Governor Andrew J. Curtin to Abraham Lincoln, August 21, 1861

EXECUTIVE CHAMBER,
Harrisburg, Pa., August 21, 1861.
To the PRESIDENT:

SIR: The government of Pennsylvania is and has been earnestly desirous of doing its full duty to the Commonwealth and the country. It has done and will continue to do everything in its power to fulfill the requisitions and facilitate the operations of the Government of the United States, without presuming to criticise or find fault, even when they may appear to be irregular or indiscreet. What I am about to say will therefore not be understood as said in the way of complaint, but merely for the purpose of calling attention to some arrangements, the effect of which has probably been overlooked by the authorities at Washington.

It appears clearly from the acts of Congress of 22d and 25th of July last that the President has power to accept volunteers otherwise than through the State authorities only in cases where those authorities refuse or omit to furnish volunteers at his call or on his proclamation. The act of Assembly of Pennsylvania of 15th of May last contains, among others, a provision, “That it shall not be lawful for any volunteer soldier to leave this Commonwealth as such unless he shall have been first accepted by the Governor of this State upon a call, under a requisition of the President of the United States, made upon the Governor direct, for troops for the service of the United States.” Thus Congress and the State Legislature appear to be agreed upon the inexpediency of attempting the formation of volunteer organizations simultaneously under the control of different heads and on the propriety of leaving such organizations to be formed under the requisitions of the President by the State authorities.

Notwithstanding this common action of Congress and the State Legislature, a course has been pursued by the Government of the United States which is not in accordance with it, and which has already produced much embarrassment and must tend to greatly retard the fulfillment of the objects of the Government. On the 26th day of July last a requisition was made on the Executive of this State for ten regiments of infantry in addition to the forty-four regiments already furnished, twenty-five of which had been called for three months’ service and had been discharged at the expiration of their time. Active measures were immediately taken to comply with the requisition, but unfortunately the Government of the United States went on to authorize individuals to raise regiments of volunteers in this State. Fifty-eight individuals received authority for this purpose in Pennsylvania. The direct authority of the Government of the United States having been thus set in competition with that of the State, acting under its requisition, the consequence has been much embarrassment, delay, and confusion. It has happened in one instance that more than twenty men in one company, brought here as volunteers under the State call for the United States, have been induced to abandon that service and join one of the regiments directly authorized by the United States. In other cases companies ready to march, and whose transportation had been provided, were successfully interfered with in like manner. The inclosed letter is but a sample of the many of like character that have been received.*

As the call of the State is for the service of the United States, no military obligation can be imposed on the men until they are mustered into the service of the United States, and there are therefore no means of preventing them from joining independent regiments or even deserting their colors entirely. The few mustering officers that can be found have refused to muster in less than a whole regiment of infantry. Part of these evils, it is understood from a telegraphic dispatch received to day, will be alleviated by a general order from the War Department, which was suggested by me yesterday. Still there remains the great evil of the unavoidable clashing of two authorities attempting at the same time to effect the same object among the same people through different and competing agencies. The result is what might have been expected – that after the lapse of twenty-six days not one entire regiment has been raised in Pennsylvania since the last requisition. There are fragments of some seventy regiments, but not one complete; yet men enough have been raised to form near thirty complete regiments, and if the State had been left to fulfill its duties in accordance with the acts of Congress and of Assembly referred to, it is confidently believed that the ten regiments called for on the 26th of July would by this time have been fully raised.

That the course thus pursued is in violation of the law, both of the United States and of Pennsylvania, is a consideration not unworthy of notice. At the same time the Executive of this State will leave the authorities of the United States to construe their own law, and so far as regards the law of Pennsylvania, will take the responsibility of disobeying it rather than fail in any effort that may be required to array her military force in the present emergency in such manner as the Government of the United States may point out; and the Executive, in so doing, will rely on the Legislature to ratify his acts, dictated as they are by an earnest desire to aid the Government of the United States promptly and efficiently, without stopping to discuss the legality of any form in which that aid may be demanded. But where the law is so clearly in accordance with true policy and expediency, it is hoped that the Government of the United States will adhere to it. At all events it is earnestly suggested that the double system which has been adopted can lead to nothing but continued embarrassment and confusion, and that it would be better to rely exclusively either on requisitions on the State government, or on the authority given to individuals. It is also suggested that it would be expedient to make requisitions on the State for companies and not for regiments. Under the act of Congress of 22d of July last the President has authority to form them into regiments, and the field officers could then be appointed by the Governor, in accordance with the same act. Some of the advantages to be derived from this course are—

First. That men enlist more readily when they know that they are to enter on active service without delay.

