Diary of John Beauchamp Jones: February 4, 1864

Clear and pretty cold. We have news of another brilliant affair at Kinston, N. C, where Gen. Pickett has beaten the enemy, killing and wounding and taking some 500 men, besides capturing another gun-boat! Thus the campaign of 1864 opens auspiciously.

And Gen. Early has beaten the foe in Hardy County, Northwest Virginia, capturing, it is said, some 800.

It is supposed that Gen. Pickett will push on to Newbern, and probably capture the town. At all events we shall get large supplies from the tide-water counties of North Carolina. General Lee planned the enterprise, sending some 15,000 men on the expedition.

Yesterday the Senate Committee reported against the House bill modifying the act making all men liable to conscription who have hired substitutes. But they are debating a new exemption bill in the House.

It is true Mr. Toombs was arrested at Savannah, or was ejected from the cars because he would not procure a passport.

To-day Mr. Kean, the young Chief of the Bureau of War, has registered all the clerks, the dates of their appointments, their age, and the number of children they have. He will make such remarks as suits him in each case, and submit the list to the Secretary for his action regarding the increased compensation. Will he intimate that his own services are so indispensable that he had better remain out of the field ?

The following "political card" for the Northern Democrats was played yesterday. I think it a good one, if nothing more be said about it here. It will give the Abolitionists trouble in the rear while we assail them in the front.

The following extraordinary resolutions were, yesterday, introduced in the House of Representatives by Mr. Wright of Georgia. The House went into secret session before taking any action upon them.

whereas: The President of the United States, in a late public communication, did declare that no propositions for peace had been made to that government by the Confederate States, when, in truth, such propositions were prevented from being made by the President of the United States, in that he refused to hear, or even to receive, two commissioners, appointed to treat expressly of the preservation of amicable relations between the two governments.

"Nevertheless, that the Confederate States may stand justified in the sight of the conservative men of the North of all parties, and that the world may know which of the two governments it is that urges on a war unparalleled for the fierceness of the conflict, and intensifying into a sectional hatred unsurpassed in the annals of mankind. Therefore,

"Resolved, That the Confederate States invite the United States, through their government at Washington, to meet them by representatives equal to their representatives and senators in their respective Congress at ——, on the —— day of —— next, to consider,

First: Whether they cannot agree upon the recognition of the Confederate States of America.

Second: In the event of such recognition, whether they cannot agree upon the formation of a new government, founded upon the equality and sovereignty of the States; but if this cannot be done, to consider

Third: Whether they cannot agree upon treaties, offensive, defensive, and commercial.

Resolved, In the event of the passage of these resolutions, the President be requested to communicate the same to the Government at Washington, in such manner as he shall deem most in accordance with the usages of nations; and, in the event of their acceptance by that government, he do issue his proclamation of election of delegates, under such regulations as he may deem expedient.”

Eighteen car loads of coffee went up to the army to-day. I have not tasted coffee or tea for more than a year.

Diary of John Beauchamp Jones: December 9, 1863

The President's message is not regarded with much favor by the croakers. The long complaint against foreign powers for not recognizing us is thought in bad taste, since all the points nearly had been made in a previous message. They say it is like abusing a society for not admitting one within its circle as well as another. The President specifies no plan to cure the redundancy of the currency. He is opposed to increasing the pay of the soldiers, and absolutely reproaches the soldiers of the left wing of Bragg's army with not performing their whole duty in the late battle.

Mr. Foote denounced the President to-day. He said he had striven to keep silent, but could not restrain himself while his State was bleeding—our disasters being all attributable by him to the President, who retained incompetent or unworthy men in command, etc.

John Bright to John M. Forbes, July 31, 1863

Rochdale, July 31,1863.

My Dear Me. Forbes, — I am glad to hear of your safe arrival, and I rejoice that on your arrival so much good news should await you. I have a note from Mr. Aspinwall this morning of a very satisfactory character; and I only now begin to fear that your cause may go on too fast, for I am not sure that the North is yet resolute and unanimous enough to be able to deal wisely with the great slavery question. To me it seems needful to declare the Proclamation an unalterable decree, and to restore no State to its ancient position in the nation until its constitution and laws are made to harmonize with the spirit of it. Till this is done, you will be legally entitled to hold and govern every slaveholding State by that military power which has restored it to the control of the central government.

The “recognition” motion in our House of Commons was a ludicrous failure, as you will have seen. I had the opportunity of preaching some sound doctrine to some unwilling ears. Now the press and the friends of “Secesh” are in great confusion, and their sayings and doings are matter of amusement to me and to many others.

. . . And now for your kind words to me, and your hope that I may come to the States. Many thanks for them and for your invitation. I fear I am getting too far on in life to cross the ocean, unless I saw some prospect of being useful, and had some duty clearly before me. It is a subject of constant regret that I have not paid a visit to the States years ago. Mr. Walker and many others alarm me by telling me I should have a reception that would astonish me.

What they promise me would be a great affliction, for I am not ambitious of demonstrations on my behalf. We will hope affairs in the States will be more settled, and passions in some degree calmed down, before I come, if I ever come; and then I might spend three months pleasantly, and perhaps usefully, in seeing your country and its people.

I have had great pleasure in making your acquaintance in London, and only regret that, having no house in town, I was not able to offer you the hospitality I wished to have offered to you and to others of your countrymen.

John Bright to John L. Motley, March 9, 1863

March 9, 1863.

My Dear Mr. Motley: I should have written to you sooner, but I have been a week away from town and from home in consequence of the death of my father-in-law at Newcastle-on-Tyne, and for a week past I have been unable to sit down to write, owing to a violent cold, with cough and feverishness, which has made me incapable of any business or exertion.

Your letter gave me much pleasure, and I know not that there is anything in it on your great question that I do not agree with. I am glad to find that you have observed the change of feeling which has taken place in this country, and I hope it has not been without effect in the United States.

Coming down from the War of Independence and from the War of 1812, there has always been in this country a certain jealousy of yours. It has been felt by the ruling class that your escape from George III, and our aristocratic government has been followed by a success and a progress of which England could offer no example. The argument could not be avoided, If Englishmen west of the Atlantic can prosper without Crown, without Lords, without Church, without a great territorial class with feudal privileges, and without all this or these can become great and happy, how long will Englishmen in England continue to think these things necessary for them? Any argument in favor of freedom here, drawn from your example, was hateful to the ruling class; and therefore it is not to be wondered at that a great disaster happening to your country and to its Constitution should not be regarded as a great calamity by certain influential classes here. Again, the rich, made rich by commerce, are generally very corrupt: the fluctuations of politics suddenly influence their fortunes, and they are more likely to take the wrong side than the right one. Thus, in London, Liverpool, and Manchester, on the Stock Exchange and the commercial exchanges, are found many friends of the South, from the stupid idea that, if the North would not resist, peace would of necessity be restored.

But, apart from these classes, the mind of the nation is sound, and universally among the working-classes there is not only a strong hatred of slavery, but also a strong affection for the Union and for the Republic. They know well how literally it has been the home of millions of their class, and their feelings are entirely in its favor. The meetings lately held have not generally been attended by speakers most likely to draw great audiences, and yet no building has been large enough to contain those who have assembled. The effect of these meetings is apparent in some of our newspapers, and on the tone of Parliament. In the House of Commons there is not a whisper about recognition or mediation in any form, and so far I see no sign of any attempt to get up a discussion on the part of any friends of the South. I am not certain just now that the most cunning and earnest friends of the South are not of opinion that it is prudent to be quiet on another ground besides that of a public disinclination to their cause: they think the South has more to hope now from dissensions at the North than from European sympathy; and they believe that nothing would so rapidly heal dissensions at the North as any prospect of recognition or interference from France or England. I gather this from what I heard a short time ago from a leading, perhaps the leading, secessionist in the House of Commons.

