The Ostend Manifesto,* October 18, 1854

AIX-LA-CHAPELLE, October 18th, 1854.
TO THE HON. WM. L. MARCY,
        Secretary of State.

SIR: The undersigned, in compliance with the wish expressed by the President in the several confidential despatches you have addressed to us respectively to that effect, have met in conference, first at Ostend, in Belgium, on the 9th, 10th, and 11th instant, and then at Aix-la-Chapelle, in Prussia, on the days next following, up to the date hereof.

There has been a full and unreserved interchange of views and sentiments between us, which, we are most happy to inform you, has resulted in a cordial coincidence of opinion on the grave and important subjects submitted to our consideration.

We have arrived at the conclusion and are thoroughly convinced that an immediate and earnest effort ought to be made by the Government of the United States to purchase Cuba from Spain, at any price for which it can be obtained, not exceeding the sum of one hundred and twenty millions of dollars.

The proposal should, in our opinion, be made in such a manner as to be presented, through the necessary diplomatic forms, to the Supreme Constituent Cortes about to assemble. On this momentous question, in which the people both of Spain and the United States are so deeply interested, all our proceedings ought to be open, frank, and public. They should be of such a character as to challenge the approbation of the World.

We firmly believe that, in the progress of human events, the time has arrived when the vital interests of Spain are as seriously involved in the sale as those of the United States in the purchase of the Island, and that the transaction will prove equally honorable to both nations.

Under these circumstances, we cannot anticipate a failure, unless, possibly, through the malign influence of foreign Powers who possess no right whatever to interfere in the matter.

We proceed to state some of the reasons which have brought us to this conclusion; and, for the sake of clearness, we shall specify them under two distinct heads:

1. The United States ought, if practicable, to purchase Cuba with as little delay as possible.

2. The probability is great that the Government and Cortes of Spain will prove willing to sell it, because this would essentially promote the highest and best interests of the Spanish people.

Then—1. It must be clear to every reflecting mind that, from the peculiarity of its geographical position and the considerations attendant on it, Cuba is as necessary to the North American Republic as any of its present members, and that it belongs naturally to that great family of States of which the Union is the Providential Nursery.

From its locality it commands the mouth of the Mississippi and the immense and annually increasing trade which must seek this avenue to the ocean.

On the numerous navigable streams, measuring an aggregate course of some thirty thousand miles, which disembogue themselves through this magnificent river into the Gulf of Mexico, the increase of the population, within the last ten years, amounts to more than that of the entire Union at the time Louisiana was annexed to it.

The natural and main outlet of the products of this entire population, the highway of their direct intercourse with the Atlantic and the Pacific States, can never be secure, but must ever be endangered whilst Cuba is a dependency of a distant Power, in whose possession it has proved to be a source of constant annoyance and embarrassment to their interests.

Indeed, the Union can never enjoy repose, nor possess reliable security, as long as Cuba is not embraced within its boundaries.

Its immediate acquisition by our Government is of paramount importance, and we cannot doubt but that it is a consummation devoutly wished for by its inhabitants.

The intercourse which its proximity to our coasts begets and encourages between them and the citizens of the United States has, in the progress of time, so united their interests and blended their fortunes, that they now look upon each other as if they were one people and had but one destiny.

Considerations exist which render delay in the acquisition of this Island exceedingly dangerous to the United States.

The system of emigration and labor lately organized within its limits, and the tyranny and oppression which characterize its immediate rulers, threaten an insurrection, at every moment, which may result in direful consequences to the American People.

Cuba has thus become to us an unceasing danger, and a permanent cause of anxiety and alarm.

But we need not enlarge on these topics. It can scarcely be apprehended that foreign Powers, in violation of international law, would interpose their influence with Spain to prevent our acquisition of the Island. Its inhabitants are now suffering under the worst of all possible Governments,—that of absolute despotism, delegated by a distant Power to irresponsible agents who are changed at short intervals, and who are tempted to improve the brief opportunity thus afforded to accumulate fortunes by the basest means.

As long as this system shall endure, humanity may in vain demand the suppression of the African Slave trade in the Island. This is rendered impossible whilst that infamous traffic remains an irresistible temptation and a source of immense profit to needy and avaricious officials who, to attain their end, scruple not to trample the most sacred principles under foot.

The Spanish Government at home may be well disposed, but experience has proved that it cannot control these remote depositories of its power.

Besides, the commercial nations of the world cannot fail to perceive and appreciate the great advantages which would result to their people from a dissolution of the forced and unnatural connection between Spain and Cuba, and the annexation of the latter to the United States. The trade of England and France with Cuba would, in that event, assume at once an important and profitable character, and rapidly extend with the increasing population and prosperity of the Island.

2. But if the United States and every commercial nation would be benefited by this transfer, the interests of Spain would also be greatly and essentially promoted.

She cannot but see that such a sum of money as we are willing to pay for the Island would effect in the development of her vast natural resources.

Two thirds of this sum, if employed in the construction of a system of Railroads, would ultimately prove a source of greater wealth to the Spanish people than that opened to their vision by Cortes. Their prosperity would date from the ratification of the Treaty of cession. France has already constructed continuous lines of Railways from Havre, Marseilles, Valenciennes, and Strasbourg, via Paris, to the Spanish frontier, and anxiously awaits the day when Spain shall find herself in a condition to extend these roads, through her Northern provinces, to Madrid, Seville, Cadiz, Malaga, and the frontiers of Portugal.

