Lieutenant-Colonel Rutherford B. Hayes to Colonel Eliakim P. Scammon: Sunday, May 11, 1862

May 11, 1862.

Sir: — Yesterday morning, 10th inst, at dawn, our mounted pickets three miles south of Parisburg [Pearisburg] gave notice that the enemy was approaching in order of battle. It was soon discovered that his force was from twenty-five hundred to three thousand, and that he had a battery of five pieces. In pursuance of your order and according to a plan previously arranged, the following disposition of my command was made. All our teams and all the teams we could press were loaded and started for the Narrows of New River. The cavalry under Captain Gilmore, numbering thirty-five, and detachments of two companies of the Second Virginia V. C. [Volunteer Cavalry] under Captains Emmons and Scott respectively were dispatched to the front with instructions to harrass and delay the enemy. Company H, Captain Drake, and Company B, Captain Sperry of the Twenty-third Regiment O. V. I. were assigned a similar duty. The remaining seven companies (Company C not having joined the regiment) of the Twenty-third Regiment were drawn up in line of battle on a ridge in the rear of the village and about a half a mile in rear of our skirmishers. My whole force did not exceed six hundred men.

The enemy on approaching the first line of skirmishers halted and opened upon it with their artillery. The enemy, soon after the firing commenced, sent detachments right and left to flank our skirmishers. The skirmishers slowly and in good order withdrew keeping up a constant and galling fire upon the advancing lines. The enemy continued to press forward slowly and occasionally halting until they reached the seven companies of the Twenty-third Regiment in line of battle. Our whole force was gradually pushed back, the enemy following with his whole force, halting frequently to place his guns in position. In this way the fight was kept up four or five hours when we reached the Narrows of New River five and a half miles north of Parisburg [Pearisburg]. Here we were able to take advantage of the narrow pass and brought the enemy to a stand. He made no serious effort to enter the Narrows in the face of the force I had posted at the extreme southern entrance of the Narrows at Wolf Creek Bridge.

After perhaps two hours' delay the enemy succeeded in getting two guns on the opposite bank of New River and at a distance of two hundred and fifty or three hundred yards began to throw shell into the detachment defending the pass. Our force drew back to a new position out of range. The enemy again advanced his guns, and thus gradually we were forced to the lower entrance of the Narrows. No part of the enemy's force succeeded in getting through the Narrows. About the time the enemy ceased to push forward, the cavalry under your command came up. The fighting lasted seven or eight hours during which time the detachment under my command retreated about seven miles.

Our loss was two killed and ten wounded and six missing. Of these the Twenty-third O. V. I. lost Private Hoyt C. Tenney, Company B, killed; and Privates Thomas Redmond, Company I, John Leisure, Company D, and Henry Ward, Company B, missing and probably taken prisoners. The wounded are all doing well. Sergeant-Major Eugene L. Reynolds was hit in the head by a fragment of shell while fighting in the front line of skirmishers and knocked down. He had a narrow escape, but was not seriously hurt. A severe wound was received by Sergeant O. H. Ferrell, Company H. The other wounds are all slight. The names of the injured in the Second Virginia Cavalry have not been sent in.

We brought off our prisoners taken when we entered Parisburg [Pearisburg] and carried away all our quartermaster stores and ammunition. We lost the provisions we had previously captured from the enemy (except what we had consumed), of which there was a large quantity. The enemy's loss in killed and wounded is not known.

The officers and men of Captain Gilmore's Cavalry behaved with the greatest gallantry during the entire day. The two companies of the Second Virginia Cavalry rendered important service when dismounted and acting as skirmishers on the right of our line in the morning. The Twenty-third Regiment, officers and men, were cool and steady and the whole retreat in the face, and for the most part under the fire, of an overwhelming superior force was conducted without the slightest confusion or haste on their part.

It is much to be regretted that reinforcements which I had so frequently and urgently requested could not be sent in time to save Parisburg [Pearisburg], as the loss of position and property is very serious.*

Diary of Luman Harris Tenney: Friday, September 19, 1862

In the morning went to the post commissary for provisions. Met on my return to camp the poor man we had prisoner, with his wife. I stopped and conversed with them. The woman at first seemed angry but she soon quieted. When I bid them goodbye, they invited me to call, if I ever came that way. At 4 P. M. left with detail of 60 men, Capt. Nettleton, Lieuts. Stewart and Niman for Springfield. Marched to the Drywood and encamped at 8 P. M. Lost the command and passed them and went through the woods.

