Diary of William Howard Russell: April 4, 1861

I had a long interview with Mr. Seward today at the State Department. He set forth at great length the helpless condition in which the President and the Cabinet found themselves when they began the conduct of public affairs at Washington. The last cabinet had tampered with treason, and had contained traitors; a miserable imbecility had encouraged the leaders of the South to mature their plans, and had furnished them with the means of carrying out their design. One Minister had purposely sent away the navy of the United States to distant and scattered stations; another had purposely placed the arms, ordnance, and munitions of war in undue proportions in the Southern States, and had weakened the Federal Government so that they might easily fall into the hands of the traitors and enable them to secure the war materiel of the Union; a Minister had stolen the public funds for traitorous purposes — in every port, in every department of the State, at home and abroad, on sea and by land, men were placed who were engaged in this deep conspiracy — and when the voice of the people declared Mr. Lincoln President of the United States, they set to work as one man to destroy the Union under the most flimsy pretexts. The President's duty was clearly defined by the Constitution. He had to guard what he had, and to regain, if possible, what he had lost. He would not consent to any dismemberment of the Union nor to the abandonment of one iota of Federal property— nor could he do so if he desired.

These and many more topics were presented to me to show that the Cabinet was not accountable for the temporizing policy of inaction, which was forced upon them by circumstances, and that they would deal vigorously with the Secession movement — as vigorously as Jackson did with nullification in South Carolina, if they had the means. But what could they do when such a man as Twiggs surrendered his trust and sacrificed the troops to a crowd of Texans; or when naval and military officers resigned en masse, that they might accept service in the rebel forces? All this excitement would come right in a very short time — it was a brief madness, which would pass away when the people had opportunity for reflection. Meantime the danger was that foreign powers would be led to imagine the Federal Government was too weak to defend its rights, and that the attempt to destroy the Union and to set up a Southern Confederacy was successful. In other words, again, Mr. Seward fears that, in this transition state between their forced inaction and the coup by which they intend to strike down Secession, Great Britain may recognize the Government established at Montgomery, and is ready, if needs be, to threaten Great Britain with war as the consequence of such recognition. But he certainly assumed the existence of strong Union sentiments in many of the seceded States, as a basis for his remarks, and admitted that it would not become the spirit of the American Government, or of the Federal system, to use armed force in subjugating the Southern States against the will of the majority of the people. Therefore if the majority desire Secession, Mr. Seward would let them have it — but he cannot believe in anything so monstrous, for to him the Federal Government and Constitution, as interpreted by his party, are divine, heaven-born. He is fond of repeating that the Federal Government never yet sacrificed any man's life on account of his political opinions; but if this struggle goes on, it will sacrifice thousands — tens of thousands, to the idea of a Federal Union. “Any attempt against us,” he said, “would revolt the good men of the South, and arm all men in the North to defend their Government.”

But I had seen that day an assemblage of men doing a goose-step march forth dressed in blue tunics and gray trousers, shakoes and cross-belts, armed with musket and bayonet, cheering and hurrahing in the square before the War Department, who were, I am told, the District of Columbia volunteers and militia. They had indeed been visible in various forms parading, marching, and trumpeting about the town with a poor imitation of French pas and élan, but they did not, to the eye of a soldier, give any appearance of military efficiency, or to the eye of the anxious statesman any indication of the animus pugnandi. Starved, washed-out creatures most of them, interpolated with Irish and flat-footed, stumpy Germans. It was matter for wonderment that the Foreign Minister of a nation which was in such imminent danger in its very capital, and which, with its chief and his cabinet, was almost at the mercy of the enemy, should hold the language I was aware he had transmitted to the most powerful nations of Europe. Was it consciousness of the strength of a great people, who would be united by the first apprehension of foreign interference, or was it the peculiar emptiness of a bombast which is called Buncombe? In all sincerity I think Mr. Seward meant it as it was written.

When I arrived at the hotel, I found our young artist waiting for me, to entreat I would permit him to accompany me to the South. I had been annoyed by a paragraph which had appeared in several papers, to the effect that “The talented young artist, our gifted countryman, Mr. Deodore F. Moses, was about to accompany Mr. &c. &c, in his tour through the South.” I had informed the young gentleman that I could not sanction such an announcement, whereupon he assured me he had not in any way authorized it, but having mentioned incidentally to a person connected with the press that he was going to travel southwards with me, the injudicious zeal of his friend had led him to think he would do a service to the youth by making the most of the very trifling circumstance.

I dined with Senator Douglas, where there was a large party, among whom were Mr. Chase, Secretary of the Treasury; Mr. Smith, Secretary of the Interior; Mr. Forsyth, Southern Commissioner; and several members of the Senate and Congress. Mrs. Douglas did the honors of her house with grace and charming good-nature. I observe a great tendency to abstract speculation and theorizing among Americans, and their after-dinner conversation is apt to become didactic and sententious. Few men speak better than Senator Douglas; his words are well chosen, the flow of his ideas even and constant, his intellect vigorous, and thoughts well cut, precise, and vigorous — he seems a man of great ambition, and he told me he is engaged in preparing a sort of Zollverein scheme for the North American continent, including Canada, which will fix public attention everywhere, and may lead to a settlement of the Northern and Southern controversies. For his mind, as for that of many Americans, the aristocratic idea embodied in Russia is very seductive; and he dwelt with pleasure on the courtesies he had received at the court of the Czar, implying that he had been treated differently in England, and perhaps France. And yet, had Mr. Douglas become President of the United States, his good-will towards Great Britain might have been invaluable, and surely it had been cheaply purchased by a little civility and attention to a distinguished citizen and statesman of the Republic. Our Galleos very often care for none of these things.

Diary of Salmon P. Chase: Tuesday, September 2, 1862

Cabinet met, but neither the President nor Secretary of War were present. Some conversation took place concerning Generals. Mr. F. W. Seward (the Secretary of State being out of town) said nothing. All others agreed that we needed a change in Commander of the Army. Mr. Blair referred to the report [support?] he had constantly given McClellan, but confessed that he now thought he could not wisely be trusted with the chief command. Mr. Bates was very decided against his competency, and Mr. Smith equally so. Mr. Welles was of the same judgment, though less positive in expression.

After some time, while the talk was going on, the President came in, saying that not seeing much for a Cabinet meeting to-day, he had been talking at the Department and Head Quarters about the War. The Secretary of War came in. In answer to some inquiry, the fact was stated, by the President or the Secretary that McClellan had been placed in command of the forces to defend the Capital — or rather, to use the President's own words, he “had set him to putting these troops into the fortifications about Washington,” believing that he could do that thing better than any other man. I remarked that this could be done equally well by the Engineer who constructed the Forts; and that putting Genl. McClellan in command for this purpose was equivalent to making him second in command of the entire Army. The Secretary of War said that no one was now responsible for the defense of the Capital; — that the Order to McClellan was given by the President direct to McClellan, and that Genl. Halleck considered himself relieved from responsibility although he acquiesced, and approved the Order; — that McClellan could now shield himself, should anything go wrong, under Halleck, while Halleck could and would disclaim all responsibility for the Order given. The President thought Genl. Halleck as much responsible as before; and repeated that the whole scope of the Order was, simply, to direct McClellan to put the troops in the fortifications and command them for the defense of Washington. I remarked that this seemed to me equivalent to making him Commander in Chief for the time being, and that I thought it would prove very difficult to make any substitution hereafter, for active operations, — that I had no feeling whatever against Genl. McClellan; — that he came to the command with my most cordial approbation and support; — that until I became satisfied that his delays would greatly injure our cause, he possessed my full confidence; — that after I had felt myself compelled to withdraw that confidence, I had (since the President, notwithstanding my opinion that he should, refrained from putting another in command) given him all possible support in every way, raising means and urging reinforcements;—that his experience as a military commander had been little else than a series of failures;—and that his omission to urge troops forward to the battles of Friday and Saturday, evinced a spirit which rendered him unworthy of trust, and that I could not but feel that giving the command to him was equivalent to giving Washington to the rebels. This and more I said. Other members of the Cabinet expressed a general concurrence but in no very energetic terms. (Mr. Blair must be excepted but he did not dissent.)