So far as England is concerned, every idea of interference in any way seems to be quite abandoned. A real neutrality is the universally admitted creed and duty of this country, and I am convinced that there is a wide-spread dissatisfaction with the tardy action of the government by which the Alabama was allowed to get out to sea.

Two days before Parliament met I made a speech to a meeting mainly of working-men in this town. The object of the meeting was to vote thanks to the New York merchants and others for their contributions to our distressed operatives. I spoke to show them how hostile the pretensions of the South not only to negro freedom, but to all freedom, and, especially, to explain to them the new theory that all difficulties between capital and labor would be got rid of by making all labor into capital, that is, by putting my workmen into the position of absolute ownership now occupied by my horses! The people here understand all this. Cheap newspapers have done much for them of late, and I have no fear of their going wrong.

But, seeing no danger here, what can be said for your own people? The democratic leaders in some of the States seem depraved and corrupt to a high degree. It seems incredible that now, after two years of war, there should be anybody in the North in favor of slavery, and ready rather to peril and to ruin the Union than to wound and destroy the great cause of all the evil; yet so it is, and doubtless the government is weakened by this exhibition of folly and treason. Military successes will cure all this — but can they be secured? Time has allowed the South to consolidate its military power and to meet your armies with apparently almost equal forces. To me it seems that too much has been attempted, and that, therefore, much has failed. At this moment much depends on Vicksburg; if the river be cleared out, then the conspiracy will be cut into two, and the reputation of the administration will be raised. If, again, Charleston be captured, the effect in Europe will be considerable, and it will cause much disheartenment through the South. But if neither can be done, I think the North will be sick of its government, if not of the war, and it will be difficult to raise new forces and to continue the war. Another year must, I think, break down the South, but something must be done and shown to make it possible for Mr. Lincoln and Mr. Seward to conduct this contest through another campaign.

I cannot believe in the notions of the New York “Times” as to French intervention. The Mexican mess is surely enough for the appetite of Louis Napoleon. Perhaps the story is got up to give more unity to the Northern mind. I can trace it no further than this. Your cause is in your own hands. I hope Heaven may give you strength and virtue to win it. All mankind look on, for all mankind have a deep interest in the conflict. Thank you for all your kind words to myself. I shall always be glad to have a letter from you.

Diary of John Beauchamp Jones: October 6, 1863

Gen. Bragg and others recommend Gen. Hood for promotion to a lieutenant-generalcy; but the President says it is impossible, as the number authorized by Congress is full. And Gen. Bragg also gives timely notice to the Commissary-General that the supplies at Atlanta will suffice for but a few weeks longer. This, Commissary-General Northrop took in high dudgeon, indorsing on the paper that there was no necessity for such a message to him; that Bragg knew very well that every effort had been and would be made to subsist the army; and that when he evacuated Tennessee, the great source of supplies was abandoned. In short, the only hope of obtaining ample supplies was for Gen. Bragg to recover Tennessee, and drive Rosecrans out of the country.

The President has at last consented to send troops for the protection of Wilmington — Martin's brigade; and also Clingman's, from Charleston, if the enemy should appear before Wilmington.
I read to-day an interesting report from one of our secret agents — Mr. A. Superviele — of his diplomatic operations in Mexico, which convinces me that the French authorities there favor the Confederate States cause, and anticipate closer relations before long. When he parted with Almonte, the latter assured him that his sympathies were with the South, and that if he held any position in the new government (which he does now) he might say to President Davis that his influence would be exerted for the recognition of our independence.

Mr. Jeptha Fowlkes, of Aberdeen, Miss., sends a proposition to supply our army with 200,000 suits of clothing, 50,000 pairs of shoes, etc. etc. from the United States, provided he be allowed to give cotton in return. Mr. Randolph made a contract with him last year, of this nature, which our government revoked afterward. We shall see what will be done now.

It is positively asserted that Gen. Bragg has arrested Lieut. Gen. (Bishop) Polk and Brig.-Gen. Hindman, for disobedience of orders in the battle of Chickamauga.

Letter From President Davis. — The Mobile papers publish the following letter from President Davis to the "Confederate Society," of Enterprise, Miss.:


There is a revival in the city among the Methodists; and that suggests a recent expiring. In my young days I saw much of these sensational excitements, and partook of them: for how can the young resist them? But it is the Cesarean method of being born again, violating reason, and perhaps outraging nature. There was one gratifying deduction derived from my observation tonight, at the Clay Street meeting-house — the absence of allusion to the war. I had supposed the attempt would be made by the exhorters to appeal to the fears of the soldiery, composing more than half the congregation, and the terrors of death be held up before them. But they knew better; they knew that every one of them had made up his mind to die, and that most of them expected either death or wounds in this mortal struggle for independence. The fact is they are familiar with death in all its phases, and there is not a coward among them. They look upon danger with the most perfect indifference, and fear not to die. Hence there was no allusion to the battle-field, which has become a scene divested of novelty. But the appeals were made to their sympathies, and reliance was placed on the force of example, and the contagion of ungovernable emotions.

Diary of Gideon Welles: Friday, July 17, 1863

At the Cabinet council Seward expressed great apprehension of a break-up of the British Ministry. I see in the papers an intimation that should Roebuck's motion for a recognition of the Confederacy prevail, Earl Russell would resign. I have no fears that the motion will prevail. The English, though mischievously inclined, are not demented. I wish the policy of our Secretary of State, who assumes to be wise, was as discreet as theirs. He handed me consular dispatches from Mr. Dudley at Liverpool and is exceedingly alarmed; fears England will let all the ironclads and rovers go out, and that the sea robbers will plunder and destroy our commerce. Mr. Dudley is an excellent consul, vigilant, but somewhat, and excusably, nervous, and he naturally presents the facts which he gets in a form that will not do injustice to the activity and zeal of the consul. Seward gives, and always has given, the fullest credit to the wildest rumors.

Some remarks on the great error of General Meade in permitting Lee and the Rebel army with all their plunder to escape led the President to say he would not yet give up that officer. “He has committed,” said the President, “a terrible mistake, but we will try him farther.” No one expressed his approval, but Seward said, “Excepting the escape of Lee, Meade has shown ability.” It was evident that the retention of Meade had been decided.

In a conversation with General Wadsworth, who called on me, I learned that at the council of the general officers, Meade was disposed to make an attack, and was supported by Wadsworth, Howard, and Pleasonton, but Sedgwick, Sykes, and the older regular officers dissented. Meade, rightly disposed but timid and irresolute, hesitated and delayed until too late. Want of decision and self-reliance in an emergency has cost him and the country dear, for had he fallen upon Lee it could hardly have been otherwise than the capture of most of the Rebel army.

The surrender of Port Hudson is undoubtedly a fact. It could not hold out after the fall of Vicksburg. We have information also that Sherman has caught up with and beaten Johnston.

Diary of John Beauchamp Jones: February 24, 1863

Gen. Longstreet is now in command of Gen. Smith's late department, besides his own corps. Richmond is safe.

Our papers contain a most astonishing speech purporting to have been delivered by Mr. Conway, in the United States Congress. Mr. C. is from Kansas, that hot-bed of Abolitionism. He is an avowed Abolitionist; and yet he advocates an immediate suspension of hostilities, or at least that the Federal armies and fleets be ordered to act on the defensive; that the independence of the Confederate States be recognized, upon the basis of a similar tariff; free-trade between the North and South; free navigation of the Mississippi, and co-operation in the maintenance of the Monroe doctrine. I like the indications apparent in this speech. Let us have a suspension of hostilities, and then we can have leisure to think of the rest. No doubt the peace party is growing rapidly in the United States; and it may be possible that the Republicans mean to beat the Democrats in the race, by going beyond them on the Southern question. The Democrats are for peace and Union; the Republicans may resolve to advocate not only peace, but secession.