This object once accomplished, Spain would become a centre of attraction for the travelling world and secure a permanent and profitable market for her various productions. Her fields, under the stimulus given to industry by remunerating prices, would teem with cereal grain, and her vineyards would bring forth a vastly increased quantity of choice wines. Spain would speedily become, what a bountiful Providence intended she should be, one of the first Nations of Continental Europe, rich, powerful, and contented.

Whilst two thirds of the price of the Island would be ample for the completion of her most important public improvements, she might, with the remaining forty millions, satisfy the demands now pressing so heavily upon her credit, and create a sinking fund which would gradually relieve her from the overwhelming debt now paralysing her energies.

Such is her present wretched financial condition, that her best bonds are sold, upon her own Bourse, at about one third of their par value; whilst another class, on which she pays no interest, have but a nominal value and are quoted at about one sixth of the amount for which they were issued. Besides, these latter are held principally by British creditors, who may, from day to day, obtain the effective interposition of their own Government, for the purpose of coercing payment. Intimations to that effect have been already thrown out from high quarters, and unless some new, source of revenue shall enable Spain to provide for such exigencies, it is not improbable that they may be realized.

Should Spain reject the present golden opportunity for developing her resources and removing her present financial embarrassments, it may never again return.

Cuba, in its palmiest days, never yielded her Exchequer, after deducting the expenses of its Government, a clear annual income of more than a million and a half of dollars. These expenses have increased to such a degree as to leave a deficit chargeable on the Treasury of Spain to the amount of six hundred thousand dollars.

In a pecuniary point of view, therefore, the Island is an encumbrance instead of a source of profit to the Mother Country.

Under no probable circumstances can Cuba ever yield to Spain one per cent. on the large amount which the United States are willing to pay for its acquisition.

But Spain is in imminent danger of losing Cuba without remuneration.

Extreme oppression, it is now universally admitted, justifies any people in endeavoring to relieve themselves from the yoke of their oppressors. The sufferings which the corrupt, arbitrary, and unrelenting local administration necessarily entails upon the inhabitants of Cuba cannot fail to stimulate and keep alive that spirit of resistance and revolution against Spain which has of late years been so often manifested. In this condition of affairs, it is vain to expect that the sympathies of the people of the United States will not be warmly enlisted in favor of their oppressed neighbors.

We know that the President is justly inflexible in his determination to execute the neutrality laws, but should the Cubans themselves rise in revolt against the oppressions which they suffer, no human power could prevent citizens of the United States and liberal minded men of other countries from rushing to their assistance.

Besides, the present is an age of adventure, in which restless and daring spirits abound in every portion of the world.

It is not improbable, therefore, that Cuba may be wrested from Spain by a successful revolution; and in that event, she will lose both the Island and the price which we are now willing to pay for it—a price far beyond what was ever paid by one people to another for any province.

It may also be here remarked that the settlement of this vexed question, by the cession of Cuba to the United States, would forever prevent the dangerous complications between nations to which it may otherwise give birth.

It is certain that, should the Cubans themselves organize an insurrection against the Spanish Government, and should other independent nations come to the aid of Spain in the contest, no human power could, in our opinion, prevent the people and Government of the United States from taking part in such a civil war in support of their neighbors and friends.

But if Spain, deaf to the voice of her own interest, and actuated by stubborn pride and a false sense of honor, should refuse to sell Cuba to the United States, then the question will arise, what ought to be the course of the American Government under such circumstances?

Self-preservation is the first law of nature, with States as well as with individuals. All nations have, at different periods, acted upon this maxim. Although it has been made the pretext for committing flagrant injustice, as in the partition of Poland and other similar cases which history records, yet the principle itself, though often abused, has always been recognized.

The United States have never acquired a foot of territory, except by fair purchase, or, as in the case of Texas, upon the free and voluntary application of the people of that independent State, who desired to blend their destinies with our own.

Even our acquisitions from Mexico are no exception to this rule, because, although we might have claimed them by the right of conquest in a just way, yet we purchased them for what was then considered by both parties a full and ample equivalent.

Our past history forbids that we should acquire the Island of Cuba without the consent of Spain, unless justified by the great law of self-preservation. We must in any event preserve our own conscious rectitude and our own self-respect.

Whilst pursuing this course, we can afford to disregard the censures of the world to which we have been so often and so unjustly exposed.

After we shall have offered Spain a price for Cuba, far beyond its present value, and this shall have been refused, it will then be time to consider the question, does Cuba in the possession of Spain seriously endanger our internal peace and the existence of our cherished Union?

Should this question be answered in the affirmative, then, by every law human and Divine, we shall be justified in wresting it from Spain, if we possess the power; and this, upon the very same principle that would justify an individual in tearing down the burning house of his neighbor, if there were no other means of preventing the flames from destroying his own home.

Under such circumstances, we ought neither to count the cost, nor regard the odds which Spain might enlist against us. We forbear to enter into the question, whether the present condition of the Island would justify such a measure.

