John M. Forbes to William Bathbone, Jr. of Liverpool, October 31, 1863

Boston, 31 October, 1863.

Your note about Sumner's speech was duly received and has been used so that it will do good. Being marked private, I could not show it to Sumner, but I read it to him without giving your name. I have also sent a copy of its substance to one of our campaign orators who was disposed to pitch into your government and people too!

Sumner was much disturbed at it, and at other similar letters; but insists that he was right in telling the truth, and that he thus best served the interests of Peace. He does not shine in the perceptive faculties; has eloquence, scholarship, high principle, and many other good qualities, but he has not the faculty of putting himself in the position of an opposing party, and conceiving of how things look from a different standpoint than his own.

Nobody can appreciate the extreme sensitiveness of the English mind to anything which can, however remotely, be construed into a threat, unless he has been in the little island within the past year. When to this honest sensitiveness you add the many causes for taking offense in the selfishness of certain parties and the prejudice of others who wish to see our experiment fail, there is an array of dangers against speaking out which will deter most men from doing so. Sumner claims to be, par excellence, the friend of Peace and of England, and therefore thinks he can best sound the alarm when he sees war threatening.

He says that all the arguments you and I use against plain speaking were used with even more force against speaking the truth against slavery. It would irritate the South, would hurt our friends, would strengthen the hands of our enemies, etc., etc., and if he had listened then we should now be the supporters of a mighty slave empire. There is something in this, but analogies are not conclusive, and I shall continue to do my best to keep people's tongues quiet! The more I think and know of the whole subject, however, the more sure I am that the only safeguard against a war, if not now, certainly the first time you get into war when we are at peace, is your prescription, — a radical change of your and our law. I am sure, although I cannot prove it, that if Mr. Adams's whole correspondence were published you would see that we accepted the proposal to modify our laws (and yours) although we had found ours sufficient to protect you up to this time.

But the experience of the doings of the Alabama, etc., has shown that steam changes the practical effect of the law, and that the right to sell ships of war, even if sent out honestly for sale, is incompatible with friendly neutral relations. Moreover, the irritation caused by your privateers will surely change the practical mode of executing our law.

You will then go to war with us for doing precisely what your government have done, — unless you abstain from the same motives we do, expediency. No maritime nation will hereafter see its commerce destroyed and its people irritated by steamers doing such widespread mischief as any steamer can, without going to war about it. Hence the need of new treaties modifying the present construction of the law of nations permitting outfit of vessels adapted to war purposes, whether bona fide for sale or the property of belligerents.

You and I know very well how easy it is to pass over a bill of sale the moment a vessel is three miles from the shore; and that when the law is once fully established that warships may legally be exported for sale, the rebels or any other belligerents can get them delivered at convenient points without the builders or anybody else breaking the letter of the law.

As you told me the day I landed in Liverpool, your law is, under your practice, radically defective. Ours did well under our practice, but you can never for a moment count upon our continuing the same practice in the face of your precedents. You hit the nail on the head when you told me that your law was worthless for our protection. Accept my assurance that ours will be worthless for your protection in your next war. Our mutual safety is to change it, and that promptly, while you are strong and can do it with a good grace, and while we are still in danger from its defects. It is absurd to say that your navy would have been much more efficient than ours in catching the Alabama, etc. All naval ships are loaded down with guns and stores and trash. Our mercantile warships are better for speed than either your or our warships.

I was only yesterday talking with one of our old clipper captains whom I got appointed two years ago volunteer lieutenant, and who has a merchant steamer bought and armed by government. He has been very successful in catching blockade runners and assures me that the Clyde and other trials of speed are perfectly illusory. He has taken several vessels that were going sixteen knots, his ship beating them at ten knots.

It is not the Alabama's or Honda's speed; but the ocean is a big place, and we shall always have numerous light-built, fast steamers that can repeat the Alabama feats even with the whole British navy divided between blockading ports and chasing privateers!

Depend upon it, we can export for sale to any belligerent as many Alabamas as he can pay for. It is for merchants and statesmen to look ahead and avert the mutual danger.

Gideon Welles to John M. Forbes, April 18, 1863

Navy Department, Washington, 18th April, 1863.

Your two favors of the 27th ult. and 1st inst. were duly received. We have been and are extra busy in consequence of results at Charleston,1 etc., so that I seize a moment this Saturday evening to acknowledge them.

I do not believe it expedient to purchase machinery as suggested, nor do I think it advisable to buy either of the Cunarders.

If we can prevent the formidable craft which is being got up for the “Emperor of China” from getting into rebel hands, or get hold of any swift privateers which they are constructing or fitting out, the great purpose of your mission will have been accomplished. I am not over-sanguine of success in this matter, and shall not experience deep disappointment at your failure, — assisted as I know the rebels are by British neutrality as well as by British capital. There may be some fortunate contingency to aid you, but I do not rely upon it. When you left I had strong hopes that the English government might interfere to prevent the semi-piratical rovers from going abroad. Beyond any government or people on earth, it is the interest, and should be the policy, of Great Britain to maintain the police of the seas. She has so thought, and acted heretofore. If in encouraging, or acquiescing in the policy of sending abroad from her shores, these pirate steamers to prey upon the commerce of a friendly nation, we are to understand there is a change of policy, there is no country that will suffer more. With her immense commerce, and dependent colonies spread over the globe, she would be ruined by retaliatory measures. I have no doubt that it is a primary object with the rebel agents, enemies, and sympathizers, to create a misunderstanding between us and England, and hence forbearance, to its utmost limit, is with us a virtue.

On the subject of letters of marque, our views coincide, and I think will prevail, unless we shall be compelled to resist other Alabamas and Floridas, by letting loose similar vessels which may depredate on the commerce of that country, which, under the rebel flag, is devastating ours.

We have an impression that but limited means will be derived from the loan recently negotiated, yet it may for the moment give them some credit. The statement of Mr. Laird in Parliament that propositions had been made to him to build vessels for the United States is destitute of truth. Certainly nothing of the kind has ever come from me, directly or indirectly, nor from the Navy Department during my administration of its affairs; and there is no other branch of the government authorized or possessed of means to make such a proposition. All appropriations for constructing or purchasing naval vessels are by Congress confided to the Navy Department. I am therefore compelled to believe that Mr. L. states what he knew to be false to relieve himself in difficulty.

Perhaps it may be advisable to expose Mr. Laird, though of that you can best judge. Ordinarily I take little notice of false partisan statements, but an exhibition of the low moral standard of the rebel agents may not be without a beneficial influence on the British mind at this moment.

I am glad you have encouraged Mr. Dudley, our excellent and vigilant consul at Liverpool, to persevere in legal measures. . . .

. . . What we want is to prevent the rebels from getting out dangerous vessels; and if it means a necessity to buy and leave them, so be it. We would have neither you nor the government compromised by any illegal proceedings.