Diary of John Beauchamp Jones: January 30, 1863

There is a rumor that Kentucky has voted to raise an army of 60,000 men to resist the execution of Lincoln's Emancipation Proclamation.

Fort Caswell, below Wilmington, has been casemated with iron; but can it withstand elongated balls weighing 480 pounds?  I fear not. There are, however, submarine batteries; yet these may be avoided, for Gen. Whiting writes that the best pilot (one sent thither some time ago by the enemy) escaped to the hostile fleet since Gen. Smith visited North Carolina, which is embraced within his command. This pilot, no doubt, knows the location of all our torpedoes.

Nothing further from Savannah.

Mr. Adams, the United States Minister at London, writes to Mr. Seward, Secretary of State, dated 17th of October, 1862, that if the Federal army shall not achieve decisive successes by the month of February ensuing, it is probable the British Parliament will recognize the Confederate States. To-morrow is the last day of January.

We have just learned that a British steamer, with cannon and other valuable cargo, was captured by the enemy, two days ago, while trying to get in the harbor. Another, similarly laden, got safely in yesterday. We can afford to lose one ship out of three — that is, the owners can, and then make money.

Cotton sells at seventy-five, cents per pound in the United States. So the blockade must be felt by the enemy as well as ourselves. War is a two-edged sword.

Diary of John Beauchamp Jones: January 20, 1863

The rumor of fighting on the Rappahannock is not confirmed. But Gen. Lee writes that his beeves are so poor the soldiers won't eat the meat. He asks the government to send him salt meat.

From Northern sources we learn that Arkansas Post has fallen, and that we have lost from 5000 to 7000 men there. If this be true, our men must have been placed in a man-trap, as at Roanoke Island.

Mr. Perkins, in Congress, has informed the country that Mr. Memminger, the Secretary of the Treasury, has hitherto opposed and defeated the proposition that the government buy all the cotton. Mr. M. should never have been appointed. He is headstrong, haughty, and tyrannical when he imagines he is dealing with inferiors, and he deems himself superior to the rest of mankind. But he is no Carolinian by birth or descent.

We see accounts of public meetings in New Jersey, wherein the government at Washington is fiercely denounced, and peace demanded, regardless of consequences. Some of the speakers openly predicted that the war would spread into the North, if not terminated at once, and in that event, the emancipationists would have foes to fight elsewhere than in the South. Among the participants I recognize the names of men whom I met in convention at Trenton in 1860. They clamor for the “Union as it was, the Constitution as it is,” adopting the motto of my paper, the “Southern Monitor, the office of which was sacked in Philadelphia in April, 1861. Our government will never agree to anything short of independence. President Davis will be found inflexible on that point.

There was a rumor yesterday that France had recognized us. The news of the disaster of Burnside at Fredericksburg having certainly been deemed very important in Europe. But France has not yet acted in our behalf. We all pray for the Emperor's intervention. We suffer much, and but little progress is made in conscription. Nearly all our resources are in the field. Another year of war, and ——!

John L. Motley to Mary Lothrop Motley, November 25, 1862

Dearest Little Mary: We jog on here much as usual. We are fortunate in our pleasant house and garden, so that the external physical influences are not so gloomy as they were last winter; but in other respects we are rather dismal, being so far away from the center of all interest, our own beloved country. It is very probable that I shall not live to see the end of this great tragedy, which seems to have hardly passed its first act. But you may do so, and when you do, you will see a great commonwealth, the freest and the noblest that ever existed in history, purged of the foul disorder which has nearly eaten away its vitals. This war is a purifying process, but it seems that a whole generation of youths has to be sacrificed before we can even see the end.

When the news of the attempt of the French emperor to interfere in our affairs in favor of the slaveholders reaches America, I hope it may open the eyes of our people to the danger ever impending over them from abroad. You will see that this is distinctly intimated in the despatch of Drouyn de l'Huys. The party of peace is supposed to have triumphed, and of course peace to the Europeans means the dismemberment of the Republic and the establishment of the slaveholders' Confederacy. I consider the 25,000 majority in glorious Massachusetts after the proclamation as a greater monument of triumph in the onward march of civilization on our continent than anything that has yet happened. I have somewhat recovered from the spleen and despondency into which I was thrown by the first accounts of the elections in New York, Pennsylvania, and Ohio. After all, when one makes an arithmetical calculation we see that the popular vote in the great States is very nearly balanced, and when we reflect that it was really a vote upon the Emancipation Proclamation, the progress is enormous. Two years hence there will be a popular majority for emancipation as large as there was for non-extension in 1860. This is true progress. Moreover, our majority in Massachusetts is almost equal to the Democratic majority in New York, Ohio, and Pennsylvania combined.

The President's proclamation was just in time. Had it been delayed it is possible that England would have accepted the invitation of France, and that invitation was in reality to recognize the slaveholders' Confederacy, and to make with it an alliance offensive and defensive. I am not exaggerating. The object is distinctly to unite all Europe against us, to impose peace, and to forcibly dismember our country. Nothing has saved us from this disaster thus far except the antislavery feeling in England, which throughout the country, although not so much in high places, is the predominant popular instinct in England which no statesman dares confront. Thank God, Sumner is reelected, or is sure of it, I suppose, and Sam Hooper, too. The “people” of Massachusetts have succeeded in electing five senators out of forty, thirty representatives out of a few hundred, and half a congressman.1 If McClellan had been an abolitionist together with his military talents, which are certainly very respectable, he would have been a great man. This is a great political and social revolution, and not an ordinary war. Goodby, my darling. Your letters give us great pleasure. Mr. Sumner is a high-minded, pure-minded patriot, and his rejection by Massachusetts would be a misfortune and a disgrace. Mr. Hooper, too, is eminently qualified for his post, and I beg you to give him my most sincere congratulations at his reelection, which I at one time felt was rather doubtful.

Diary of John Beauchamp Jones: November 19, 1862

Hon. James A. Seddon (Va.) has been appointed Secretary of War. He is an able man (purely a civilian), and was member of our Revolutionary Convention, at Metropolitan Hall, l6th April, 1861. But some thought him then rather inclined to restrain than to urge decisive action. He is an orator, rich, and frail in health. He will not remain long in office if he attempts to perform all the duties.

Two letters were received from Gen. Lee to-day. Both came unsealed and open, an omission of his adjutant-general, Mason. The first inclines to the belief that Burnside intends to embark his army for the south side of James River, to operate probably in Eastern North Carolina.

The second, dated 17th inst. P.M., says the scouts report large masses advancing on Fredericksburg, and it may be Burnside's purpose to make that town his base of operations. (Perhaps for a pleasant excursion to Richmond.) Three brigades of the enemy had certainly marched to Fredericksburg. A division of Longstreet's corps were marched thither yesterday, 18th, at early dawn. Lee says if the reports of the scouts be confirmed, the entire corps will follow immediately. And he adds: “Before the enemy's trains can leave Fredericksburg (for Richmond) this whole army will be in position.” These letters were sent immediately to the President.

A letter from Gen. Holmes' calls for an immediate supply of funds ($24,000,000) for the trans-Mississippi Department. A letter from Gen. Pike says if Gen. Hindman (Ark.) is to control there, the Indian Country will be lost.

We shall soon have a solution of Burnside's intentions. Lee is in spirits. He knows Burnside can be easily beaten with greatly inferior numbers.

We hear of sanguinary acts in Missouri — ten men (civilians) being shot in retaliation for one killed by our rangers. These acts exasperate our people, and will stimulate them to a heroic defense.

The cars this afternoon from the vicinity of Fredericksburg were crowded with negroes, having bundles of clothing, etc., their owners sending them hither to escape the enemy. A frightened Jew, who came in the train, said there was an army of 100,000 near Fredericksburg, and we should hear more in a few days. I doubt it not.