The President said it distressed him exceedingly to find himself differing on such a point from the Secretary of War and Secretary of the Treasury; that he would gladly resign his plan; but he could not see who could do the work wanted as well as McClellan. I named Hooker, or Sumner, or Burnside — either of whom, I thought, would be better.

At length the conversation ended and the meeting broke up, leaving the matter as we found it.

A few Tax Appointments were lying on the table. I asked the President to sign them which he did, saying he would sign them just as they were and ask no questions. I told him that they had all been prepared in accordance with his directions, and that it was necessary to complete the appointments. They were signed, and I returned to the Department.

Abraham Lincoln’s First Annual Message to Congress: December 3, 1861

Fellow citizens Of The Senate And House Of Representatives:

In the midst of unprecedented political troubles, we have cause of great gratitude to God for unusual good health and most abundant harvests.

You will not be surprised to learn that, in the peculiar exigencies of the times, our intercourse with foreign nations has been attended with profound solicitude, chiefly turning upon our own domestic affairs.

A disloyal portion of the American people have, during the whole year, been engaged in an attempt to divide and destroy the Union. A nation which endures factious domestic division is exposed to disrespect abroad, and one party, if not both, is sure, sooner or later, to invoke foreign intervention.

Nations thus tempted to interfere are not always able to resist the counsels of seeming expediency and ungenerous ambition, although measures adopted under such influences seldom fail to be unfortunate and injurious to those adopting them.

The disloyal citizens of the United States who have offered the ruin of our country in return for the aid and comfort which they have invoked abroad have received less patronage and encouragement than they probably expected. If it were just to suppose, as the insurgents have seemed to assume, that foreign nations, in this case, discarding all moral, social, and treaty obligations, would act solely and selfishly for the most speedy restoration of commerce, including especially the acquisition of cotton, those nations appear as yet not to have seen their way to their object more directly or clearly through the destruction than through the preservation of the Union. If we could dare to believe that foreign nations are actuated by no higher principle than this, I am quite sure a sound argument could be made to show them that they can reach their aim more readily and easily by aiding to crush this rebellion than by giving encouragement to it.
The principal lever relied on by the insurgents for exciting foreign nations to hostility against us, as already intimated, is the embarrassment of commerce. Those nations, however, not improbably saw from the first that it was the Union which made as well our foreign as our domestic commerce. They can scarcely have failed to perceive that the effort for disunion produces the existing difficulty, and that one strong nation promises more durable peace and a more extensive, valuable, and reliable commerce than can the same nation broken into hostile fragments.

It is not my purpose to review our discussions with foreign States, because whatever might be their wishes or dispositions the integrity of our country and the stability of our Government mainly depend, not upon them, but on the loyalty, virtue, patriotism, and intelligence of the American people. The correspondence itself, with the usual reservations, is herewith submitted.
I venture to hope it will appear that we have practiced prudence and liberality toward foreign powers, averting causes of irritation, and with firmness maintaining our own rights and honor.
Since, however, it is apparent that here, as in every other State, foreign dangers necessarily attend domestic difficulties, I recommend that adequate and ample measures be adopted for maintaining the public defenses on every side. While under this general recommendation provision for defending our sea-coast line readily occurs to the mind, I also, in the same connection, ask the attention of Congress to our great lakes and rivers. It is believed that some fortifications and depots of arms and munitions, with harbor and navigation improvements, all at well selected points upon these, would be of great importance to the national defense and preservation. I ask attention to the views of the Secretary of War, expressed in his report, upon the same general subject.

I deem it of importance that the loyal regions of East Tennessee and Western North Carolina should be connected with Kentucky and other faithful parts of the Union by railroad. I therefore recommend, as a military measure, that Congress provide for the construction of such road as speedily as possible. Kentucky no doubt will co-operate, and, through her Legislature, make the most judicious selection of a line. The northern terminus must connect with some existing railroad, and whether the route shall be from Lexington or Nicholasville to the Cumberland Gap, or from Lebanon to the Tennessee line in the direction of Knoxville, or on some still different line, can easily be determined. Kentucky and the General Government co-operating the work can be completed in a very short time, and when done it will be not only of vast present usefulness but also a valuable permanent improvement, worth its cost in all the future.

Some treaties, designed chiefly for the interests of commerce, and having no grave political importance, have been negotiated and will be submitted to the Senate for their consideration.

Although we have failed to induce some of the commercial powers to adopt a desirable melioration of the rigor of maritime war, we have removed all obstructions from the way of this humane reform, except such as are merely of temporary and accidental occurrence.

I invite your attention to the correspondence between Her Britannic Majesty's minister accredited to this Government and the Secretary of State relative to the detention of the British ship Perthshire, in June last, by the U. S. steamer Massachusetts, for a supposed breach of the blockade. As this detention was occasioned by an obvious misapprehension of the facts, and as justice requires that we should commit no belligerent act not founded in strict right, as sanctioned by public law, I recommend that an appropriation be made to satisfy the reasonable demand of the owners of the vessel for her detention.

I repeat the recommendation of my predecessor, in his annual message to Congress in December last, in regard to the disposition of the surplus which will probably remain after satisfying the claims of American citizens against China, pursuant to the awards of the commissioners under the act of the 3d of March, 1859. If, however, it should not be deemed advisable to carry that recommendation into effect, I would suggest that authority be given for investing the principal, over the proceeds of the surplus referred to, in good securities, with a view to the satisfaction of such other just claims of our citizens against China as are not unlikely to arise hereafter in the course of our extensive trade with that Empire.

By the act of the 5th of August last Congress authorized the President to instruct the commanders of suitable vessels to defend themselves against and to capture pirates. This authority has been exercised in a single instance only. For the more effectual protection of our extensive and valuable commerce, in the Eastern seas especially, it seems to me that it would also be advisable to authorize the commanders of sailing vessels to recapture any prizes which pirates may make of U. S. vessels and their cargoes, and the consular courts, now established by law in Eastern countries, to adjudicate the cases, in the event that this should not be objected to by the local authorities.

If any good reason exists why we should persevere longer in withholding our recognition of the independence and sovereignty of Hayti and Liberia, I am unable to discern it. Unwilling, however, to inaugurate a novel policy in regard to them without the approbation of Congress, I submit for your consideration the expediency of an appropriation for maintaining a charge d'affaires near each of those new States. It does not admit of doubt that important commercial advantages might be secured by favorable treaties with them.

The operations of the Treasury during the period which has elapsed since your adjournment have been conducted with signal success. The patriotism of the people has placed at the disposal of the Government the large means demanded by the public exigencies. Much of the national loan has been taken by citizens of the industrial classes, whose confidence in their country's faith and zeal for their country's deliverance from present peril have induced them to contribute to the support of the Government the whole of their limited acquisitions. This fact imposes peculiar obligations to economy in disbursement and energy in action.

The revenue from all sources, including loans, for the financial year ending on the 30th of June, 1861, was $86,835,900.27, and the expenditures for the same period, including payments on account of the public debt, were $84,578,834.47, leaving a balance in the Treasury on the 1st of July of $2,257,005.80. For the first quarter of the financial year, ending on the 30th of September, 1861, the receipts from all sources, including the balance of 1st of July, were $102,532,509.27, and the expenses $98,239,733.09, leaving a balance on the 1st of October, 1861, of $4,292,770.18.

Estimates for the remaining three quarters of the year, and for the financial year 1863, together with his views of ways and means for meeting the demands contemplated by them, will be submitted to Congress by the Secretary of the Treasury. It is gratifying to know that the expenditures made necessary by the rebellion are not beyond the resources of the loyal people, and to believe that the same patriotism which has thus far sustained the Government will continue to sustain it till peace and union shall again bless the land.

I respectfully refer to the report of the Secretary of War for information respecting the numerical strength of the Army, and for recommendations having in view an increase of its efficiency and the wellbeing of the various branches of the service intrusted to his care.  It is gratifying to know that the patriotism of the people has proved equal to the occasion and that the number of troops tendered greatly exceeds the force which Congress authorized me to call into the field.

