Elizabeth Adams Lusk to Captain William Thompson Lusk, January 29, 1863

New-York, Jan. 29th, 1863.
My own dear Son:

I enclose a copy of a letter received by your Uncle Phelps from Col. Allen. Mr. Phelps has been so good, so kind, so faithful to you and your interests, I can scarcely feel grateful enough. Now, he wishes me to lay before you the following facts for your consideration, and as a guide for your decision. Col. Allen says he has recruited about three hundred men, but owing to desertions he has only one hundred and fifty in camp, with the promise of two hundred more recruited by someone else, whom he may or may not receive. After receiving this letter Mr. Phelps went to Ex-Gov. Morgan who is in the city, and requested him to write and ask Gov. Seymour to grant a furlough. Gov. M. said it would be of no use, as Gov. S. had no power; it was for him to give Commissions, and the War Department to make transfers. He (Gov. M.) however instructed his Secretary to write Col. Farnsworth requesting him to make an application, or assist you all in his power to get a furlough. The Gov. didn't know as the Regt. could be raised, and if it were, Gov. S. might perhaps appoint another Col., and he was so desponding that Mr. Phelps who had felt elated at your prospects, was so disappointed that he said to me, “I could have cried.” Then, Mr. Phelps met Mr. S. B. Chittenden who said to him, “From all I hear of the talents of this young man, I think in the reorganization of the Army he will be promoted, which will be better than being troubled with this new Regt.” So you perceive, Mr. Phelps having your interests so near his heart, scarcely knows how to advise, except to get a furlough if possible, come on, judge for yourself, and make your own decision. Col. Allen says, every day almost, ten or fifteen apply at his office, but finding they are not authorized to give bounties, refuse to enlist. There is a bill now before the U. S. Senate for the encouragement of enlistments, offering bounties. I have told all these facts, and now leave the matter to your consideration. If you wish the Lt.-Colonelcy, I suppose you can have it at any time. Your own military experience makes you the most competent judge. Col. Allen wants you, and he thinks if bounties are offered, the Regt. will be full in four weeks. I cannot advise, but I pray God to guide you aright. God bless you my own dear son. Always,

There are others pressing for the Lt.-Colonelcy, so as soon as you decide you had better write to your Uncle Phelps. Mayor Opdyke has a friend, somebody else, one of the Military Committee, also has a friend, but Col. Allen prefers you if you choose to accept.

William Walter Phelps to Captain William Thompson Lusk, November 28, 1862

Nov. 28th, Evening.
My dear Will:

The end of a day marked by the alternation of joy with sorrow in an extreme degree. This morning the Postman gave me a large envelope covered with postage stamps, and marked with the seal of the State. It contained two papers — the one in a large envelope with the same seal upon its face and the superscription Major W. T. Lusk; the other, the letter explanatory from the Gov.'s Secretary, which I enclose.

You can imagine my gratification — the labor of months rewarded and the suspense ended. I made it a holiday.

Your Uncle, who had travailed with me, should rejoice over the birth. Down I rattled in the omnibus, with that beautiful Commission in my pocket — surest of the sure, for hadn't I it in black and white and on parchment? I could tell any one, but, except Nelly and our folks who were rejoicing over it at home, Mr. I. N.1 should be the first.

I left the omnibus at the Post-Office, where I dropped in a letter to tell your mother that I had a Commission, in which the Commonwealth of N. Y. declared that for the confidence it had in him, her son was declared Major of the 79th. From the Post briskly to 45 Wall, where your Uncle and I re-read the Commission, shook hands and laughed over the accomplishment of well-laid schemes. Mr. Stillman was still off for Thanksgiving, so we had the office to ourselves.

Finally I tore myself away and went with Commission and a light heart to my desk at Judge Woodruff's. Young Woodruff read the Commission, congratulated me and floored me with a telegraphic despatch. I felt it in my boots as soon as “the words” (vide Homer) “escaped the hedje of his teeth,” that here was a fall to Pride. And so it was, and a happy day received a most gloomy end.

The Despatch told me to send back the Commission — that Capt. More must have it — that Capt. Lusk had recommended the appointment. I saw our Postmaster and told him to recall your mother's letter if possible. I broke the joy of your Uncle, who was telling Mr. Brady with glee of his nephew's promotion, and longed for bedtime that I might cease to think of the disappointment of human hopes.