Our ironclad monitors proved their powers of resistance at Charleston, and for harbor defense and assault are a success. But we want chasers, — fast sailers for cruising, and must and will have them. The suggestion in regard to blockade runners, if successful, would, like almost every success, have great and general approval, but it would be attended with many difficulties. With regards to Mr. Aspinwall, and hoping to hear from you often, [etc., etc.].

Diary of William Howard Russell: July 2, 1861

At early dawn this morning, looking out of the sleeping car, I saw through the mist a broad, placid river on the right, and on the left high wooded banks running sharply into the stream, against the base of which the rails were laid. West Point, which is celebrated for its picturesque scenery, as much as for its military school, could not be seen through the fog, and I regretted time did not allow me to stop and pay a visit to the academy. I was obliged to content myself with the handiwork of some of the ex-pupils. The only camaraderie I have witnessed in America exists among the West Point men. It is to Americans what our great public schools are to young Englishmen. To take a high place at West Point is to be a first-class man, or wrangler. The academy turns out a kind of military aristocracy, and I have heard complaints that the Irish and Germans are almost completely excluded, because the nominations to West Point are obtained by political influence; and the foreign element, though powerful at the ballot-box, has no enduring strength. The Murphies and Schmidts seldom succeed in shoving their sons into the American institution. North and South, I have observed, the old pupils refer everything military to West Point. “I was with Beauregard at West Point. He was three above me.” Or, “McDowell and I were in the same class.” An officer is measured by what he did there, and if professional jealousies date from the state of common pupilage, so do lasting friendships. I heard Beauregard, Lawton, Hardee, Bragg, and others, speak of McDowell, Lyon, McClellan, and other men of the academy, as their names turned up in the Northern papers, evidently judging of them by the old school standard. The number of men who have been educated there greatly exceeds the modest requirements of the army. But there is likelihood of their being all in full work very soon.

At about nine, A. M., the train reached New York, and in driving to the house of Mr. Duncan, who accompanied me from Niagara, the first thing which struck me was the changed aspect of the streets. Instead of peaceful citizens, men in military uniforms thronged the pathways, and such multitudes of United States flags floated from the windows and roofs of the houses as to convey the impression that it was a great holiday festival. The appearance of New York when I first saw it was very different. For one day, indeed, after my arrival, there were men in uniform to be seen in the streets, but they disappeared after St. Patrick had been duly honored, and it was very rarely I ever saw a man in soldier's clothes during the rest of my stay. Now, fully a third of the people carried arms, and were dressed in some kind of martial garb.

The walls are covered with placards from military companies offering inducements to recruits. An outburst of military tailors has taken place in the streets; shops are devoted to militia equipments; rifles, pistols, swords, plumes, long boots, saddle, bridle, camp belts, canteens, tents, knapsacks, have usurped the place of the ordinary articles of traffic. Pictures and engravings — bad, and very bad — of the “battles” of Big Bethel and Vienna, full of furious charges, smoke and dismembered bodies, have driven the French prints out of the windows. Innumerable "General Scott's" glower at you from every turn, making the General look wiser than he or any man ever was. Ellsworths in almost equal proportion, Grebles and Winthrops — the Union martyrs — and Tompkins, the temporary hero of Fairfax court-house.

The “flag of our country” is represented in a colored engraving, the original of which was not destitute of poetical feeling, as an angry blue sky through which meteors fly streaked by the winds, whilst between the red stripes the stars just shine out from the heavens, the flag-staff being typified by a forest tree bending to the force of the blast. The Americans like this idea — to my mind it is significant of bloodshed and disaster. And why not! What would become of all these pseudo-Zouaves who have come out like an eruption over the States, and are in no respect, not even in their baggy breeches, like their great originals, if this war were not to go on? I thought I had had enough of Zouaves in New Orleans, but dȋs aliter visum.

They are overrunning society, and the streets here, and the dress which becomes the broad-chested, stumpy, short-legged Celt, who seems specially intended for it, is singularly unbecoming to the tall and slightly-built American. Songs “On to glory,” “Our country,” new versions of “Hail Columbia,” which certainly cannot be considered by even American complacency a “happy land” when its inhabitants are preparing to cut each other's throats; of the “star-spangled banner,” are displayed in booksellers’ and music-shop windows, and patriotic sentences emblazoned on flags float from many houses. The ridiculous habit of dressing up children and young people up to ten and twelve years of age as Zouaves and vivandières has been caught up by the old people, and Mars would die with laughter if he saw some of the abdominous, be-spectacled light infantry men who are hobbling along the pavement.

There has been indeed a change in New York; externally it is most remarkable, but I cannot at all admit that the abuse with which I was assailed for describing the indifference which prevailed on my arrival was in the least degree justified. I was desirous of learning how far the tone of conversation “in the city” had altered, and soon after breakfast I went down Broadway to Pine Street and Wall Street. The street in all its length was almost draped with flags — the warlike character of the shops was intensified. In front of one shop window there was a large crowd gazing with interest at some object which I at last succeeded in feasting my eyes upon. A gray cap with a tinsel badge in front, and the cloth stained with blood was displayed, with the words, “Cap of Secession officer killed in action.” On my way I observed another crowd of women, some with children in their arms standing in front of a large house and gazing up earnestly and angrily at the windows. I found they were wives, mothers, and sisters, and daughters of volunteers who had gone off and left them destitute.

The misery thus caused has been so great that the citizens of New York have raised a fund to provide food, clothes, and a little money — a poor relief, in fact, for them, and it was plain they were much needed, though some of the applicants did not seem to belong to a class accustomed to seek aid from the public. This already! But Wall Street and Pine Street are bent on battle. And so this day, hot from the South and impressed with the firm resolve of the people, and finding that the North has been lashing itself into fury, I sit down and write to England, on my return from the city. “At present dismiss entirely the idea, no matter how it may originate, that there will be, or can be, peace, compromise, union, or secession, till war has determined the issue.”
As long as there was a chance that the struggle might not take place, the merchants of New York were silent, fearful of offending their Southern friends and connections, but inflicting infinite damage on their own government and misleading both sides. Their sentiments, sympathies, and business bound them with the South; and, indeed, till “the glorious uprising” the South believed New York was with them, as might be credited from the tone of some organs in the press, and I remember hearing it said by Southerners in Washington, that it was very likely New York would go out of the Union! When the merchants, however, saw the South was determined to quit the Union, they resolved to avert the permanent loss of the great profits derived from their connection with the South by some present sacrifices. They rushed to the platforms — the battle-cry was sounded from almost every pulpit — flag-raisings took place in every square, like the planting of the tree of liberty in France in 1848, and the oath was taken to trample Secession under foot, and to quench the fire of the Southern heart forever.

