Diary of Julia Ward Howe: Wednesday, June 21, 1865

Attended the meeting at Faneuil Hall, for the consideration of reconstruction of the Southern States. Dana made a statement to the effect that voting was a civic, not a natural, right, and built up the propriety of negro suffrage on the basis first of military right, then of duty to the negro, this being the only mode of enabling him to protect himself against his late master. His treatment was intended to be exhaustive, and was able, though cold and conceited. Beecher tumbled up on the platform immediately after, not having heard him, knocked the whole question to pieces with his great democratic power, his humor, his passion, and his magnetism. It was Nature after Art, and his nature is much greater than Dana's art.

Diary of Gideon Welles: Saturday, January 2, 1864

Double duty for yesterday's holiday. Senator Sumner called on Saturday as usual. After disposing of some little matters of business, he spoke of the President and the election. He says the President is moving for a reƫlection, and has, he knows, spoken to several persons on the subject very explicitly. I told him the President had exchanged no word with me on the subject, but that I had taken for granted he would be a candidate, that I thought all Presidents had entertained dreams of that nature, and that my impressions are that a pretty strong current is setting in his favor. To this Sumner made no response, affirmatively or negatively. I think his present thoughts are in another direction, but not very decidedly so. Neither of us cared to press the other. Whether he had in view to sound me I was uncertain, and am still.

In many very essential respects Sumner is deficient as a party leader, though he has talents, acquirements, sincerity, and patriotism, with much true and false philanthropy. He is theoretical rather than practical. Is egotistical, credulous to weakness with those who are his friends; is susceptible to flattery from any quarter, and has not the suspicions and jealousies that are too common with men in position. There is want of breadth, enlarged comprehension, in his statesmanship. He is not a Constitutionalist, has no organizing and constructive powers, and treats the great fundamental principles of the organic law much as he would the resolutions of the last national party convention. Towards the slaveholders he is implacable, and is ready to go to extremes to break up not only the system of bondage, but the political, industrial, and social system in all the rebellious States. His theorizing propensities and the resentments that follow from deep personal injuries work together in his warfare against that domineering oligarchy which has inflicted great calamities on our country and wrongs on himself. He would not only free the slaves but elevate them above their former masters, yet, with all his studied philanthropy and love for the negroes in the abstract, is unwilling to fellowship with them, though he thinks he is. It is, however, ideal, book philanthropy.

As Chairman of the Committee on Foreign Relations, his services at this time are invaluable. He is, fortunately, in many respects the opposite of Seward, has higher culture and, on international law and the science of government, is vastly better informed and greatly the superior of the Secretary of State. But the latter has greater tact, more practicality, and better knowledge of parties and men, greater versatility of genius and unsurpassed pliability, so that he can more readily adapt himself to what ever may seem expedient. Sumner acts not always from fixed principles but earnest though prejudiced convictions, investigating questions in which he is interested elaborately, and brings learning and authorities to his support. Seward is earnest for his party, but has no great deference for political principles of any kind; his convictions or opinions are weak and change without hesitation if deemed expedient or if his party can be benefited. To such a Secretary an adviser like Sumner is valuable, yet Seward does not appreciate it. There is mutual want of confidence.

My impressions are that Sumner's present leanings are, after vague and indefinite dreams of himself, for Chase, who has ultra notions, but Chase has to some extent modified his opinions since our conversation last summer, when we took a long evening's ride. The subject of reconstruction was just then beginning to be earnestly discussed.

Sumner has not the arts that are the chief stock in trade, to use a mercantile phrase, of some tolerably successful politicians, and he is so credulous as to be often the victim of cunning fellows of greatly inferior capacity who flatter and use him. When Senator Dixon of Connecticut desired, and was intriguing for, a reƫlection to the Senate, he contrived to get a quasi indorsement from Sumner in a general letter, which was used effectually to defeat Sumner's best friends in Connecticut and injure the cause nearest his heart. Dixon understood his weakness and made skillful application of it to dupe and deceive Sumner. Too late Sumner regrets his error, but will repeat it when a shrewd and cunning mind shall need to practice the deception. He can, right or wrong, stand firm and immovable on great questions, but is swayed by little social appeals to his kindness. His knowledge of men is imperfect and unreliable, and hence, while he will always have position with his party and influence its movements he will never be the trusted leader.

Abraham Lincoln’s Last Speech, April 11, 1865

FELLOW-CITIZENS:— We meet this evening not in sorrow, but in gladness of heart. The evacuation of Petersburg and Richmond, and the surrender of the principal insurgent army, give hope of a righteous and speedy peace, whose joyous expression cannot be restrained. In the midst of this, however, He from whom all blessings flow must not be forgotten.