Second. That they would have the benefit of drill by officers of the United States and in their camps, in direct contact with troops already drilled, instead of being kept in temporary camps during the time requisite for filling a whole regiment.

Third. That company officers could be examined as they come in, and the incompetent ones replaced during the same interval, and thus time be saved and the effectiveness of the troops enhanced.

There are other reasons which will readily occur to you.

Simon Cameron to William H. Seward, October 5, 1861

My dr Sir

It is entirely wrong to say I have unkind feelings towards Gnl. Tyler. On the contrary, I have known him for years, and respect him as a man.

You know that I have not interfered in the apptments of Generals, but in a single case when I asked the President to select one and only one, from Pennsylvania.

Mr Peabody does me wrong – but he I suppose has listened to some one who perhaps had some disposition to do me injustice

I received your dispatch.* General Patterson anticipated you by the countermand of his order for twenty-five additional regiments. It would be well for me to understand how authority is divided, so that we can move with certainty, and the ardor of the people of this State should not be again cooled by changes. I will be guided by my powers under the constitution, and as thus directed will obey the orders of the Federal Government. Pennsylvania will answer to any requisition made on her.

William H. Seward to Abraham Lincoln, January 13, 1861

My Dear Sir,

I regret to say that Mr Cameron is very much grieved, by the result of the proposition to him of a cabinet place. I have conversed with Mr Swett freely on the subject and he will communicate my views more fully than I care to write.

But I will say these two or three things,

1st. That Mr Cameron will insist that neither N Jersey, nor Pa. shall now have a place in the Cabinet.

2d. That Mr Cameron claims that by some explanation to be made to him he shall, so far as indications of your confidence in and respect for him, may go, be put before the public in a position as strong as he was before he was invited to go to Springfield.

Mr Swett will explain to you that I am willing to be the mediator of conversation between you and Mr Cameron as a mutual friend, acting confidentially, and at the same time cooperating to make the matter as honorable to both parties as possible while I [reafirm?] my relations to him as enjoying and giving mutual confidence—

Abraham Lincoln to Simon Cameron, January 13, 1861

Hon. Simon Cameron.

My dear Sir: At the suggestion of Mr. Sanderson, and with hearty good-will besides, I herewith send you a letter dated January 3 — the same in date as the last you received from me. I thought best to give it that date, as it is in some sort to take the place of that letter. I learn, both by a letter from Mr. Swett and from Mr. Sanderson, that your feelings were wounded by the terms of my letter really of the 3d. I wrote that letter under great anxiety, and perhaps I was not so guarded in its terms as I should have been; but I beg you to be assured I intended no offense. My great object was to have you act quickly, if possible before the matter should be complicated with the Pennsylvania senatorial election. Destroy the offensive letter, or return it to me

I say to you now I have not doubted that you would perform the duties of a department ably and faithfully. Nor have I for a moment intended to ostracize your friends. If I should make a cabinet appointment for Pennsylvania before I reach Washington, I will not do so without consulting you, and giving all the weight to your views and wishes which I consistently can. This I have always intended.

Abraham Lincoln to Simon Cameron, January 3, 1861

My dear Sir: When you were here, about the last of December, I handed you a letter saying I should at the proper time nominate you to the Senate for a place in the cabinet. It is due to you and to truth for me to say you were here by my invitation, and not upon any suggestion of your own. You have not as yet signified to me whether you would accept the appointment, and with much pain I now say to you that you will relieve me from great embarrassment by allowing me to recall the offer. This springs from an unexpected complication, and not from any change of my view as to the ability or faithfulness with which you would discharge the duties of the place. I now think I will not definitely fix upon any appointment for Pennsylvania until I reach Washington.