The change in manner, in tone, in argument, is most remarkable. I met men to-day who last March argued coolly and philosophically about the right of Secession. They are now furious at the idea of such wickedness — furious with England, because she does not deny their own famous doctrine of the sacred right of insurrection. “We must maintain our glorious Union, sir.” “We must have a country.” “We cannot allow two nations to grow up on this Continent, sir.” “We must possess the entire control of the Mississippi.” These “musts,” and can’ts,” and “won'ts,” are the angry utterances of a spirited people who have had their will so long that they at last believe it is omnipotent. Assuredly, they will not have it over the South without a tremendous and long-sustained contest, in which they must put forth every exertion, and use all the resources and superior means they so abundantly possess.

It is absurd to assert, as do the New York people, to give some semblance of reason to their sudden outburst, that it was caused by the insult to the flag at Sumter. Why, the flag had been fired on long before Sumter was attacked by the Charleston batteries! It had been torn down from United States arsenals and forts all over the South; and but for the accident which placed Major Anderson in a position from which he could not retire, there would have been no bombardment of the fort, and it would, when evacuated, have shared the fate of all the other Federal works on the Southern coast. Some of the gentlemen who are now so patriotic and Unionistic, were last March prepared to maintain that if the President attempted to reenforce Sumter or Pickens, he would be responsible for the destruction of the Union. Many journals in New York and out of it held the same doctrine.

One word to these gentlemen. I am pretty well satisfied that if they had always spoken, written, and acted as they do now, the people of Charleston would not have attacked Sumter so readily. The abrupt outburst of the North and the demonstration at New York filled the South, first with astonishment, and then with something like fear, which was rapidly fanned into anger by the press and the politicians, as well as by the pride inherent in slaveholders.

I wonder what Mr. Seward will say when I get back to Washington. Before I left, he was of opinion — at all events, he stated — that all the States would come back, at the rate of one a month. The nature of the process was not stated; but we are told there are 250,000 Federal troops now under arms, prepared to try a new one.

Combined with the feeling of animosity to the rebels, there is, I perceive, a good deal of ill-feeling towards Great Britain. The Southern papers are so angry with us for the Order in Council closing British ports against privateers and their prizes, that they advise Mr. Rust and Mr. Yancey to leave Europe. We are in evil case between North and South. I met a reverend doctor, who is most bitter in his expressions towards us; and I dare say, Bishop and General Leonidas Polk, down South, would not be much better disposed. The clergy are active on both sides; and their flocks approve of their holy violence. One journal tells, with much gusto, of a blasphemous chaplain, a remarkably good rifle shot, who went into one of the skirmishes lately, and killed a number of rebels — the joke being, in fact, that each time he' fired and brought down his man, he exclaimed, piously, “May Heaven have mercy on your soul!” One Father Mooney, who performed the novel act, for a clergyman, of “christening” a big gun at Washington the other day, wound up the speech he made on the occasion, by declaring “the echo of its voice would be sweet music, inviting the children of Columbia to share the comforts of his father's home.” Can impiety and folly and bad taste go further?

Diary of William Howard Russell: Chapter XLII

I shall here briefly recapitulate what has occurred since the last mention of political events.

In the first place the South has been developing every day greater energy in widening the breach between it and the North, and preparing to fill it with dead; and the North, so far as I can judge, has been busy in raising up the Union as a nationality, and making out the crime of treason from the act of Secession. The South has been using conscription in Virginia, and is entering upon the conflict with unsurpassable determination. The North is availing itself of its greater resources and its foreign vagabondage and destitution to swell the ranks of its volunteers, and boasts of its enormous armies, as if it supposed conscripts well led do not fight better than volunteers badly officered. Virginia has been invaded on three points, one below and two above Washington, and passports are now issued on both sides.

The career open to the Southern privateers is effectually closed by the Duke of Newcastle's notification that the British Government will not permit the cruisers of either side to bring their prizes into or condemn them in English ports; but, strange to say, the Northerners feel indignant against Great Britain for an act which deprives their enemy of an enormous advantage, and which must reduce their privateering to the mere work of plunder and destruction on the high seas. In the same way the North affects to consider the declaration of neutrality, and the concession of limited belligerent rights to the seceding States, as deeply injurious and insulting; whereas our course has, in fact, removed the greatest difficulty from the path of the Washington Cabinet, and saved us from inconsistencies and serious risks in our course of action.

It is commonly said, “What would Great Britain have done if we had declared ourselves neutral during the Canadian rebellion, or had conceded limited belligerent rights to the Sepoys?” as if Canada and Hindostan have the same relation to the British Crown that the seceding States had to the Northern States. But if Canada, with its parliament, judges, courts of law, and its people, declared it was independent of Great Britain; and if the Government of Great Britain, months after that declaration was made and acted upon, permitted the new State to go free, whilst a large number of her Statesmen agreed that Canada was perfectly right, we could find little fault with the United States Government for issuing a proclamation of neutrality the same as our own, when after a long interval of quiescence a war broke out between the two countries.

Secession was an accomplished fact months before Mr. Lincoln came into office, but we heard no talk of rebels and pirates till Sumter had fallen, and the North was perfectly quiescent — not only that — the people of wealth in New York were calmly considering the results of Secession as an accomplished fact, and seeking to make the best of it; nay, more, when I arrived in Washington some members of the Cabinet were perfectly ready to let the South go.

One of the first questions put to me by Mr. Chase in my first interview with him, was whether I thought a very injurious effect would be produced to the prestige of the Federal Government in Europe if the Northern States let the South have its own way, and told them to go in peace. “For my own part,” said he, “I should not be averse to let them try it, for I believe they would soon find out their mistake.” Mr. Chase may be finding out his mistake just now. (When I left England the prevalent opinion, as far as I could judge, was, that a family quarrel, in which the South was in the wrong, had taken place, and that it would be better to stand by and let the Government put forth its [strength] to chastise rebellious children. But now we see the house is divided against itself, and that the family are determined to set up two separate establishments. These remarks occur to me with the more force because I see the New York papers are attacking me because I described a calm in a sea which was afterwards agitated by a storm. “What a false witness is this,” they cry; “see how angry and how vexed is our Bermoothes, and. yet the fellow says it was quite placid.”

I have already seen so many statements respecting my sayings, my doings, and my opinions, in the American papers, that I have resolved to follow a general rule, with few exceptions indeed, which prescribes as the best course to pursue, not so much an indifference to these remarks as a fixed purpose to abstain from the hopeless task of correcting them. The “Quicklys” of the press are incorrigible. Commerce may well be proud of Chicago. I am not going to reiterate what every Crispinus from the old country has said again and again concerning this wonderful place — not one word of statistics, of corn elevators, of shipping, or of the piles of buildings raised-from the foundation by ingenious applications of screws. Nor am I going to enlarge on the splendid future of that which has so much present prosperity, or on the benefits to mankind opened up by the Illinois Central Railway. It is enough to say that by the borders of this lake there has sprung up in thirty years a wonderful city of fine streets, luxurious hotels, handsome shops, magnificent stores, great warehouses, extensive quays, capacious docks; and that as long as corn holds its own, and the mouths of Europe are open, and her hands full, Chicago will acquire greater importance, size, and wealth with every year. The only drawback, perhaps, to the comfort of the money-making inhabitants, and of the stranger within the gates, is to be found in the clouds of dust and in the unpaved streets and thoroughfares, which give anguish to horse and man.