We should, however, be recreant to our duty, be unworthy of our gallant forefathers, and commit base treason against our posterity, should we permit Cuba to be Africanized and become a second St. Domingo, with all its attendant horrors to the white race, and suffer the flames to extend to our neighboring shores, seriously to endanger or actually to consume the fair fabric of our Union.

We fear that the course and current of events are rapidly tending towards such a catastrophe. We, however, hope for the best, though we ought certainly to be prepared for the worst.

We also forbear to investigate the present condition of the questions at issue between the United States and Spain,

A long series of injuries to our people have been committed in Cuba by Spanish officials, and are unredressed. But recently a most flagrant outrage on the rights of American citizens, and on the flag of the United States, was perpetrated in the harbor of Havana, under circumstances which without immediate redress would have justified a resort to measures of war, in vindication of national honor. That outrage is not only unatoned, but the Spanish Government has deliberately sanctioned the acts of its subordinates and assumed the responsibility attaching to them.

Nothing could more impressively teach us the danger to which those peaceful relations it has ever been the policy of the United States to cherish with foreign nations are constantly exposed than the circumstances of that case.

Situated as Spain and the United States are, the latter have forborne to resort to extreme measures. But this course cannot, with due regard to their own dignity as an independent nation, continue; and our recommendations, now submitted, are dictated by the firm belief that the cession of Cuba to the United States, with stipulations as beneficial to Spain as those suggested, is the only effective mode of settling all past differences and of securing the two countries against future collisions.

We have already witnessed the happy results for both countries which followed a similar arrangement in regard to Florida.

John C. Calhoun: Speech on the Reception of Abolition Petitions, delivered in the Senate, February 6, 1837

If the time of the Senate permitted, I would feel it to be my duty to call for the reading of the mass of petitions on the table, in order that we might know what language they hold towards the slaveholding States and their institutions; but as it will not, I have selected, indiscriminately from the pile, two; one from those in manuscript, and the other from the printed, and without knowing their contents will call for the reading of them, so that we may judge, by them, of the character of the whole.

Such is the language held towards us and ours. The peculiar institution of the South—that, on the maintenance of which the very existence of the slaveholding States depends, is pronounced to be sinful and odious, in the sight of God and man; and this with a systematic design of rendering us hateful in the eyes of the world—with a view to a general crusade against us and our institutions. This, too, in the legislative halls of the Union; created by these confederated States, for the better protection of their peace, their safety, and their respective institutions;—and yet, we, the representatives of twelve of these sovereign States against whom this deadly war is waged, are expected to sit here in silence, hearing ourselves and our constituents day after day denounced, without uttering a word; for if we but open our lips, the charge of agitation is resounded on all sides, and we are held up as seeking to aggravate the evil which we resist. Every reflecting mind must see in all this a state of things deeply and dangerously diseased.

I do not belong to the school which holds that aggression is to be met by concession. Mine is the

opposite creed, which teaches that encroachments must be met at the beginning, and that those who act on the opposite principle are prepared to become slaves. In this case, in particular, I hold concession or compromise to be fatal. If we concede an inch, concession would follow concession—compromise would follow compromise, until our ranks would be so broken that effectual resistance would be impossible. We must meet the enemy on the frontier, with a fixed determination of maintaining our position at every hazard. Consent to receive these insulting petitions, and the next demand will be that they be referred to a committee in order that they may be deliberated and acted upon. At the last session we were modestly asked to receive them, simply to lay them on the table, without any view to ulterior action. I then told the Senator from Pennsylvania (Mr. Buchanan), who so strongly urged that course in the Senate, that it was a position that could not be maintained; as the argument in favor of acting on the petitions if we were bound to receive, could not be resisted. I then said, that the next step would be to refer the petition to a committee, and I already see indications that such is now the intention. If we yield, that will be followed by another, and we will thus proceed, step by step, to the final consummation of the object of these petitions. We are now told that the most effectual mode of arresting the progress of abolition is, to reason it down; and with this view it is urged that the petitions ought to be referred to a committee. That is the very ground which was taken at the last session in the other House, but instead of arresting its progress it has since advanced more rapidly than ever. The most unquestionable right may be rendered doubtful, if once admitted to be a subject of controversy, and that would be the case in the present instance. The subject is beyond the jurisdiction of Congress—they have no right to touch it in any shape or form, or to make it the subject of deliberation or discussion.

In opposition to this view it is urged that Congress is bound by the constitution to receive petitions in every case and on every subject, whether within its constitutional competency or not. I hold the doctrine to be absurd, and do solemnly believe, that it would be as easy to prove that it has the right to abolish slavery, as that it is bound to receive petitions for that purpose. The very existence of the rule that requires a question to be put on the reception of petitions, is conclusive to show that there is no such obligation. It has been a standing rule from the commencement of the Government, and clearly shows the sense of those who formed the constitution on this point. The question on the reception would be absurd, if, as is contended, we are bound to receive ; but I do not intend to argue the question; I discussed it fully at the last session, and the arguments then advanced neither have been nor can be answered.