A call for a national thanksgiving is being prepared, and will be duly promulgated. Nor must those whose harder part gives us the cause of rejoicing be overlooked. Their honors must not be parcelled out with others. I myself was near the front, and had the pleasure of transmitting much of the good news to you. But no part of the honor for plan or execution is mine. To General Grant, his skilful officers, and brave men, all belongs. The gallant navy stood ready, but was not in reach to take active part. By these recent successes, the reinauguration of the national authority — reconstruction — which has had a large share of thought from the first, is pressed much more closely upon our attention. It is fraught with great difficulty. Unlike a case of war between independent nations, there is no authorized organ for us to treat with —no one man has authority to give up the rebellion for any other man. We simply must begin with and mould from disorganized and discordant elements. Nor is it a small additional embarrassment that we, the loyal people, differ among ourselves as to the mode, manner, and measure of reconstruction. As a general rule, I abstain from reading the reports of attacks upon myself, wishing not to be provoked by that to which I cannot properly offer an answer. In spite of this precaution, however, it comes to my knowledge that I am much censured for some supposed agency in setting up and seeking to sustain the new State Government of Louisiana. In this I have done just so much and no more than the public knows. In the Annual Message of December, 1863, and the accompanying proclamation, I presented a plan of reconstruction, as the phrase goes, which I promised, if adopted by any State, would be acceptable to and sustained by the Executive Government of the nation. I distinctly stated that this was not the only plan which might possibly be acceptable, and I also distinctly protested that the Executive claimed no right to say when or whether members should be admitted to seats in Congress from such States. This plan was in advance submitted to the then Cabinet, and approved by every member of it. One of them suggested that I should then and in that connection apply the Emancipation Proclamation to the theretofore excepted parts of Virginia and Louisiana: that I should drop the suggestion about apprenticeship for freed people, and that I should omit the protest against my own power in regard to the admission of members of Congress. But even he approved every part and parcel of the plan which has since been employed or touched by the action of Louisiana. The new Constitution of Louisiana, declaring emancipation for the whole State, practically applies the proclamation to the part previously excepted. It does not adopt apprenticeship for freed people, and is silent, as it could not well be otherwise, about the admission of members to Congress. So that, as it applied to Louisiana, every member of the Cabinet fully approved the plan. The message went to Congress, and I received many commendations of the plan, written and verbal, and not a single objection to it from any professed emancipationist came to my knowledge until after the news reached Washington that the people of Louisiana had begun to move in accordance with it. From about July, 1862, I had corresponded with different persons supposed to be interested in seeking a reconstruction of a State Government for Louisiana. When the message of 1863, with the plan before mentioned, reached New Orleans, General Banks wrote me that he was confident that the people, with his military co-operation, would reconstruct substantially on that plan. I wrote to him and some of them to try it. They tried it, and the result is known. Such has been my only agency in getting up the Louisiana Government. As to sustaining it, my promise is out, as before stated. But as bad promises are better broken than kept, I shall treat this as a bad promise and break it, whenever I shall be convinced that keeping it is adverse to the public interest; but I have not yet been so convinced. I have been shown a letter on this subject, supposed to be an able one, in which the writer expresses regret that my mind has not seemed to be definitely fixed upon the question whether the seceded States, so called, are in the Union or out of it. It would perhaps add astonishment to his regret were he to learn that since I have found professed Union men endeavoring to answer that question, I have purposely forborne any public expression upon it. As appears to me, that question has not been nor yet is a practically material one, and that any discussion of it, while it thus remains practically immaterial, could have no effect other than the mischievous one of dividing our friends. As yet, whatever it may become, that question is bad as the basis of a controversy, and good for nothing at all — a merely pernicious abstraction. We 'all agree that the seceded States, so called, are out of their proper practical relation with the Union, and that the sole object of the Government, civil and military, in regard to those States, is to again get them into their proper practical relation. I believe that it is not only possible, but in fact easier, to do this without deciding or even considering whether those States have ever been out of the Union, than with it. Finding themselves safely at home, it would be utterly immaterial whether they had been abroad. Let us all join in doing the acts necessary to restore the proper practical relations between these States and the Union, and each forever after innocently indulge his own opinion whether, in doing the acts, he brought the States from without into the Union, or only gave them proper assistance, they never having been out of it. The amount of constituency, so to speak, on which the Louisiana Government rests, would be more satisfactory to all if it contained fifty thousand, or thirty thousand, or even twenty thousand, instead of twelve thousand, as it does. It is also unsatisfactory to some that the elective franchise is not given to the colored man. I would myself prefer that it were now conferred on the very intelligent, and on those who serve our cause as soldiers. Still, the question is not whether the Louisiana Government, as it stands, is quite all that is desirable. The question is, will it be wiser to take it as it is and help to improve it, or to reject and disperse it? Can Louisiana be brought into proper practical relation with the Union sooner by sustaining or by discarding her new State Government? Some twelve thousand voters in the heretofore Slave State of Louisiana have sworn allegiance to the Union, assumed to be the rightful political power of the State, held elections, organized a State Government, adopted a Free State Constitution, giving the benefit of public schools equally to black and white, and empowering the Legislature to confer the elective franchise upon the colored man. This Legislature has already voted to ratify the Constitutional Amendment recently passed by Congress, abolishing slavery throughout the nation. These twelve thousand persons are thus fully committed to the Union and to perpetuate freedom in the State—committed to the very things, and nearly all things, the nation wants — and they ask the nation’s recognition and its assistance to make good this committal. Now, if we reject and spurn them, we do our utmost to disorganize and disperse them. We, in fact, any to the white man: You are worthless or worse; we will neither help you nor be helped by you. To the blacks we say: This cup of liberty which these, your old masters, held to your lips, we will dash from you, and leave you to the chances of gathering the spilled and scattered contents in some vague and undefined when, where, and how. If this course, discouraging and paralyzing both white and black, has any tendency to bring Louisiana into proper practical relations with the Union, I have so far been unable to perceive it. If, on the contrary, we recognize and sustain the new Government of Louisiana, the converse of all this is made true. We encourage the hearts and nerve the arms of twelve thousand to adhere to their work, and argue for it, and proselyte for it, and fight for it, and feed it, and grow it, and ripen it to a complete success. The colored man, too, in seeing all united for him, is inspired with vigilance, and energy, and daring to the same end. Grant that he desires the elective franchise, will he not attain it sooner by saving the already advanced steps towards it, than by running backward over them? Concede that the new Government of Louisiana is only to what it should be as the egg is to the fowl, we shall sooner have the fowl by hatching the egg than by smashing it. [Laughter.] Again, if we reject Louisiana, we also reject one vote in favor of the proposed amendment to the National Constitution. To meet this proposition, it has been argued that no more than three-fourths of those States which have not attempted secession are necessary to validly ratify the amendment. I do not commit myself against this, further than to say that such a ratification would be questionable, and sure to be persistently questioned, while a ratification by three-fourths of all the States would be unquestioned and unquestionable. I repeat the question, Can Louisiana be brought into proper practical relation with the Union sooner by sustaining or by discarding her new State Government? What has been said of Louisiana will apply to other States. And yet so great peculiarities pertain to each ate, and such important and sudden changes occur in the same State, and withal so new and unprecedented is the whole case, that no exclusive and inflexible plan can safely be prescribed as to details and collaterals. Such exclusive and inflexible plan would surely become a new entanglement. Important principles may and must be inflexible. In the present situation, as the phrase goes, it may be my duty to make some new announcement to the people of the South. I am considering, and shall not fail to set, when satisfied that action will be proper.