I spent three days here writing my letters and repairing the wear and tear of my Southern expedition; and although it was hot enough, the breeze from the lake carried health and vigor to the frame, enervated by the sun of Louisiana and Mississippi. No need now to wipe the large drops of moisture from the languid brow lest they blind the eyes, nor to sit in a state of semi-clothing, worn out and exhausted, and tracing with moist hand imperfect characters on the paper.
I could not satisfy myself whether there was, as I have been told, a peculiar state of feeling in Chicago, which induced many people to support the Government of Mr. Lincoln because they believed it necessary for their own interest to obtain decided advantages over the South in the field, whilst they were opposed totis viribus to the genius of emancipation and to the views of the Black Republicans. But the genius and eloquence of the Little Giant have left their impress on the facile mould of democratic thought; and he who argued with such acuteness and ability last March in Washington, in his own study, against the possibility, or at least the constitutional legality, of using the national forces, and the militia and volunteers of the Northern States, to subjugate the Southern people, carried away by the great bore which rushed through the placid North when Sumter fell, or perceiving his inability to resist its force, sprung to the crest of the wave, and carried to excess, the violence of the Union reaction.

Whilst I was in the South I had seen his name in Northern papers with sensation headings and descriptions of his magnificent crusade for the Union in the West. I had heard his name reviled by those who had once been his warm political allies, and his untimely death did not seem to satisfy their hatred. His old foes in the North admired and applauded the sudden apostasy of their eloquent opponent, and were loud in lamentations over his loss. Imagine, then, how I felt when visiting his grave at Chicago, seeing his bust in many houses, or his portrait in all the shop-windows, I was told that the enormously wealthy community of which he was the idol were permitting his widow to live in a state not far removed from penury.

“Senator Douglas, sir,” observed one of his friends to me, “died of bad whiskey. He killed himself with it while he was stumping for the Union all over the country.” Well,” I said, “I suppose, sir, the abstraction called the Union, for which by your own account he killed himself, will give a pension to his widow,” Virtue is its own reward, and so is patriotism, unless it takes the form of contracts.

As far as all considerations of wife, children, or family are concerned, let a man serve a decent despot, or even a constitutional country with an economizing House of Commons, if he wants anything more substantial than lip-service. The history of the great men of America is full of instances of national ingratitude. They give more praise and less peace to their benefactors than any nation on the face of the earth. Washington got little, though the plundering scouts who captured Andre were well rewarded; and the men who fought during the War of Independence were long left in neglect and poverty, sitting in sackcloth and ashes at the doorsteps of the temple of liberty, whilst the crowd rushed inside to worship Plutus.

If a native of the British Isles, of the natural ignorance of his own imperfections which should characterize him, desires to be subjected to a series of moral shower-baths, douches, and shampooing with a rough glove, let him come to the United States. In Chicago he will be told that the English people are fed by the beneficence of the United States, and that all the trade and commerce of England are simply directed to the one end of obtaining gold enough to pay the Western States for the breadstuffs exported for our population. We know what the South think of our dependence on cotton. The people of the East think they are striking a great blow at their enemy by the Morrill tariff and I was told by a patriot in North Carolina, “Why, creation! if you let the Yankees shut up our ports, the whole of your darned ships will go to rot. Where will you get your naval stores from? Why, I guess in a year you could not scrape up enough of tarpentine in the whole of your country for Queen Victoria to paint her nursery-door with.”

Nearly one half of the various companies enrolled in this district are Germans, or are the descendants of German parents, and speak only the language of the old country; two-thirds of the remainder are Irish, or of immediate Irish descent; but it is said that a grand reserve of Americans born lies behind this avant garde, who will come into the battle should there ever be need for their services.

Indeed so long as the Northern people furnish the means of paying and equipping armies perfectly competent to do their work, and equal in numbers to any demands made for men, they may rest satisfied with the accomplishment of that duty, and with contributing from their ranks the great majority of the superior and even of the subaltern officers; but with the South it is far different. Their institutions have repelled immigration; the black slave has barred the door to the white free settler. Only on the seaboard and in the large cities are. German and Irish to be found, and they to a man have come forward to fight for the South; but the proportion they bear to the native-born Americans who have rushed to arms in defence of their menaced borders, is of course far less than it is as yet to the number of Americans in the Northern States who have volunteered to fight for the Union.

I was invited before I left to visit the camp of a Colonel Turchin, who was described to me as a Russian officer of great ability and experience in European warfare, in command of a regiment consisting of Poles, Hungarians, and Germans, who were about to start for the seat of war; but I was only able to walk through his tents, where I was astonished at the amalgam of nations that constituted his battalion; though, on inspection, I am bound to say there proved to be an American element in the ranks which did not appear to have coalesced with the bulk of the rude, and, I fear, predatory Cossacks of the Union. Many young men of good position have gone to the wars, although there was no complaint, as in Southern cities, that merchants' offices have been deserted, and great establishments left destitute of clerks and working hands. In warlike operations, however, Chicago, with its communication open to the sea, its access to the head waters of the Mississippi, its intercourse with the marts of commerce and of manufacture, may be considered to possess greater belligerent power and strength than the great city of New Orleans; and there is much greater probability of Chicago sending its contingent to attack the Crescent City than there is of the latter being able to despatch a soldier within five hundred miles of its streets.

Diary of John Beauchamp Jones: August 30, 1863

The department companies and militia returned yesterday, through a heavy shower, from the wild-goose chase they were rushed into by Gen. Elzey's order.

Mr. Reagan, the Postmaster-General, informed me to-day (the government will not allow bad news to transpire) that at the second assault on Battery Wagner, Morris Island, the enemy captured and held the rifle-pits. This, perhaps, involves the loss of the battery itself — and indeed there is a report, generally believed, that it fell subsequently. I fear that the port of Charleston is closed finally — if indeed, as I hope, the city will be still held by Beauregard.

Letters from Wilmington, dated 21st instant, urgently ask the Secretary of War to have one of the Great Blakely guns for the defense of that city — and protesting against both being sent to Charleston. From this, I infer that one or both have been ordered to Beauregard.

Gen. Samuel Jones has had a small combat with the enemy in Western Virginia, achieving some success. His loss was about 200, that of the enemy much greater. This is a grain of victory to a pound of disaster.

The owners of several fast blockade-running steamers, in anticipation of the closing of all the ports, are already applying for letters of marque to operate against the commerce of the United States as privateers, or in the “volunteer navy” — still with an eye to gain.