I refer with pleasure to those portions of his report which make allusion to the creditable degree of discipline already attained by our troops, and to the excellent sanitary condition of the entire Army.

The recommendation of the Secretary for an organization of the militia upon a uniform basis is a subject of vital importance to the future safety of the country, and is commended to the serious attention of Congress.

The large addition to the Regular Army, in connection with the defection that has so considerably diminished the number of its officers, gives peculiar importance to his recommendation for increasing the corps of cadets to the greatest capacity of the Military Academy.

By mere omission, I presume, Congress has failed to provide chaplains for hospitals occupied by volunteers. This subject was brought to my notice, and I was induced to draw up the form of a letter, one copy of which, properly addressed, has been delivered to each of the persons, and at the dates respectively named and stated, in a schedule containing also the form of the letter, marked A, and herewith transmitted.

These gentlemen, I understand, entered upon the duties designated at the times respectively stated in the schedule and have labored faithfully therein ever since. I therefore recommend that they be compensated at the same rate as chaplains in the Army. I further suggest that general provision be made for chaplains to serve at hospitals, as well as with regiments.

The report of the Secretary of the Navy presents in detail the operations of that branch of the service, the activity and energy which have characterized its administration and the results of measures to increase its efficiency and power. Such have been the additions, by construction and purchase, that it may almost be said a navy has been created and brought into service since our difficulties commenced.

Besides blockading our extensive coast, squadrons larger than ever before assembled under our flag have been put afloat and performed deeds which have increased our naval renown.

I would invite special attention to the recommendation of the Secretary for a more perfect organization of the Navy by introducing additional grades in the service.

The present organization is defective and unsatisfactory, and the suggestions submitted by the Department will, it is believed, if adopted, obviate the difficulties alluded to, promote harmony, and increase the efficiency of the Navy.

There are three vacancies on the bench of the Supreme Court — two by the decease of Justices Daniel and McLean and one by the resignation of Justice Campbell. I have so far forborne making nominations to fill these vacancies for reasons which I will now state. Two of the outgoing judges resided within the States now overrun by revolt; so that if successors were appointed in the same localities they could not now serve upon their circuits; and many of the most competent men there probably would not take the personal hazard of accepting to serve, even here, upon the supreme bench. I have been unwilling to throw all the appointments northward, thus disabling myself from doing justice to the South on the return of peace; although I may remark that to transfer to the North one which has heretofore been in the South, would not, with reference to territory and population, be unjust.

During the long and brilliant judicial career of Judge McLean his circuit grew into an empire — altogether too large for any one judge to give the courts therein more than a nominal attendance — rising in population from 1,470,018 in 1830 to 6,151,405 in I860.

Besides this, the country generally has outgrown our present judicial system. If uniformity was at all intended, the system requires that all the States shall be accommodated with circuit courts, attended by supreme judges, while, in fact, Wisconsin, Minnesota, Iowa, Kansas, Florida, Texas, California, and Oregon have never had any such courts. Nor can this well be remedied without a change of the system; because the adding of judges to the Supreme Court, enough for the accommodation of all parts of the country with circuit courts, would create a court altogether too numerous for a judicial body of any sort. And the evil, if it be one, will increase as new States come into the Union. Circuit courts are useful, or they are not useful. If useful, no State should be denied them; if not useful, no State should have them. Let them be provided for all or abolished as to all.

Three modifications occur to me, either of which, I think, would be an improvement upon our present system. Let the Supreme Court be of convenient number in every event. Then, first, let the whole country be divided into circuits of convenient size, the supreme judges to serve in a number of them corresponding to their own number, and independent circuit judges be provided for all the rest; or, secondly, let the supreme judges be relieved from circuit duties, and circuit judges provided for all the circuits; or, thirdly, dispense with circuit courts altogether, leaving the judicial functions wholly to the district courts and an independent Supreme Court.

I respectfully recommend to the consideration of Congress the present condition of the statute laws, with the hope that Congress will be able to find an easy remedy for many of the inconveniences and evils which constantly embarrass those engaged in the practical administration of them. Since the organization of the Government Congress has enacted some 5,000 acts and joint resolutions, which fill more than 6,000 closely printed pages and are scattered through many volumes. Many of these acts have been drawn in haste and without sufficient caution, so that their provisions are often obscure in themselves or in conflict with each other, or at least so doubtful as to render it very difficult for even the best informed persons to ascertain precisely what the statute law really is.

It seems to me very important that the statute laws should be made as plain and intelligible as possible, and be reduced to as small a compass as may consist with the fullness and precision of the will of the Legislature and the perspicuity of its language. This, well done, would, I think, greatly facilitate the labors of those whose duty it is to assist in the administration of the laws, and would be a lasting benefit to the people, by placing before them, in a more accessible and intelligible form, the laws which so deeply concern their interests and their duties.

I am informed by some whose opinions I respect that all the acts of Congress now in force, and of a permanent and general nature, might be revised and rewritten so as to be embraced in one volume (or at most, two volumes) of ordinary and convenient size; and I respectfully recommend to Congress to consider of the subject, and if my suggestion be approved, to devise such plan as to their wisdom shall seem most proper for the attainment of the end proposed.

One of the unavoidable consequences of the present insurrection is the entire suppression, in many places, of all the ordinary means of administering civil justice by the officers and in the forms of existing law. This is the case, in whole or in part, in all the insurgent States; and as our armies advance upon and take possession of parts of those States the practical evil becomes more apparent. There are no courts nor officers to whom the citizens of other States may apply for the enforcement of their lawful claims against citizens of the insurgent States, and there is a vast amount of debt constituting such claims. Some have estimated it as high as $200,000,000, due in large part from insurgents, in open rebellion, to loyal citizens, who are even now making great sacrifices in the discharge of their patriotic duty to support the Government.

Under these circumstances, I have been urgently solicited to establish, by military power, courts to administer summary justice in such cases. I have thus far declined to do it, not because I had any doubt that the end proposed — the collection of the debts — was just and right in itself, but because I have been unwilling to go beyond the pressure of necessity in the unusual exercise of power; but the powers of Congress, I suppose, are equal to the anomalous occasion, and therefore I refer the whole matter to Congress, with the hope that a plan may be devised for the administration of justice in all such parts of the insurgent States and Territories as may be under the control of this Government, whether by a voluntary return to allegiance and order or by the power of our arms; this, however, not to be a permanent institution, but a temporary substitute, and to cease as soon as the ordinary courts can be re-established in peace.

It is important that some more convenient means should be provided, if possible, for the adjustment of claims against the Government, especially in view of their increased number by reason of the war. It is as much the duty of Government to render prompt justice against itself, in favor of citizens, as it is to administer the same between private individuals. The investigation and adjudication of claims in their nature belong to the judicial department; besides, it is apparent that the attention of Congress will be more than usually engaged for some time to come with great national questions. It was intended by the organization of the Court of Claims mainly to remove this branch of business from the halls of Congress; but while the court has proved to be an effective and valuable means of investigation, it in great degree fails to effect the object of its creation for want of power to make its judgments final.

Fully aware of the delicacy, not to say the danger, of the subject, I commend to your careful consideration whether this power of making judgments final may not properly be given to the court, reserving the right of appeal on questions of law to the Supreme Court, with such other provisions as experience may have shown to be necessary.

I ask attention to the report of the Postmaster-General, the following being a summary statement of the condition of the Department:

The revenue from all sources during the fiscal year ending June 30, 1861, including the annual permanent appropriation of $700,000 for the transportation of “free mail matter,” was $9,049,296.40, being about 2 per cent, less than the revenue for 1860.

The expenditures were $13,606,759.11, showing a decrease of more than 8 per cent, as compared with those of the previous year, and leaving an excess of expenditure over the revenue for the last fiscal year of 81,557,462.71.

The gross revenue for the year ending June 30,1863, is estimated at an increase of 4 per cent, on that of 1861, making $8,683,000, to which should be added the earnings of the Department in carrying free matter, viz, $700,000, making $9,383,000.

The total expenditures for 1863 are estimated at $12,528,000, leaving an estimated deficiency of $3,145,000 to be supplied from the Treasury, in addition to the permanent appropriation.