Salmon P. Chase to Abraham Lincoln, April 11, 1865

Baltimore, April 11. 1865:
My dear Sir,

When all mankind are congratulating you, one voice, heard or not, is of little account; but I add mine.

I am very anxious about the future: and most about the principles which are to govern reconstruction: for as these principles are sound or unsound so will be the work & its results.

You have no time to read a long letter; nor have I time to write one; so I will be brief.

And first as to Virginia.

By the action of every branch of the Government we are committed to the recognition & maintenance of the State organization of which Governor Pierpont is the head. You know all the facts & recapitulations would be useless. There will be a pressure for the recognition of the rebel organization on condition of profession of loyalty. It will be far easier and wiser, in my judgment, to stand by the loyal organization already recognized.

And next as to the other rebel States:

The easiest & safest way seems to me to be the enrollment of the loyal citizens, without regard to complexion, and encouragement & support to them in the reorganization of State Governments under constitutions securing suffrage to all citizens of proper age & unconvicted of crime. This you know has long been my opinion. It is confirmed by observation more & more.

This way is recommended by its simplicity, facility &, above all, justice. It will be, hereafter, counted equally a crime & a folly if the colored loyalists of the rebel states shall be left to the control of restored rebels, not likely in that case to be either wise or just, until taught both wisdom and justice by new calamities.

The application of this principle to Louisiana is made somewhat difficult by the organization which has already taken place: but happily the Constitution enables the Legislature to extend the right of suffrage; and it is not to be doubted that, on a suggestion from the National Authorities that its extension to colored citizens on equal terms with white citizens is believed to be necessary to the future tranquillity of the country as well as just in itself, the Legislature will act promptly in the desired direction.

What reaches me of the condition of things in Louisiana impresses me strongly with the belief that this extension will be of the greatest benefit to the whole population.

The same result can be secured in Arkansas by an amendment of the State Constitution; or what would be better, I think, by a new Convention the Members of which should be elected by the loyal citizens without distinction of color. To all the other states the general principle may be easily applied.

I most respectfully but most earnestly commend these matters to your attention. God gives you a great place & a great opportunity. May He guide you in the use of them.

I noticed this morning your proclamation closing the ports & was glad to see it. I presume the law of forfeiture was well considered & also the effect of discrimination against foreign vessels.

Diary of Gideon Welles: Saturday, August 29, 1863

Have reluctantly come to the conclusion to visit the navy yards. It is a matter of duty, and the physicians and friends insist it will be conducive to health and strength. If I could go quietly it would give me pleasure, but I have a positive dislike to notoriety and parade, — not because I dislike well-earned applause, not because I do not need encouragement, but there is so much insincerity in their showy and ostentatious parades, where the heartless and artful are often the most prominent.

The President cordially approves my purpose, which he thinks and says will do me good and strengthen me for coming labors.

Chase has been to me, urging the dispatch of several vessels to seize the armored ships which are approaching completion in Great Britain and which may be captured off the English coast. The objections are: first, we cannot spare the ships; second, to place a naval force in British waters for the purpose indicated would be likely to embroil us with that power; third, the Secretary of State assures me in confidence that the armored vessels building in England will not be allowed to leave. This third objection, which, if reliable, is in itself a sufficient reason for non-action on my part, I am not permitted to communicate to the Secretary of the Treasury, who is a part of the government and ought to know the fact. It may be right that the commercial community, who are deeply interested and who, of course, blame me for not taking more active and energetic measures, should be kept in ignorance of the true state of the case, but why withhold the truth from the Secretary of the Treasury? If he is not to be trusted, he is unfit for his place; but it is not because he is not to be trusted. These little things injure the Administration, and are in themselves wrong. I am, moreover, compelled to rely on the oral, unwritten statement of the Secretary of State, who may be imposed upon and deceived, who is often mistaken; and, should those vessels escape, the blame for not taking preliminary steps to seize them will fall heavily on me. It grieves Chase at this moment and lessens me in his estimation, because I am doing nothing against these threatened marauders and can give him no sufficient reasons why I am not.

The subject of a reunion is much discussed. Shall we receive back the Rebel States? is asked of me daily. The question implies that the States have seceded, — actually gone out from us, — that the Union is at present dissolved, which I do not admit. People have rebelled, some voluntarily, some by compulsion. Discrimination should be made in regard to them. Some should be hung, some exiled, some fined, etc., and all who remain should do so on conditions satisfactory and safe. I do not trouble myself about the Emancipation Proclamation, which disturbs so many. If New York can establish slavery or imprison for debt, so can Georgia. The States are and must be equal in political rights. No one State can be restricted or denied privileges or rights which the others possess, or have burdens or conditions imposed from which its co-States are exempt. The Constitution must be amended, and our Union and system of government changed, to reach what is demanded by extreme men in this matter.

Diary of Gideon Welles: Saturday, August 22, 1863

Mr. Chase called and took me this evening for a two hours' ride. We went past Kalorama north, crossed Rock Creek near the Stone Mill, thence over the hills to Tenallytown, and returned through Georgetown. The principal topic of conversation, and the obvious purpose of this drive was a consultation on the slavery question, and what in common parlance is called the reconstruction of the Union with the incidents. After sounding me without getting definite and satisfactory answers, he frankly avowed his own policy and determination. It is unconditional and immediate emancipation in all the Rebel States, no retrograde from the Proclamation of Emancipation, no recognition of a Rebel State as a part of the Union, or any terms with it except on the extinction, wholly, at once, and forever, of slavery.