As widely as this incendiary spirit has spread, it has not yet infected this body, or the great mass of the intelligent and business portion of the North; but unless it be speedily stopped, it will spread and work upwards till it brings the two great sections of the Union into deadly conflict. This is not a new impression with me. Several years since, in a discussion with one of the Senators from Massachusetts (Mr. Webster), before this fell spirit had showed itself, I then predicted that the doctrine of the proclamation and the Force Bill,—that this Government had a right, in the last resort, to determine the extent of its own powers, and enforce its decision at the point of the bayonet, which was so warmly maintained by that Senator, would at no distant day arouse the dormant spirit of abolitionism. I told him that the doctrine was tantamount to the assumption of unlimited power on the part of the Government, and that such would be the impression on the public mind in a large portion of the Union. The consequence would be inevitable. A large portion of the Northern States believed slavery to be a sin, and would consider it as an obligation of conscience to abolish it if they should feel themselves in any degree responsible for its continuance,—and that this doctrine would necessarily lead to the belief of such responsibility. I then predicted that it would commence as it has with this fanatical portion of society, and that they would begin their operations on the ignorant, the weak, the young, and the thoughtless,—and gradually extend upwards till they would become strong enough to obtain political control, when he and others holding the highest stations in society, would, however reluctant, be compelled to yield to their doctrines, or be driven into obscurity. But four years have since elapsed, and all this is already in a course of regular fulfilment.

Standing at the point of time at which we have now arrived, it will not be more difficult to trace the course of future events now than it was then. They who imagine that the spirit now abroad in the North, will die away of itself without a shock or convulsion, have formed a very inadequate conception of its real character; it will continue to rise and spread, unless prompt and efficient measures to stay its progress be adopted. Already it has taken possession of the pulpit, of the schools, and, to a considerable extent, of the press; those great instruments by which the mind of the rising generation will be formed.

However sound the great body of the non-slaveholding States are at present, in the course of a few years they will be succeeded by those who will have been taught to hate the people and institutions of nearly one-half of this Union, with a hatred more deadly than one hostile nation ever entertained towards another. It is easy to see the end. Ву the necessary course of events, if left to themselves, we must become, finally, two people. It is impossible under the deadly hatred which must spring up between the two great sections, if the present causes are permitted to operate unchecked, that we should continue under the same political system. The conflicting elements would burst the Union asunder, powerful as are the links which hold it together. Abolition and the Union cannot co-exist. As the friend of the Union I openly proclaim it—and the sooner it is known the better. The former may now be controlled, but in a short time it will be beyond the power of man to arrest the course of events. We of the South will not, cannot surrender our institutions. To maintain the existing relations between the two races, inhabiting that section of the Union, is indispensable to the peace and happiness of both. It cannot be subverted without drenching the country in blood, and extirpating one or the other of the races.

Be it good or bad, it has grown up with our society and institutions, and is so interwoven with them, that to destroy it would be to destroy us as a people. But let me not be understood as admitting, even by implication, that the existing relations between the two races in the slaveholding States is an evil: — far otherwise; I hold it to be a good, as it has thus far proved itself to be to both, and will continue to prove so if not disturbed by the fell spirit of abolition. I appeal to facts. Never before has the black race of Central Africa, from the dawn of history to the present day, attained a condition so civilized and so improved, not only physically, but morally and intellectually. It came among us in a low, degraded, and savage condition, and in the course of a few generations it has grown up under the fostering care of our institutions, reviled as they have been, to its present comparatively civilized condition. This, with the rapid increase of numbers, is conclusive proof of the general happiness of the race, in spite of all the exaggerated tales to the contrary.

In the mean time, the white or European race has not degenerated. It has kept pace with its brethren in other sections of the Union where slavery does not exist. It is odious to make comparison; but I appeal to all sides whether the South is not equal in virtue, intelligence, patriotism, courage, disinterestedness, and all the high qualities which adorn our nature. I ask whether we have not contributed our full share of talents and political wisdom in forming and sustaining this political fabric; and whether we have not constantly inclined most strongly to the side of liberty, and been the first to see and first to resist the encroachments of power.

In one thing only are we inferior—the arts of gain; we acknowledge that we are less wealthy than the Northern section of this Union, but I trace this mainly to the fiscal action of this Government, which has extracted much from, and spent little among us. Had it been the reverse,—if the exaction had been from the other section, and the expenditure with us, this point of superiority would not be against us now, it was not at the formation of this Government.