The present insurrection shows, I think, that the extension of this District across the Potomac River at the time of establishing the capital here was eminently wise, and consequently that the relinquishment of that portion of it which lies within the State of Virginia was unwise and dangerous. I submit for your consideration the expediency of regaining that part of the District, and the restoration of the original boundaries thereof, through negotiations with the State of Virginia.

The report of the Secretary of the Interior, with the accompanying documents, exhibits the condition of the several branches of the public business pertaining to that Department. The depressing influences of the insurrection have been especially felt in the operations of the Patent and General Land Offices. The cash receipts from the sales of public lands during the past year have exceeded the expenses of our land system only about $200,000. The sales have been entirely suspended in the Southern States, while the interruptions to the business of the country and the diversion of large numbers of men from labor to military service have obstructed settlements in the new States and Territories of the Northwest.

The receipts of the Patent Office have declined in nine months about $100,000, rendering a large reduction of the force employed necessary to make it self sustaining.

The demands upon the Pension Office will be largely increased by the insurrection. Numerous applications for pensions, based upon the casualties of the existing war, have already been made. There is reason to believe that many who are now upon the pension rolls and in receipt of the bounty of the Government are in the ranks of the insurgent army or giving them aid and comfort. The Secretary of the Interior has directed a suspension of the payment of the pensions of such persons upon proof of their disloyalty. I recommend that Congress authorize that officer to cause the names of such persons to be stricken from the pension rolls.

The relations of the Government with the Indian tribes have been greatly disturbed by the insurrection, especially in the Southern superintendency and in that of New Mexico. The Indian country south of Kansas is in the possession of insurgents from Texas and Arkansas. The agents of the United States appointed since the 4th of March for this superintendency have been unable to reach their posts, while the most of those who were in office before that time have espoused the insurrectionary cause and assume to exercise the powers of agents by virtue of commissions from the insurrectionists. It has been stated in the public press that a portion of those Indians have been organized as a military force and are attached to the army of the insurgents. Although the Government has no official information upon this subject, letters have been written to the Commissioner of Indian Affairs by several prominent chiefs giving assurance of their loyalty to the United States and expressing a wish for the presence of Federal troops to protect them. It is believed that upon the repossession of the country by the Federal forces the Indians will readily cease all hostile demonstrations and resume their former relations to the Government.

Agriculture, confessedly the largest interest of the nation, has not a department nor a bureau, but a clerkship only, assigned to it in the Government. While it is fortunate that this great interest is so independent in its nature as to not have demanded and extorted more from the Government I respectfully ask Congress to consider whether something more cannot be given voluntarily with general advantage.

Annual reports exhibiting the condition of our agriculture, commerce, and manufactures would present a fund of information of great practical value to the country. While I make no suggestion as to details, I venture the opinion that an agricultural and statistical bureau might profitably be organized.

The execution of the laws for the suppression of the African slave trade has been confided to the Department of the Interior. It is a subject of gratulation that the efforts which have been made for the suppression of this inhuman traffic have been recently attended with unusual success. Five vessels being fitted out for the slave trade have been seized and condemned. Two mates of vessels engaged in the trade, and one person in equipping a vessel as a slaver, have been convicted and subjected to the penalty of fine and imprisonment, and one captain, taken with a cargo of Africans on board his vessel, has been convicted of the highest grade of offense under our laws, the punishment of which is death.

The Territories of Colorado, Dakota, and Nevada, created by the last Congress, have been organized, and civil administration has been inaugurated therein under auspices especially gratifying, when it is considered that the leaven of treason was found existing in some of these new countries when the Federal officers arrived there.

The abundant natural resources of these Territories, with the security and protection afforded by organized government, will doubtless invite to them a large immigration when peace shall restore the business of the country to its accustomed channels. I submit the resolutions of the Legislature of Colorado, which evidence the patriotic spirit of the people of the Territory. So far the authority of the United States has been upheld in all the Territories, as it is hoped it will be in the future. I commend their interests and defense to the enlightened and generous care of Congress.

I recommend to the favorable consideration of Congress the interests of the District of Columbia. The insurrection has been the cause of much suffering and sacrifice to its inhabitants, and as they have no representative in Congress, that body should not overlook their just claims upon the Government.

At your late session a joint resolution was adopted authorizing the President to take measures for facilitating a proper representation of the industrial interests of the United States at the exhibition of the industry of all nations to be holden at London in the year 1862. I regret to say I have been unable to give personal attention to this subject — a subject at once so interesting in itself and so extensively and intimately connected with the material prosperity of the world. Through the Secretaries of State and of the Interior a plan, or system, has been devised and partly matured, and which will be laid before you.

Under and by virtue of the act of Congress entitled “An act to confiscate property used for insurrectionary purposes,” approved August 6, 1861, the legal claims of certain persons to the labor and service of certain other persons have become forfeited, and numbers of the latter thus liberated are already dependent on the United States and must be provided for in some way. Besides this, it is not impossible that some of the States will pass similar enactments for their own benefit, respectively, and by operation of which persons of the same class will be thrown upon them for disposal. In such case I recommend that Congress provide for accepting such persons from such States according to some mode of valuation in lieu, pro tanto, of direct taxes, or upon some other plan to be agreed on with such States, respectively; that such persons on such acceptance by the General Government be at once deemed free; and that in any event steps be taken for colonizing both classes (or the one first mentioned if the other shall not be brought into existence) at some place or places in a climate congenial to them. It might be well to consider, too, whether the free colored people already in the United States could not, so far as individuals may desire, be included in such colonization.

To carry out the plan of colonization may involve the acquiring of territory, and also the appropriation of money beyond that to be expended in the territorial acquisition. Having practiced the acquisition of territory for nearly sixty years, the question of constitutional power to do so is no longer an open one with us. The power was questioned at first by Mr. Jefferson, who, however, in the purchase of Louisiana, yielded his scruples on the plea of great expediency. If it be said that the only legitimate object of acquiring territory is to furnish homes for white men, this measure effects that object; for the emigration of colored men leaves additional room for white men remaining or coming here. Mr. Jefferson, however, placed the importance of procuring Louisiana more on political and commercial grounds than on providing room for population.

On this whole proposition, including the appropriation of money with the acquisition of territory, does not the expediency amount to absolute necessity — that, without which the Government itself cannot be perpetuated!

The war continues. In considering the policy to be adopted for suppressing the insurrection, I have been anxious and careful that the inevitable conflict for this purpose shall not degenerate into a violent and remorseless revolutionary struggle. I have, therefore, in every case, thought it proper to keep the integrity of the Union prominent as the primary object of the contest on our part, leaving all questions which are not of vital military importance to the more deliberate action of the Legislature.

In the exercise of my best discretion I have adhered to the blockade of the ports held by the insurgents, instead of putting in force, by proclamation, the law of Congress enacted at the late session for closing those ports.

So, also, obeying the dictates of prudence, as well as the obligations of law, instead of transcending, I have adhered to the act of Congress to confiscate property used for insurrectionary purposes. If a new law upon the same subject shall be proposed, its propriety will be duly considered. The Union must be preserved; and hence, all indispensable means must be employed. We should not be in haste to determine that radical and extreme measures, which may reach the loyal as well as the disloyal, are indispensable.

The inaugural address at the beginning of the Administration and the message to Congress at the late special session were both mainly devoted to the domestic controversy out of which the insurrection and consequent war have sprung. Nothing now occurs to add or subtract, to or from, the principles, or general purposes, stated and expressed in those documents.