I neither adopted nor rejected his emphatic tests, for such he evidently meant them. The questions are of vast magnitude, and have great attending difficulties. The reestablishment of the Union is a practical and important question, and it may come up in a way and form which we cannot now anticipate, and not improbably set aside any hypothetical case which may at this time be presented. I consider slavery, as it heretofore existed, has terminated in all the States, and am not for intruding speculative political theories in advance to embarrass official action.

North Carolinians are just now beginning to discuss the subject of disconnecting their State from the Confederacy. I asked Chase if he believed Congress would refuse to recognize her and the government attempt to exclude her from the Union if she came forward and proposed to resume her place, with slavery, like Maryland and the other Border States. He said much would depend on the President, — all in fact, for were the President to acquiesce in her return it could not be prevented, but on the other hand, if he planted himself firmly, and with Jacksonian will on the Proclamation, he had no doubt North Carolina would be excluded or refused her original place in the Union, unless she modified her constitution and abolished slavery. He was confident if the Government persisted in emancipation the State would ultimately yield.

“That,” said I, “brings up other questions touching the powers and limitations of the Federal Government. Where is the authority for Congress, or a fraction of Congress, to exclude a State, or to prescribe new conditions to one of the original States, on which one of the original commonwealths which founded and established the government shall hereafter compose a part of the Federal Union? Where is the authority for the President or Congress to deprive her of rights reserved and guaranteed to all, — to dictate her local policy, — these restrictive conditions being new, not a part of the Federal compact or known to the Constitution. The States must have equal political rights or the government cannot stand on the basis of 1789.”

He replied that those States had severed their connection with the Union without cause, had broken faith and made war on the government. They had forfeited their rights. They no longer retained the position they once had. They were to be subjugated, conquered. In order to be restored to the Union they must be required to put away the cause of disturbance, the source of rebellion, disunion, and strife. The welfare of the nation, the security and perpetuity of the Union demanded this. To admit them now to a full and equal participation with ourselves, without extinguishing slavery, would be with the aid of their sympathizing friends to place the government in the hands of the slaveholders.

That there may be something to be apprehended, were all the Rebels and their old party associates in the Free States to reunite and act in concert, I admit may be true, but this is not a supposable case. The Rebels will not all come back at once, were pardon and general amnesty extended to them. There is also, bear in mind, deep and wide hostility to the Confederate proceedings through almost the whole South, and the old party associates of Davis and others in the North are broken up and pretty thoroughly alienated. The reestablishment of the Union and harmony will be a slow process, requiring forbearance and nursing rather than force and coercion. The bitter enmities which have been sown, the hate which has been generated, the blood which has been spilled, the treasure, public and private, which has been wasted, and, last and saddest of all, the lives which have been sacrificed, cannot be forgotten and smoothed over in a day; we can hardly expect it in a generation. By forbearance and forgiveness, by wise and judicious management, the States may be restored to their place and the people to their duty, but let us not begin by harsh assumptions, for even with gentle treatment the work of reconciliation and fraternity will be slow. Let us be magnanimous. Ought we not to act on individuals and through them on the States?

This inquiry seemed to strike him favorably, and I elaborated it somewhat, bringing up old political doctrines and principles which we had cherished in other days. I reminded him that to have a cordial union of the States they must be equal in political rights, and that arbitrary measures did not conduce to good feeling and were not promotive of freedom and good will. As regards individuals who have made war on the government and resisted its laws, they had forfeited their rights and could be punished and even deprived of life, but I knew not how we could punish States as commonwealths except through their people. A State could not be struck out of existence like an individual or corporation.

Besides, it must be remembered, we should be classing the innocent with the guilty, punishing our true friends who had already suffered greatly in the Union cause as severely as the worst Rebels. We could have no ex post facto enactments, could not go beyond existing laws to punish Rebels; we should not do this with our friends, and punish them for wrongs committed by others. We could now exact of Rebels the oath of allegiance before pardon, and could perhaps grant conditional or limited pardons, denying those who had been active in taking up arms the right to vote or hold office for a period. Such as came in on the terms granted would build up loyal communities.

In these general outlines we pretty much agreed, but there is, I apprehend, a radical difference between us as regards the status of the States, and their position in and relation to the general government. I know not that I clearly comprehend the views of Chase, and am not sure that he has fully considered and matured the subject himself. He says he makes it a point to see the President daily and converse on this subject; that he thinks the President is becoming firm and more decided in his opinions, and he wants me to second him. Stanton he says is all right, but is not a man of firm and reliable opinions. Seward and Blair he considers opponents. Bates he says is of no account and has no influence. Usher he classes with himself, though he considers him of no more scope than Bates. Seward he says is unreliable and untruthful. The President he compliments for honesty of intentions, good common sense, more sagacity than he has credit for, but [he thinks he] is greatly wanting in will and decision, in comprehensiveness, in self-reliance, and clear, well-defined purpose.

The reƫstablishment of the Union is beset with difficulties. One great embarrassment, the principal one, is the intrusion of partyism. Chase, I see, is warped by this. It is not strange that he should be, for he has aspirations which are likely to be affected by these issues. Others are in like manner influenced. I believe I have no personal ambition to gratify, no expectations. There is no office that I want or would accept in prospect, but my heart is in again beholding us once more United States and a united people.

It appears to me Mr. Chase starts out on an error. The Federal Government has no warrant to impose conditions on any of the States to which all are not subjected, or to prescribe new terms which conflict with those on which our fundamental law is based. In these tempestuous days, when to maintain its existence the Federal Government is compelled to exercise extraordinary powers, statesmen and patriots should take care that it does not transcend its authority and subvert the system. We are testing the strength and inviolability of a written constitution. To impose conditions on the States which are in rebellion is allowable on no other premise than that they actually seceded and left the Union. Now, while it is admitted and we all know that a majority of the people in certain States have rebelled and made war on the central government, none of us recognize or admit the right or principle of secession. People — individuals — have rebelled but the States are sovereignties, not corporations, and they still belong to and are a part of the Union. We can imprison, punish, hang the Rebels by law and constitutional warrant, but where is the authority or power to chastise a State, or to change its political status, deprive it of political rights and sovereignty which other States possess?