I don't see how you could well help signing, but if you had only had the courage to rely on our watchfulness and refuse! But it's too late now. Your Uncle and I have only this melancholy consideration to console us — that we have spread your fame. Your name is as familiar as household words to Mr. A. T. Stewart who wrote for your Uncle the strongest of letters, to Gen. Wetmore, to Mr. Opdyke and hosts of solid men, who could tell your story from Bull Run down, as well as I.

Never mind, Will, your disappointment cannot be any greater than mine, who carried “Major Lusk’s” Commission for six hours and had to return it.

Only next time, if your friends have worked and provided for every contingency except that, don't sign away your chances by recommending another for the place they seek.

All well. Your mother comes down Monday to live with Lilly.

SIR: Five regiments are under orders to return to New York. The retreat of Lee having now become a rout, with his army broken and much heavier loss of killed and wounded than was supposed, will relieve a larger force for the restoration of order in New York.

Intelligence has just reached here of the auspicious commencement of General Gillmore's operations against Charleston. All but one fort on Morris Island have been captured, and that will be speedily reduced, after which Sumter must follow.

Abraham Lincoln to the Congress of the United States, May 26, 1862

WASHINGTON, May 26, 1862.
To the SENATE AND HOUSE OF REPRESENTATIVES:

The insurrection which is yet existing in the United States, and aims at the overthrow of the Federal Constitution and the Union, was clandestinely prepared during the winter of 1860 and 1861, and assumed an open organization in the form of a treasonable Provisional Government at Montgomery, in Alabama, on the 18th day of February, 1861. On the 12th day of April, 1861, the insurgents committed the flagrant act of civil war by the bombardment and capture of Fort Sumter, which cut off the hope of immediate conciliation. Immediately afterward all the roads and avenues to this city were obstructed, and the capital was put into the condition of a siege. The mails in every direction were stopped, and the lines of telegraph cut off by the insurgents, and military and naval forces, which had been called out by the Government for the defense of Washington, were prevented from reaching the city by organized and combined treasonable resistance in the State of Maryland. There was no adequate and effective organization for the public defense. Congress had indefinitely adjourned. There was no time to convene them. It became necessary for me to choose whether, using only the existing means, agencies, and processes which Congress had provided, I should let the Government fall at once into ruin, or whether, availing myself of the broader powers conferred by the Constitution in cases of insurrection, I would make an effort to save it with all its blessings for the present age and for posterity. I thereupon summoned my constitutional advisers — the heads of all the Departments — to meet on Sunday, the 20th [21st] day of April, 1861, at the office of the Navy Department, and then and there, with their unanimous concurrence, I directed that an armed revenue cutter should proceed to sea, to afford protection to the commercial marine, and especially the California treasure ships, then on their way to this coast. I also directed the commandant of the navy-yard at Boston to purchase or charter, and arm as quickly as possible, five steam-ships, for purposes of public defense. I directed the commandant of the navy-yard at Philadelphia to purchase, or charter and arm, an equal number for the same purpose. I directed the commandant at New York to purchase, or charter and arm, an equal number. I directed Commander Gillis to purchase, or charter and arm, and put to sea two other vessels. Similar directions were given to Commodore Du Pont with a view to the opening of passages by water to and from the capital. I directed the several officers to take the advice and obtain the aid and efficient services in the matter of His Excellency Edwin D. Morgan, Governor of New York, or in his absence, George D. Morgan, William M. Evarts, R. M. Blatchford, and Moses H. Grinnell, who were by my direction especially empowered by the Secretary of the Navy to act for his Department in that crisis in matters pertaining to the forwarding of troops and supplies for the public defense. On the same occasion I directed that Governor Morgan and Alexander Cummings, of the city of New York, should be authorized by the Secretary of War, Simon Cameron, to make all necessary arrangements for the transportation of troops and munitions of war in aid and assistance of the officers of the Army of the United States until communication by mails and telegraph should be completely re-established between the cities of Washington and New York. No security was required to be given by them, and either of them was authorized to act in case of inability to consult with the other. On the same occasion I authorized and directed the Secretary of the Treasury to advance, without requiring security, $2,000,000 of public money to John A. Dix, George Opdyke, and Richard M. Blatchford, of New York, to be used by them in meeting such requisitions as should be directly consequent upon military and naval measures necessary for the defense and support of the Government, requiring them only to act without compensation, and to report their transactions when duly called upon.

