a good home. There are but three town poor, and they are very old. There is but one Irish family, they say, in the township. The little village of Tin Pot, two miles away, does, however, look as if its name were characteristic. There is a good deal of loafing and drinking there, but the loafers and drunkards are not permitted by public opinion to come up here. The line is one of positive separation between the two villages.

The air has a fine bracing quality, — 1300 feet above the sea. To-day we have a little rain. I lounge and invite my soul. The newspapers come regularly but late. We seem out of the world. Still we were glad last night at the news of the destruction of the Alabama, and not sorry for the mode of Semmes's escape. He would have been an unpleasant prisoner on our hands. We could not properly have hung him as a pirate, and to leave him unhung would not have suited our vindictive commercial classes.

I find it hard to be patient in these days, — it would be much easier were you here, but now I have no one to talk over affairs with.

I wish Mr. Quincy1 could have lived happily a year or two longer to carry the news of the suppression of the rebellion and the extinction of slavery to the other world, so as to be able to remind Hamilton of their conversation the year before his death and convert him to trust in the people, and to confidence in the permanence of the Constitution. But now that public honours will be paid to the memory of Mr. Quincy, cannot we get the sum raised for the Statue? About $4000 is needed. $5000 would be better to cover expenses.

What a kind old man he was! ... A judicious person might make a brief memoir of him that should be full of interest, — but save us from these big Parker 8vos, these elegant Prescott 4tos.2

The July “North American” seems to me good but too heavy. How can we make it lighter? People will write on the heavy subjects; and all our authors are destitute of humour. Nobody but you knows how to say weighty things lightly; nobody but you has the art of light writing. And have you written to Motley? If not please do so before replying to this note. We really need to get him on to our staff of contributors. . . .

Colonel Charles Russell Lowell to William Whiting, June 26, 1863

Hon. William Whiting, Solicitor Of War Department:

Dear Sir, — Have you seen in the newspapers (our own and the rebel) the account of the destruction of Darien by our black troops, — a deserted town burned in apparent wantonness? If this were done by order, I cannot think that the effect of such orders has been duly considered. I know how constantly you have been in favour of employing negroes as soldiers, and how much you have done to aid it, and I write in the hope that, if you find my views just, you may some time help to prevent the repetition of such expeditions.

If burning and pillaging is to be the work of our black regiments, no first-rate officers will be found to accept promotion in them, — it is not war, it is piracy more outrageous than that of Semmes.1 Without first-rate officers (and even with them) expeditions in which pillaging is attempted by order will infallibly degenerate into raids in which indiscriminate pillaging will be the rule, and, instead of finding ourselves at the end of the summer with an army of disciplined blacks, we shall have a horde of savages not fit to fight alongside of our white troops, if fit to fight at all. Public opinion is not yet decided in favour of black troops; it is merely suspended, in order to see the experiment tried. I do not believe it can be made favourable to their employment if it sees only such results as these: unfavourable public opinion will still further increase the difficulty of getting good officers, — and so on ad infinitum.

Of the absolute right and wrong of the case, I say nothing, — and of the effect upon the black race, — for those are outside questions: but in a military point of view, I think the net result of Darien expeditions will be against us. Expeditions to help off negroes and to interfere with corn crops are too important a mode of injuring the rebels to be neglected: if made by well-disciplined blacks, kept always well in hand, they could be carried far into the interior and made of great service; but troops demoralized by pillage and by the fear of retaliation, which would be the natural consequence of such pillage, will not often venture out of sight of gunboats. I have done what I could for the coloured regiments by recommending the best officers of my acquaintance for promotion in them, and I was very sorry to see that one Company of our Fifty-Fourth Regiment (in which I had taken an especial interest) was at Darien: I can fancy the feelings of the officers. This is written in haste, and is written loosely, but I wanted to call your attention to the matter. Always with respect and regard,

1 Semmes commanded the rebel privateer Alabama, which did enormous mischief to our commerce, by burning ships at sea.

Colonel Lowell was, in the following year, obliged, under orders of Grant and Sheridan, to take part in the wholesale destruction of crops and factories, and driving off of cattle in the Shenandoah Valley, but this was an important strategic measure to cut off supplies from a great storehouse and highway of the Confederate armies.

Capt. Simms and the officers of the Sumter arrived at Southampton, England, 17th in the steamer from Gibraltar.  The vessel is to be sold there.

Later From Europe

Arrival of the Anglo Saxon.

PORTLAND, MAINE, Jan. 30. – The Anglo Saxon from Liverpool, 16th, via Queenstown, 17th, arrived here this morning.  Her dates are five days later.

The steamship Teutonia, from New York, arrived at Southampton on the 12th, with the steamship America, from New York, and the Novascotian arrived at Liverpool on the 14th.  The Edinburg, from New York arrived at Liverpool on the 15th.

The news by the Anglo Saxon is unimportant.

It was rumored that the rebel steamer Nashville had been sold to English ship owners.  The Tuscarora continued to blockade her.

Corn, easy, market closed steady, with an upward tendency for wheat.  Provisions, quiet.

Consols, for money, 93¼.

The London Globe announces that the Washington Cabinet had given orders for the release of the two Americans taken from the English schooner Eugenie and the steamer Santiago de Cuba.

But little business was doing at Loyd’s [sic] in war risks.  There was continued activity in all the departments at the Portsmouth dock yard.