To acknowledge that the States have seceded — that the Union is dissolved — would be to concede more than I am prepared for. It is the error into which Mr. Seward plunged at the beginning, when he insisted that a blockade authorized by international law should be established instead of a closure of the ports by national law, and that the Rebels should be recognized as belligerents. The States have not seceded; they cannot secede, nor can they be expelled. Secession is synonymous with disunion. Whenever it takes place, we shall belong to different countries.

Slavery has received its death-blow. The seeds which have been sown by this war will germinate. Were peace restored to-morrow and the States reunited with the rotten institution in each of them, chattel slavery would expire. What is to be the ultimate effect of the Proclamation, and what will be the exact status of the slaves and the slave-owners, were the States now to resume their position, I am not prepared to say. The courts would adjudicate the questions; there would be legislative action in Congress and in the States also; there would be sense and practical wisdom on the part of intelligent and candid men who are not carried away by prejudice, fanaticism, and wild theories. No slave who has left a Rebel master and come within our lines, or has served under the flag, can ever be forced into involuntary servitude.

The constitutional relations of the States have not been changed by the Rebellion, but the personal condition of every Rebel is affected. The two are not identical. The rights of the States are unimpaired; the rights of those who have participated in the Rebellion may have been forfeited.

This subject should not become mixed with partyism, but yet it can scarcely be avoided. Chase gathers it into the coming Presidential election; feels that the measure of emancipation which was decided without first consulting him has placed the President in advance of him on a path which was his specialty.

Diary of John Hay: November 18, 1864

. . . When the President came in, he called Blair and Banks into his office, meeting them in the hall.

They immediately began to talk about Ashley’s Bill in regard to States in insurrection. The President had been reading it carefully, and said that he liked it with the exception of one or two things which he thought rather calculated to conceal a feature which might be objectionable to some. The first was that under the provisions of that bill, negroes would be made jurors and voters under the temporary governments. “Yes,” said Banks; “that is to be stricken out, and the qualification ‘white male citizens of the United States’ is to be restored. What you refer to would be a fatal objection to the bill. It would simply throw the Government into the hands of the blacks, as the white people under that arrangement would refuse to vote.”

“The second,” said the President, “is the declaration that all persons heretofore held in slavery are declared free. This is explained by some to be, not a prohibition of slavery by Congress, but a mere assurance of freedom to persons actually there in accordance with the Proclamation of Emancipation. In that point of view it is not objectionable, though I think it would have been preferable to so express it.”

The President and General Banks spoke very favorably with three qualifications of Ashley’s Bill. Banks is especially anxious that the Bill may pass and receive the approval of the President. He regards it as merely concurring in the President's own action in the important case of Louisiana, and recommending an observance of the same policy in other cases. He does not regard it, nor does the President, as laying down any cast-iron policy in the matter. Louisiana being admitted and this Bill passed, the President is not estopped by it from recognizing and urging Congress to recognize, another state of the South, coming with constitution and conditions entirely dissimilar. Banks thinks that the object of Congress in passing the Bill at all, is merely to assert their conviction that they have a right to pass such a law, in concurrence with the executive action. They want a hand in the reconstruction. It is unquestionably the prerogative of Congress to decide as to qualifications of its own members:— that branch of the subject is exclusively their own. It does not seem wise, therefore, to make a fight upon a question purely immaterial; that is, whether this bill is a necessary one or not, and thereby lose the positive gain of this endorsement of the President's policy in the admission of Louisiana, and the assistance of that State in carrying the Constitutional Amendment prohibiting slavery.

Blair talked more than both Lincoln and Banks, and somewhat vehemently attacked the radicals in the House and Senate, who are at work upon this measure, accusing them of interested motives and hostility to Lincoln. The President said:— “It is much better not to be led from the region of reason into that of hot blood, by imputing to public men motives which they do not avow.”

Diary of John Hay: Tuesday, December 28, 1863

I received to-night letters from Page and Stickney asking me to come down to Florida and be their Representative in Congress.

Talked with the President about the matter of the reconstruction of Florida. He wants me to take one of his Oath-books down to Point Lookout, and get the matter going there, and after that he will appoint me a Commissioner to go to Florida and engineer business there. By their meeting at St. Augustine, the other day, there seems a prospect of getting the State under way early next Spring. I will go down and form my plans after I get there as to my own course. . . .

Americans, mining their own traditions and borrowing ideas, produced creative possibilities for overcoming the crises that threatened their country.

In a work as dramatic and colorful as the era it covers, White narrates the conflicts and paradoxes of these decades of disorienting change and mounting unrest, out of which emerged a modern nation whose characteristics resonate with the present day.

Diary of John Hay: December 10, 1863

. . . . Sumner speaks of the Message with great gratification. It satisfies his idea of proper reconstruction without insisting on the adoption of his peculiar theories. The President repeated, what he has often said before, that there is no essential contest between loyal men on this subject, if they consider it reasonably. The only question is: — Who constitute the State? When that it is decided, the solution of subsequent questions is easy.

He says that he wrote in the Message originally that he considered the discussion as to whether a State has been at any time out of the Union, as vain and profitless. We know that they were — we trust they shall be — in the Union. It does not greatly matter whether, in the meantime, they shall be considered to have been in or out. But he afterwards considered that the 4th Section, 4th Article of the Constitution, empowers him to grant protection to States in the Union, and it will not do ever to admit that these States have at any time been out. So he erased that sentence as possibly suggestive of evil. He preferred, he said, to stand firmly based on the Constitution rather than work in the air.

Talking about the Missouri matter, he said these radical men have in them the stuff which must save the State, and on which we must mainly rely. They are absolutely uncorrosive by the virus of secession. It cannot touch or taint them. While the conservatives, in casting about for votes to carry through their plans, are tempted to affiliate with those whose record is not clear. If one side must be crushed out and the other cherished, there could be no doubt which side we would choose as fuller of hope for the future. We would have to side with the radicals.