Dear Sir

When Gen'l Cameron returned from Springfield he showed me your letter When the appointment was made known it created some talk may many taking the ground it was a good one & others unfit to be made Friday I think your telegraph came He showed it to me but did not suppose it changed your intention Saturday he was sent for & went to Harrisburg By Monday the two Senators were agreed upon – Cowan for the long term & some one I dont know who for the short term To day in pursuance of that agreement they probably elect Cowan This morning Cameron called on me & showed your letter. He complains he has been badly treated says he only consented to take the place to please his friends. He complains of the form of your letter He thinks it contains an intimation of imputation of upon his character and mortifies him I have had a long talk with him & he finally agreed he would say to every one that he would not go in to the cabinet & that I might telegraph to that effect

I assured him your motives were good & if you could have an interview you would satisfy him He said if you had written him a kind letter, setting forth that you had contemplated calling him into the Cabinet & had invited him to S. with that view but in the condition of the country you had for motives of no unkindness to him but for reasons of state had changed your mind & had asked him to relieve you, he would most cheerfully have done so.

He agreed I might copy the letter which I send. He also agreed he would not act badly but would sustain you & be friendly to you but thought you ought to explain fully the reason of your action at some full future time He said he would as leef have an enemy at home as in N Jersey & did not want Dayton to be appointed. I think from his talk if you should appoint no one in Penna. or N. Jersey the matter might be reconciled If you should I think it could not be but would lead to open hostility He seemed to wish the patronage of Penn. should not be given to his foes I think he cares more about this than about going into the Cabinet

Considering the whole affair he talk nobly & manly about the whole affair McClure came home & has been trying to bargain with Cameron to consent to his appointment upon condition that he might be returned to the Senate Things look fearfully here If Virginia goes Maryland is very doubtful Within a day or two, I have heard very little objection to Cameron & think in a day or two it would have been all undid. I think you will hear complaint about all appointments.

Joseph J. Lewis to Abraham Lincoln, January 9, 1861

Dear Sir

Nothing short of considerations of imperative duty could induce me to trouble you with a letter at this time knowing as I do the anxieties which must necessarily be crowding upon you.

Let me beg you to reconsider your offer to Simon Cameron of a seat in your cabinet. I have known him for twenty years. He is not qualified for the position by talent or information. He is a mere politician and of the lowest sort. He has not a single idea of statesman. But that is not the most formidable objection. What his reputation for integrity is you can learn from the protest of the 28 members of the Pennsylvania legislature which accompanies this. Since 1854 when that protest was signed his reputation has not improved. It has been openly charged that he bought his present position by money. I do not verify the charge for I have no personal knowledge on the subject; but I trust it is enough for you to know that his character is subject to the most serious suspicions of the want of political integrity. I have some knowledge of the efforts that were made by him to obtain the nomination at Chicago, and you I think cannot be entirely ignorant of some of them. In my opinion they were such as no honourable man would stoop to. But they do not make a drop in the bucket in comparison with what is gravely alleged against him in a long political career, in which he was never elected to the people to any thing and has succeeded in making himself most odious to the most worthy and high minded of every political party to which he has become attached.

I voted for him on the first ballot at Chicago but that vote involves me in no inconsistency. His supporters earnestly desired a large complimentary vote for their chief, and in order to obtain that vote promised that after the first ballot they would cast their votes as a majority of the delegation would determine. Having ascertained how that majority would be, and that if the proposition was not acceded to, a large proportion of the Cameron men would vote for Seward I consented to cast a complimentary vote for Cameron on the distinct understanding that it should not be used as a lever to put him into the cabinet. It was said there that he would not accept a cabinet office, and the declaration was but a repetition of what he had said at Harrisburg, openly, and often, during the session of the state convention. It was under these circumstances I voted, and induced others to vote for Cameron, on the first ballot. But for this movement we should have nominated a candidate at Chicago whom the country wd not have sustained. For the Cameron men would certainly have executed their threats.

Mr Cameron is not popular in Penna. He has no strength with the people. He could not be elected on the state ticket to any office. Had he been nominated for the presidency he could not have received the vote of his own state. There are men and a good many of them that clamor for him, but divest him of his factious influence as a suposed dispenser of political favour, and there are not two them that would not deny all association with him and repel the imputation of it as disparaging and disreputable.

I beg leave to assure you that I feel no concern as to Mr Cameron's adverse influence in the distribution of the federal patronage. My sole object in writing is to warn you of the danger to your administration in making the proposed appointment.