But I take higher ground. I hold that in the present state of civilization, where two races of different origin, and distinguished by color, and other physical differences, as well as intellectual, are brought together, the relation now existing in the slaveholding States between the two, is, instead of an evil, a good—a positive good. I feel myself called upon to speak freely upon the subject where the honor and interests of those I represent are involved. I hold then, that there never has yet existed a wealthy and civilized society in which one portion of the community did not, in point of fact, live on the labor of the other. Broad and general as is this assertion, it is fully borne out by history. This is not the proper occasion, but if it were, it would not be difficult to trace the various devices by which the wealth of all civilized communities has been so unequally divided, and to show by what means so small a share has been allotted to those by whose labor it was produced, and so large a share given to the nonproducing classes. The devices are almost innumerable, from the brute force and gross superstition of ancient times, to the subtle and artful fiscal contrivances of modern. I might well challenge a comparison between them and the more direct, simple, and patriarchal mode by which the labor of the African race is, among us, commanded by the European. I may say with truth, that in few countries so much is left to the share of the laborer, and so little exacted from him, or where there is more kind attention paid to him in sickness or infirmities of age. Compare his condition with the tenants of the poor houses in the more civilized portions of Europe—look at the sick, and the old and infirm slave, on one hand, in the midst of his family and friends, under the kind superintending care of his master and mistress, and compare it with the forlorn and wretched condition of the pauper in the poor house. But I will not dwell on this aspect of the question; I turn to the political; and here I fearlessly assert that the existing relation between the two races in the South, against which these blind fanatics are waging war, forms the most solid and durable foundation on which to rear free and stable political institutions. It is useless to disguise the fact. There is and always has been in an advanced stage of wealth and civilization, a conflict between labor and capital. The condition of society in the South exempts us from the disorders and dangers resulting from this conflict; and which explains why it is that the political condition of the slaveholding States has been so much more stable and quiet than that of the North. The advantages of the former, in this respect, will become more and more manifest if left undisturbed by interference from without, as the country advances in wealth and numbers. We have, in fact, but just entered that condition of society where the strength and durability of our political institutions are to be tested; and I venture nothing in predicting that the experience of the next generation will fully test how vastly more favorable our condition of society is to that of other sections for free and stable institutions, provided we are not disturbed by the interference of others, or shall have sufficient intelligence and spirit to resist promptly and successfully such interference. It rests with ourselves to meet and repel them. I look not for aid to this Government, or to the other States; not but there are kind feelings towards us on the part of the great body of the non-slaveholding States; but as kind as their feelings may be, we may rest assured that no political party in those States will risk their ascendency for our safety. If we do not defend ourselves none will defend us; if we yield we will be more and more pressed as we recede; and if we submit we will be trampled under foot. Be assured that emancipation itself would not satisfy these fanatics:—that gained, the next step would be to raise the negroes to a social and political equality with the whites; and that being effected, we would soon find the present condition of the two races reversed. They and their northern allies would be the masters, and we the slaves; the condition of the white race in the British West India Islands, bad as it is, would be happiness to ours. There the mother country is interested in sustaining the supremacy of the European race. It is true that the authority of the former master is destroyed, but the African will there still be a slave, not to individuals but to the community, forced to labor, not by the authority of the overseer, but by the bayonet of the soldiery and the rod of the civil magistrate.

Surrounded as the slaveholding States are with such imminent perils, I rejoice to think that our means of defence are ample, if we shall prove to have the intelligence and spirit to see and apply them before it is too late. All we want is concert, to lay aside all party differences, and unite with zeal and energy in repelling approaching dangers. Let there be concert of action, and we shall find ample means of security without resorting to secession or disunion. I speak with full knowledge and a thorough examination of the subject, and for one, see my way clearly. One thing alarms me—the eager pursuit of gain which overspreads the land, and which absorbs every faculty of the mind and every feeling of the heart. Of all passions avarice is the most blind and compromising—the last to see and the first to yield to danger. I dare not hope that any thing I can say will arouse the South to a due sense of danger; I fear it is beyond the power of mortal voice to awaken it in time from the fatal security into which it has fallen.

Diary of Gideon Welles: Monday, April 3, 1865

Intelligence of the evacuation of Petersburg and the capture of Richmond was received this A.M., and the city has been in an uproar through the day.

Most of the clerks and others left the Departments, and there were immense gatherings in the streets. Joy and gladness lightened every countenance. Secessionists and their sympathizers must have retired, and yet it seemed as if the entire population, the male portion of it, was abroad in the streets. Flags were flying from every house and store that had them. Many of the stores were closed, and Washington appeared patriotic beyond anything ever before witnessed. The absence of the Assistant, Chief Clerk, and Solicitor compelled my attendance until after 3 P.M. close of mail.

Attorney-General Speed and myself met by agreement at Stanton's room last night at nine, to learn the condition of affairs with the armies. We had previously been two or three times there during the day. It was about eleven before a dispatch was received and deciphered. The conversation between us three was free, and, turning on events connected with the Rebellion, our thoughts and talk naturally traveled back to the early days of the insurrection and the incipient treason in Buchanan's cabinet. Stanton became quite communicative. He was invited, as I have previously understood, through the influence of Black. Says Buchanan was a miserable coward, so alarmed and enfeebled by the gathering storm as to be mentally and physically prostrated, and he was apprehensive the President would not survive until the fourth of March. The discussion in regard to the course to be pursued towards Anderson and the little garrison at Sumter, became excited and violent in December, 1860. On the 27th or 29th of that month there were three sessions of the Cabinet in council. Sitting late at night, Buchanan, wrapped in an old dressing-gown or cloak, crouched in a corner near the fire, trembled like an aspen leaf. He asked what he should do. Declared that Stanton said he ought to be hung and that others of the Cabinet concurred with him. This, Stanton said, grew out of his remarks that if they yielded up Sumter to the conspirators it was treason, and no more to be defended than Arnold's. In the discussion Holt was very emphatic and decided in his loyalty, Toucey the most abject and mean. When called upon by the President for his opinion, Toucey said he was for ordering Anderson to return immediately to Fort Moultrie. He was asked if he was aware that Moultrie was dismantled, and replied that would make no difference, Anderson had gone to Sumter without orders, and against orders of Floyd, and he would order him back forthwith. Stanton says he inquired of Toucey if he ever expected to go back to Connecticut after taking that position, and Toucey said he did, but asked Stanton why he put the question. Stanton replied that he had inquired in good faith, that he might know the character of the people in Connecticut or Toucey's estimate of them, for were he, S., to take that position and it were known to the people of Pennsylvania, he should expect they would stone him the moment he set foot in the State, stone him through the State, and tie a stone around his neck and throw him in the river when he reached Pittsburg. Stanton gives Toucey the most despicable character in the Buchanan cabinet, not excepting Floyd or Thompson.