“But just there is where their wrong begins. They insist that I shall hold and treat Governor Gamble and his supporters — men appointed by loyal people of Mo. as rep’s of Mo. loyalty, and who have done their whole duty in the war faithfully and promptly, — who, even when they have disagreed with me, have been silent and kept about the good work, — that I shall treat these men as copperheads and ruinous to the Government. This is simply monstrous.”

“I talked to these people in this way, when they came to me this fall. I saw that their attack on
Gamble was malicious. They moved against him by flank attacks from different sides of the same question. They accused him of enlisting rebel soldiers among the enrolled militia; and of exempting all the rebels, and forcing Union men to do the duty; all this in the blindness of passion. I told them they were endangering the election of Senators; that I thought their duty was to elect Henderson and Gratz Brown;and nothing has happened in our politics which has pleased me more than that incident.”

He spoke of the newborn fury of some of these men, — of Drake stumping against Rollins in '56 on the ground that Rollins was an abolitionist; — of ci-devant rebels coming here in the radical Convention. Not that he objected; he was glad of it; but fair play! let not the pot make injurious reference to the black base of the kettle; he was in favor of short statutes of limitations.

In reply to a remark of Arnold’s about the improved condition of things in Kentucky, and the necessity of still greater improvement, and the good disposition of the Kentucky congressmen, the President said he had for a long time been aware that the Kentuckians were not regarding in good faith the Proclamation of Emancipation and the laws of Congress, but were treating as slaves the escaped freedmen from Alabama and Mississippi; that this must be ended as soon as his hands grew a little less full. . . . .

Diary of John Beauchamp Jones: November 3, 1862

The right wing of Lee's army has fallen back as far as Culpepper County, and the enemy advances. Active movements are speedily looked for; many suppose a desperate attempt to take Richmond.

Our government has decided that no one shall be permitted to go North for thirty days.

A requisition for heavy guns to defend Cumberland Gap, elicited from the Inspector of Ordnance a statement of the fact that we are “short” of guns for the defense of Richmond.

There was a rumor yesterday that the enemy was marching in force on Petersburg. This, at all events, was premature.

A letter from Hon. C. C. Clay, Senator, says there is much defection in North Alabama, and that many people are withdrawing themselves to avoid conscription.

Just at this time, if it were not for Lincoln's proclamation, if the war were conducted according to the rules of civilized nations, I verily believe a very formidable party in favor of Reconstruction might spring up in the South. With a united South, two million of Abolitionists could not subjugate us.

Diary of Judith Brockenbrough McGuire: November 23, 1864

Military movements are kept very much in the dark. Nothing going on about Richmond, except cannonading, particularly at Dutch Gap.

Sherman is moving across Georgia in direction of Milledgeville, looking towards Savannah, or perhaps Charleston, or to some intermediate point on the coast, where he may, if necessary, meet with reinforcements and supplies from Federal shipping already there, or on their way down the Atlantic coast for that very purpose. Efforts are being made by the Governors of South Carolina and Georgia to arrest him. Beauregard, too, has made a short, stirring address, assuring them that he was hastening down to their aid, and that with proper exertions which might be made on their part, the destruction of the enemy would be certain. Nothing equal to the demands of these trying times has yet been done by any of the authorities. Oh that they would strain every nerve to put a stop to this bold and desolating invader! It would require united effort, made without delay. No hesitation, no doubting and holding back must there be; every human being capable of bearing arms must fly to the rescue; all the stores of every kind should be destroyed or removed; bridges burned, roads torn up or obstructed ; every difficulty should be thrown in the way. He should be harassed day and night, that he might be delayed, and entrapped, and ruined. Oh that these things could be done! It may be a woman's thought, but I believe that had Georgia one tithe of the experience of the ruined, homeless Virginians, she would exert every fibre of her frame to destroy the enemy; she would have no delusive hope of escape. I trust that the doctrines of Brown, Stephens, and such like, are not now bearing their bitter fruits! that the people of patriotic Georgia have not been rendered unfit for the sacrifices and dangers of this fearful day, when every man is required to stand in the deadly breach, and every earthly interest, even life itself, must be surrendered rather than yield to the barbarous foe, by their treasonable doctrines of reconstruction, reunion, etc. Oh, I trust not; and I hope that our now uncertain mails may bring information that all Georgia and South Carolina are aroused to their awful condition.

Diary of Mary Boykin Chesnut: March 10, 1865


Went to church crying to Ellen, “It is Lent, we must fast and pray.” When I came home my good fairy, Colonel Childs, had been here bringing rice and potatoes, and promising flour. He is a trump. He pulled out his pocket-book and offered to be my banker. He stood there on the street, Miss Middleton and Isabella witnessing the generous action, and straight out offered me money. “No, put up that,” said I. “I am not a beggar, and I never will be; to die is so much easier.”

Alas, after that flourish of trumpets, when he came with a sack of flour, I accepted it gratefully. I receive things I can not pay for, but money is different. There I draw a line, imaginary perhaps. Once before the same thing happened. Our letters of credit came slowly in 1845, when we went unexpectedly to Europe and our letters were to follow us. I was a poor little, inoffensive bride, and a British officer, who guessed our embarrassment, for we did not tell him (he came over with us on the ship), asked my husband to draw on his banker until the letters of credit should arrive. It was a nice thing for a stranger to do.

We have never lost what we never had. We have never had any money — only unlimited credit, for my husband's richest kind of a father insured us all manner of credit. It was all a mirage only at last, and it has gone just as we drew nigh to it.

Colonel Childs says eight of our Senators are for reconstruction, and that a ray of light has penetrated inward from Lincoln, who told Judge Campbell that Southern land would not be confiscated.