The several departments of the Government at that time contained so large a number of disloyal persons that it would have been impossible to provide safely, through official agents only, for the performance of the duties thus confided to citizens favorably known for their ability, loyalty, and patriotism. The several orders issued upon these occurrences were transmitted by private messengers, who pursued a circuitous way to the sea-board cities, inland, across the States of Pennsylvania and Ohio and the Northern Lakes. I believe that by these and other similar measures taken in that crisis, some of which were without any authority of law, the Government was saved from overthrow. I am not aware that a dollar of the public funds thus confided without authority of law to unofficial persons was either lost or wasted, although apprehensions of such misdirection occurred to me as objections to those extraordinary proceedings, and were necessarily overruled. I recall these transactions now because my attention has been directed to a resolution which was passed by the House of Representatives on the 30th day of last month, which is in these words:

Resolved, That Simon Cameron, late Secretary of War, by investing Alexander Cummings with the control of large sums of the public money, and authority to purchase military supplies without restriction, without requiring from him any guarantee for the faithful performance of his duties, when the services of competent public officers were available, and by involving the Government in a vast number of contracts with persons not legitimately engaged in the business pertaining to the subject-matter of such contracts, especially in the purchase of arms for future delivery, has adopted a policy highly injurious to the public service, and deserves the censure of the House.

Congress will see that I should be wanting equally in candor and in justice if I should leave the censure expressed in this resolution to rest exclusively or chiefly upon Mr. Cameron. The same sentiment is unanimously entertained by the heads of Departments, who participated in the proceedings which the House of Representatives has censured. It is due Mr. Cameron to say that, although he fully approved the proceedings, they were not moved nor suggested by himself, and that not only the President but all the other heads of Departments were at least equally responsible with him for whatever error, wrong, or fault was committed in the premises.

Diary of Gideon Welles: Saturday, June 27, 1863

A telegram last night informed me of the death of Admiral Foote. The information of the last few days made it a not unexpected event, yet there was a shock when it came. Foote and myself were schoolboys together at Cheshire Academy under good old Dr. Bronson, and, though three or four years younger than myself, we were pursuing some of the same studies, and there then sprang up an attachment between us that never was broken. His profession interrupted our intimacy, but at long intervals we occasionally met, and the recollection of youthful friendship made these meetings pleasant.

When I was called to take the administration of the Navy Department, he was Executive Officer at the Brooklyn Navy Yard, and wrote me of the pleasure my appointment gave him. He soon visited Washington, when I consulted with him and procured in friendly confidence his estimate of various officers. This was before the affair of Sumter, and, like many others, he shortly after expressed a sad disappointment in regard to some he had commended. In fitting out in those early days the expeditions to Fort Sumter and Fort Pickens he exhibited that energy and activity which more fully displayed itself the following autumn and winter in creating and fighting the Mississippi Flotilla. His health became there impaired and his constitution was probably undermined before he took charge of the Bureau of Equipment and Recruiting. Our intercourse here was pleasant. His judgment in the main good, his intentions pure, and his conduct correct, manly, and firm. Towards me he exhibited a deference that was to me, who wished a revival and continuance of the friendly and social intimacy of earlier years, often painful. But the discipline of the sailor would not permit him to do differently, and when I once or twice spoke of it, he insisted it was proper, and said it was a sentiment which he felt even in our schoolday intercourse and friendship.

Shortly after the demonstration of Du Pont at Charleston, when I think Foote's disappointment was greater than my own, he tendered his services for any duty afloat. Some premonition of the disease which ended his life was then upon him, and made him believe more active employment than the Bureau afforded would conduce to his physical benefit. His wife, after he had once or twice alluded to the subject, which she did not favor, gave her consent that he should go wherever ordered, except to the Mississippi. Foote expressed regret that she should have made any exception.

He did not wish to supplant Du Pont, whom he admired, or take any part against that officer. He was not unaware, however, that the Department and the public would turn to him as the successor of the hero of Port Royal, should there be a change of commanders. I was desirous that both he and Dahlgren should go to that squadron, and it was finally so arranged, but Providence has ordered differently. I have been disappointed. Foote had a name and prestige which would have carried him into the place assigned him on the tide of popular favor, whatever might have been the intrigues and assaults on one or both of us from any quarter.