Alfred M. Barbour, U. S. Superintendent at Harper's Ferry, has advised me by telegraph of his fear of an armed attempt to rescue Brown, and also of his apprehension that property at Harper's Ferry would be put in danger. I have telegraphed the Secretary of War, and asked if any force was to be sent this evening, as the danger apprehended from an attack of outlaws was immediate. In the fear that he might not be at his department when the dispatch was sent, I advise you of that dispatch. We shall take steps to protect our property, and I think that the safety of the Armory &c., requires some prompt action from the Government.

Diary of Gideon Welles: Monday, March 13, 1865

Rear-Admiral Porter spent the evening at my house. Among other things he detailed what he saw and knew of Jeff Davis and others in the early days of the Rebellion. He was, he admits, and as I was aware, on intimate terms with Davis and Mrs. Davis, and had been so for some years. On the evening after reception of the news that South Carolina passed the secession ordinance he called at Davis's house. A number of Secession leaders, he says, were there. It was a rainy, disagreeable evening, but Mrs. Davis came down stairs bonneted and prepared to go out. She caught him and congratulated him on the glorious news. South Carolina had declared herself out of the Union, which was to be broken up. She was going to see the President, Buchanan, and congratulate him. Wanted to be the first to communicate the intelligence to him. Porter told her the weather and roads were such she could not walk, and, one of the Members of Congress having come in a hack, he, Porter, took it and accompanied her. On the way he inquired why she should feel so much elated. She said she wanted to get rid of the old government; that they would have a monarchy South, and gentlemen to fill official positions. This, he found, was the most earnest sentiment, not only of herself but others. Returning in the carriage to Davis's house, he found that the crowd of gentlemen was just preparing to follow Mrs. D. to call on the President and interchange congratulations. They all spoke of Buchanan, he says, as being with them in sentiment, and Porter believes him to have been one of the most guilty in that nefarious business; that he encouraged the active conspirators in his intercourse with them, if he did not openly approve them before the world.

Governor Canby [sic]1 of Maine called on me a week ago and spoke of having a naval vessel on the eastern coast for recruiting purposes and for protection. After a little discussion of the subject, he said there was a committee in Washington who had procured themselves to be appointed to come on and make formal application; that they desired to attend the inauguration, and had got up this excuse; would make probably a little display and hoped they might be gratified with a few words of recognition, etc., etc. Two or three hours later, the committee, Mr. Poor and his two associates, came in with Mr. Pike, who introduced them. Mr. Poor was the chairman and presented me a paper containing sundry resolutions indorsed by the President, to the effect that he wished them to have vessels if they could be spared. Mr. Poor was verbose and pompous; let me know his official importance; wanted their application should be granted. I told them their proposition for steamers to patrol the Maine coast was inadmissible, but such protection as could be extended and the occasion required would be regarded. My remarks were not such as suited the pragmatical chairman. The other gentlemen exhibited more sense.

Two or three days after, I had a communication from the committee, who wanted to know if their application in behalf of the State of Maine could be granted. Remembering Governor Canby's remarks, I wrote them at some length the views I had expressed orally at our interview.

Soft words and a superfluity of them only added fuel to Chairman Poor's vanity, and he replied by a supercilious and silly letter which indicated a disposition to cut a figure; and I replied by a brief but courteous line, tersely containing the same opinions I had given.

A special train will be ordered to be in readiness for any troops ordered to be sent. Secretary Floyd has been telegraphed. The rioters are more than two hundred strong. Please answer.

DEAR SISTER:  We are on general review in mineralogy and geology preparatory to our last January examination, and, possibly, our very last.  These are delightful studies, and the method of instruction here renders us very familiar with minerals.  Each rock has now its story for us. . . . The political horizon is very black.  Today’s papers inform us that South Carolina has seceded.  The veil behind which Webster sought not to penetrate has been “rent in twain,” and secession, with its evils, is now a reality.  Let her go.  She has been a pest, an eye-sore, an abomination ever since she entered the Union.  Were it not that her example may become contagious, few would regret her course; but, in the present excited state of feeling at the South, there is imminent danger that the whole South will drift into the terrible gulf which secession opens before them.  I believe in Union, but South Carolina has taken the initiative, and she is responsible for whatever follows, and posterity will hold her Every friend of freedom will execrate her course. War, I believe, must speedily follow, and by her act. The papers say, “Buchanan has ordered the commandant of Fort Moultrie to surrender if attacked”; if true, what a traitor! Floyd has sent twenty-five thousand stand of arms to different Southern posts within the past year, and for what? Certainly not for the use of soldiers garrisoning them. What, then, is the inference? That they shall be convenient for secession. The Administration must be deeply implicated in this plot to destroy the government. Its conduct can not be explained otherwise. I heartily rejoice that Abraham Lincoln is elected, and that we have such a noble set of Republicans at Washington to meet this critical emergency. As for myself, I am ambitious, and desire fame, but I will stand by the right; for what is the worth of fame when purchased by dishonor? God orders or suffers all things.