Alexander H. Stephens to Senator Louis T. Wigfall, February 13, 1865

Dear Sir:

I am here sick — laid up on the way — was taken quite unwell night before last, but am better now and hope to be able to go on tomorrow. I am about thirteen miles from Charlotte on the road to Columbia. I drop you a line in fulfilment of my promise to write to you merely to say that I find spirit and vitality enough in the mass of the people as far as I have met with them on my way here. All that is wanting is the proper wisdom and statesmanship to guide it. But our ultimate success, in my deliberate judgment, will never be attained, never can be, without a speedy and thorough change of our policy towards the masses at the North. We must show that we war against the doctrines and principles and power of the radicals there — the fanatics, the abolitionists and consolidationists — which we should do, and say anything in our power in a manly way to enlist the sympathy and action of all the true friends there of Constitutional liberty. We should show them we are fighting their battles as well as our own. If we go down; if our liberties are lost in these waters, theirs will be too. We must make them allies in a common struggle. We must not be deterred from this by any such ghosts as the goblin of reconstruction. On this point the future must be left to take care of itself. Congress ought to pass, before it adjourns, some such resolutions as the three first that were reported to the House by the Committee on Foreign Affairs. Numbers 1, 2, and 3 of those Resolutions are now quite as opportune as they were when reported. For the remaining Resolution in that series one might be substituted embracing some of the ideas in them and appealing from the authorities at Washington to all friends of Constitutional liberty at the North—invoking an adjournment of the questions of strife from the arbitrament of arms to the forum of reason—upon the great principles of self Government, on which all American institutions are founded. On this line if our people can endure for two years longer — all may yet be well. But my word for it, the only peace that the sword alone will bring us in fighting the United North will be the peace of death and subjugation.

My Dear Meta, — . . . After a long silence occasioned by the war I have lately had one or two notes from Ruskin, — the last came in the same mail with your letter, and was in very striking contrast to it. He writes very sadly, and his letters bring sadness to me especially as indications of his failure to understand and sympathize with the ideal side of America. “The war,” he says, “has put a gulph between all Americans and me so that I do not care to hear what they think or tell them what I think on any matter.” It is in vain to try to bring him to comprehend that in spite of all that is wrong and base in our present conditions, in spite of all the evil passions which war has worked, in spite of all the selfishness and conceited over-confidence generated by our marvellous material prosperity, — there is in our national life a counterbalance of devotion to principle, of readiness to sacrifice whatever is required for the maintenance of liberty and human rights, and a real advance toward the fulfilment of the best hopes of man for men. He fancies that our happiness is a delusion, our efforts vanity, and our confidence folly. I believe that we have really made an advance in civilization, that the principles on which our political and social order rest are in harmony with the moral laws of the universe, that we have set up an ideal which may never be perfectly attained, but which is of such a nature that the mere effort to attain it makes progress in virtue and in genuine happiness certain. The character and principles of Mr. Lincoln were essentially typical of the character and principles of the people. The proposition that all men are created equal, — equal that is in certain inalienable rights, among which are life, liberty, the pursuit of happiness, — equal as moral and responsible beings, — has sunk deep into the very hearts of this people, and is moulding them in accordance with the conclusions that proceed from it. It is the inspiration and the explanation of our progress and our content. To embody it continually more and more completely in our institutions of government and of society is the conscious or unconscious desire and effort of all good men among us. It is as Mr. Lincoln admirably said, — “A standard maxim for free society, which should be familiar to all and revered by all; constantly looked to, constantly laboured for, and even though never perfectly attained, constantly approximated, and thereby constantly spreading and deepening its influence, and augmenting the happiness and value of life to all people of all colours everywhere.” The war has given us a right, such as we had not before, to trust in the fidelity of the people to the principles of justice, liberty and fair play. And it is because of this just confidence that one need not be disheartened when, as now, there are signs of moral slackness and decline. After the exertions and excitements of the last four years one need not be surprised at a reaction of feeling; and if the high standard of effort is somewhat lowered. The millennium will not come in our time; and peace will not bring rest to those who fight for “the cause” and not for victory.

It seems probable from Mr. Johnson's course that we shall lose some of the best results which might have sprung from the war. Under his scheme of reorganization of the Union it now looks as if the Southern States would come back into the Union with no provision for the securing of any political rights or privileges to the Negro, and no provision for his good-treatment by the former slave-holding and slave-despising class. I fear lest the very freedom which the freedmen have gained, be so limited by state laws and local enactments, that they may be kept in a condition very little superior to slavery. It would take too long to explain and set forth all the grounds for this fear. But on the other hand I have hope that the great social and moral changes that have taken place in the Southern States, the establishment of free speech and a free press in them, the extraordinary demand for labour, the education which the blacks have received in the army and in schools, and above all the future action of political parties in the Northern States, — may all tend gradually but irresistibly to gain for the Negro the full rights of independent and equal citizenship. The discussions and the actions of the few next years on this subject will be of the highest interest and importance.

For the past three or four months the point which has been most discussed in connection with “reconstruction” is that of suffrage for the Negro. The reasons for giving the right of suffrage to the freedmen are as strong as they are numerous, are reasons based upon policy as well as upon principle. I think Negro suffrage could have been easily secured at the end of the war by wise and foreseeing statesmanship. I think it would have been secured had Mr. Lincoln lived; and that it would have been found the most powerful instrument for elevating and educating the blacks, for making them helpful and advancing citizens of the republic, and for introducing a better civilization, and a truer social order than has hitherto existed at the South. But the hour favourable for this has passed, and Negro sufrage will have to be won by a long and hard struggle.

President Johnson has been a slave-holder; he is a theoretical democrat so far as white men are concerned, but his democracy does not extend to the black. He hates, or perhaps I should say hated, slavery because it developed an aristocratic class, not because it was intrinsically wrong. I doubt if he has any strong moral aversion to it, — but he has an immoral distrust of (I will not call it aversion to) the Negro. He holds that he is inferior to the white man, that the white man is to govern, the black to be governed. His influence, is at present, practically thrown against Negro suffrage.  . . . I must bring my political letter to a close before the subject is half exhausted. I will send you the “Nation,” a weekly paper in the establishment of which I have been greatly interested and which will keep you informed of our affairs. You may, I think, rely on the fairness of its statements and the soundness of its opinions. . . .