The last ray of hope for preserving the Union peaceably expired at the assault upon Fort Sumter; and a general review of what has occurred since may not be unprofitable. What was painfully uncertain then is much better defined and more distinct now; and the progress of events is plainly in the right direction. The insurgents confidently claimed a strong support from north of Mason and Dixon's line; and the friends of the Union were not free from apprehension on the point. This, however, was soon settled definitely, and on the right side. South of the line, noble little Delaware led off right from the first. Maryland was made to seem against the Union. Our soldiers were assaulted, bridges were burned, and railroads torn up within her limits; and we were many days, at one time, without the ability to bring a single regiment over her soil to the capital. Now her bridges and railroads are repaired and open to the Government; she already gives seven regiments to the cause of the Union and none to the enemy; and her people, at a regular election, have sustained the Union by a larger majority and a larger aggregate vote than they ever before gave to any candidate or any question. Kentucky, too, for some time in doubt, is now decidedly, and, I think, unchangeably, ranged on the side of the Union. Missouri is comparatively quiet; and I believe cannot again be overrun by the insurrectionists. These three States of Maryland, Kentucky, and Missouri, neither of which would promise a single soldier at first, have now an aggregate of not less than 40,000 in the field for the Union; while, of their citizens, certainly not more than a third of that number, and they of doubtful whereabouts, and doubtful existence, are in arms against it. After a somewhat bloody struggle of months, winter closes on the Union people of Western Virginia, leaving them masters of their own country.

An insurgent force of about 1,500, for months dominating the narrow peninsular region constituting the counties of Accomuc and Northampton, and known as Eastern Shore of Virginia, together with some contiguous parts of Maryland, have laid down their arms; and the people there have renewed their allegiance to and accepted the protection of the old flag. This leaves no armed insurrectionist north of the Potomac or east of the Chesapeake.

Also we have obtained a footing at each of the isolated points on the Southern coast, of Hatteras, Port Royal, Tybee Island, near Savannah, and Ship Island; and we likewise have some general accounts of popular movements in behalf of the Union in North Carolina and Tennessee.

These things demonstrate that the cause of the Union is advancing steadily and certainly southward.

Since your last adjournment Lieutenant General Scott has retired from the head of the Army. During his long life the nation has not been unmindful of his merits; yet, on calling to mind how faithfully, ably, and brilliantly he has served the country, from a time far back in our history, when few of the now living had been born, and thenceforward continually, 1 cannot but think we are still his debtors. I submit, therefore, for your consideration, what further mark of recognition is due to him, and to ourselves, as a grateful people.

With the retirement of General Scott came the executive duty of appointing, in his stead, a general-in-chief of the army. It is a fortunate circumstance that neither in council nor country was there, so far as I know, any difference of opinion as to the proper person to be selected. The retiring chief repeatedly expressed his judgment in favor of General McClellan for the position; and in this the nation seemed to give a unanimous concurrence. The designation of General McClellan is, therefore, in considerable degree, the selection of the country, as well as of the Executive; and hence there is better reason to hope there will be given him the confidence and cordial support thus, by fair implication, promised, and without which he cannot, with so full efficiency, serve the country.

It has been said that one bad general is better than two good ones; and the saying is true, if taken to mean no more than that an army is better directed by a single mind, though inferior, than by two superior ones at variance and cross-purposes with each other.

And the same is true in all joint operations wherein those engaged can have none but a common end in view, and can differ only as to the choice of means. In a storm at sea no one on board can wish the ship to sink; and yet, not unfrequently, all go down together, because too many will direct, and no single mind can be allowed to control.

It continues to develop that the insurrection is largely, if not exclusively, a war upon the first principle of popular government — the rights of the people. Conclusive evidence of this is found in the most grave and maturely considered public documents, as well as in the general tone of the insurgents. In those documents we find the abridgment of the existing right of suffrage, and the denial to the people of all right to participate in the selection of public officers, except the legislative, boldly advocated, with labored arguments to prove that large control of the people in government is the source of all political evil. Monarchy itself is sometimes hinted at as a possible refuge from the power of the people.

In my present position I could scarcely be justified were I to omit raising a warning voice against this approach of returning despotism.

It is not needed, nor fitting here, that a general argument should be made in favor of popular institutions; but there is one point, with its connections, not so hackneyed as most others, to which I ask a brief attention. It is the effort to place capital on an equal footing with, if not above, labor in the structure of government. It is assumed that labor is available only in connection with capital; that nobody labors unless somebody else, owning capital, somehow by the use of it induces him to labor. This assumed, it is next considered whether it is best that capital shall hire laborers, and thus induce them to work by their own consent, or buy them, and drive them to it without their consent. Having proceeded so far, it is naturally concluded that all laborers are either hired laborers, or what we call slaves. And further, it is assumed that whoever is once a hired laborer is fixed in that condition for life.

Now, there is no such relation between capital and labor as assumed; nor is there any such thing as a free man being fixed for life in the condition of a hired laborer. Both these assumptions are false, and all inferences from them are groundless.

Labor is prior to, and independent of, capital. Capital is only the fruit of labor, and could never have existed if labor had not first existed. Labor is the superior of capital, and deserves much the higher consideration. Capital has its rights, which are as worthy of protection as any other rights. Nor is it denied that there is, and probably always will be, a relation between labor and capital, producing mutual benefits. The error is in assuming that the whole labor of community exists within that relation. A few men own capital, and that few avoid labor themselves, and, with their capital, hire or buy another few to labor for them. A large majority belong to neither class — neither work for others nor have others working for them. In most of the Southern States a majority of the whole people of all colors are neither slaves nor masters; while in the Northern a large majority are neither hirers nor hired. Men with their families — wives, sons, and daughters — work for themselves, on their farms, in their houses, and in their shops, taking the whole product to themselves, and asking no favors of capital on the one hand nor of hired laborers or slaves on the other. It is not forgotten that a considerable number of persons mingle their own labor with capital — that is, they labor with their own hands, and also buy or hire others to labor for them; but this is only a mixed, and not a distinct class. No principle stated is disturbed by the existence of this mixed class.

Again, as has already been said, there is not, of necessity, any such thing as the free hired laborer being fixed to that condition for life. Many independent men everywhere in these States, a few years back in their lives, were hired laborers. The prudent, penniless beginner in the world labors for wages awhile, saves a surplus with which to buy tools or land for himself, then labors on his own account another while, and at length hires another new beginner to help him. This is the just and generous and prosperous system which opens the way to all — gives hope to all, and consequent energy and progress and improvement of condition to all. No men living are more worthy to be trusted than those who toil up from poverty—none less inclined to take, or touch, aught which they have not honestly earned. Let them beware of surrendering a political power which they already possess, and which, if surrendered, will surely be used to close the door of advancement against such as they, and to fix new disabilities and burdens upon them, till all of liberty shall be lost.

From the first taking of our national census to the last are seventy years; and we find our population, at the end of the period, eight times as great as it was at the beginning. The increase of those other things which men deem desirable has been even greater. We thus have, at one view, what the popular principle, applied to government through the machinery of the States and the Union, has produced in a given time; and also what, if firmly maintained, it promises for the future. There are already among us those who, if the Union be preserved, will live to see it contain two hundred and fifty millions. The struggle of to-day is not altogether for to-day — it is for a vast future also. With a reliance on Providence all the more firm and earnest, let us proceed in the great task which events have devolved upon us.

This has been an anxious day. An Order appears declaring command of his corps in Burnside; of that portion of the Army of the Potomac not sent forward to Pope, in McClellan; of the Army of Virginia and all forces temporarily attached, in Pope; of the whole, in Halleck. Reports from Pope's Army state that its losses are heavy, but in good spirits — confirm that neither Franklin nor Sumner arrived, — and that McClellan failed to send foward ammunition.

On suggestion of Judge Bates, the remonstrance against McClellan, which had been previously signed by Smith, was modified; and having been further slightly altered on my suggestion, was signed by Stanton, Bates and myself, and afterwards by Smith. Welles declined to sign it, on the ground that it might seem unfriendly to the President — though this was the exact reverse of its intent. He said he agreed in opinion and was willing to express it, personally. This determined us to await the Cabinet meeting to-morrow. Meantime, McClellan came up on invitation of Halleck, and held personal conference with him and the President. Soon after, a rumor pervaded the town that McClellan was to resume his full command. Col. Key called at my house and told me that he supposed such was the fact.

Diary of William Howard Russell: March 28, 1861

I was honored to-day by visits from a great number of Members of Congress, journalists, and others. Judging from the expressions of most of the Washington people, they would gladly see a Southern Cabinet installed in their city. The cold shoulder is given to Mr. Lincoln, and all kinds of stories and jokes are circulated at his expense. People take particular pleasure in telling how he came towards the seat of his Government disguised in a Scotch cap and cloak, whatever that may mean.