Jonathan Worth to Joseph John Jackson, December 17, 1860

I can not find time to write you as often as I ought to.

To-day the Senate voted 27 to 15 to suspend the rules in order to pass through its 2d and 3d readings a bill offered this morning by Erwin, who is a manly disunionist, not a disunionist under the disguise of secession, authorizing the Gov. to expend $300,000 in buying arms. The reason given for this remarkable precipitancy is that there are reasons to fear that a considerable insurrection is on foot, and secondly, that just now a gun factory offers him the guns at cash prices and payment to be made in State bonds at par. I need not say that such pretext is equally silly. The bill is made the order of the day for 12 to-morrow. It will probably pass its second and third readings. Its real object is to enable the Governor to arm volunteers to aid S. C. The State will soon be involved in war unless, to the great disappointment and mortification of the leaders in this General Assembly, the committee of 33 should make a pacification.


Cass has resigned because B. would not reinforce Ft. Moultrie. This is the report here, fully credited. Cass is too much of a Statesman to connive at the refusal of the President to execute the laws. Lincoln would not be permitted to execute them.

So So. Ca. will become another Paradise—By her cotton will rule the world—Get plenty of cheap negroes from Africa, and we may possibly be allowed to attach ourselves to her as an humble dependency.

Slavery, as Gen. Jackson well predicted, is only a “pretext.” Slavery is doomed if the South sets up a Southern Confederacy. With Canada in effect for her Northern border from the Atlantic to the Pacific—all hating us, it is madness to think of anything else only to cut the throats of the negroes or have our own throats cut.

I am truly sorry that I am a member of this Assembly which I think contains less of patriotism than any like number of men ever assembled in this State since the close of the Revolution.

Nearly half of the Democratic members desire to preserve the Union, but they are the rank and file and will all ultimately follow their leaders—at least, vote for the measures of Avery and Co.—all of which, openly or in disguise, look to a dissolution.

Jonathan Worth’s Address to People Of Randolph And Alamance, January 31, 1861

To My Constituents of the Counties of Randolph and Alamance:

On the 28th of February next you are called upon, by the question of a an act of the General Assembly, by your vote to declare whether or not you want a State Convention, restricted to the consideration of our National Affairs; and also, at the same time, to vote for delegates for said Convention, in case a majority of the whole State shall call it. The Act provides that the action of the Convention shall have no validity until ratified by a vote of the people. I voted against this act because neither the Constitution of the United States, nor of this State, contemplates any such convention, and because I can see no way by which it can do any good, and I fear it may do much mischief. Such a convention is a modern invention of South Carolina, to bring about a sort of legalized revolution. It has been adopted in most of the Southern States. All its original advocates were disunionists. Wherever such a convention has assembled, it has asserted the power to sever the State from the Union, and declare it an independent government. Under my oath to support the Constitution of the United States, I could not vote to call a convention to overthrow that instrument. I thought it improper for the General Assembly to ask you whether you want an unconstitutional Convention. What can it do o lt can do nothing only as a revolutionary body. Everybody looks for a remedy for our national troubles, to an amendment of the Constitution of the United States. The Fifth Article of the Constitution of the United States prescribes two modes of amendment. I give you the words:

“The Congress, whenever two-thirds of both houses shall deem it necessary, shall propose amendments to this Constitution; or on the application of the Legislatures of two-thirds of the several States shall call a convention for proposing amendments, which, in either case, shall be valid, for all intents and purposes, as part of this Constitution, when ratifical by the Legislatures of three-fourths of the several States, or by conventions in three-fourths thereof, as the one or the other mode of ratification may be proposed by the Congress.”

Our wise fathers did not intend that the great fundamental law—the Constitution—should be lightly altered. If bare majorities of the popular vote could have altered it, a written Constitution would have been idle.

You will see that there are two constitutional modes of amendment. Congress has been endeavoring to agree on amendments. There is little prospect that two-thirds of both houses can agree on anything. The members were all elected as partizans. Many of them have indulged in crimination and recrimination in mutual abuse of each other till they are not in the temper to act as patriots and statesmen. They have become excited—excited men rarely act prudently and wisely. The other mode of amendment has not been tried. Shall we not try all constitutional modes of amendment before we resort to strange and unconstitutional modes? That other mode seems peculiarly adapted to our present condition. Let a National Convention be called. Surely two-thirds of the State will join in such a call. If called, it is hoped wise and discreet men, not men lately engaged in party strife, will be called to fill it. Can anybody doubt that such an assembly could compose the National commotions. I do not doubt it. The provision for such a convention, in common with all their works, shows the forecast and wisdom of our fathers. In such an assembly, composed of calm and prudent men, all sections could be heard, could interchange views, each could make some concessions to the feelings and prejudices of others, the same sort of concession we all have to make to each other in religion, morals, and everything else, which makes civilized society.

They would agree on a basis of settlement. In all the States excepting South Carolina, perhaps in a few other Southern States, the people still cherish a love for the name of Washington and for the Union. The doings of such a convention would be likely to be heartily ratified by three-fourths of the States. At all events let no one break up this great Union till we have fully tried all constitutional modes of amendment.