Charles Eliot Norton to George William Curtis, July 24, 1864

. . . This week, let us hope, we shall hear that Sherman is in Atlanta, and that he is breaking up the army opposed to him. His work is not better done than Grant will do his. But I do not want peace till there is certainty of our carrying the Amendment to the Constitution. We must have that to make peace sure.

The Rebel self-appointed peacemakers took nothing by their move, and Lincoln showed as usual his straightforward good sense. What a contrast between him and the politicians who fancy themselves his superiors in insight and shrewdness! What does Raymond1 mean by his Saturday's article on Lincoln's statement of terms? Is he hedging for a reconstruction with slavery? If so, he is more shortsighted and more unprincipled than I believed. I never fancied, indeed, that he had principles, and I thought he had learned enough not to confess such bad ones. . . .

Major-General George G. Meade to Henry A. Cram, April 22, 1865

Headquarters Army Of The Potomac,
Burksville, Va., April 22, 1865.

I shall be most delighted to pay Katharine1 and yourself a visit in Irving Place, but the prospect of such felicity does not seem very near.

I am at present very much demoralized by a recent order which places me and my army under the command of General Halleck, who has been transferred from Washington to Richmond. In order to make General Halleck's removal from Washington acceptable to him, and appear necessary to the public, the services of myself and army are ignored, and this indignity put upon us; and this by Grant, who wrote the letter he did last winter, and who professes the warmest friendship. All this entre nous.

We of the army have done our work; the military power of the Rebellion is shattered. It remains for statesmen, if we have any, to bring the people of the South back to their allegiance and into the Union. How and when this will be accomplished, no one can tell. In the meantime, I presume our armies will have to occupy the Southern States. I am myself for conciliation, as the policy most likely to effect a speedy reunion. If we are going to punish treason, as perhaps strict justice would demand, we shall have to shed almost as much blood as has already been poured out in this terrible war. These are points, however, for others to adjust.

. . . The news, my dear Charles, is from Heaven. I felt a strange and tender exaltation. I wanted to laugh and I wanted to cry, and ended by holding my peace and feeling devoutly thankful. There is something magnificent in having a country to love. It is almost like what one feels for a woman. Not so tender, perhaps, but to the full as self-forgetful. I worry a little about reconstruction, but am inclined to think that matters will very much settle themselves. But I must run to my tread-mill. Love and joy to all!

In The Review Queue: After Lincoln

A brilliant evocation of the post-Civil War era by the acclaimed author of Patriots and Union 1812. After Lincoln tells the story of the Reconstruction, which set back black Americans and isolated the South for a century.

With Lincoln’s assassination, his “team of rivals,” in Doris Kearns Goodwin’s phrase, was left adrift. President Andrew Johnson, a former slave owner from Tennessee, was challenged by Northern Congressmen, Radical Republicans led by Thaddeus Stephens and Charles Sumner, who wanted to punish the defeated South. When Johnson’s policies placated the rebels at the expense of the black freed men, radicals in the House impeached him for trying to fire Secretary of War Edwin Stanton. Johnson was saved from removal by one vote in the Senate trial, presided over by Salmon Chase. Even William Seward, Lincoln’s closest ally in his cabinet, seemed to waver.

By the 1868 election, united Republicans nominated Ulysses Grant, Lincoln's winning Union general. The night of his victory, Grant lamented to his wife, “I’m afraid I’m elected.” His attempts to reconcile Southerners with the Union and to quash the rising Ku Klux Klan were undercut by post-war greed and corruption during his two terms.

Reconstruction died unofficially in 1887 when Republican Rutherford Hayes joined with the Democrats in a deal that removed the last federal troops from South Carolina and Louisiana. In 1964, President Lyndon Johnson signed a bill with protections first proposed in 1872 by the Radical Senator from Massachusetts, Charles Sumner.


About the Author

A. J. Langguth is the author of eight books of nonfiction and three novels. After Lincoln marks his fourth book in a series that began in 1988 with Patriots: The Men Who Started the American Revolution. He was Saigon bureau chief for the New York Times and covered the Civil Rights Movement. He taught at the University of Southern California for twenty-seven years and retired in 2003 as emeritus professor in the Annenberg School for Communication and Journalism.  Mr. Langguth passed away on September 1, 2014 in his Hollywood home at the age of 81. Congressman James A. Garfield to Corydon E. Fuller, October 3, 1865

Hiram, O., October 3, 1865.

My Dear Corydon: — Your welcome letter of the 26th is received. It finds me at home, and, for the time being, a cripple. Four weeks ago I sprained my ankle precisely where it was sprained thirteen years ago, when we roomed together. You remember what a long siege I had with it then. I have not yet been able to use it, more than to bear a part of my weight upon it, and the rest on a cane. Indeed, I have had some fear that, in view of the former hurt in the same joint, it would be permanently injured, but I hope not.

I am greatly distressed to hear that your health is failing, so much so that you are compelled to resign your position in Washington. I beg of you to take all pains to restore your health first of all.

I was hard at work in the State campaign when my accident occurred. Since then I have made no speeches, nor shall I be able to make any more during the campaign. The early part of the season I was engaged in the oil business, and hope yet to realize something from my investments in that direction. I am trying to do a good deal of reading to prepare myself for the struggle which will be upon us when the 39th Congress meets. I look forward with great anxiety, not unmixed with alarm, at the signs of the times in the immediate political future. I fear that President Johnson is going too fast on the road toward reorganization. I fear it leads too far into rebeldom. I agree with you, that it would at least be decent to wait until the grass is green on the graves of our murdered patriots.

Your letter has made me very anxious for you. Be assured, my dear brother, that I cherish the same old love, and my heart responds as ever to all your joys and sorrows. With all my heart I am, as ever,