In the evening I repaired to the White House. The servant who took my hat and coat was particularly inquisitive as to my name and condition in life; and when he heard I was not a minister, he seemed inclined to question my right to be there at all: “for,” said he, “there are none but members of the cabinet, and their wives and daughters, dining here today.” Eventually he relaxed, — instructed me how to place my hat so that it would be exposed to no indignity, and informed me that I was about to participate in a prandial enjoyment of no ordinary character. There was no parade or display, no announcement, — no gilded staircase, with its liveried heralds, transmitting and translating one's name from landing to landing. From the unpretending ante-chamber, a walk across the lofty hall led us to the reception-room, which was the same as that in which the President held his interview yesterday.

Mrs. Lincoln was already seated to receive her guests. She is of the middle age and height, of a plumpness degenerating to the embonpoint natural to her years; her features are plain, her nose and mouth of an ordinary type, and her manners and appearance homely, stiffened, however, by the consciousness that her position requires her to be something more than plain Mrs. Lincoln, the wife of the Illinois lawyer; she is profuse in the introduction of the word “sir” in every sentence, which is now almost an Americanism confined to certain classes, although it was once as common in England. Her dress I shall not attempt to describe, though it was very gorgeous and highly colored. She handled a fan with much energy, displaying a round, well-proportioned arm, and was adorned with some simple jewelry. Mrs. Lincoln struck me as being desirous of making herself agreeable; and I own I was agreeably disappointed, as the Secessionist ladies at Washington had been amusing themselves by anecdotes which could scarcely have been founded on fact.

Several of the Ministers had already arrived; by and by all had come, and the party only waited for General Scott, who seemed to be the representative man in Washington of the monarchical idea, and to absorb some of the feeling which is lavished on the pictures and memory, if not on the monument, of Washington. Whilst we were waiting, Mr. Seward took me round, and introduced me to the Ministers, and to their wives and daughters, among the latter, Miss Chase, who is very attractive, agreeable, and sprightly. Her father, the Finance Minister, struck me as one of the most intelligent and distinguished persons in the whole assemblage, — tall, of a good presence, with a well-formed head, fine forehead, and a face indicating energy and power. There is a peculiar droop and motion of the lid of one eye, which seems to have suffered from some injury, that detracts from the agreeable effect of his face; but, on the whole, he is one who would not pass quite unnoticed in a European crowd of the same description.

In the whole assemblage there was not a scrap of lace or a piece of ribbon, except the gorgeous epaulettes of an old naval officer who had served against us in the last war, and who represented some branch of the naval department. Nor were the Ministers by any means remarkable for their personal appearance.

Mr. Cameron, the Secretary of War, a slight man, above the middle height, with gray hair, deep-set keen gray eyes, and a thin mouth, gave me the idea of a person of ability and adroitness. His colleague, the Secretary of the Navy, a small man, with a great long gray beard and spectacles, did not look like one of much originality or ability; but people who know Mr. Welles declare that he is possessed of administrative power, although they admit that he does not know the stem from the stern of a ship, and are in doubt whether he ever saw the sea in his life. Mr. Smith, the Minister of the Interior, is a bright-eyed, smart (I use the word in the English sense) gentleman, with the reputation of being one of the most conservative members of the cabinet. Mr. Blair, the Postmaster-General, is a person of much greater influence than his position would indicate. He has the reputation of being one of the most determined Republicans in the Ministry; but he held peculiar notions with reference to the black and the white races, which, if carried out, would not by any means conduce to the comfort or happiness of free negroes in the United States. He is a tall, lean man, with a hard, Scotch, practical-looking head — an anvil for ideas to be hammered on. His eyes are small and deeply set, and have a rat-like expression; and he speaks with caution, as though he weighed every word before he uttered it. The last of the Ministers is Mr. Bates, a stout, thick-set, common-looking man, with a large beard, who fills the office of Attorney-General. Some of the gentlemen were in evening dress; others wore black frock-coats, which it seems, as in Turkey, are considered to be en regle at a Republican Ministerial dinner.

In the conversation which occurred before dinner, I was amused to observe the manner in which Mr. Lincoln used the anecdotes for which he is famous. Where men bred in courts, accustomed to the world, or versed in diplomacy, would use some subterfuge, or would make a polite speech, or give a shrug of the shoulders as the means of getting out of an embarrassing position, Mr. Lincoln raises a laugh by some bold west-country anecdote, and moves off in the cloud of merriment produced by his joke. Thus, when Mr. Bates was remonstrating apparently against the appointment of some indifferent lawyer to a place of judicial importance, the President interposed with, “Come now, Bates, he's not half as bad as you think. Besides that, I must tell you, he did me a good turn long ago. When I took to the law, I was going to court one morning, with some ten or twelve miles of bad road before me, and I had no horse. The judge overtook me in his wagon. ‘Hollo, Lincoln! Are you not going to the court-house? Come in, and I'll give you a seat.’ Well, I got in, and the judge went on reading his papers. Presently the wagon struck a stump on one side of the road; then it hopped off to the other. I looked out, and I saw the driver was jerking from side to side in his seat; so says I, ‘Judge, I think your coachman has been taking a little drop too much this morning.’ ‘Well I declare, Lincoln,’ said he, ‘I should not wonder if you are right, for he has nearly upset me half a dozen of times since starting.’ So, putting his head out of the window, he shouted, ‘Why, you infernal scoundrel, you are drunk!’ Upon which, pulling up his horses, and turning round with great gravity, the coachman said, ‘By gorra! that's the first rightful decision you have given for the last twelvemonth.’” Whilst the company were laughing, the President beat a quiet retreat from the neighborhood of the Attorney-General.

It was at last announced that General Scott was unable to be present, and that, although actually in the house, he had been compelled to retire from indisposition, and we moved in to the banqueting-hall. The first “state dinner,” as it is called, of the President, was not remarkable for ostentation. No liveried servants, no Persic splendor of ancient plate, or chefs d'œuvre of art, glittered round the board. Vases of flowers decorated the table, combined with dishes in what may be called the “Gallo-American” style, with wines which owed their parentage to France, and their rearing and education to the United States, which abounds in cunning nurses for such productions. The conversation was suited to the state dinner of a cabinet at which women and strangers were present. I was seated next Mr. Bates, and the very agreeable and lively Secretary of the President, Mr. Hay, and except when there was an attentive silence caused by one of the President's stories, there was a Babel of small talk round the table, in which I was surprised to find a diversity of accent almost as great as if a number of foreigners had been speaking English. I omitted the name of Mr. Hamlin, the Vice-President, as well as those of less remarkable people who were present; but it would not be becoming to pass over a man distinguished for nothing so much as his persistent and unvarying adhesion to one political doctrine, which has made him, in combination with the belief in his honesty, the occupant of a post which leads to the Presidency, in event of any occurrence which may remove Mr. Lincoln.

After dinner the ladies and gentlemen retired to the drawingroom, and the circle was increased by the addition of several politicians. I had an opportunity of conversing with some of the Ministers, if not with all, from time to time, and I was struck by the uniform tendency of their remarks in reference to the policy of Great Britain. They seemed to think that England was bound by her anti-slavery antecedents to discourage to the utmost any attempts of the South to establish its independence on a basis of slavery, and to assume that they were the representatives of an active war of emancipation. As the veteran Commodore Stewart passed the chair of the young lady to whom I was speaking, she said, “I suppose, Mr. Russell, you do not admire that officer?” “On the contrary,” I said, “I think he is a very fine-looking old man.” “I don't mean that,” she replied; “but you know he can't be very much liked by you, because he fought so gallantly against you in the last war, as you must know.” I had not the courage to confess ignorance of the captain's antecedents. There is a delusion among more than the fair American who spoke to me, that we entertain in England the sort of feeling, morbid or wholesome as it may be, in reference to our reverses at New Orleans and elsewhere, that is attributed to Frenchmen respecting Waterloo.