Lieutenant-Colonel Rutherford B. Hayes To Colonel Eliakim P. Scammon, May 9, 1862 - Morning

Sir: — Your dispatch of yesterday reached me about 10:30 o'clock P. M. Its suggestions and cautions will be carefully heeded. If in any important respect my reports are defective, I shall be glad to correct the fault. The novelty of my situation and the number and variety of claims upon my attention must be my apology for what may seem negligence. Our men and horses are getting worn-out with guard, picket, and patrol duty, added to the labor of gathering in forage and provisions. You say nothing of the forward movement having been disapproved, nor of abandoning or reinforcing this point. I infer that we may look for reinforcements today. It is of the utmost importance that we get prompt and large additions to our strength. The facts are these: Large amounts of forage and provisions which we might have got with a larger force are daily going to the enemy. The enemy is recovering from his panic, is near the railroad and getting reinforcements. He is already stronger than we are, at least double as strong. But all this you already know from repeated dispatches of mine and I doubt not you are doing all you can to bring up the needed additions to our force.

I learn from contrabands that there is a practicable way for foot and horse, not teams, up Walker's Creek on this side, by which a force can pass over the mountains, five or seven miles from the road and reach the rear or turn the enemy's position. From the general appearance of the hills near here I think that some such passage can be found. The enemy has destroyed the boats at the ferries, or removed them from this side wherever it was possible to do so. The quartermaster is rigging up mule teams and ox teams to do the extra hauling with considerable success. There is of course some grumbling among owners of wagons, etc., but I tell them it is a military necessity. The morning papers of Lynchburg are received here frequently the evening of the same day and regularly the next day. This shows how near we are to the centre of things.

Diary of Luman Harris Tenney: Monday, September 15, 1862

Okie and I went to town and got provisions for five days' rations. Saw Haynes and went to his tent and took dinner with him. Had a good time. Read a letter from Fred Allen. Went into the hospital and visited Bigelow and Ohio boys. Saw Laundon and walked to camp with him. Full of fun as ever. Found Okie issuing rations. Helped during the rest of the afternoon.

Went down to the post commissary to get provisions. Saw Delos and went down with him to see Charlie. He agreed upon proposal to fill out a program Fred had sent on for the celebration of the 10th, Charlie's birthday, and anniversary of our enlistment. Issued rations during the day. Charlie came up in the evening and read what he had written. Liked it well. A complete farce to fool the boys. No mail for me in the evening.

2nd Lieutenant Norman J. Hall's Notes: Probably Presented to Lincoln and his Cabinet March 15, 1861

I have the honor to state that I could not concur with Captain Rodgers, with whom I was directed to confer, in his plan for the entrance of the harbor of Charleston with men and provisions for Fort Sumter. He proposes to procure a vessel (steamboat), with a draught of not over six and one-half feet, in some Northern port, and with the cargo to be cleared for Charleston, letting it be known, as if in confidence, that the design is to force a landing on the southern extreme of Morris Island; to carry the batteries by the rear and destroy the channel; to bring in the vessel, the vessel to regulate her speed so as to arrive off the bar in a dark night and at high tide, and to proceed through the Swash Channel with her lights extinguished; in case of discovery and being fired at, to drop a cork with a light in it, which would deceive the gunners. If the batteries are lighted up the men cannot see in the distance; if they are not, the lights will not be visible. The commander is to be allowed to back his vessel in case of a storm on the way down.

My objections to this plan are very numerous. In the first place, the deception would be apparent, as no one would attempt a forced landing with means possible to such a vessel. Secondly, not being a sea-going vessel the danger to life and the success of the undertaking is so great as to appear imprudent at best. Thirdly, it is unsafe to calculate upon not being seen off the bar, as a number of watch vessels, some with troops and cannon, are stationed off and along the entrance. Fourthly, even though the above dangers should all be safely passed and it should prove a moonless night and high tide at a proper time, still a chance shot through the machinery would defeat the enterprise.