The result of the election to morrow in our State is not a matter of doubt, but of absolute certainty. Your majority will probably exceed fifty thousand If your own State and Indiana will go with Penna – & N. Jersey then your election is certain. In that event I wish to say to you that under no circumstances or contingency will it answer to even dream of putting Simon Cameron in the Cabinet. He is corrupt beyond belief. He is rich by plunder – and can not be trusted any where. The particulars I can give you on some convenient occasion. He being our Senator you should and must know him. I had intended to make you a visit this week for the express purpose of putting you on your guard against Genl Cameron, but circumstances forbid my absence.

My dear Sir,

Your note of the 31st May, reached me a day or two since. I think your reserve in regard to private correspondence, eminently proper under present circumstances, and no personal or political friend ought to except to it.

My information from the interior of Pennsylvania is encouraging, and in Philadelphia we have silenced the Fillmore organ of '56, through the influence of which we were then betrayed. Consequently, the third ticket has now but one paper there, – the Evening Journal – of limited influence & character, & not of American antecedents, which is really the important point in our local politics. You are aware of Course, that the political organization of Pennsylvania supporting You, is not strictly Republican. To bring in the Americans, disaffected Democrats, & general elements of Opposition, we called it the People's Party, & in that name all our victories have been achieved & the State redeemed. The largest infusion is Republican in character, & that spring from our old Whig party. Of late, there has been an attempt in Philadelphia, to get a distinctive Republican organization, in anticipation of future results. Certain patriots suppose that prominence in this way now, may be serviceable hereafter. The only effect of that movement is to embarrass us with those, who hold the balance of power, & to a great extent the result in their hands. You will at once see the hazard of such an experiment, as introducing an element of discord among men, who have hitherto acted in concert & harmoniously. Our friends have however judiciously yielded, all that good policy might concede to these parties, and it now looks, as if we would work smoothly together.

There is a pause in Pennsylvania & New Jersey, which will continue until after the Baltimore nominations. Douglass has a strong hold on his party in both. But I am persuaded not only from observation, but from close contact with all the factions at Charleston, that nothing can now happen at Baltimore, which will seriously damage us. In the first place, I cannot see how Douglass is to obtain two thirds. That will depend upon the admission of bogus delegates from the South, which the New York vote will decide, & New York put the knife to his throat at Charleston. If nominated, the Cotton States will certainly run a separate ticket, which of itself would demoralize the party. If not nominated & an obnoxious platform be adopted, such as is now proposed & intended with the aid of New York, his friends assured me at Charleston – I mean the men authorized to speak – that they would quietly retire from the Convention. In either Contingency therefore, our prospect is not impaired.

Pennsylvania after all is to be the battle ground of this Contest. New Jersey breathes the same atmosphere & sympathizes with us. In order to reach the Commercial Classes, the North American has been obliged to address their reason & intelligence gradually, commending & illustrating Your Conservative Whig character & antecedents. This will serve to explain why we have not shouted as loudly as some others. Had we done so, our influence for good, would have been much neutralized. The state of the Tariff here is likely to aid us materially. Hunter & the controlling spirits of the Senate are disinclined to touch the House bill, & intend to adjourn if possible, after passing the appropriations – say about the 25. If they do, we will raise a storm about their ears, which will echo across your prairies. Our man Cameron, has not done all that we desired, but he will be constrained to do the rest. Let me say just here, there is a rivalry springing up between him & Curtin, our Candidate for Governor, which you would do well to ignore entirely. It will be bad enough by & by when we win. Let us know neither now. Seward is much cut down & has good sense enough to avoid Chase's bad taste & folly. The real & upright men who sustained him, are in grave earnest – I mean such as Spaulding who represents Buffalo. Greely writes me, that his quarrel is about ended, which ought never to have been begun, & that henceforth Webb & Co, will be allowed to splurge in peace. Laus Deo.

Leonard Swett to Abraham Lincoln, November 30, 1860

Dear Lincoln

I received, yesterday the enclosed letter from Sanderson I suppose it was intended for your eyes, more than mine, and therefore I forward it to you. I am annoyed, a little, that these applications of Cameron's friends are made so prominently through Judge Davis & myself. Yet, on the whole, from what occured at Chicago I think they have a right to do it. My objection is that it seemingly puts us in the advocacy of Cameron and leaves the inference of our interest to do so This is not the truth about it The truth is, at Chicago we thought the Cameron influence was the controlling element & tried to procure that rather than the factions The negotiations we had with them, so far as I can judge was one of the reasons, which induced the Cameron leaders to throw the bulk of that force to you. That having been done and a correspondence having been kept up by us with them, during the summer, they naturally seek the same channel to get back to you. This is all the only reason I know of, why they write to us.