Gen. Lee has returned to the Army of Northern Virginia — and we shall probably soon hear of interesting operations in the field. Governor Vance writes for a brigade of North Carolinians to collect deserters in the western counties of that State.

There must be two armies in Virginia this fall — one for defense, and one (under Lee) for the aggressive — 150,000 men in all — or else the losses of the past will not be retrieved during the ensuing terrible campaign.

Some good may be anticipated from the furious and universal outcry in the Confederate States against the extortioners and speculators in food and fuel. Already some of the millers here are selling new flour at $27 to families; the speculators paid $35 for large amounts, which they expected to get $50 for! But meat is still too high for families of limited means. My tomatoes are now maturing — and my butter-beans are filling rapidly, and have already given us a dinner. What we shall do for clothing, the Lord knows — but we trust in Him.

Diary of Gideon Welles: Friday, September 25, 1863

The President was not with us to-day at the Cabinet-meeting, being at the War Department with Stanton. All were present but them. Little known of army movements, but anxiety on the part of each. The English Government has interposed to prevent the armored rams built by the Lairds from coming out. Seward announced the fact, and also that he had placed me under injunctions of secrecy. This was the reason why no explanation had been given for my non-action, for which I have been much blamed.

Things look a little threatening from France, but Louis Napoleon may not persist when he learns that England has changed her policy. Should we meet with defeat at Chattanooga, it is by no means certain England will not again assume unfriendly airs, and refer the question of the departure of the armored ships to the “law officers of the Crown.” Our own ironclads and the fear of privateers which would ruin her commerce are, however, the best law, and our best safeguards.

The Russian fleet has come out of the Baltic and are now in New York, or a large number of the vessels have arrived. They are not to be confined in the Baltic by a northern winter. In sending them to this country at this time there is something significant. What will be its effect on France and the French policy we shall learn in due time. It may moderate; it may exasperate. God bless the Russians.

Diary of Gideon Welles: Friday, September 18, 1863

The proclamation suspending the privilege of the writ of habeas corpus has been generally well received. I have never feared the popular pulse would not beat a healthful [sic] response even to a stringent measure in these times, if the public good demanded it.

At the Cabinet-meeting Chase inquired of Seward how he and the Secretary of the Navy got on with the English ironclad rams. Seward treated the matter lightly and turned the conversation aside skillfully, I thought, for I was interested in the question. No one could do this more adroitly than he. On returning from the Cabinet I found upon my table two letters received by the noon mail, one from Consul Dudley of Liverpool of the 5th and one from Consul Cleveland at Cardiff of the 3rd, both private, but each warning me, earnestly, that the English government manifested no intention to detain these vessels, and expressing their belief that they will be allowed to leave.

I went directly to the State Department with these letters, which I read to Seward, and reminded him of our conversation in August when he quieted my apprehension so far that I left Washington to visit the navy yards, by assurances which he had received that we should not be disturbed by these formidable vessels.

He answered very pleasantly that he remembered the interview and the assurances he gave me, and seemed not the least disturbed by the information of threatened danger. On the contrary he appeared gratified and self-satisfied. After a remark or two of assumed indifference, he saw I was in earnest and not to be put off with mere words. He suddenly asked if I was a mason. I replied I was, but this was a matter of public concern. He said he wanted to tell me a secret which I must not communicate to any living person, and he should be unwilling to tell it to me on other consideration while things were in their present condition. He must enjoin upon me especially not to tell the President, nor let him know I had been informed, for he should himself probably let the President have the fact which he was about to disclose to me. “You must promise me,” said he, “that you will neither communicate nor talk about it.”

I said that any matter thus communicated I should not be likely to repeat, but I must necessarily talk about these rams and communicate with others concerning them, —  it was my business and duty to do it. I had come to him to talk about them, and I must, from the information I had, some of which I had just submitted, take action unless I had something from him to justify my abstaining to move.

He had a hesitating and inquiring look. “If,” said he, “England lets these vessels out we must let loose our privateers.”

This I had repeatedly said on previous occasions, and I now fully concurred, but I had delayed extra efforts in consequence of his assurances, and we are in no condition for these troubles. We must act, and with promptness and energy, unless he had something to say as a preventive.

“Well, they won't come out,” said he. “The English Ministry are our friends with the exception of the chief. His course and conduct are execrable, and with his organ are damnable. I don't know,” continued S., “what he, the premier, means. For certain reasons they gave out on the 4th of November that the government could do nothing to prevent the rams from coming out. On the 5th of November, the next day, they gave us assurances they should not come out. They will be retained in port, but you must not know this fact, nor must any one else know it. Mr. Adams is not aware of it. No one but you and the President and I must know it here, and it is best that he should not know that you know it.”

“Do you mean to say,” I asked, “that this state of facts was communicated to you last November, — nearly one year ago?” “No,” replied he, “did I say November? I meant September. I have dispatches here. I have not read all. I left the Cabinet early, as you observed.”

After some farther remarks, some additional injunctions, assurances that no member of the Cabinet knew or must be allowed to know anything on the subject, — there was a necessity that I should be informed, but yet appear to the world as if I were not informed, — some allusions to the Emma, recently captured and taken into service, our interview terminated. Before leaving, however, he expressed a wish that we had a fast steamer off Brest to capture the Florida, without recollecting that neither of our good neutral friends of England and France will allow us to coal or remain in port over twenty-four hours.

The information thus given in confidence relieves me of much labor and anxiety, yet I am not without some anxiety. I dislike this mystery, this reticence towards our colleagues in the government. Should the English fail us, or Seward find it convenient under a calamitous condition of affairs to deny what he has told me, or claim that he was misunderstood, I could not escape censure and condemnation. There is no record or writing in my possession. I have, on verbal, confidential assurances, omitted to take precautionary measures, which, without those assurances, I should have taken, and it was my duty to take, last August and now. If the rams come out and damage us, the denunciations against me will be severe, and I am without remedy but must bear the odium of neglect and inaction, for I cannot make public what has been told me.

The Emma was not a naval capture. She was taken by the Arago, an army transport, and was purchased under order of the court by the Navy. Her Majesty's representative is pressing the question of sale to the Navy of this vessel, captured by an army transport, for a purpose.

Our consul tells me that among the developments reached in searching evidence against privateers, this one is clear, that the robbers’ object in pushing that expedient is chiefly to get us into difficulty with England! To this end their efforts are directed here far more than to the mere injury of our commerce. We must not play their game for them by issuing letters of marque. . . .

John A. Andrew to Gideon Welles, July 16, 1863

Sir: I have the honor to acknowledge the receipt of your communication of the 11th instant, in reply to mine of the 1st. I should have answered you at once, but have been prevented from doing so until to-day by absorbing engagements arising from the outbreak here on the 14th instant.