Salt sold yesterday at auction for $1.10 per pound. Boots are now bringing $50 per pair; candles (tallow) 75 cts. per pound; butter $2.00 per pound. Clothing is almost unattainable. We are all looking shabby enough.

Mr. K., the young Chief of the Bureau, who came in with Mr. Randolph, declines the honor of going out with him, to the great chagrin of several anxious applicants. It is an office “for life.”

I shall despair of success unless the President puts a stop to Gen. Winder's passport operations, for, if the enemy be kept advised of our destitute condition, there will be no relaxation of efforts to subjugate us. And Europe, too, will refuse to recognize us. I believe there are traitors in high places here who encourage the belief in the North and in Europe that we must soon succumb. And some few of our influential great men might be disposed to favor reconstruction of the Union on the basis of the Democratic party which has just carried the elections in the North.

Everything depends upon the result of approaching military operations. If the enemy be defeated, and the Democrats of the North should call for a National Convention — but why anticipate?

Sir: Although Great Britain and the United States possess adjacent dominions of large extent, and although they divide, not very unequally, a considerable portion of the commerce of the world, yet there are at present only two questions in debate between them. One of these concerns the line of boundary running through Puget's Sound, and involves the title to the island of San Juan. The other relates to a proposition for extinguishing the interest of the Hudson's Bay and Puget's Sound agricultural companies in the Territory of Washington. The discussion of these questions has hitherto been carried on here, and there is no necessity for removing it to London. It is expected to proceed amicably and result in satisfactory conclusions. It would seem, therefore, on first thought, that you would find nothing more to do in England than to observe and report current events, and to cultivate friendly sentiments there towards the United States. Nevertheless, the peculiar condition of our country in the present juncture renders these duties a task of considerable delicacy.

You will readily understand me as alluding to the attempts which are being made by a misguided portion of our fellow citizens to detach some of the States and to combine them in a now organization under the name of the Confederate States of America. The agitators in this bad enterprise, justly estimating the influence of the European powers upon even American affairs, do not mistake in supposing that it would derive signal advantage from a recognition by any of those powers, and especially Great Britain. Your task, therefore, apparently so simple and easy, involves the responsibility of preventing the commission of an act by the government of that country which would be fraught with disaster, perhaps ruin, to our own.

It is by no means easy to give you instructions. They must be based on a survey of the condition of the country, and include a statement of the policy of the government. The insurrectionary movement, though rapid in its progress, is slow in revealing its permanent character. Only outlines of a policy can be drawn which must largely depend on uncertain events.

The presidential election took place on the 6th of November last. The canvass had been conducted in all the southern or slave States in such a manner as to prevent a perfectly candid hearing there of the issue involved, and so all the parties existing there were surprised and disappointed in the marked result. That disappointment was quickly seized for desperate purposes by a class of persons until that time powerless, who had long cherished a design to dismember the Union and build up a new confederacy around the Gulf of Mexico. Ambitious leaders hurried the people forward, in a factious course, observing conventional forms but violating altogether the deliberative spirit of their constitutions. When the new federal administration came in on the 4th of March last, it found itself confronted by an insurrectionary combination of seven States, practicing an insidious strategy to seduce eight other States into its councils.

One needs to be as conversant with our federative system as perhaps only American publicists can be to understand how effectually, in the first instance, such a revolutionary movement must demoralize the general government. We are not only a nation, but we are States also. All public officers, as well as all citizens, owe not only allegiance to the Union but allegiance also to the States in which they reside. In the more discontented States the local magistrates and other officers cast off at once their federal allegiance, and conventions were held which assumed to absolve their citizens from the same obligation. Even federal judges, marshals, clerks, and revenue officers resigned their trusts. Intimidation deterred loyal persons from accepting the offices thus rendered vacant. So the most important faculties of the federal government in those States abruptly ceased. The resigning federal agents, if the expression may be used, attorned to the revolutionary authorities and delivered up to them public funds and other property and possessions of large value. The federal government had, through a long series of years, been engaged in building strong fortifications, a navy yard, arsenals, mints, treasuries, and other public edifices, not in any case for use against those States, but chiefly for their protection and convenience. These had been unsuspectingly left either altogether or imperfectly garrisoned or guarded, and they fell, with little resistance, into the hands of the revolutionary party. A general officer of the army gave up to them a large quantity of military stores and other property, disbanded the troops under his command, and sent them out of the territory of the disaffected States.

It may be stated, perhaps without giving just offence, that the most, popular motive in these discontents was an apprehension of designs on the part of the incoming federal administration hostile to the institution of domestic slavery in the States where it is tolerated by the local constitutions and laws. That institution and the class which especially cherishes it are not confined to the States which have revolted, but they exist in the eight other so-called slave States; and these, for that reason, sympathize profoundly with the revolutionary movement. Sympathies and apprehensions of this kind have, for an indefinite period, entered into the bases of political parties throughout the whole country, and thus considerable masses of persons, whose ultimate loyalty could not be doubted, were found, even in the free States, either justifying, excusing, or palliating the movement towards disunion in the seceding States. The party which was dominant in the federal government during the period of the last administration embraced, practically, and held in unreserved communion, all disunionists and sympathizers. It held the executive administration. The Secretaries of the Treasury, War, and the Interior were disunionists. The same party held a large majority of the Senate, and nearly equally divided the House of Representatives. Disaffection lurked, if it did not openly avow itself, in every department and in every bureau, in every regiment and in every ship-of-war; in the post office and in the custom-house, and in every legation and consulate from London to Calcutta. Of four thousand four hundred and seventy officers in the public service, civil and military, two thousand one hundred and fifty-four were representatives of States where the revolutionary movement was openly advocated and urged, even if not actually organized. Our system being so completely federative and representative, no provision had ever been made, perhaps none ever could have been made, to anticipate this strange and unprecedented disturbance. The people were shocked by successive and astounding developments of what the statute book distinctly pronounced to be sedition and treason, but the magistracy was demoralized and the laws were powerless. By degrees, however, a better sentiment revealed itself. The executive administration hesitatingly, in part, reformed itself. The capital was garrisoned; the new President came in unresisted, and soon constituted a new and purely loyal administration. They found the disunionists perseveringly engaged in raising armies and laying sieges around national fortifications situate within the territory of the disaffected States. The federal marine seemed to have been scattered everywhere except where its presence was necessary, and such of the military forces as were not in the remote States and Territories were held back from activity by vague and mysterious armistices which bad been informally contracted by the late President, or under his authority, with a view to postpone conflict until impracticable concessions to disunion should be made by Congress, or at least until the waning term of his administration should reach its appointed end. Commissioners who had been sent by the new confederacy were already at the capital demanding recognition of its sovereignty and a partition of the national property and domain. The treasury, depleted by robbery and peculation, was exhausted, and the public credit was prostrate.