The plan is grounded upon the most fortunate and improbable circumstances. It might succeed; but I think failure would be the rule. By an examination of the chart of the harbor of Charleston it will be seen that the Swash Channel passes outside the range of all the batteries erected along the entrance, except, perhaps, the small one near Cummings Point (of one 32-pounder and one 12-pounder), and this can be safely neglected. Fort Moultrie can bring several guns to bear for a mile and a half (not ten minutes), but their field has been greatly reduced by the traverse with small embrasures lately thrown up on the parapet. Considering as effective all the means in the hands of those hostile to the undertakings, the following are at present to be noticed: The channel will not admit of more than six and one-half feet draught with ease in sailing; at least one steamer with troops and field guns will be near the bar; a line of pilot schooners and signal vessels form a cordon outside the bar; the main ship channel is obstructed with sunken ships; Maffitt's Channel is raked and crossed by the fires of Moultrie and batteries placed along Sullivan's Island; the buoys and range lights are removed; the anchorage, except a small area, is under the fire of guns from the several fortified points; the Swash Channel is readily followed by ranging Fort Sumter on St. Michael's till within five hundred yards of the fort, where a detour to the right will be necessary. Carefully navigated, passing very near the north side of the fort, the vessel may be brought to the wharf at high tide. If not successful, small boats may be furnished by the fort. The only effective guns are those of Fort Moultrie on this entrance. I have the honor to propose that a war vessel (the Brooklyn best) be dispatched with two schooners and two ordinary steam-tugs, each of not more than six feet and a half draught, and under the same pretension as that first proposed, and this combination will give color to the rumor. One of the schooners is to be loaded with  provisions entirely, and the hay is to be stored on the starboard. The other, with some provisions, is to carry the troops. The vessels arrived off the bar, the Brooklyn can keep all hostile vessels at a distance and make the following arrangement:

The vessel with provisions is to be placed upon the right, next a screw-tug, next the vessel with troops, and again a tug. The right-hand vessel will cover those on the left, protecting from fire the troops and means of locomotion. The vessels should arrive off the bar two hours before high tide, so that the tide will be rising all the way in, and if grounded may be floated off in a short time. To prevent vessels from the city and the cutters inside the harbor from interfering, the fort shall be signaled, and will reply by lowering its flag or showing a light, and will prevent any vessel going out. Signals should be agreed upon, and the time, day or night, also. Two field pieces, loaded with canister, might be used to meet a desperate attempt to board the vessels. The hay in bales should be wet, to prevent heated balls from setting fire to the vessels.

Simon Cameron to J. Edgar Thomson, April 27, 1861

WASHINGTON, April 27, 1861.
J. EDGAR THOMSON,  Philadelphia, Pa.:

DEAR SIR: Yours of the 24th [23d] inst. is here. I am really gratified to hear from you that our military friends in Philadelphia have opened their eyes to the existing state of affairs in the country. We have been without any response, except request for small matters of detail, while all my orders and wishes of the last week have been neglected. Until the day before yesterday we had not 2,500 men here under arms. Now we shall have enough in a day or two.

The railway from Annapolis to this place, under the direction of Scott, will be open by Monday for the whole amount of business of which it is capable. We shall want very few more troops by that route, but provisions, clothing, and munitions should be hurried here by it.

I have sent an engineer to reopen the Northern Central, and have ordered, an able officer of this Department to take charge of the troops that may assemble at Harrisburg, and bring them in immediate connection with Baltimore, to be concentrated where the city can be reached. We must occupy it without delay. I will never consent, if the whole power of this Department can prevent it, that a rebel force shall prevent the passage of our fellow-citizens from coming here unmolested. The authorities of Baltimore have acted with bad faith, and one of the most painful acts I have witnessed was the order for the return of our troops from Cockeysville; but that is past, and now we will amend the error.

The President has given me full power to open this communication, and I will do it. To-day the President has ordered me to raise twenty-five regiments of regulars, and also ordered the erection of a manufactory for arms at Rock Island, Ill. This shows you that there will be no lack of energy here. If the officers now in command will not act with energy, General Scott shall be authorized to find others that will.

Diary of John Beauchamp Jones: October 28, 1862

Gen. Bragg is here, but will not probably be deprived of his command. He was opposed by vastly superior numbers, and succeeded in getting away with the largest amount of provisions, clothing, etc., ever obtained by an army. He brought out 15,000 horses and mules, 8000 beeves, 50,000 barrels of pork, a great number of hogs, 1,000,000 yards of Kentucky cloth, etc. The army is now at Knoxville, Tennessee, in good condition. But before leaving Kentucky, Morgan made still another capture of Lexington, taking a whole cavalry regiment prisoners, destroying several wagon trains, etc. It is said Bragg's train of wagons was forty miles long! A Western tale, I fear.