I regret that any expression of mine should be regarded by you as unjust, and as the statement in question is not at all material to the substance of the letter I desire that it may be considered as withdrawn, but with the explanation that it was made upon the authority of municipal officers and citizens of Gloucester, the shipping of which town more than any other was affected by the Tacony, and that it was based by them upon the assurances of their own shipmasters that, after the Tacony first made her appearance in the neighborhood of the Vineyard Sound, four days passed, during which she burned numerous vessels, before Federal cruisers made their appearance there in pursuit of her. I am glad now to be able, on the authority of the Department, to assure my informants that, during these four days, more than twenty vessels of war, of which no less than fourteen were steamers, were engaged in one direction or another in such pursuit. It was not at all my intention to deny that any of these vessels had been sent out after the Tacony, for as to that the sources of information were not open to me. What I was, however, on the authority of intelligent shipmasters of Gloucester, induced to believe and to say was that no such armed vessels were sent along this coast for its protection until after the Tacony had swept the Vineyard Sound. But any discussion on this point is immaterial to the purpose of my letter of the 1st instant. It would be profitless to continue it. I am glad to infer from your statement of the great number of vessels sent in pursuit of the Tacony that some of them must have been chasing her near the Vineyard Sound during the four days in question, in which she captured and burned the Gloucester fishermen, and that therefore the Gloucester people were probably mistaken in their statements to me, and I beg that my remark may be considered as withdrawn.

The purpose of my letter of the 1st instant was to do my duty to the State over which I preside, by urging upon the Navy Department hereafter to guard against such raids as that of the Tacony by stationing armed vessels along this coast, and particularly within easy reach of the Vineyard Sound. My fruitless request in that behalf last February, at the time when the Alabama was reported as in this neighborhood, is perhaps within your recollection. I was then refused. Later in the year the effort was renewed by me, and I was assured on May 2 that, expressly for the protection of this coast, a fast cruiser should be stationed here always prepared for service. If the knowledge that cruisers are now along the coast is likely to prevent a repetition of such outrages as that of the Tacony, surely the same means, if they had been seasonably adopted, would have deterred the Tacony from appearing here at all. But I have no knowledge that during the six weeks which passed between the date of May 2 and the date of the appearance of the Tacony in Vineyard Sound, any fast cruiser was placed here according to the Department's assurance on the former date.

Believe me, sir, that I am deeply sensible of the difficulties as well as of the duties of the Navy Department. It is certainly a difficult duty to guard the Northern coast in addition to blockading the Southern coast, but certainly also the Department has the ability successfully to accomplish it and to prevent the recurrence of a day when, for fear of rebel cruisers, insurance shall be at the rate of 4½ per cent for freight from Philadelphia to Boston.

I beg in conclusion to forward to you copies of communications I have received from the selectmen of Provincetown while I have been writing this letter, and I have the honor to remain,

The inhabitants of Provincetown are extremely anxious for a vessel to be sent to Provincetown for the protection of that harbor, as it is very much exposed to rebel invasion, they having already threatened to burn the town. It being at the extreme end of Cape Cod, the harbor is large and commodious, easy of access, sufficient depth of water for any vessel; consequently, it at times has 300 or 400 sail of vessels there at one time; and should a pirate or privateer enter he could destroy the shipping, village, the Race light, [Long] Point light, and Highland light, as we have no means of defense whatever. Our harbor is generally known, as there are many fishermen belonging to British provinces sailing from our town, and have previously sailed from there, who may now be on board of those piratical vessels already to pilot them in. They have an inducement to do so, as we have a steam packet plying between Provincetown and Boston; also a bank from which they might demand $200,000, more or less.

We therefore pray some vessel of sufficient capacity to repel any rebel invasion may be sent to our harbor as early as possible, to give us protection, until some other means are adopted for our protection, by fortification or otherwise. And not only ours, but for the numerous vessels seeking shelter in that harbor from other places. The harbor is considered to be the key of Massachusetts Bay, and one of the best in the United States.

We also pray for 150 or 200 muskets, with the necessary equipment, that we may be prepared to meet any equal foe that may attempt to land on the back of our town; also two artillery pieces on carriages and ammunition sufficient for the same.

Diary of John Beauchamp Jones: February 18, 1863

Mr. H——s, another of Gen. Winder's detectives, has gone over to the enemy. He went on a privateering cruise from Wilmington; the vessel he sailed in captured a brig, and H——s was put in command of the prize, to sail into a Confederate port. Instead of this, however, H——s sailed away for one of the West India islands, and gave up his prize to Com. Wilkes, of the United States Navy.

One or two of the regiments of Gen. Lee's army were in the city last night. The men were pale and haggard. They have but a quarter of a pound of meat per day. But meat has been ordered from Atlanta. I hope it is abundant there.

All the necessaries of life in the city are still going up higher in price. Butter, $3 per pound; beef, $1; bacon, $1.25; sausage-meat, $1; and even liver is selling at 50 cents per pound.

By degrees, quite perceptible, we are approaching the condition of famine. What effect this will produce on the community is to be seen. The army must be fed or disbanded, or else the city must be abandoned. How we, “the people,” are to live is a thought of serious concern.

Gen. Lee has recommended that an appeal be made to the people to bring food to the army, to feed their sons and brothers; but the Commissary-General opposes it; probably it will not be done. No doubt the army could be half fed in this way for months. But the “red tape” men are inflexible and inscrutable. Nevertheless, the commissaries and quartermasters are getting rich.

Diary of Gideon Welles: Friday, April 3, 1863

Had some side talk with Seward at the Cabinet-meeting, on letters of marque. He persists in the policy, but I think begins to have some misgivings. Insists on having a naval officer assigned him, on whom he can devolve the labor. I requested him to employ some of his own Department force or a civilian in whom he had confidence; told him the subject belonged exclusively to the State Department; the Secretary of State had it in charge in the War of 1812 by law, and I desired the Navy should not now be blended with the proceeding. He admitted his object in asking for a naval officer was to be relieved of responsibility and details. The truth is, he has pressed forward this measure without knowledge or examination, or practical experience, but has vague indefinite notions that privateers may be efficient against the Rebels, that they will constitute a force appendant to his Department, that there will be many of them, and that he will derive credit from their exploits. If his scheme fails, and a naval officer has charge of that part of his duties, the Navy and Navy Department will bear the censure. Foote, whom he most desires should be detailed, adroitly declines the honor of being attached to the State Department in this work, and has recommended Admiral Davis, who is acceptable and willing to take the position which Foote declines.

Seward tells me he already has an application from responsible parties who want a letter of marque, and assures me there will be a flood of applications, but I am still incredulous. Our merchants will not spend their money in the idle scheme of attempting to spear sharks for wool. In the case of this first application Seward wishes me, as he is not yet prepared and the parties are ready, to take the case as I have suggested might be done under the Act of July, 1861; says it will only be temporary.

Late in the day Davis came to me from the State Department with the papers in this case. I find they are not unknown to me. One Sybert, a Prussian, I believe, by birth but a citizen of South Carolina, wants to go privateering. He called on me some days ago for papers, and I sent him to the State Department. I warned Davis to beware of adventurers, and expressed my want of confidence in the man and the movement, though Seward declared the parties were responsible.