It would be very unjust to the American people to suppose that this singular and unhappy condition of things indicated any extreme favor or toleration of the purpose of a permanent dissolution of the Union. On the contrary, disunion at the very first took on a specious form, and it afterwards made its way by ingenious and seductive devices. It inculcated that the Union is a purely voluntary connexion, founded on the revocable assent of the several States; that secession, in the case of great popular discontent, would induce consultation and reconciliation, and so that revolution, instead of being war, is peace, and disunion, instead of being dissolution, is union. Though the ordinances of secession in the seceding States were carried through impetuously, without deliberation, and even by questionable majorities, yet it was plausibly urged that the citizens who had remained loyal to the Union might wisely acquiesce, so as ultimately to moderate and control the movement, and in any event that if war should ensue, it would become a war of sections, and not a social war, of all others, and especially in those States, the form of war most seriously to be deprecated. It being assumed that peaceful separation is in harmony with the Constitution, it was urged as a consequence that coercion would, therefore, be unlawful and tyrannical; and this principle was even pushed so far as to make the defensive retaining by the federal government of its position within the limits of the seceding States, or where it might seem to overawe or intimidate them, an act of such forbidden coercion. Thus it happened that for a long time, and in very extensive districts even, fidelity to the Union manifested itself by demanding a surrender of its powers and possessions, and compromises with or immunity towards those who were engaged in overthrowing it by armed force. Disunion under these circumstances rapidly matured. On the other hand, the country was bewildered. For the moment even loyal citizens fell naturally into the error of inquiring how the fearful state of things had come about, and who was responsible for it, thus inviting a continuance of the controversy out of which it had arisen, rather than rallying to the duty of arresting it. Disunion, sustained only by passion, made haste to attain its end. Union, on the contrary, required time, because it could only appeal to reason, and reason could not be heard until excitement should in some degree subside. Military spirit is an element always ready for revolution. It has a fuller development in the disaffected than in the loyal States. Thousands of men have already banded themselves as soldiers in the cause of disunion, while the defenders of the Union, before resorting to arms, everywhere wait to make sure that it cannot be otherwise preserved. Even this cautious and pacific, yet patriotic disposition has been misunderstood and perverted by faction to encourage disunion.

I believe that I have thus presented the disunion movement dispassionately and without misrepresenting its proportions or its character.

You will hardly be asked by responsible statesmen abroad why has not the new administration already suppressed the revolution. Thirty-five days are a short period in which to repress, chiefly by moral means, a movement which is so active while disclosing itself throughout an empire.

You will not be expected to promulgate this history, or to communicate it to the British government, but you are entitled to the President's views, which I have thus set forth in order to enable you to understand the policy which he proposes to pursue, and to conform your own action to it.

The President neither looks for nor apprehends any actual and permanent dismemberment of the American Union, especially by a line of latitude. The improvement of our many channels of intercourse, and the perfection of our scheme of internal exchanges, and the incorporation of both of them into a great system of foreign commerce, concurring with the gradual abatement of the force of the only existing cause of alienation, have carried us already beyond the danger of disunion in that form. The so-called Confederate States, therefore, in the opinion of the President, are attempting what will prove a physical impossibility. Necessarily they build the structure of their new government upon the same principle by which they seek to destroy the Union, namely, the right of each individual member of the confederacy to withdraw from it at pleasure and in peace. A government thus constituted could neither attain the consolidation necessary for stability, nor guaranty any engagements it might make with creditors or other nations. The movement, therefore, in the opinion of the President, tends directly to anarchy in the seceding States, as similar movements in similar circumstances have already resulted in Spanish America, and especially in Mexico. He believes, nevertheless, that the citizens of those States, as well as the citizens of the other States, are too intelligent, considerate, and wise to follow the leaders to that disastrous end. For these reasons he would not be disposed to reject a cardinal dogma of theirs, namely, that the federal government could not reduce the seceding States to obedience by conquest, even although he were disposed to question that proposition. But, in fact, the President willingly accepts it as true. Only an imperial or despotic government could subjugate thoroughly disaffected and insurrectionary members of the State. This federal republican system of ours is of all forms of government the very one which is most unfitted for such a labor. Happily, however, this is only an imaginary defect. The system has within itself adequate, peaceful, conservative, and recuperative forces. Firmness on the part of the government in maintaining and preserving the public institutions and property, and in executing the laws where authority can be exercised without waging war, combined with such measures of justice, moderation, and forbearance as will disarm reasoning opposition, will be sufficient to secure the public safety until returning reflection, concurring with the fearful experience of social evils, the inevitable fruits of faction, shall bring the recusant members cheerfully back into the family, which, after all, must prove their best and happiest, as it undeniably is their most natural home. The Constitution of the United States provides for that return by authorizing Congress, on application to be made by a certain majority of the States, to assemble a national convention, in which the organic law can, if it be needful, be revised so as to remove all real obstacles to a reunion, so suitable to the habits of the people, and so eminently conducive to the common safety and welfare.

Keeping that remedy steadily in view, the President, on the one hand, will not suffer the federal authority to fall into abeyance, nor will he, on the other, aggravate existing evils by attempts at coercion which must assume the form of direct war against any of the revolutionary States. If, while he is pursuing this course, commended as it is by prudence as well as patriotism, the scourge of civil war for the first time in our history must fall upon our country during the term of his administration, that calamity will then have come through the agency, not of the government, but of those who shall have chosen to be its armed, open, and irreconcilable enemies; and he will not suffer himself to doubt that when the value of the imperilled Union shall be brought in that fearful manner home to the business and the bosoms of the American people, they will, with an unanimity that shall vindicate their wisdom and their virtue, rise up and save it.

It does not, however, at all surprise the President that the confidence in the stability of the Union, which has been heretofore so universally entertained, has been violently shocked both at home and abroad. Surprise and fear invariably go together. The period of four months which intervened between the election which designated the head of the new administration and its advent, as has already been shown, assumed the character of an interregnum, in which not only were the powers of the government paralyzed, but even its resources seemed to disappear and be forgotten.

Nevertheless, all the world know what are the resources of the United States, and that they are practically unencumbered as well as inexhaustible. It would be easy, if it would not seem invidious, to show that whatever may be the full development of the disunion movement, those resources will not be seriously diminished, and that the revenues and credit of the Union, unsurpassed in any other country, are adequate to every emergency that can occur in our own. Nor will the political commotions which await us sensibly disturb the confidence of the people in the stability of the government. It has been necessary for us to learn, perhaps the instruction has not come too soon, that vicissitudes are incident to our system and our country, as they are to all others. The panic which that instruction naturally produced is nearly past. What has hitherto been most needful for the reinvigoration of authority is already occurring. The aiders, abettors, and sympathizers with disunion, partly by their own choice and partly through the exercise of the public will, are falling out from the civil departments of the government as well as from the army and the navy. The national legislature will no longer be a distracted council. Our representatives in foreign courts and ports will henceforth speak only the language of loyalty to their country, and of confidence in its institutions and its destiny.

It is much to be deplored that our representatives are to meet abroad agents of disunion, seeking foreign aid to effect what, unaided, is already seen to be desperate. You need not be informed that their success in Great Britain would probably render their success easy elsewhere. The President does not doubt that you fully appreciate the responsibility of your mission. An honored ancestor of yours was the first to represent your whole country, after its independence was established, at the same court to which you now are accredited. The President feels assured that it will happen through no want of loyalty or of diligence on your part if you are to be the last to discharge that trust. You will have this great advantage, that from the hour when that country, so dear to us all, first challenged the notice of nations, until now, it has continually grown in their sympathy and reverence.

Before considering the arguments you are to use, it is important to [indicate] those which you are not to employ in executing that mission:

First. The President has noticed, as the whole American people have, with much emotion, the expressions of good will and friendship toward the United States, and of concern for their present embarrassments, which have been made on apt occasions by her Majesty and her ministers. You will make due acknowledgment for these manifestations, but at the same time you will not rely on any mere sympathies or national kindness. You will make no admissions of weakness in our Constitution, or of apprehension on the part of the government. You will rather prove, as you easily can, by comparing the history of our country with that of other states, that its Constitution and government are really the strongest and surest which have ever been erected for the safety of any people. You will in no case listen to any suggestions of compromise by this government, under foreign auspices, with its discontented citizens. If, as the President does not at all apprehend, you shall unhappily find her Majesty's government tolerating the application of the so-called seceding States, or wavering about it, you will not leave them to suppose for a moment that they can grant that application and remain the friends of the United States. You may even assure them promptly in that case that if they determine to recognize, they may at the same time prepare to enter into alliance with the enemies of this republic. You alone will represent your country at London, and you will represent the whole of it there. When you are asked to divide that duty with others, diplomatic relations between the government of Great Britain and this government will be suspended, and will remain so until it shall be seen which of the two is most strongly entrenched in the confidence of their respective nations and of mankind.