On returning to Willard's Hotel, I was accosted by a gentleman who came out from the crowd in front of the office. “Sir,” he said, “you have been dining with our President tonight.” I bowed. “Was it an agreeable party?” said he. “What do you think of Mr. Lincoln?” “May I ask to whom I have the pleasure of speaking?” “My name is Mr. –––, and I am the correspondent of the New York ––––.” “Then, sir,” I replied, “it gives me satisfaction to tell you that I think a great deal of Mr. Lincoln, and that I am equally pleased with my dinner. I have the honor to bid you good evening.” The same gentleman informed me afterwards that he had created the office of Washington Correspondent to the New York papers. “At first,” said he, “I merely wrote news, and no one cared much; then I spiced it up, squibbed a little, and let off stories of my own. Congressmen contradicted me, — issued cards, — said they were not facts. The public attention was attracted, and I was told to go on; and so the Washington correspondence became a feature in all the New York papers by degrees.” The hum and bustle in the hotel to-night were wonderful. All the office-seekers were in the passages, hungering after senators and representatives, and the ladies in any way related to influential people, had an entourage of courtiers sedulously paying their respects. Miss Chase, indeed, laughingly told me that she was pestered by applicants for her father's good offices, and by persons seeking introduction to her as a means of making demands on “Uncle Sam.”

As I was visiting a book-shop to-day, a pert, smiling young fellow, of slight figure and boyish appearance came up and introduced himself to me as an artist who had contributed to an illustrated London paper during the Prince of Wales's tour, and who had become acquainted with some of my friends; and he requested permission to call on me, which I gave without difficulty or hesitation. He visited me this evening, poor lad! and told me a sad story of his struggles, and of the dependence of his family on his efforts, as a prelude to a request that I would allow him to go South when I was making the tour there, of which he had heard. He was under an engagement with the London paper, and had no doubt that if he was with me his sketches would all be received as illustrations of the places to which my letters were attracting public interest in England at the time. There was no reason why I should be averse to his travelling with me in the same train. He could certainly go if he pleased. At the same time I intimated that I was in no way to be connected with or responsible for him.

Charles Eliot Norton to George William Curtis, August 24, 1861

Newport, 24 August, 1861.

. . . I do not agree with you that the war is likely to be short. Its issue may soon become certain, but it will be long before we can lay down our arms. Nor am I ready yet to share in any gloomy prognostications. I believe the people will save the country and the government in spite of all the weakness and mismanagement and corruption at Washington. Nor am I afraid of the effect of another defeat, — if another should come. It will indeed bring to the surface an immense show of cowardice, and meanness; but we have no right yet to believe that the temper of our people is so low that it will not rise with the trial and [sic] of calamity. I bate nothing of heart or hope, and I grieve to think that you should ever feel out of heart or despondent. We have not yet more than begun to rouse ourselves; we are just bracing to the work; but we are setting to it at last in earnest.

The practical matter to be attended to at this moment seems to me to be the change in the Cabinet. A change must be made, — and it will be made, if not by the pressure now brought to bear, then by a popular revolution. We shall have public meetings of a kind to enforce their resolves in the course of a few days, if Cameron, Welles and Smith are not removed, or the best reason given for retaining them. Mr. Seward ought to understand that it is not safe for him that they should any longer remain in the Cabinet. If another reverse were to come and they still there, the whole Cabinet would have to go; — and then let Mr. Lincoln himself look out for a Committee of Safety. . . .

Let me hear from you again soon, — and above all do not begin to doubt our final success.

If the fortunes of war go against us, if all our domestic scoundrels give aid to the cause of the rebels, — we still shall not fail, and the issue will be even better than our hopes.

William Cullen Bryant to John M. Forbes, August 21, 1861

My Dear Sir, — It does not seem to me at all indiscreet or imprudent to make the change in the Cabinet which you suggest. Indeed, I think that Mr. Cameron's retirement would, instead of being impolitic, be the most politic thing that could be done, by way of giving firmness to public opinion and strengthening the administration with the people. The dissatisfaction here is as great as with you, and I hear that at Washington it is expressed by everybody, except Cameron's special friends and favorites, in the strongest terms. If I am rightly informed, there is nothing done by him with the promptness, energy, and decision which the times demand, without his being in a manner forced to it by the other members of the Cabinet, or the President. A man who wants to make a contract with the government for three hundred mules, provided he be a Pennsylvanian, can obtain access to him, when a citizen of East Tennessee, coming as the representative of the numerous Union population of that region, is denied. There are bitter complaints, too, of Cameron's disregard of his appointments and engagements in such cases as that I have mentioned.

Mr. Lincoln must know, I think, that Cameron is worse than nothing in the Cabinet, and a strong representation concerning his unpopularity and unacceptableness, of which he may not know, may lead him to take the important resolution of supplying his place with a better man. I do not think the newspapers are the place to discuss the matter, but I make no secret of my opinion.

P. S. — I open my letter to say another word on the subject of yours. It does not appear to me that H. would be the man for the War Department, for the reason that he might give us trouble on the slavery question. Cameron has managed that part of our relations with the seceding States very badly, and I feel H. would do no better. He would do very well in the place of Smith; but with the exception of making a place for him, it might not be of much consequence whether Smith were retained or not, though he adds no strength to the Cabinet. Some here talk of requiring the dismissal of Seward, but I fear this would be asking more than it is possible to get, and might endanger the success of the scheme for getting rid of Cameron.

Major-General George G. Meade to Margaretta Sergeant Mead, February 21, 1864


In Camp, February 21, 1864.

I returned from Washington to-day, very much fatigued and worn out with two days passed in that place. I reached there Friday about 2 P. M., and immediately went to the Department, where I stayed till 6 P. M., returned to the hotel, dined, and spent the evening with Mr. Odell, member of Congress, and Judge Harris. The next day, Saturday, I was with General Halleck till 3 P. M., when I went out to Georgetown and saw Margaret.1 I ought to have mentioned that before going to see Margaret, I stopped at the President's, where Mrs. Lincoln was holding a levee, and spent a half-hour. I also ought to have stated that the evening before, after leaving Judge Harris, I was persuaded by Mr. Harding and Cortlandt Parker to go to Speaker Colfax's reception, where I was a great lion, Mr. Colfax himself turning usher and bringing every man and woman in the room to introduce to me. All this going about, sitting up late at night and standing so much, had its effect on me, wearying and fatiguing me so that I was very glad to get back to-day.

The army is overrun with women. There is to be a grand ball to-morrow at the headquarters of the Second Corps, and I believe half of Washington is coming down to attend. I expected the Secretary of the Interior and his lady to come down with me to-day, but he did not come to the cars. As the ball is nearly five miles from my headquarters, I don't think I shall have the courage to go. I don't mind the going, but it is the coming back which is so unpleasant.

Important Decision

It seems, from the following letter, that the Secretary of the Interior has reversed his decision in regard to Swamp Lands.  The Government, if we understand the correspondence, will now issue land scrip in lieu of swamp lands donated to the State, but sold by the Government, previous to the selection.  As the number of acres of swamp or overflowed land thus sold by the general Government is large, this decision of the Secretary is a very important matter in our State:

SIR: Enclosed I send you a letter from Hon. J. M. Edmunds, Commissioner of General Land Office in reference to swamp lands in the State of Iowa.

This reversal of the original decision of the Secretary of the Interior, made after hearing arguments of Senator Harlan and Representative Wilson, will give to the state of Iowa, many thousands of dollars, and a large amount of land scrip in lieu of lands selected in Iowa as swampy, previously sold.

Diary of Gideon Welles, Friday, September 12, 1862

A clever rain last night, which I hope may swell the tributaries of the upper Potomac.

A call from Wilkes, who is disturbed because I press him so earnestly. Told him I wished him off as soon as possible; had hoped he would have left before this; Rebel cruisers are about and immense injury might result from a single day's delay. I find the officers generally dislike to sail with him.

A brief meeting of the Cabinet. Seward was not present. Has met with us but once in several weeks. No cause assigned for this constant absence, yet a reluctance to discuss and bring to a decision any great question without him is apparent.