Diary of Gideon Welles: April 2, 1863


Had a call last evening and again to-day from Senator Sumner. Our conversation was chiefly on our foreign relations, the unfortunate condition of public affairs, the inexcusable attitude of England, and the question of letters of marque. On the latter subject he is much dissatisfied with Mr. Seward. He informs me that he was opposed to the passage of the law at the late session, and is, I am glad to see, quite sensitive on the subject. I thought the law well enough as a precautionary measure, a warning to the mischievous spirits abroad, an authorization to the President in case of necessity, and especially as a weapon to coerce England into propriety. The power granted was extraordinary and to be used with discretion, but Mr. Seward, having obtained the authority, is disposed to exercise it. The merchants having been loud and profuse in their complaints and promises, he has taken it for granted that they would at once avail themselves of the law, and make a rush in a random search for a couple of lean and hungry wolves that are abroad, which would be difficult to catch and valueless when caught. I have questioned whether he could beguile merchants into such an investment, and he begins to feel uneasy that none have come forward as he expected.

In a letter which I commenced some days since and finished Saturday night, I put upon paper some of the suggestions, views, and doubts I have from time to time expressed in our discussions. This letter I gave out to be copied, and it was on my table for signature when I returned yesterday from Cabinet council. The English news was such that I laid it aside unsigned, and it was lying on the table when Sumner came in. He stated, among other things, he had been to the State Department and that Seward had given him the substance of the last dispatches. He asked if I had seen them. I answered that I had, and was so disgusted with them that I had laid by a letter which I had prepared in opposition to the current feeling which prevailed on the subject of letters of marque. He wished to read it, and after doing so complimented the letter with emphasis, and begged I would sign and send it.

Informed Admiral Foote that the Secretary of State desired he should go to New York in the service of the State Department, on the subject of letters of marque. He expressed his readiness to obey orders, but asked the object of detailing him. I gave him an outline of proceedings and what appeared to be the purpose of Mr. Seward, which was not very clear, or could not be plainly stated. No doubt he believes it will give importance to the Secretary of State to have a naval officer of the standing of Foote attached to the State Department and acting under its orders.

The President called at my house this evening, chiefly to see the letter which I had prepared concerning letters of marque. Senator Sumner had gone directly from the Navy Department to him, and so made known his gratification at my views and the manner in which I had stated them that the curiosity of the President was excited and he desired to read the letter. I informed him that the last thing I did before leaving the Department was to sign and send it to the Secretary of State; that I perhaps should not have done it, though, as he (the President) was aware, I had differed with him and others on this subject and looked upon it as a dangerous step, but since reading the last English dispatches, I was less opposed to the measure than I had been.

The opportunity being favorable and he disposed to converse and apparently interested in my remarks, I took occasion to enlarge upon the topic more fully than I had done in our Cabinet discussions. I started out with the proposition that to issue letters of marque would in all probability involve us in a war with England. [I said] that I had so viewed this question from the beginning, though he and Mr. Seward had not; that I was not prepared to deny that it might not be best for us to move promptly with that object in view, though it had not yet been urged or stated; but that if we were to resort to letters of marque we should do it understandingly and with all the consequences before us. The idea that private parties would send out armed ships to capture the Alabama and one, possibly two, other rovers of the Rebels was too absurd to be thought of for a moment. If privateers were fitted out for any purpose it would be to capture neutral vessels intended to run the blockade or supposed to be in that service. It was not difficult for us to foresee that such a power in private hands would degenerate into an abuse for which this Government would be held responsible. The Rebels have no commerce to invite private enterprise. So far as the Rebels were concerned, therefore, I had been opposed to committing the Government to the measure. But the disclosures recently made had given a different aspect to the question. There was little doubt the British Government and British capital were encouraging the rebellion; that that Government intended to interpose no obstacle to prevent the sending out of privateers from British ports to depredate upon our commerce; that these privateers, though sailing under the Confederate flag, would be the property of British merchants; that the rich plunder would repay the lawless English adventurer, knowing he had the sanction of his Government; that this combination of British capital with Rebel malignity and desperation would despoil our commerce and drive it from the seas. Our countrymen would not quietly submit to these wrongs and outrages, and allow Englishmen to make war upon us in disguise under the Rebel flag. We ought, therefore, to have an immediate and distinct understanding with the English Government. It should be informed in terms that could not be mistaken or misunderstood that if this policy was persisted in we should in self-defense be under the necessity of resorting to reprisals. In this view the law which authorized letters of marque had appeared to me proper, and might be made useful as a menace and admonition to England; and I repeated what I had said to the Secretary of State in reply to a remark of his that we must make more extensive naval operations against the Rebels by issuing letters of marque to annoy them, — that letters of marque, instead of annoying them, destitute as they were of commerce, would aid them, for that step would involve war with England. If the Secretary of State would be less yielding and more decisive in asserting our rights with that power, it would, I thought, be better for the country.

I then opened on the subject generally. England is taking advantage of our misfortunes and would press upon us just as far as we would bear to be pressed. She rejoiced in our dissensions and desired the dismemberment of the Union. With this rebellion on our hands we were in no condition for a war with her, and it was because we were in this condition that she was arrogant and presuming. A higher and more decisive tone towards her will secure a different policy on her part. A war with England would be a serious calamity to us, but scarcely less serious to her. She cannot afford a maritime conflict with us, even in our troubles, nor will she. We can live within ourselves if worse comes to worse. Our territory is compact, facing both oceans, and in latitudes which furnish us in abundance without foreign aid all the necessaries and most of the luxuries of life; but England has a colonial system which was once her strength, but is her weakness in these days and with such a people as our countrymen to contend with. Her colonies are scattered over the globe. We could, with our public and private armed ships, interrupt and destroy her communication with her dependencies, her colonies, on which she is as dependent for prosperity as they on her.

I was therefore in favor of meeting her face to face, asking only what is right but submitting to nothing that is wrong.

If the late dispatches are to be taken as the policy she intends to pursue, it means war, and if war is to come it looks to me as of a magnitude greater than the world has ever experienced, — as if it would eventuate in the upheaval of nations, the overthrow of governments and dynasties. The sympathies of the mass of mankind would be with us rather than with the decaying dynasties and the old effete governments. Not unlikely the conflict thus commenced would kindle the torch of civil war throughout Christendom, and even nations beyond. I desired no such conflict in my day, and therefore hoped and believed the policy and tone of England might be modified, but it would require energy, resolution, and a firm determination on our part to effect it.

The President listened, for I did most of the talking, as he evidently wished, and showed much interest and accord in what I said. He assented consequently to most that I uttered and controverted nothing. It was evident I suggested some ideas that had not before occurred to him, and I am not without hope that the tone of our foreign affairs, particularly with England, may be different.