You will not be allowed, however, even if you were disposed, as the President is sure you will not be, to rest your opposition to the application of the Confederate States on the ground of any favor this administration, or the party which chiefly called it into existence, proposes to show to Great Britain, or claims that Great Britain ought to show to them. You will not consent to draw into debate before the British government any opposing moral principles which may be supposed to lie at the foundation of the controversy between those States and the federal Union

You will indulge in no expressions of harshness or disrespect, or even impatience, concerning the seceding States, their agents, or their people. But you will, on the contrary, all the while remember that those States are now, as they always heretofore have been, and, notwithstanding their temporary self-delusion, they must always continue to be, equal and honored members of this federal Union, and that their citizens throughout all political misunderstandings and alienations still are and always must be our kindred and countrymen. In short, all your arguments must belong to one of three classes, namely: First. Arguments drawn from the principles of public law and natural justice, which regulate the intercourse of equal States. Secondly. Arguments which concern equally the honor, welfare, and happiness of the discontented States, and the honor, welfare, and happiness of the whole Union. Thirdly. Arguments which are equally conservative of the rights and interests, and even sentiments of the United States, and just in their bearing upon the rights, interests, and sentiments of Great Britain and all other nations.

We freely admit that a nation may, and even ought, to recognize a new State which has absolutely and beyond question effected its independence, and permanently established its sovereignty; and that a recognition in such a case affords no just cause of offence to the government of the country from which the new State has so detached itself. On the other hand, we insist that a nation that recognizes a revolutionary State, with a view to aid its effecting its sovereignty and independence, commits a great wrong against the nation whose integrity is thus invaded, and makes itself responsible for a just and ample redress.

I will not stop to inquire whether it may not sometimes happen that an imperial government or even a federative one may not so oppress or aggrieve its subjects in a province or in a State as to justify intervention on the plea of humanity. Her Majesty's government, however, will not make a pretence that the present is such a case. The United States have existed under their present form of government seventy and more years, and during all that time not one human life has been taken in forfeiture for resistance to their authority. It must be the verdict of history that no government so just, so equal, and so humane, has ever elsewhere existed. Even the present disunion movement is confessedly without any better cause than an apprehension of dangers which, from the very nature of the government, are impossible; and speculations of aggressions, which those who know the physical and social arrangements of this continent must see at once are fallacious and chimerical.

The disunionists will, I am sure, take no such ground. They will appeal, not to the justice, or to the magnanimity, but to the cupidity and caprice of Great Britain.

It cannot need many words to show that even in that form their appeal ought to be promptly dismissed. I am aware that the revenue law lately passed by Congress is vehemently denounced in Great Britain. It might be enough to say on that subject that as the United States and Great Britain are equals in dignity, and not unequal in astuteness in the science and practice of political economy, the former have good right to regard only their own convenience, and consult their own judgment in framing their revenue laws. But there are some points in this connexion which you may make without compromising the self-respect of this government.

In the circumstances of the present case, it is clear that a recognition of the so-called Confederate nations must be deemed equivalent to a deliberate resolution by her Majesty's government that this American Union, which has so long constituted a sovereign nation, shall be now permanently dissolved, and cease to exist forever. The excuse for this resolution, fraught, if effectual, with fearful and enduring consequences, is a change in its revenue laws — a change which, because of its very nature, as well as by reason of the ever-changing course of public sentiment, must necessarily be temporary and ephemeral. British censors tell us that the new tariff is unwise for ourselves. If so, it will speedily be repealed. They say it is illiberal and injurious to Great Britain. It cannot be so upon her principles without being also injurious to ourselves, and in that case it will be promptly repealed. Besides, there certainly are other and more friendly remedies for foreign legislation that is injurious without premeditated purpose of injury, which a magnanimous government will try before it deliberately seeks the destruction of the offended nation.

The application of the so-called Confederate States, in the aspect now under consideration, assumes that they are offering, or will offer, more liberal commercial facilities than the United States can or will be disposed to concede. Would it not be wise for Great Britain to wait until those liberal facilities shall be definitely fixed and offered by the Confederate States, and then to wait further and see whether the United States may not accord facilities not less desirable?

The union of these States seventy years ago established perfectly free trade between the several States, and this, in effect, is free trade throughout the largest inhabitable part of North America. During all, that time, with occasional and very brief intervals, not affecting the result, we have been constantly increasing in commercial liberality towards foreign nations. We have made that advance necessarily, because, with increasing liberality, we have at the same time, owing to controlling causes, continually augmented our revenues and increased our own productions. The sagacity of the British government cannot allow it to doubt that our natural course hereafter in this respect must continue to be the same as heretofore.

The same sagacity may be trusted to decide, first, whether the so-called Confederate States, on the emergency of a military revolution, and having no other sources of revenue than duties on imports and exports levied within the few ports they can command without a naval force, are likely to be able to persevere in practicing the commercial liberality they proffer as an equivalent for recognition. Manifestly, moreover, the negotiation which they propose to open with Great Britain implies that peace is to be preserved while the new commerce goes on. The sagacity of her Majesty's government may be trusted to consider whether that new government is likely to be inaugurated without war, and whether the commerce of Great Britain with this country would be likely to be improved by flagrant war between the southern and northern States.

Again, even a very limited examination of commercial statistics will be sufficient to show that while the staples of the disaffected States do, indeed, as they claim, constitute a very important portion of the exports of the United States to European countries, a very large portion of the products and fabrics of other regions consumed in those States are derived, and must continue to be derived, not from Europe, but from the northern States, while the chief consumption of European productions and fabrics imported into the United States takes place in these same States. Great Britain may, if her government think best, by modifying her navigation laws, try to change these great features of American commerce; but it will require something more than acts of the British Parliament and of the proposed revolutionary Congress to modify a commerce that takes its composite character from all the various soils and climates of a continent, as well as from the diversified institutions, customs and dispositions of the many communities which inhabit it.

Once more: All the speculations which assume that the revenue law recently passed by Congress will diminish the consumption of foreign fabrics and productions in the United States are entirely erroneous. The American people are active, industrious, inventive, and energetic, but they are not penurious or sordid. They are engaged with wonderful effect in developing the mineral, forest, agricultural and pastoral resources of a vast and, practically, new continent. Their wealth, individual as well as public, increases every day in a general sense, irrespective of the revenue laws of the United States, and every day also the habit of liberal — not to say profuse — expenditure grows upon them. There are changes in the nature and character of imported productions which they consume, but practically no decline in the quantity and value of imports.

It remains to bring out distinctly a consideration to which I have already adverted. Great Britain has within the last forty-five years changed character and purpose. She has become a power for production, rather than a power for destruction. She is committed, as it seems to us, to a policy of industry, not of ambition; a policy of peace, not of war. One has only to compare her present domestic condition with that of any former period to see that this new career on which she has entered is as wise as it is humane and beneficent. Her success in this career requires peace throughout the civilized world, and nowhere so much as on this continent. Recognition by her of the so-called Confederate States would be intervention and war in this country. Permanent dismemberment of the American Union in consequence of that intervention would be perpetual war — civil war. The new confederacy which in that case Great Britain would have aided into existence must, like any other new state, seek to expand itself northward, westward, and southward. What part of this continent or of the adjacent islands would be expected to remain in peace?

The President would regard it as inconsistent with his habitually high consideration for the government and people of Great Britain to allow me to dwell longer on the merely commercial aspects of the question under discussion. Indeed he will not for a moment believe that, upon consideration of merely financial gain, that government could be induced to lend its aid to a revolution designed to overthrow the institutions of this country, and involving ultimately the destruction of the liberties of the American people.