In a long and free discussion on the condition of the army and military affairs by the President, Blair, Smith, and myself, the President repeated what he had before said to me, that the selection of McClellan to command active operations was not made by him but by Halleck, and remarked that the latter was driven to it by necessity. He had arranged his army corps and designated the generals to lead each column, and called on Burnside to take chief command. But Burnside declined and declared himself unequal to the position. Halleck had no other officer whom he thought capable and said he consequently was left with no alternative but McClellan.

"The officers and soldiers," the President said, “were pleased with the reinstatement of that officer, but I wish you to understand it was not made by me. I put McClellan in command here to defend the city, for he has great powers of organization and discipline; he comprehends and can arrange military combinations better than any of our generals, and there his usefulness ends. He can't go ahead — he can't strike a blow. He got to Rockville, for instance, last Sunday night, and in four days he advanced to Middlebrook, ten miles, in pursuit of an invading enemy. This was rapid movement for him. When he went up the Peninsula there was no reason why he should have been detained a single day at Yorktown, but he waited, and gave the enemy time to gather his forces and strengthen his position."

I suggested that this dilatory, defensive policy was partly at least the result of education; that a defensive policy was the West Point policy. Our Government was not intended to be aggressive but to resist aggression or invasion, — to repel, not to advance. We had good engineers and accomplished officers, but that no efficient, energetic, audacious, fighting commanding general had yet appeared from that institution. We were all aware that General Scott had, at the very commencement, begun with this error of defense, the Anaconda theory; was unwilling to invade the seceding States, said we must shut off the world from the Rebels by blockade and by our defenses. He had always been reluctant to enter Virginia or strike a blow. Blair said this was so, that we had men of narrow, aristocratic notions from West Point, but as yet no generals to command; that there were many clever second-rate men, but no superior mind of the higher class. The difficulty, however, was in the War Department itself. There was bluster but not competency. It should make generals, should search and find them, and bring them up, for there were such somewhere, — far down perhaps. The War Department should give character and tone to the army and all military movements. Such, said he, is the fact with the Navy Department, which makes no bluster, has no blowers, but quietly and intelligently does its work, inspires its officers and men, and brings forward leaders like Farragut, Foote, and Du Pont. The result tells you the value of system, of rightful discrimination, good sense, judgment, knowledge, and study of men. They make ten times the noise at the War Department, but see what they do or fail to do. The Secretary of War should advise with the best and most experienced minds, avail himself of their opinions, not give way to narrow prejudices and strive to weaken his generals, or impair confidence in them on account of personal dislikes. We have officers of capacity, depend upon it, and they should be hunted out and brought forward. The Secretary should dig up these jewels. That is his duty. B. named Sherman and one or two others who showed capacity.

"McClellan," said B., "is not the man, but he is the best among the major-generals." Smith said he should prefer Banks. Blair said Banks was no general, had no capacity for chief command. Was probably an estimable officer in his proper place, under orders. So was Burnside, and Heintzelman, and Sykes, but the War Department must hunt up greater men, better military minds, than these to carry on successful war.

Smith complimented Pope's patriotism and bravery, and the President joined in the encomiums. Said that Halleck declared that Pope had made but one mistake in all the orders he had given, and that was in ordering one column to retreat on Tuesday from Centreville to Chain Bridge, whereby he exposed his flank, but no harm came of his error. Blair was unwilling to concede any credit whatever to Pope; said he was a blower and a liar and ought never to have been intrusted with such a command as that in front. The President admitted Pope's infirmity, but said a liar might be brave and have skill as an officer. He said Pope had great cunning. He had published his report, for instance, which was wrong, — an offense for which, if it can be traced to him, Pope must be made amenable, — “But,” said he, "it can never, by any skill, be traced to him." "That is the man," said Blair. "Old John Pope,1 his father, was a flatterer, a deceiver, a liar, and a trickster; all the Popes are so."

When we left the Executive Mansion, Blair, who came out with me, remarked that he was glad this conversation had taken place. He wanted to let the President know we must have a Secretary of War who can do something besides intrigue, — who can give force and character to the army, administer the Department on correct principles. Cameron, he said, had got into the War Department by the contrivance and cunning of Seward, who used him and other corruptionists as he pleased, with the assistance of Thurlow Weed; that Seward had tried to get Cameron into the Treasury, but was unable to quite accomplish that, and after a hard underground quarrel against Chase, it ended in the loss of Cameron, who went over to Chase and left Seward. Bedeviled with the belief he might be a candidate for the Presidency, Cameron was beguiled and led to mount the nigger hobby, alarmed the President with his notions, and at the right moment, B. says, he plainly and frankly told the President he ought to get rid of C. at once, that he was not fit to remain in the Cabinet, and was incompetent to manage the War Department, which he had undertaken to run by the aid of Tom A. Scott, a corrupt lobby-jobber from Philadelphia. Seward was ready to get rid of Cameron after he went over to Chase, but instead of bringing in an earnest, vigorous, sincere man like old Ben Wade to fill the place, he picked up this black terrier, who is no better than Cameron, though he has a better assistant than Scott, in Watson. Blair says he now wants assistance to "get this black terrier out of his kennel." I probably did not respond as he wished, for I am going into no combination or movement against colleagues. He said he must go and see Seward. In his dislike of Stanton, Blair is sincere and earnest, but in his detestation he may fail to allow Stanton qualities that he really possesses. Stanton is no favorite of mine. He has energy and application, is industrious and driving, but devises nothing, shuns responsibility, and I doubt his sincerity always. He wants no general to overtop him, is jealous of others in any position who have influence and popular regard; but he has cunning and skill, dissembles his feelings, in short, is a hypocrite, a moral coward, while affecting to be, and to a certain extent being, brusque, overvaliant in words. Blair says he is dishonest, that he has taken bribes, and that he is a double-dealer; that he is now deceiving both Seward and Chase; that Seward brought him into the Cabinet after Chase stole Cameron, and that Chase is now stealing Stanton. Reminds me that he exposed Stanton's corrupt character, and stated an instance which had come to his knowledge and where he has proof of a bribe having been received; that he made this exposure when Stanton was a candidate for Attorney for the District. Yet Seward, knowing these facts, had induced and persuaded the President to bring this corrupt man into the War Department. The country was now suffering for this mistaken act. Seward wanted a creature of his own in the War Department, that he might use, but Stanton was actually using Seward.

Stanton's appointment to the War Department was in some respects a strange one. I was never a favorite of Seward, who always wanted personal friends. I was not of his sort, personally or politically. Stanton, knowing his creator, sympathized with him. For several months after his appointment, he exhibited some of his peculiar traits towards me. He is by nature a sensationalist, has from the first been filled with panics and alarms, in which I have not participated; and I have sometimes exhibited little respect or regard for his mercurial flights and sensational disturbances. He saw on more than one occasion that I was cool when he was excited, and he well knew that I neither admired his policy nor indorsed his views. Of course we were courteously civil, but reserved and distant. The opposition in the early days of the Administration were violent against the Navy management, and the class of Republicans who had secretly been opposed to my appointment joined in the clamor. In the progress of events there was a change. The Navy and my course, which had been assailed, — and which assaults he countenanced, — grew in favor, while my mercurial colleague failed to give satisfaction. His deportment changed after the naval success at New Orleans, and we have since moved along harmoniously at least. He is impulsive, not administrative; has quickness, often rashness, when he has nothing to apprehend; is more violent than vigorous, more demonstrative than discriminating, more vain than wise; is rude, arrogant, and domineering towards those in subordinate positions if they will submit to his rudeness, but is a sycophant and dissembler in deportment and language with those whom he fears. He has equal cunning but more force and greater capacity than Cameron; yet the qualities I have mentioned and his uneasy, restless nature make him, though possessed of a considerable ability of a certain sort, an unfit man in many respects for the War Department in times like these. I have sometimes thought McClellan would better discharge the duties of Secretary of War than those of a general in the field, and that a similar impression may have crossed Stanton's mind, and caused or increased his hate of that officer. There is no love lost between them, and their enmity towards each other does not injure McClellan in the estimation of Blair. Should McClellan in this Maryland campaign display vigor and beat the Rebels, he may overthrow Stanton as well as Lee. Blair will give him active assistance. But he must rid himself of what President Lincoln calls the "slows." This, I fear, is impossible; it is his nature.