General Wool, Governor Morgan, and Mayor Opdyke make a combined effort to retain the Roanoke at New York, and write me most earnestly on the subject. The idea that New York is in danger is an absurdity, and, with a naval force always at the navy yard and in the harbor, and with forts and military force, is such a remote contingency that the most timid lady need not be, and is not, alarmed. Morgan and Opdyke, Governor and Mayor, have responsibilities that are perhaps excusable, but not General Wool, who feeds on panic and fosters excitement. It is made the duty of the military at all times to defend New York. The Army is sensitive of Navy interference in this specialty, but the Navy will render incidental aid, do all that is necessary; but the Army assumes the guardianship of the ports as the exclusive province of the military, independent of the Navy.

Diary of Gideon Welles: Monday, June 8, 1863

Wrote Secretary of State on the subject of the complaints of the Danish Government against Wilkes, who is charged with abusing hospitality at St. Thomas. Made the best statement I could without censuring Wilkes, who is coming home, partly from these causes.

Have a letter from Foote, who is not ready to relieve Du Pont. Speaks of bad health and disability. It must be real, for whatever his regard for, or tenderness to D., Foote promptly obeys orders.

Spoke to the President regarding weekly performances of the Marine Band. It has been customary for them to play in the public grounds south of the Mansion once a week in summer, for many years. Last year it was intermitted, because Mrs. Lincoln objected in consequence of the death of her son. There was grumbling and discontent, and there will be more this year if the public are denied the privilege for private reasons. The public will not sympathize in sorrows which are obtrusive and assigned as a reason for depriving them of enjoyments to which they have been accustomed, and it is a mistake to persist in it. When I introduced the subject to-day, the President said Mrs. L. would not consent, certainly not until after the 4th of July. I stated the case pretty frankly, although the subject is delicate, and suggested that the band could play in Lafayette Square. Seward and Usher, who were present, advised that course. The President told me to do what I thought best.

Count Adam Gurowski, who is splenetic and querulous, a strange mixture of good and evil, always growling and discontented, who loves to say harsh things and speak good of but few, seldom makes right estimates and correct discrimination of character, but means to be truthful if not just, tells me my selection for the Cabinet was acquiesced in by the radical circle to which he belongs because they felt confident my influence with the President would be good, and that I would be a safeguard against the scheming and plotting of Weed and Seward, whose intrigues they understood and watched. When I came here, just preceding the inauguration in 1861, I first met this Polish exile, and was amused and interested in him, though I could not be intimate with one of his rough, coarse, ardent, and violent partisan temperament. His associates were then Greeley, D. D. Field, Opdyke, and men of that phase of party. I have no doubt that what he says is true of his associates, colored to some extent by his intense prejudices. He was for a year or two in the State Department as a clerk under Seward, and does not conceal that he was really a spy upon him, or, as he says, watched him. He says that when Seward became aware that the radicals relied upon me as a friend to check the loose notions and ultraism of the State Department, he (S.) went to work with the President to destroy my influence; that by persisting he so far succeeded as to induce the President to go against me on some important measures, where his opinion leaned to mine; that in this way, Seward had intrenched himself. There is doubtless some truth — probably some error — in the Count's story. I give the outlines. Eames, with whom he is intimate, has told me these things before. The Count makes him his confidant.

Diary of John Hay: October 30, 1863

. . . The President and Mrs. Lincoln went to see “Fanchon.” About midnight, the President came in. I told him about Dennison’s note and asked if D. had not always been a Chase man. He said: — “Yes, until recently, but he seems now anxious for my reelection.”

I said Opdyke was expected here to-day, and told the President the story of Palmer and Opdyke. He went on and gave me the whole history of the visit they made to Springfield, — Barney, Opdyke, and Hopboon, — of the appointment of Barney, — of the way Opdyke rode him — of his final protest, and the break.

I said “Opdyke now was determined to have the Custom House cleaned out.”

“He will have a good time doing it.”