To recognize the independence of a new state, and so favor, possibly determine, its admission into the family of nations, is the highest possible exercise of sovereign power, because it affects in any case the welfare of two nations, and often the peace of the world. In the European system this power is now seldom attempted to be exercised without invoking a consultation or congress of nations. That system has not been extended to this continent. But there is even a greater necessity for prudence in such cases in regard to American States than in regard to the nations of Europe. A revolutionary change of dynasty or even a disorganization and recombination of one or many States, therefore, do not long or deeply affect the general interests of society, because the ways of trade and habits of society remain the same. But a radical change effected in the political combinations existing on the continent, followed, as it probably would be, by moral convulsions of incalculable magnitude, would threaten the stability of society throughout the world.

Humanity has indeed little to hope for if it shall, in this age of high improvement, be decided without a trial that the principle of international law which regards nations as moral persons, bound so to act as to do to each other the least injury and the most good, is merely an abstraction too refined to be reduced into practice by the enlightened nations of Western Europe. Seen in the light of this principle, the several nations of the earth constitute one great federal republic. When one of them casts its suffrages for the admission of a new member into that republic, it ought to act under a profound sense of moral obligation, and be governed by considerations as pure, disinterested, and elevated as the general interest of society and the advancement of human nature.

The British empire itself is an aggregation of divers communities which cover a large portion of the earth and embrace one-fifth of its entire population. Some, at least, of these communities are held to their places in that system by bonds as fragile as the obligations of our own federal Union. The strain will some time come which is to try the strength of these bonds, though it will be of a different kind from that which is trying the cords of our confederation. Would it be wise for her Majesty's government, on this occasion, to set a dangerous precedent, or provoke retaliation? If Scotland and Ireland are at last reduced to quiet contentment, has Great Britain no dependency, island, or province left exposed along the whole circle of her empire, from Gibraltar through the West Indies and Canada till it begins again on the southern extremity of Africa?

The President will not dwell on the pleasing recollection that Great Britain, not yet a year ago, manifested by marked attention to the United States her desire for a cordial reunion which, all ancient prejudices and passions being buried, should be a pledge of mutual interest and sympathy forever thereafter. The United States are not indifferent to the circumstances of common descent, language, customs, sentiments, and religion, which recommend a closer sympathy between themselves and Great Britain than either might expect in its intercourse with any other nation. The United States are one of many nations which have sprung from Great Britain herself. Other such nations are rising up in various parts of the globe. It has been thought by many who have studied the philosophy of modern history profoundly, that the success of the nations thus deriving their descent from Great Britain might, through many ages, reflect back upon that kingdom the proper glories of its own great career. The government and people of Great Britain may mistake their commercial interests, but they cannot become either unnatural or indifferent to the impulses of an undying ambition to be distinguished as the leaders of the nations in the ways of civilization and humanity.

Diary of John Beauchamp Jones: November 10, 1862


A day or two ago some soldiers marched through the city without shoes, in the snow. A committee of citizens to-day obtained an order from the War Department, for the impressment of all the boots, shoes, blankets, and overcoats in the shops. What a commotion among the Jews!

It is certain that the enemy are advancing upon Culpepper, on the way to Richmond, in great force. This we have in letters from Gen. Lee, dated 7th inst., near Culpepper C. H. He says the enemy's cavalry is very numerous, while our horses have the “sore tongue,” and tender hoofs. Lee has ordered the stores, etc. from Gordonsville to Lynchburg. He says Jackson may possibly march through one of the gaps and fall upon the enemy's flank, and intimates that an opportunity may be offered to strike the invaders “a blow.”

Yesterday, Sunday, a cavalry company dashed into Fredericksburg, and after robbing the stores, and reporting that the Democrats had swept the North, that England and France had recognized us, etc., they dashed out again.

The President sent to the department to day, without comment, a defense by Col. Baylor of his atrocious order for the massacre of the Indians. It was in a Texas paper. Baylor acknowledges its genuineness, and says the Apaches murdered our people invited to make a treaty with them, and he says it is his intention to retaliate by extermination of them.

Another proposition was received by the government to day from a French firm of New Orleans merchants, to furnish us salt, meat, shoes, blankets, etc., in unlimited quantities, and guarantee their delivery, if we will allow them, with the proceeds of salt, the privilege of buying cotton on the Mississippi River, and they will, moreover, freight French ships above New Orleans, and guarantee that' not a bale shall be landed in any U. S. port. Is it not certain that “Butler, the Beast,” is a party to the speculation? This is a strong temptation, and we shall see what response our government will make to this proposition to violate an act of Congress.

Captain William Thompson Lusk to Elizabeth Adams Lusk, January 27, 1862

Jan. 27th.

We find all sorts of communication with home fairly cut off. Gen. Sherman has been long planning some expedition against Fort Pulaski. At length it has started from Hilton Head, and Gen. Sherman, with his characteristic caution has closed all communication, fearful that otherwise, through letter, or in some other manner his plans might be revealed. I trust when the embargo is raised, the same steamer that carries this to you, will bear accounts of some new success from our expedition.

I am sorry Uncle Phelps is disappointed that he did not have the pleasure of reading my name in print. Why, I read the other day (in the Herald), how I commanded an enterprise at which I was not even present. So much for newspaper glory! After Bull Run, numbers who never left New York, had themselves puffed for gallant conduct by a mercenary press. Pooh! Mother, your reputation outside the circle of those who can see, is not worth the words that picture it. I have to laugh when I think of Brig.-Gen. of the Irish Brigade, and the affrighted Captain beating a quick retreat from Bull Run, swearing that the South had fought well and deserved its independence — that it was useless to resist a free people, and the sooner we recognize the South the better.

Since then has become a great hero, by the mighty powers of quackery.

Diary of Sir Arthur James Lyon Fremantle: Wednesday, June 17, 1863

We reached Petersburgh at 3 A.M., and had to get out and traverse this town in carts, after which we had to lie down in the road until some other cars were opened. We left Petersburgh at 5 A.M. and arrived at Richmond at 7 A.M., having taken forty-one hours coming from Charleston. The railroad between Petersburgh and Richmond is protected by extensive field-works, and the woods have been cut down to give range. An irruption of the enemy in this direction has evidently been contemplated; and we met a brigade of infantry half-way between Petersburgh and Richmond on its way to garrison the latter place, as the Yankees are reported to be menacing in that neighbourhood.

The scenery near Richmond is very pretty, and rather English-looking. The view of the James River from the railway bridge is quite beautiful, though the water is rather low at present. The weather was extremely hot and oppressive, and, for the first time since I left Havana, I really suffered from the heat.

At 10 A.M. I called on General Cooper, Adjutant-General to the Confederate forces, and senior general in the army. He is brother-in-law to Mr Mason, the Southern Commissioner in London. I then called upon Mr Benjamin, the Secretary of State, who made an appointment with me to meet him at his house at 7 P.M. The public offices are handsome stone buildings, and seemed to be well arranged for business. I found at least as much difficulty in gaining access to the great men as there would be in European countries; but when once admitted, I was treated with the greatest courtesy. The anterooms were crowded with people patiently waiting for an audience.

The streets of Richmond are named and numbered in a most puzzling manner, and the greater part of the houses are not numbered at all It is the most hilly city I have seen in America, and its population is unnaturally swollen since the commencement of the war. The fact of there being abundance of ice appeared to me an immense luxury, as I had never seen any before in the South; but it seems that the winters are quite severe in Northern Virginia.

I was sorry to hear in the highest quarters the gloomiest forebodings with regard to the fate of Vicksburg. This fortress is in fact given up, and all now despair of General Johnston's being able to effect anything towards its relief.