While I arrogate to myself no might to my opinion, yet if they want it, opinions are cheap & in this instance certainly wont do harm.

This flurry at the South it seems to me can be got along with, but I dont think it ought to be helped with. The Country wants firmness & justice Cameron has the negative merit of not being offensive to them the South.

If it is conceded Penn. should have a Cabinet officer the weight of party there, all other things equal, should, I think, indicate him. Cameron would seem to satisfy the majority Reed, or any other man, only a minority A reason for this may be, that in adition to Cameron's real strength the politicians can heal their local differences by having two vacancies in the Senate to fill.

My belief is that no man, other that C. can be selected there without considerable dissatisfaction There is also the argument too that the Cameron influence, as much as any thing nominated you, while the other influences there did & could do you no considerable good The arguments against him I dont fully know, for my intercourse has been with his fends The only exception to this is Joseph Lewis of West Chester & I think he is a fussy old fellow who doesn't amount to much

Is not the fact that Seward may be satisfied with a mission to England worthy of consideration Tis true he undertands the foreign relations of the Gov & would be of great service but the domestic relation are the ones most complicated—

I understand that Cassius Clay is anxious to get into the Cabinet Does not this complicate matters It seems to me, he would be more odious to the South than any man but Seward[.] Putnam has written me two very long letters. He wants a second class foreign mission & has asked me at a proper time to name it to you

Since your Springfield friends have been fairly located matters have been looking up. I have taken to their quarters a number of the Iowa Delegates, some of the Minnesota and all the Kansas. I have taken “Cottenwood” into my Room, he is sound. Ross & Proctor of Kansas I think can be managed their prefference is Chase. But even with the Seward Delegates you are their 2nd Choice – Greely is here as a Proxie for Origon, and is telling a Crowd now around him that NY can be carried for Bates I think he is Calculated rather to injure Seward – Some of the N. J. men talk very well as I just learned from Col Ross – and so do some of the Mass men – they say they are for a success – I have induced the Penna Delegates to stop talking about their man as an ultum attim. They have mooted one thing, that would Kill them off and I have admonished them to abandon it, which was to call Ills Ind Penna & N. J. Delegates together to harmonize between you & Cameron, such a move would appear like a “Slate” and Seward is too potent here to attempt such a meeting, his friends would probably Slate us, if it were done – I have been up late & Early and am perfectly cool & hopeful –

I have been highly delighted at Seeing the perfect Success of your tour East. It is very evident that nothing has transpired recently to so much advance your interest and elevate you in the minds of the people, as that short trip.

I regret you did not address the people of Pennsylvania & New Jersey. I see by the papers that you were urged by the people of those States to do so. Cant you do it yet? Those are two of the doubtful States, and we must have Pennsylvania or we are almost certainly defeated, and I believe there is no man can do as much to secure Penna. as yourself. After the meeting of the Chicago Convention it will probably be too late for you to Speak in Penna. as I think in all probability you will be chosen our Standard-bearer—

I saw one of the delegates to that Convn the other day from the Southern part of Indiana and he Said that the Indiana delegation would will go for Abraham Lincoln on the first balot. He said it was all a mistake about Indiana going for Bates. It is ascertained that the Germans are opposed to Bates, and this fact being once fully understood, will lay him on the Shelf.

I was of opinion some time since, that as it was so all important to carry Penna. it would be pollicy for us to place a Pennsylvanian at the head of the ticket, but I am now fully of the opinion that the Strongest ticket we can get is Abraham Lincoln for President and Simon Cameron for Vice P. –

I shall be at the Decatur Convention and hope to meet you there—

I must not close, without mentioning the fact that we have a little Abraham Lincoln at our house, about twenty four hours old– His arrival created something of a Stir in our little town as it got noised around that your Honor was at Mr Hays, and Several persons were on their way to call on you, when it was discovered that it was not the original, but only a namesake—

Dear Sir:

Your note of the 4th inst reached me on the 9th.