If the proposed State Convention does what its most ardent advocates desire it to do, it will be what all conventions south of us have done—declare the State out of the Union and an independent State. Every artifice will be employed to make you believe that a convention is to be 
called to save the Union. Believe it not. It is true, many members who are Union men voted for submitting it to a vote of the people whether they would have a convention or not, throwing upon you, with little time to consider, a responsibility which I think they should have met themselves. A majority refused to pass an amendment allowing you to endorse on your tickets whether you are for Union or disunion. It will be said that the convention can do no harm since whatever it may do will have no validity till ratified by you. The disunion leaders boldly maintain that the Legislature can not restrict the convention, that it may pass whatever ordinance it pleases, regardless of the restraints attempted to be imposed upon it by the Act of Assembly; and that it may, or may not, at its pleasure, submit its action to the people for ratification. If war begins it will probably be brought on during the sitting of the convention.

It is now the policy of disunionists to postpone hostilities until President Buchanan goes out and President Lincoln comes in. They will probably court a fight as soon as Lincoln takes the reins. If war shall have actually commenced before the convention closes its session, and an ordinance of secession be passed, it is to be feared that its action will not be referred to the people for ratification. Not one of the five States which seceded, though acting under no emergency, has submitted its action to the people for ratification. We have not yet exhausted constitutional remedies. We can not have exhausted them before this convention shall assemble. Believe not those who may tell you this convention is called to save the Union. It is called to destroy it. If you desire to preserve the Union vote “No Convention,” and at the same time, be careful for whom you vote as delegates.

When we shall have seen what the Commissioners shall effect, who are to meet in Washington on the 4th of February, to look for a remedy for the National disturbances, when we shall have called for a National Convention and it shall be refused, or shall have failed to accomplish a pacification, it will be time enough to resort to revolution. I think that those only should vote for a convention who regard disunion as the only remedy for the disease of the times.

I have felt it due to you to present this hasty explanation of my views, on a momentous question on which you are called upon to vote with such extraordinary haste.

To go into a discussion of the ground on which the disunionists claim that we ought to dissolve the Union, would require more time than I could properly withdraw from my legislative duties. I content myself with saying that I have carefully read nearly all the debates in Congress, and I see no sufficient reason for abandoning the counsels of the Father of his Country, and the Government under which we have become the freest and most powerful nation of the earth, and launching, probably through civil war, upon the dark sea of experiment.

I know you would enjoy going to Kansas, for it is as genuine a sensation as we expect it to be; things and people are very real there. It is precisely like waking up some morning and stepping out on the Battle of Bunker Hill; one learns in a single day more about Greeks and Romans and English Puritans and Scotch Jacobites, and Hungarians and all heroic peoples, than any course of history can teach. The same process is producing the same results before your eyes, and what is most striking the same persons whom you saw a year ago in Boston, indolent and timid, are here transformed to heroes. Perhaps this brings down the dignity of our courage a little, showing it to be the child of circumstances, but still one sees great differences of temperament in Kansas as elsewhere. What struck me most was the unconscious buoyancy of the people. Living in the midst of danger, they recognize it as the normal condition of existence, and talk of it in the sort of way that sailors do. In the intervals of dinner (if dinner there be), they talk over the last fight as if it were a picnic. In fact it was plain that the excitement had become a necessary stimulus to them, and during the partial peace which existed while I was there, they confessed that they missed something. Women complained that there wasn't much to talk about. At Lawrence, when the evening drum beat to call out the guard (of United States troops, placed there by Governor Geary, for protection) somebody would always exclaim, “That sounds good!” And the patience is about as remarkable as the courage. People would describe their way of living, sick wife and children perhaps . . . and always end, “But we shall live or die in Kansas.” Of course there are exceptions; but the more men sacrifice there, the more they seem to love the country. The difficulty is, that there is not much left to sacrifice; everybody has grown poor. I hope nothing from Governor Geary; he means well and has energy of will, but no energy of character; he can take efficient single steps, but not carry out any systematic plan of action. . . . I have less hope that Kansas will be a free State than before I came here. Before this last interference of Governor Geary, the Kansas men under General Lane (who is a very remarkable man) had driven out the Missourians in all directions; but it is their policy not to resist the United States Government, and the Missourians are always ready to take the slightest advantage which that affords them. After the Presidential election the invaders will make a desperate effort; their success is certain if Buchanan is elected, and probably if Fremont is.

. . . On board I have thus far met no annoyance, though there is a company of young Virginians and Carolinians returning to their homes; they are of the race of “poor white folks,” commonly. My copy of “Dred” occasions some remarks. I trust your father will feel a becoming reverence when I say that I am a General in the Kansas Army, having been immediately presented with a commission to that effect by the redoubtable “Jim Lane” himself, the “Marion” of the age. I keep it as a valuable autograph, or to be used on my next visit to Kansas.

Victor Hugo: March 30, 1860

Slavery in all its forms will disappear. What the South slew last December was not John Brown, but Slavery. Henceforth, no matter what President Buchanan may say in his shameful message, the American Union must be considered dissolved. Between the North and the South stands the gallows of Brown. Union is no longer possible: such a crime cannot be shared.