I kept my appointment with Mr Benjamin at 7 o'clock. He is a stout dapper little man, evidently of Hebrew extraction, and of undoubted talent. He is a Louisianian, and was senator for that state in the old United States Congress, and I believe he is accounted a very clever lawyer and a brilliant orator. He told me that he had filled the onerous post of Secretary of War during the first seven months of the Secession, and I can easily believe that he found it no sinecure. We conversed for a long time about the origin of secession, which he indignantly denied was brought about, as the Yankees assert, by the interested machinations of individuals. He declared that, for the last ten years, the Southern statesmen had openly stated in Congress what would take place; but the Northerners never would believe they were in earnest, and had often replied by the taunt, “The South was so bound to, and dependent on, the North, that she couldn't be kicked out of the Union.

He said that the Southern armies had always been immensely outnumbered in all their battles, and that until recently General Lee could never muster more than 60,000 effective men. He confessed that the Southern forces consisted altogether of about 350,000 to 400,000 men; and when I asked him where they all were, he replied that, on account of the enormous tract of country to be defended, and the immense advantages the enemy possessed by his facilities for sea and river transportation, the South was obliged to keep large bodies of men unemployed, and at great distances from each other, awaiting the sudden invasions or raids to which they were continually exposed. Besides which, the Northern troops, which numbered (he supposed) 600,000 men, having had as yet but little defensive warfare, could all be employed for aggressive purposes.

He asserted that England has still, and always had had it, in her power to terminate the war by recognition, and by making a commercial treaty with the South; and he denied that the Yankees really would dare to go to war with Great Britain for doing so, however much they might swagger about it: he said that recognition would not increase the Yankee hatred of England, for this, whether just or unjust, was already as intense as it could possibly be. I then alluded to the supposed ease with which they could overrun Canada, and to the temptation which its unprotected towns must offer to the large numbers of Irish and German mercenaries in the Northern armies. He answered, “They probably could not do that so easily as some people suppose, and they know perfectly well that you could deprive them of California (a far more serious loss) with much greater ease.” This consideration, together with the certainty of an entire blockade of their ports, the total destruction of their trade, and an invasion on a large scale by the Southern troops, in reality prevents the possibility of their declaring war upon England at the present time, any more than they did at the period of their great national humiliation in the Mason-Slidell affair.

Mr Benjamin told me that his property had lately been confiscated in New Orleans, and that his two sisters had been turned, neck and crop, into the streets there, with only one trunk, which they had been forced to carry themselves. Every one was afraid to give them shelter, except an Englishwoman, who protected them until they could be got out of the city.

Talking of the just admiration which the English newspapers accorded to Stonewall Jackson, he expressed, however, his astonishment that they should have praised so highly his strategic skill in outmanoeuvring Pope at Manassas, and Hooker at Chancellorsville, totally ignoring that in both cases the movements were planned and ordered by General Lee, for whom (Mr Benjamin said) Jackson had the most “childlike reverence.”

Mr Benjamin complained of Mr Russell of the “Times” for holding him up to fame as a “gambler” — a story which he understood Mr Russell had learnt from Mr Charles Sumner at Washington. But even supposing that this was really the case, Mr Benjamin was of opinion that such a revelation of his private life was in extremely bad taste, after Mr Russell had partaken of his (Mr Benjamin's) hospitality at Mongomery.

He said the Confederates were more amused than annoyed at the term “rebel,” which was so constantly applied to them; but he only wished mildly to remark, that in order to be a “rebel,” a person must rebel against some one who has a right to govern him; and he thought it would be very difficult to discover such a right as existing in the Northern over the Southern States.

In order to prepare a treaty of peace, he said, "It would only be necessary to write on a blank sheet of paper the words ‘self-government. Let the Yankees accord that, and they might fill up the paper in any manner they chose. We don't want any State that doesn't want us; but we only wish that each State should decide fairly upon its own destiny. All we are struggling for is to be let alone.”

At 8 P.M. Mr Benjamin walked with me to the President's dwelling, which is a private house at the other end of the town. I had tea there, and uncommonly good tea too — the first I had tasted in the Confederacy. Mrs Davis was unfortunately unwell and unable to see me.

Mr Jefferson Davis struck me as looking older than I expected. He is only fifty-six, but his face is emaciated, and much wrinkled. He is nearly six feet high, but is extremely thin, and stoops a little. His features are good, especially his eye, which is very bright, and full of life and humour. I was afterwards told he had lost, the sight of his left eye from a recent illness. He wore a linen coat and grey trousers, and he looked what he evidently is, a well-bred gentleman. Nothing can exceed the charm of his manner, which is simple, easy, and most fascinating. He conversed with me for a long time, and agreed with Benjamin that the Yankees did not really intend to go to war with England if she recognised the South; and he said that, when the inevitable smash came — and that separation was an accomplished fact — the State of Maine would probably try to join Canada, as most of the intelligent people in that state have a horror of being “under the thumb of Massachusetts. He added, that Maine was inhabited by a hardy, thrifty, seafaring population, with different ideas to the people in the other New England states.

When I spoke to him of the wretched scenes I had witnessed in his own State (Mississippi), and of the miserable, almost desperate, situation in which I had found so many unfortunate women, who had been left behind by their male relations; and when I alluded in admiration to the quiet, calm, uncomplaining manner in which they bore their sufferings and their grief, he said, with much feeling, that he always considered silent despair the most painful description of misery to witness, in the same way that he thought mute insanity was the most awful form of madness.

He spoke to me of Grenfell, who, he said, seemed to be serving the Confederacy in a disinterested and loyal manner. He had heard much of his gallantry and good services, and he was very sorry when I told him of Grenfell's quarrel with the civil power.

He confirmed the truth of my remark, that a Confederate general is either considered an Admirable Crichton by the soldiers, or else abused as everything bad; and he added, the misfortune was, that it is absolutely necessary, in order to insure success, that a general must obtain and preserve this popularity and influence with his men, who were, however, generally very willing to accord their confidence to any officer deserving of it.

With regard to the black-flag-and-no-quarter agitation, he said people would talk a great deal, and even go into action determined to give no quarter; “but,” he added, “I have yet to hear of Confederate soldiers putting men to death who have thrown down their arms and held up their hands.”

He told me that Lord Russell confessed that the impartial carrying out of the neutrality laws had pressed hard upon the South; and Mr Davis asserted that the pressure might have been equalised, and yet retained its impartiality, if Great Britain, instead of closing her ports, had opened them to the prizes of both parties; but I answered that perhaps this might be over-doing it a little on the other side.

When I took my leave about 9 o'clock, the President asked me to call upon him again. I don't think it is possible for any one to have an interview with him without going away most favourably impressed by his agreeable, unassuming manners, and by the charm of his conversation. Whilst walking home, Mr Benjamin told me that Mr Davis's military instincts still predominate, and that his eager wish was to have joined the army instead of being elected President.

During my travels, many people have remarked to me that Jefferson Davis seems in a peculiar manner adapted for his office. His military education at West Point rendered him intimately acquainted with the higher officers of the army; and his post of Secretary of War under the old Government brought officers of all ranks under his immediate personal knowledge and supervision. No man could have formed a more accurate estimate of their respective merits. This is one of the reasons which gave the Confederates such an immense start in the way of generals; for having formed his opinion with regard to appointing an officer, Mr Davis is always most determined to carry out his intention in spite of every obstacle. His services in the Mexican war gave him the prestige of a brave man and a good soldier. His services as a statesman pointed him out as the only man who, by his unflinching determination and administrative talent, was able to control the popular will. People speak of any misfortune happening to him as an irreparable evil too dreadful to contemplate.

Before we reached the Spottswood Hotel, we met ——, to whom Mr Benjamin introduced me. They discussed the great topic of the day — viz., the recapture of Winchester by General Ewell, the news of which had just arrived, and they both expressed their regret that General Milroy should have escaped. It appears that this Yankee commander, for his alleged crimes, had been put hors de la loi by the Confederates in the same manner as General Butler. —— said to me, “We hope he may not be taken alive; but if he is, we will not shrink from the responsibility of putting him to death.”