The President spoke, as he always has done with me, doubtingly of Porter's schemes on the Mississippi, or rather the side movements to the Yazoo on the east and Red River on the west. Said the long delay of Du Pont, his constant call for more ships, more ironclads, was like McClellan calling for more regiments. Thought the two men were alike, and said he was prepared for a repulse at Charleston.

Diary of Gideon Welles: March 31, 1863

For a fortnight I have been ill and really unfit for duty, yet have been absent from the Department but a single day, the only day I have lost in Washington since March 4,1861. But for the illness of Mr. Faxon, Chief Clerk, I should have abstained a day or two from labor. Fatigued and exhausted, I have not felt able to jot down current events from day to day.

With some effort, though with indifferent health, I have drawn up a communication to Mr. Seward on the subject of letters of marque. But after the council to-day he read a dispatch from Mr. Adams, communicating two letters from Earl Russell, which are insolent, contemptuous, and mean aggression if not war. It is pretty evident that a devastating and villainous war is to be waged on our commerce by English capital and English men under the Rebel flag with the connivance of the English Government, which will, and is intended to, sweep our commerce from the ocean. Only by a decided, firm, and resolute tone can the country be rescued, and I am by no means certain that will be sufficient. We are in no condition for a foreign war. Torn by dissensions, an exhausting civil war on our hands, we have a gloomy prospect, but a righteous cause that will ultimately succeed. God alone knows through what trials, darkness, and suffering we are to pass. There is a disinclination to look these troubles which threaten us boldly in the face. I felt oppressed, as did the others. A long vista of direful calamities opens before us. Mr. Seward is earnest to get out privateers to catch the Alabama and the blockade-runners. The President thinks they should try that policy. Chase has lately favored it. I have no faith in it as against the Rebels, who have no commerce to be injured, but if we are to have a conflict with England, letters of marque and every means in our power must be put in requisition against that faithless nation. I have, therefore, doubts about sending the letter which I have prepared.

Earl Russell gives us to understand the English Government do not intend to interpose to prevent the Rebels from building, buying, and sending out from England cruisers, semi-pirates, to prey upon our commerce. In plain language, English capital is to be employed in destroying our shipping interests. If we are silent and submissive, they will succeed, and we shall waken to our condition when our vessels and merchant seamen are gone.

The condition of affairs opens a vast field. Should a commercial war commence, it will affect the whole world. The police of the seas will be broken up, and the peaceful intercourse of nations destroyed. Those governments and peoples that have encouraged and are fostering our dissensions will themselves reap the bitter fruits of their malicious intrigues. In this great conflict, thus wickedly begun, there will be likely to ensue an uprising of the nations that will shatter existing governments and overthrow the aristocracies and dynasties not only of England but of Europe.

I close my book and this month of March with sad and painful forebodings. The conduct and attitude of Great Britain, if persisted in, foreshadow years of desolation, of dissolution, of suffering and blood.

Should April open, as we hope, with success at Charleston and Vicksburg, there will be a change in the deportment and conduct of England. Her arrogance and subtle aggression will be checked by our successes, and by that alone. She has no magnanimity, no sense of honor or of right. She is cowardly, treacherous, and mean, and hates and fears our strength. In that alone is our security.

Diary of Gideon Welles: Tuesday, March 10, 1863

I saw last evening a communication from the State Department inclosing several pages of regulations for letters of marque. The subject was to-day before the Cabinet, and there is a stronger disposition for the policy than I expected. I told the President I had given the proposed regulations but a cursory examination. The subject was therefore postponed to our Friday meeting, with an understanding that I should in the mean time examine them and report if they were objectionable. On looking over the sections, I find they are a transcript of the laws of 1812 and 1813, which the Secretary of State has embodied in a series of regulations which he proposes to issue. The old laws of half a century ago have expired. It is not pretended they have vitality. But the Secretary of State legislates by regulations. I am not favorably impressed with the law or the regulations, nor with the idea of sending out privateers against a couple of piratical cruisers, even if there are private parties fools enough to go on that hunt, which he says there are, but I doubt. The law undertakes to delegate legislative power to the President, which is in itself wrong. But the subject is, I fear, a foregone conclusion. Both Seward and Chase favor it, and the commercial community is greatly exasperated against the robbers. If the subject goes forward, S. will turn the whole labor and responsibility over to the Navy Department.

Diary of Sergeant George G. Smith: New Haven to Ship Island

Soon after recruiting for the 13th Connecticut Regiment Infantry Volunteers was begun, I entered the recruiting service, and during the winter of 1861—1862 labored for that regiment in that capacity until it was full. Recruiting officers were quite plenty at that time and somehow the war fever among the people had worn away considerably and consequently recruiting was what might be termed slow, and not until March 17th, 1862, was the regiment ready for the seat of war.
 
On that day at ten p. m. we left New Haven, on a steamboat, and the next morning at five o'clock found us on board a large sailing vessel in New York harbor, bound for Ship Island in the Gulf of Mexico. I enlisted as a sergeant in Company K and it so happened the first night I was detailed as sergeant of the guard. I don't think the 13th C. V. all belonged to the temperance society. If they did many of them sadly broke their pledges; but perhaps they thought the occasion justified them in doing so. The Colonel ordered one poor fellow “seized” up in the rigging for disorderly conduct. It was distasteful to me, but military orders must be obeyed. The job was new to me but I accomplished it without much trouble, otherwise the night passed off quite peacefully.
 
March 20th, the ship hoisted anchor, moved down and anchored off Sandy Hook, where she lay until the 23rd. On the way everything was new to me, Castle Garden, Governor's Island, Staten Island, etc. Besides the U. S. gunboat Roanoake lay there. During the time tugboats were busy bringing water and other supplies for the voyage.
 
On March 23d a propeller came down with two four-inch guns, put them aboard and towed us out to sea. A U. S. mail steamship outward bound passed us. It was a beautiful sight and one to make one feel proud of his country. Thirty-one vessels, great and small were in sight from the deck of our ship. At about one o'clock p. m. the tug boat left us, but the wind was calm as a summer evening, and remained so until about 3 p. m. when a stiff breeze sprang up and the good ship, City of New York, spread her white wings, and soon the Jersey Heights began to grow dim, and the shades of night coming on, they disappeared entirely from view. We never saw any more of this green earth until we reached an island on the southern coast of Florida. Next day got the guns in position, so that when Old Glory crept up to the masthead in the morning and unfolded to the breeze he was greeted with the cannon's roar, the emblem of freedom and power.
 
On the 25th we entered the Gulf Stream, water about milk warm, sea rough, about in the latitude of Charleston, S. C. In the morning, “Sail ho!” from the masthead. “Where away?” “Three points on the weather bow, sir.” “Steamship, looks like a privateer.” Captain Saulter cracks on more sail. At noon it disappeared to leeward. A gale sprang up in the afternoon and blew tremendously all night.