I wrote you from Chicago, saying I should return home by way of Phila., and that if I observed or heard anything worthy of note, I would write you from that City. My stay in Phila. was more brief than I anticipated – one day only and as I learned nothing of interest, I did not write you.

Your note of the 22d of May was directed to me at Phila. and did not come to hand untill a few days since. I was thinking of writing you when I recd. your last favor.

I see nothing discouraging in the condition of affairs in this State: indeed to me everything looks hopeful and promising. From the day of your nomination, I have had but little doubt of our success in this State. Since the clear development of Mr Buchanan's policy, there has been an overwhelming majority of our people opposed to his Administration. I believed they would generally write in support of any of the prominent candidates before our Convention, except Govs. Seward & Chase. These gentlemen had occupied positions of such mark in the conflicts of the past ten years, that the Conservative & American elements in this State were irrevocably committed against them; but would support other men of equally advanced republican positions, but who had not been held up before them for years, in so unfavorable a light

The division of the democracy of this State is formidable, and I believe irreconcilable. Forney can be of much greater service in moving against a Coalition or Union, than he could possibly be in supporting our ticket. He stands now a recognized & influential leader of the Douglass forces; in the other contingency, he would have been denounced as a traitor, and his influence greatly weakened. At this time Douglass is in the ascendent in this State over Breckenridge, but the latter will gain from this time to the Election. There is no starch in the Northern democracy, and unless the weakened democrats of the North, & especially of Penna, the most servile of the race, shall see, as they will, that Breckenridge is to losing the South, they will flock by the thousands to his standard. They dare not seperate themselves from the South. They understand the danger of such a position, and that away from the South, there is no democratic party.

I cannot feel a doubt of the result. The confusion of Bable has fallen upon the counsels of the Enemies of Freedom. They are doomed through their great iniquities, and by the inexorable moral law of Heaven, to defeat, shame & humiliation. The moral and political power of the party of Slavery is broken, and no patched up arrangements of its leaders, were such a thing possible, can save it from its just doom. The Democracy must turn from its errors, and receive its virtue and strength at the formation of its principles, before it can have the power to retain another political victory. In truth all that remains of democracy in this country, is embodied in the Republican party

Diary of John Beauchamp Jones: October 29, 1862

There was a rumor yesterday that the enemy were marching on Weldon; but we have no confirmation of it to-day.

Loring, after all, did not send his cavalry into Pennsylvania, I presume, since nothing has been heard of it.

The Charleston Mercury has some strictures on the President for not having Breckinridge in Kentucky, and Price in Missouri, this fall. They would doubtless have done good service to the cause. The President is much absorbed in the matter of appointments.

Gen. Wise was again ordered down the Peninsula last Saturday; and again ordered back when he got under way. They will not let him fight.

Diary of John Beauchamp Jones: October 14, 1862

Congress adjourned yesterday at five o'clock P.M. I have heard nothing of Mr. Brooks and the Passport Bill I drafted. The truth is that, with few exceptions, the members of this Congress are very weak, and very subservient to the heads of departments.

Congress has given him (the President) power to suspend the writ of habeas corpus anywhere, until thirty days after the reassembling of Congress — and they have failed to pass the joint resolution declaring no power exists under the Constitution to institute martial law. They voted it separately, but flinched when put to the test to act conjointly; and martial law still exists in this city.

We have Northern accounts of a dash into Pennsylvania by Gen. Stuart and 1500 of his cavalry. He went as far as Chambersburg, which surrendered; and he was gathering horses, etc., for the use of the army, paying for them in Confederate notes. They say he did not disturb any other description of private property without paying for it. I hope he is safely back again by this time. The Northern papers claim a victory in Kentucky — but I shall wait until we hear from Bragg.

Gen. Magruder has been assigned to duty in Texas. What Genl. Johnston is to do, does not yet appear. A great many new assistant adjutants and inspector-generals are to be appointed for the generals, lieutenant-generals, majors, and brigadier-generals, having rank and pay of colonels, majors, captains, and lieutenants of cavalry. Like the Russian, perhaps, we shall have a purely military government; and it may be as good as any other.

Gold, in the North, is selling at 23 per cent, premium; and Exchange on England at $1.40. This is an indication that the Abolitionists are bringing distress upon their own country.