Letters from Lee urge the immediate completion of the railroad from Danville to Greenville, North Carolina, as of vital importance. He thinks the enemy will cut the road between this and Weldon. He wants Confederate notes made a legal tender; and the President says that, as the courts cannot enforce payment in anything else, they are substantially a legal tender already. And he suggests the withholding of pay from officers during their absence from their regiments. A good idea.

Everything indicates that Richmond will be assailed this fall, and that operations in the field are not to be suspended in the winter.

Polk, Bragg, Cheatham, etc. are urging the President to make Col. Preston Smith a brigadier-general. Unfortunately, Bragg's letter mentioned the fact that Beauregard had given Smith command of a brigade at Shiloh; and this attracting the eye of the President, he made a sharp note of it with his pencil. “What authority had he for this?” he asked; and Col. Smith will not be appointed.

Captain William Thompson Lusk to Elizabeth Adams Lusk, December 10, 1861

Port Royal District, Dec. 10th, 1861.
My dear Mother:

I am still much busied — still find it difficult to cull even a few moments from multifarious duties, even to write my dear mother. I would like much to have a chance to write you a good long letter, yet must wait until more leisure shall fall to my share. We have the last few days been more than ever busy, owing to our formal occupation of Beaufort, where we are now pleasantly living. All sorts of comforts are at our disposal. The house occupied by the General is one belonging to Rev. (I think) Mr. Smith, an extremely elegant one. The portrait of Bishop Eliot looks down benignantly from over the mantel while I write.

I wish the owners were back in their old homes, notwithstanding they have relinquished all their old home luxuries to us. I do not, I think, possess quite enough of the Vandal spirit, for anything like predative warfare. I have spoken of the extreme pressure of duties, and this you will understand when I tell you I often ride thirty miles, visiting posts, arranging pickets, and in the examination of doubtful points, during the day, besides performing many other duties, such as may fall to my share. I must say night generally finds me weary and after evening work is done, disinclined even to write you.

All things seem to thrive with us so far. What we still need is a sufficiently efficient organization to enable us to strike with rapidity. Here we are, nearly five weeks in possession of this point, and as yet we have hardly been able to get the stores ashore, which we originally brought with us. And all this time too we read in the newspapers of the great zeal and activity displayed by Captain who has charge of these things. By this time we ought, considering the great fear that filled the inhabitants on our first landing, to have been able to follow up our first successes by a series of determined blows, placing the entire State at our disposal. Still we are young at war, and cannot hope to learn all these things at once. We have however done something. Immense quantities of cattle, corn, and provisions have been gathered into the commissary stores, Hilton Head has been securely fortified, and some cotton saved, though much of the latter has been burned by the South Carolinians to prevent its falling into our hands. I think Cousin Louisa's favorite, Sam Lord, is in the Army awaiting us on the mainland. At least I heard such to be the case from a negro driver on one of the plantations, who seemed to know him. The Pringles lived somewhere in this neighborhood too, so I am brought almost face to face with old friends.

Diary of John Beauchamp Jones: August 30, 1862


Banks, by the order of Pope, has burnt 400 Yankee cars loaded with quartermaster's and commissary stores. But our soldiers have fared sumptuously on the enemy's provisions, and captured clothing enough for half the army.

Passed a Catholic Mission for Indians. Very good conveniences. Many children. Three or four buildings. Stopped often to graze. Passed through a good country. Good oak and hickory timber. Passed an Indian village — Osages. Encamped upon a good plat of grass along the Neosho. After supper went to the river and bathed. Received invoice of provisions from “Buckshot.”

Arose at 4 A. M. First Battalion off at 5 to join Doubleday, 35 miles. Loaded provisions from citizens to mule teams. Infantry, as usual got the start, artillery next. Had a pleasant march. Long time crossing the Lightning Creek. Narrow roads for the wagons through the woods. Grazed often. Encamped with Ninth Wisconsin on the banks of Cherry Creek. Artillery crossed and camped. Issued beef. Rained in the afternoon. Slept out in the open air. Several officers and men tight. McMurray.

Diary of Judith Brockenbrough McGuire: February 28, 1865

Our new Commissary-General is giving us brighter hopes for Richmond by his energy. Not a stone is left unturned to collect all the provisions from the country Ministers of the Gospel and others have gone out to the various county towns and court-houses, to urge the people to send in every extra bushel of corn or pound of meat for the army. The people only want enlightening on the subject; it is no want of patriotism which makes them keep any portion of their provisions. Circulars are sent out to the various civil and military officers in all disenthralled counties in the State, — which, alas! when compared with the whole, are very few, — to ask for their superfluities. All will answer promptly, I know, and generously.