It was stated that the Tuscarora’s movement in leaving her moorings on the 13th inst., was to prevent the Nashville from getting under way for 24 hours.  It was understood that the Tuscarora’s orders were never to leave sight of the Nashville, to blockade her in Southampton, and if she should leave, to chase her as long as she is at sea.  In addition to the Frigate Dauntless, the war steamer Argus, had been placed at the mouth of the Southampton docks, to watch the movements of the two vessels.

The London Times says that mercantile letters from New York represent that the cry for promoting insurrection among the slaves was gaining force, and looking at the threatened horrors, whispers were at length heard of a wish that for the sake of humanity European intervention might be fount practicable.

Additional correspondence had been published in regard to the Trent affair, including Lord John Russell’s reply to Mr. Seward’s dispatch, dated January 11th.  It expresses much satisfaction at the conclusion arrived at by the Washington Government, which it considers most favorable to the maintenance of most friendly relations.  The English Government, however, differs from Mr. Seward in some of his conclusions, and as it may lead to a better understanding on several points of international law.  Lord John Russell proposes in a few days to write another dispatch on the subject.  In the mean time he says that it is desirable that the commanders of United States cruisers shall be instructed not to repeat acts for which the British Government will have to ask redress, and which the United States government can not undertake to justify.  Lord Lyons is thanked for his discretion.

Mason and Slidell had been expected by the America, and a good deal of interest was felt as to the reception they would get at Liverpool. – Various expedients were adopted to secure anything but a flattering one.

There has been no reply to the strictures on the stone blockade of Charleston.

The extra workmen at the dock yards will be discharged at the end of the financial year.

The Shipping Gazette says that war of further diplomatic strife is certain between England and America.

Liverpool Breadstuffs. – W. N. & Co. and others, report flour dull and declined 6d@1s, wheat declined 1d@2d – red 11s@12s 4d, white western 12s 6d@12s 9d, white southern 12s 9d@13s 3d.  Corn easier, mixed 31s@31s 6d.

Liverpool, 17. – Flour steady, wheat active with an upward tendency, corn quiet but steady, provisions ditto.

LONDON, Jan, 17. – Consols for money 93¼.  I. C. shares 42 7/8 @ 43 1/8 disc., Erie shares 28 N. Y. C. 71@73.

The Times predicts a speedy collapse in America under the suspension of specie payment. – It also published extracts from Mr. Russell’s diary to the 3d of January.  He says it requires an augmentory faith to believe there will be any success in subjugating the South, for the army of the North will be stricken down for the want of means.  The troops sent to points along the coast are suffering from sickness.  The pretense of there being Union men at the South is fast vanishing.  Mr. Russell sees an extraordinary lack of ordinary political common sense in American Journals.

Capt. Symmes of the Confederate States Navy, and commander of the Sumter has addressed a letter to the Times defending his ship against the insinuations of the Secretary of the Federal Navy who in his official report describes the Sumter as a piratical rover.

The French journals generally compliment the Washington Cabinet for their action in the Trent affair.

PRUSSIA. – The King of Prussia, in his speech at the opening of the Chambers rejoiced at the happy issue of the Anglo American difficulties.

SPAIN. – The privateer Sumter continued at the port of Cadiz.

London Money Market. – Consols experienced a further decline of ½ per cent.  Money very easy.

The publication of the correspondence in relation to the Trent affair, has lead to some very bitter strictures on the dispatch of Mr. Seward, particularly as regards that part of it where it is announced that the prisoners, Mason & Slidell would have been retained had the interests of the Union required it.

The London Times doubts whether any nation ever committed a blunder so palpable and so enormous.

The London Morning Post says it is clear that the law of the stronger is the only law ruling in the United States.

The London Herald says that the last four lines of Mr. Seward’s dispatch is the only part of it that can be accepted as an answer to British Demands.


(Very Latest per Anglo Saxon.  Telegraphed to Londonderry.)

Liverpool, Jan. 17. – Notwithstanding the rumored sale of the Nashville she continued to fly the Confederate flag.  No sale has been registered at the Admiralty.

Berlin, Jan. 17. – It is reported that England has no objection to examine the question of guarantee for the rights of neutrals by diplomatic correspondence, but would be opposed to a Congress on the question.

Several members of Parliament had been addressing their constituents.  America was the main topic.  Mr. Gladiator made a speech at Leith.  He was very friendly towards America, and hoped the concession of the American Government would be conceived in a most generous spirit and irritation not to be increased by minute criticism.  He thought the North had undertaken a task which would prove too much for them.

Mr. Gilpin, of Northampton, declared that the lack of sympathy with the North was because the North had not identified themselves with the first principles of the Constitution, which declares all men are born free and equal.  But he believed the question had now become Slavery or Freedom.  He called on Englishmen to hesitate before they directly or indirectly sanctioned a premature and unnecessary acknowledgment of the South.

Lord Henry at the same meeting uttered similar sentiments.

Mr. Peeresford took rather opposite ground, he believed that if the Southern Confederacy established its independence it would lead to an amelioration of the condition of the slave.

The frigate Mirror was expected at Plymouth in a day or two on her way to the North American Station.

ITALY. – The Pope in announcing to the Cardinals that Russia had consented to the re-establishment of the Papal Nuncio at St. Petersburg, said he hoped this fresh concession on the part of the Emperor would be the signal for others in favor of the unfortunate Polish nation.