The financial bill did not pass — so there is to be no forced loan. Neither did a bill, making Confederate notes a legal tender — so there will be a still greater depreciation.

Gen. Hardee is a lieutenant-general.

Diary of John Beauchamp Jones: September 8, 1862

But the Marylanders have not risen yet. Some of our divisions have touched the soil of Pennsylvania. And I believe the whole Yankee host would leave Washington, escaping by the Potomac, if it were not for the traitors here, who go to Norfolk and Baltimore by flag of truce, and inform the Lincoln Government (for pay) that we have no troops here — none between this and Manassas, none all the way to Lee, while thousands in the army are prostrated with physical exhaustion.

Governor Andrew G. Curtin to Brigadier-General John F. Reynolds, September 26, 1862

Pennsylvania Executive Chamber,
Harbisburg, 26th September, 1862.

General,—Having relieved you from duty as commander of the Pennsylvania Volunteer Militia, recently called out for the defense of the State, I deem it proper to express my strong sense of the gratitude which Pennsylvania owes for the zeal, spirit, and ability which you brought to her service at a period when her honor and safety were threatened. That for her security you left the command of your brave division, the Pennsylvania Reserves, thus losing the opportunity of leading this gallant corps at South Mountain and Antietam, is a just demonstration of the true affection you bear for your native State, which, be assured, her freemen reciprocate, and for which, in their behalf, I am happy to make you this acknowledgment.

Assistant-Adjutant General William D. Whipple to Edward McKenney Hudson, August 16, 1861

HEADQUARTERS DEPARTMENT OF PENNSYLVANIA,
Baltimore, Md., August 16, 1861.
EDWARD McK. HUDSON, Aide-de-Camp:

SIR: I am directed by Major-General Dix to acknowledge the receipt of your communication of the 15th instant, addressed to Brigadier-General Dix, commanding Department of Baltimore, and inclosing paragraphs from newspapers published in this city.1

He requests me to say that he is the major general commanding the Department of Pennsylvania, composed of the States of Pennsylvania, Delaware, and all of Maryland except the counties of Alleghany and Washington, which belong to the Department of the Shenandoah, and the counties of Frederick, Montgomery, and Prince George's, which belong to the Department of Washington. If any changes have been made in his command he has no information, official or unofficial, in respect to them. He received last evening a dispatch, signed Lawrence A. Williams, aide-de-camp, in the name of the commanding general of the division, and though it contained nothing more definite in regard to the authority from which it emanated, he assumed that it came to him by direction of the Government, and immediately sent for the agent of the Sun newspaper, The proprietor being absent, and he thinks the result of the interview will be to cause a discontinuance of exceptionable articles like those which have recently appeared in that paper.

Major-General Dix requests me to say to Major-General McClellan that his attention, since he assumed the command of this department, has been so engaged by official duties that the course of the secessionist papers in Baltimore was not noticed by him until the early part of this week. He has been considering whether the emergency would not warrant a suppression of the papers referred to, if, after warning them of the consequences of a persistence in their hostility to the Union, they should refuse to abstain from misrepresentations of the conduct and motives of the Government and the publication of intelligence calculated to aid and encourage the public enemy. It was his intention in a matter of so much gravity – one affecting so deeply the established opinions of the country in regard to the freedom of the press – to ask the direction of the Government as soon as he should feel prepared to recommend a definite course of action. In the mean time it will give him pleasure to do all in his power to suppress the publication of information in regard to the movements, position, and number of our troops, as Major-General McClellan requests, as it is possible that orders may have been issued affecting his command and by accident not have reached him.

Major-General Dix will be glad to receive any information you may have in regard to the modification, if any has been made, of General Orders, No. 47.2

GENERAL ORDERS, No. 47

WAR DEP’T, ADJT. GEN.'S OFFICE,
Washington, July 25, 1861.

I. There will be added to the Department of the Shenandoah the counties of Washington and Alleghany, in Maryland, and such other parts of Virginia as may be covered by the Army in its operations; and there will be added to the Department of Washington the counties of Prince George, Montgomery, and Frederick.

The remainder of Maryland and all Pennsylvania and Delaware will constitute the Department of Pennsylvania; headquarters, Baltimore.

The Department of Washington and the Department of Northeastern Virginia will constitute a geographical division, under Major-General McClellan, U.S. Army; headquarters, Washington.