Since I last wrote in my diary, our Essex friends have again most liberally replenished our larder just as they did this time last year — if possible, more generously. The Lord reward them!

Diary of Judith Brockenbrough McGuire: September 1, 1864

–– ––– has this day entered on her duties as clerk in the “Surgeon-General's Department,” which she obtained with very little trouble on her part. We had always objected to her applying for an office, because we were afraid of the effect of sedentary employment on her health; but now it seems necessary to us, as the prices of provisions and house-rent have become so very high. Providence has dealt most mercifully with us from the beginning of the war: at first it seemed to be the pleasure of our friends as well as ourselves that we should be with them; then, when it became evident that the war would continue, Mr. ––– obtained an office, which gave us a limited, but independent, support. Then, when prices became high, and we could not live on the salary, the chaplaincy came, with a little better income. As provisions continued to increase in price, and our prospect seemed very poor for the winter, my office was obtained without the least effort on my part, though I had often sought one in the Treasury without success; and now, (when difficulties seem to be increasing with the great scarcity of provisions, the way is again made comparatively easy. So it seems that the Lord intends us to work for our daily bread, and to be independent, but not to abound.

Diary of Judith Brockenbrough McGuire: Wednesday, May 11, 1864

The last three days have been most exciting. The enemy on the south side of the river have made heavy demonstrations; their force is perhaps 40,000; ours not half that number. The militia, the City Battalion, and the clerks have gone from Richmond. They have had a heavy fight at Port Walthall, and another near Chester, in which we had, upon the whole, the advantage of them. In the mean time a large body of raiders are going over the country. They have cut the Central Railroad, and burnt three trains of cars, laden with provisions for General Lee's army, and are doing all manner of mischief to public and private property. Not a word can we hear from General Lee, except through private telegrams sent from Guiney's Station. The wires (telegraph) above that place have been cut. Our accounts from Guiney's are very encouraging. It is astonishing how quiet everybody is — all owing, I must believe, to an abiding faith in the goodness of God. Prayer-meetings are held in almost all the churches, and we take great comfort in them. It seems to me evident that the Lord is fighting our battles for us.

The last was a most disturbed night. We knew that the attaches of the War Department had received orders to spend the night there, and our son had promised us that if any thing exciting occurred he would come up and let us know. We were first aroused by hearing a number of soldiers pass up Broad Street. I sprang up, and saw at least a brigade passing by. As we were composing ourselves to sleep, I heard several pebbles come against the window. On looking out, I saw J. standing below. In a moment the door was opened and he was in our room, with the information, brought by a courier, that 7,000 raiders were within sixteen miles of us, making their way to the city. He also said that 3,000 infantry had marched to meet them. Every lady in the house dressed immediately, and some of us went down to the porch. There we saw ladies in every porch, and walking on the pavements, as if it were evening. We saw but one person who seemed really alarmed; every one else seemed to expect something to occur to stop the raiders. Our city had too often been saved as if by a miracle. About two o'clock a telegram came from General Stuart that he was in pursuit of the enemy. J. came up to bring us the information, and we felt that all was right. In a very short time families had retired to their chambers, and quietness reigned in this hitherto perturbed street. For ourselves, we were soon asleep. To-day General Stuart telegraphs that the enemy were overtaken at Ashland by Lomax's Brigade, and handsomely repulsed. We have just heard that they have taken the road to Dover's Mills, and our men are in hot pursuit.

Diary of 5th Sergeant Alexander G. Downing: Saturday, March 4, 1865

We remained in bivouac all day. The Fifteenth Corps just came in on a road to our left and is to cross the Pedee ahead of the Seventeenth. The rebel skirmishers are just across the river and our skirmishers are keeping up a lively fusillade. Our engineers cannot lay the pontoons so long as the rebels are on the opposite bank of the river and the plan is to send a detachment above or below and cross the river after dark, and flank them. The foragers of the Seventeenth Corps were put in command of the colonel of the Ninth Illinois today and sent out on a raid to Society Hill, fifteen miles south of Cheraw on the railroad. They captured and destroyed two trains of cars loaded with ammunition and provisions, and then tore up the tracks for some miles and burned everything in town that would burn.