He went on telling the history of the Senate raid on Seward, — how he had and could have no adviser on that subject, and must work it out by himself, — how he thought deeply on the matter, — and it occurred to him that the way to settle it was to force certain men to say to the Senators here what they would not say elsewhere. He confronted the Senate and the Cabinet. He gave the whole history of the affairs of Seward and his conduct, and the assembled Cabinet listened and confirmed all he said.


“I do not now see how it could have been done better. I am sure it was right. If I had yielded to that storm and dismissed Seward, the thing would all have slumped over one way, and we should have been left with a scanty handful of supporters. When Chase sent in his resignation I saw that the game was in my own hands, and I put it through. When I had settled this important business at last with much labor and to my entire satisfaction, into my room one day walked D. D. Field and George Opdyke, and began a new attack upon me to remove Seward. For once in my life I rather gave my temper the rein, and I talked to those men pretty damned plainly. Opdyke may be right in being cool to me. I may have given him reason this morning.

"I wish they would stop thrusting that subject of the Presidency into my face. I don't want to hear anything about it. The Republican of to-day has an offensive paragraph in regard to an alleged nomination of me by the mass-meeting in New York last night.”

Diary of Gideon Welles: Tuesday, February 17, 1863

The President read to the Cabinet a correspondence between himself and Fernando Wood. The latter wrote the President on the 8th of December last that he had good reason to believe the South desired a restoration of the Union, etc. The President replied on the 12th of December that he had no confidence in the impression, but that he would receive kindly any proposition. Wood's letter was confidential; the President made his so. All was well enough, perhaps, in form and manner if such a correspondence was to take place. Wood is a Representative and his letter was brought to the President by Mayor Opdyke.1 Mayor Opdyke and ex-Mayor Wood are on opposite extremes of parties, — so opposite that each is, if not antagonistic, not very friendly inclined to the President. Wood now telegraphs the President that the time has arrived when the correspondence should be published. It is a piece of political machinery intended for certain party purposes.

Chase says that Howard and Trumbull of the Senate were dissatisfied with their vote in favor of his bank bill, which they had given under the impression it was an Administration measure, but they had since understood that Usher and myself were opposed to it. I told him that my general views were better known to him than them, that I had no concealment on the subject; I had, however, no recollection of ever exchanging a word with either of those Senators concerning his measures; that I had given his financial questions little or no attention, had never read his bill, had but a general conception of his scheme; that, so far as I was informed, it was not in conformity with my old notions, as he well knew, for I had freely communicated with him early, though I had not been consulted recently and matters had taken such a shape I was glad I had not been, and that the whole subject had been committed to him and Congress. I had neither time nor inclination to study new theories, was wedded to old doctrines and settled principles. Usher said he had electioneered for the measure with sundry Congressmen, whom he named. I told him I had not with any one and did not intend to.

William Cullen Bryant to Abraham Lincoln, January 4, 1861

New York January 4th 1861.
My dear Sir,

I wrote to you yesterday concerning the rumored intention to give Mr. Simon Cameron of Pennsylvania a place in the Cabinet which you are to form. I had then scarcely spoken to any body on the subject, but since that time I have heard the matter much discussed and I assure you that the general feeling is one of consternation.

Mr. Cameron has the reputation of being concerned in some of the worst intrigues of the democratic party a few years back. His name suggests to every honest Republican in this State no other than disgusting associations, and they will expect nothing from him when in office but repetition of such transactions. At present those who favor his appointment, in this State, are the men who last winter seduced our legislature into that shamefully corrupt course by which it was disgraced. If he is to form one of the Cabinet, the Treasury Department, which rumor assigns him, is the very last of the public interests which ought to be committed to his charge.

In the late election, the Republican party, throughout the Union, struggled not only to overthrow the party that sought the extension of slavery, but also to secure a pure and virtuous administration of the government. The first of these objects we have fully attained, but if such men as Mr. Cameron are to compose the Cabinet, however pure and upright the Chief Magistrate may himself be, and it is our pride and rejoicing that in the present instance we know him to be so, – we shall not have succeeded in the second.

There is no scarcity of able and upright men who would preside over the Treasury department with honor. I believe Mr. Gideon Welles of Hartford has been spoken of. There is no more truly honest man, and he is equally wise and enlightened. We have a man here in New York whom I should rejoice to see at the head of that department, Mr Opdyke, the late Republican candidate for Mayor of this city a man who had made finance the subject of long and profound study, and whom no possible temptation could move from his integrity. If a man from Pennsylvania is wanted, that State has such whose probity has never been questioned – so that there will be no need to take up with a man hackneyed in those practices which make politics a sordid game played for the promotion of personal interests.

I must again ask you to pardon this freedom for the sake of its motive. It has cost me some effort to break through my usual reserve on such matters, but I feel a greater interest in the success and honor of your administration than in that of any which have preceded it

In the last election, the Republican party did not strive simply for the control, but one of the great objects was to secure a pure and virtuous administration of the Government. In the first respect we have succeeded; but, if such men as Cameron are to form the Cabinet, we shall not have succeeded in the second. There are able men who would fill the place of Secretary of the Treasury whose integrity is tried and acknowledged. I believe Mr. Gideon Welles, of Hartford, has been spoken of. There is no more truly upright man, and few men in public life are so intelligent. If we look to New York, we have Mr. Opdyke, the late Republican candidate for Mayor of this city, a man also who has made finance a long study, and whom no temptation could cause to swerve in the least respect from the path of right. New York January 22, 1861.
My dear Sir.

At the risk of being deemed somewhat troublesome, yet with the greatest respect and deference, I take the liberty of addressing you once more on the subject of your cabinet appointments.

I believe you do not differ with me in regard to the importance of giving Mr. Chase a place in the Cabinet, as one whose wisdom, rigid integrity and force of character would make him a most safe counsellor and efficient coadjutor of the Chief Magistrate, not to speak of the need of his presence as a counter poise to another member, who, to commanding talents, joins a flexible and in[d]ulgent temper, and unsafe associations. The appointment of Mr. Chase would give a feeling of security and confidence to the public mind which the rascalities of Mr. Buchanan's cabinet have made exceedingly sensitive and jealous, and would, it seems to me, settle the point in advance that the new administration will be both honored and beloved. For some time to come the federal government must depend largely upon its credit for its resources, and how potent is the effect of placing an honest and economical man at the head of the Treasury Department, is shown by an example now before our eyes. General Dix, with all his mistakes, is a man of unquestioned integrity, and his appointment as Secretary of the Treasury has already greatly raised the credit of the government brought so low by the misconduct of Cobb.

Now, according to what I learn from Mr. Opdyke, who has just returned from Ohio, it is nearly certain that Mr. Chase would not take a place in the Cabinet, unless it were offered him early. He is not inclined to do it at all, preferring a seat in the Senate, but this preference he would forego; yet there are, I am told, some personal reasons, as well as others connected with the choice of his successor in the Senate, that will, if the offer be delayed, induce him to remain where he is. I am not a judge of the force of these reasons; it is enough that they exist.

The only motive for delay is the hope of pacifying Mr. Cameron and his friends. It is thought here, by some who know him to be very tenacious of his purposes, that there is no probablility of doing this effectually, whether the offer to Mr. Chase be postponed or not. If, however, it be possible to satisfy him, it is to be considered, whether it will not be as easily done after Mr. Chase shall have been fixed upon as now, and whether the hope of obtaining better terms may not lead Mr Cameron to affect to spurn any reconciliation, as long as the appointment which he expected is kept open. One thing, however, is perfectly clear, that by failing to secure the services of Mr. Chase in the Treasury Department, both the country and the Republican party will lose infinitely more than the incoming administration can possibly suffer from the enmity of Mr. Cameron and his adherents.

I leave this subject here, that I may say a single word on another. From Mr Opdyke, I learn, that in a letter written to you some weeks since, on the subject of “protection,” I did not make myself fully understood. It seemed to me that I had clearly expressed my meaning when I said, that those who thought with me were “willing that this should be an open question.” I wished merely to express a hope that the administration would not throw its entire influence on the side of protection. The Republican party not being agreed among themselves on this point, the cabinet policy as it seemed to me, should be so moderated, not to disaffect the friends of free trade.

Diary of Josephine Shaw Lowell: December 4, 1861


The latest, best and most ardently wished for Republican triumph has been achieved. Fernando Wood is defeated and George Opdyke is Mayor of New York. Hurrah! We scarcely hoped for such delightful news. A Republican Mayor of New York! The idea is positively an almost inconceivable one.
