Speech of Abraham Lincoln at the Bates Hotel, Indianapolis, Indiana, February 11, 1861

Fellow citizens of the State of Indiana,” he proclaimed, “I am here to thank you much for this magnificent welcome, and still more for the very generous support given by your State to that political cause, which I think is the true and just cause of the whole country and the whole world. Solomon says ‘there is a time to keep silence;’ and when men wrangle by the mouth, with no certainty that they mean the same thing while using the same words, it perhaps were as well if they would keep silence. The words ‘coercion’ and ‘invasion’ are much used in these days, and often with some temper and hot blood. Let us make sure, if we can, that we do not misunderstand the meaning of those who use them. Let us get the exact definitions of these words, not from dictionaries, but from the men themselves, who certainly deprecate the things they would represent by the use of the words. What, then, is ‘coercion’? What is ‘invasion’? Would the marching of an army into South Carolina, without the consent of her people, and with hostile intent towards them, be invasion? I certainly think it would, and it would be ‘coercion’ also if the South Carolinians were forced to submit. But if the United States should merely hold and retake its own forts and other property, and collect the duties on foreign importations, or even withhold the mails from places where they were habitually violated, would any or all of these things be ‘invasion’ or ‘coercion’? Do our professed lovers of the Union, but who spitefully resolve that they will resist coercion and invasion, understand that such things as these, on the part of the United States, would be coercion or invasion of a State? If so, their idea of means to preserve the object of their great affection would seem to be exceedingly thin and airy. If sick, the little pills of the homÅ“opathist would be much too large for it to swallow. In their view, the Union, as a family relation, would seem to be no regular marriage, but rather a sort of ‘free-love’ arrangement, to be maintained on passional attraction. By the way, in what consists the special sacredness of a State? I speak not of the position assigned to a State in the Union by the Constitution, for that is the bond we all recognize. That position, however, a State cannot carry out of the Union with it. I speak of that assumed primary right of a State to rule all which is less than itself, and to ruin all which is larger than itself. If a State and a County, in a given case, should be equal in extent of territory and equal in number of inhabitants, in what, as a matter of principle, is the State better than the County? Would an exchange of name be an exchange of rights? Upon what principle, upon what rightful principle, may a State, being no more than one-fiftieth part of the nation in soil and population, break up the nation, and then coerce a proportionably larger subdivision of itself in the most arbitrary way? What mysterious right to play tyrant is conferred on a district of country with its people, by merely calling it a State? Fellow-citizens, I am not asserting any thing. I am merely asking questions for you to consider. And now allow me to bid you farewell.

Statement of Messrs. Miles And Keitt, of what Transpired Between the President and the South Carolina Delegation, between January 1 & 14, 1861

In compliance with the request of the Convention, we beg leave to make the following statement:

On Saturday, the 8th of December, several of the South Carolina delegation, including ourselves, waited upon the President. At this time, there was a growing belief that reinforcements were on the eve of being sent to the forts in Charleston harbor. It was known that the subject was frequently and earnestly discussed in the Cabinet. It was rumored that General Cass and Mr. Holt were urgent that reinforcements should be sent. Upon our being announced, the President, who was then in Cabinet Council, came out to us in the ante-room. We at once entered into a conversation upon the topic, which was so closely occupying his thoughts as well as ours. The President seemed much disturbed and moved. He told us that he had had a painful interview with the wife of Major Anderson, who had come on from New York to see him. She had manifested great anxiety and distress at the situation of her husband, whom she seemed to consider in momentary danger of an attack from an excited and lawless mob. The President professed to feel a deep responsibility resting upon him to protect the lives of Major Anderson and his command. We told him that the news that reinforcements were on their way to Charleston, would be the surest means of provoking what Mrs. Anderson apprehended, and what he so much deprecated. We said, further, that we did not believe that Major Anderson was in any danger of such an attack; that the general sentiment of the State was against any such proceeding. That, prior to the action of the State Convention, then only ten days off, we felt satisfied that there would be no attempt to molest the forts in any way. That, after the Convention met, — while we could not possibly undertake to say what that body would see fit to do, — we yet hoped and believed that nothing would be done until we had first endeavored, by duly accredited Commissioners, to negotiate for a peaceful settlement of all matters, including the delivery of the forts, between South Carolina and the Federal Government. At the same time, we again reiterated our solemn belief that any change in the then existing condition of things in Charleston harbor, would, in the excited state of feeling at home, inevitably precipitate a collision. The impression made upon us was, that the President was wavering, and had not decided what course he would pursue. He said he was glad to have had this conversation with us, but would prefer that we should give him a written memorandum of the substance of what we had said. This we did on Monday, the 10th. It was in these words:


The President did not like the word “provided,” because it looked as if we were binding him while avowing that we had no authority to commit the Convention. We told him that we did not so understand it. We were expressing our convictions and belief, predicated upon the maintenance of a certain condition of things, which maintenance was absolutely, and entirely in his power. If he maintained such condition, then we believed that collision would be avoided until the attempt at a peaceable negotiation had failed. If he did not, then we solemnly assured him that we believed collision must inevitably, and at once, be precipitated. He seemed satisfied, and said it was not his intention to send reinforcements, or make any change. We explained to him what we meant by the words '”relative military status,” as applied to the forts; mentioned the difference between Major Anderson's occupying his then position at Fort Moultrie, and throwing himself into Fort Sumter. We stated that the latter step would be equivalent to reinforcing the garrison, and would just as certainly as the sending of fresh troops, lead to the result which we both desired to avoid. When we rose to go, the President said in substance, “After all, this is a matter of honor among gentlemen. I do not know that any paper or writing is necessary. We understand each other.” One of the delegation, just before leaving the room, remarked, “Mr. President, you have determined to let things remain as they are, and not to send reinforcements; but, suppose that you were hereafter to change jour policy for any reason, what then? That would put us, who are willing to use our personal influence to prevent any attack upon the forts before Commissioners are sent on to Washington, in rather an embarrassing position.” “Then,” said the President, “I would first return you this paper.” We do not pretend to give the exact words on either side, but we are sure we give the sense of both.

The above is a full and exact account of what passed between the President and the delegation. The President, in his letter to our Commissioners, tries to give the impression that our “understanding” or “agreement” was not a “pledge.” We confess, we are not sufficiently versed in the wiles of diplomacy to feel the force of this “distinction without a difference.” Nor can we understand how, in “a matter of honor among gentlemen,” in which “no paper or writing is necessary,” the very party who was willing to put it on that high footing can honorably descend to mere verbal criticism, to purge himself of what all gentlemen and men of honour must consider a breach of faith. The very fact that we (the representatives from South Carolina) were not authorized to commit or “pledge” the State, were not treating with the President as accredited ministers with full powers, but as gentlemen assuming, to a certain extent, the delicate task of' undertaking to foreshadow the course and policy of the State, should have made the President the more ready to strengthen our hands to bring about and carry out that course and policy which he professed to have as much at heart as we had. While we were not authorized to say that the Convention would not order the occupation of the forts immediately after secession, and prior to the sending on of Commissioners, the President, as Commander-in-chief of the Army and Navy of the United States, could most positively say, that so long as South Carolina abstained from attacking and seizing the forts, he would not send reinforcements to them, or allow their relative military status to be changed. We were acting in the capacity of gentlemen holding certain prominent positions, and anxious to exert such influence as we might possess, to effect a peaceful solution of pending political difficulties, and prevent, if possible, the horrors of war. The President was acting in a double capacity; not only as a gentleman, whose influence in carrying out his share of the understanding, or agreement, was potential, but as the head of the army, and, therefore, having the absolute control of the whole matter of reinforcing or transferring the garrison at Charleston. But we have dwelt long enough upon this point. Suffice it to say, that considering the President as bound in honor, if not by treaty stipulation, not to make any change in the forts, or to send reinforcements to them, unless they were attacked, we of the delegation who were elected to the Convention, felt equally bound in honor to do everything on our part to prevent any premature collision. This Convention can bear us witness as to whether or not we endeavored honorably to carry out our share of the agreement.

The published debates at the very commencement of the session, contain the evidence of our good faith. We trusted the President. We believed his wishes concurred with his policy, and that both were directed to avoiding any inauguration of hostilities. We were confirmed in our confidence, and reassured in our belief by a significant event which took place subsequent to our interview. He allowed his premier Cabinet officer, an old and tried friend to resign, rather than yield to his solicitations for the reinforcement of the garrison at Charleston. We urged this as a convincing proof of his firmness and sincerity. But how have we been deceived! The news of Major Anderson's coup produced a sudden and unexpected change in the President's policy. While declaring that his withdrawal from Fort Moultrie to Fort Sumter was “without orders, and contrary to orders,” he yet refused, for twelve hours, to take any action in the matter. For twelve hours, therefore, without any excuse, he refused to redeem his plighted word. No subsequent acts on the part of our State — no after reasons — can wipe away the stain which he suffered to rest upon his “honor as a gentleman,” while those hours, big with portentous events, rolled slowly by. His Secretary of War, impatient of a delay, every moment of which he felt touched his own honor, resigned. He did so solely on the ground that the faith of the government — solemly pledged — was broken, if it failed promptly to undo what had been done contrary to its wishes — against its settled policy — and in violation of its distinct agreement. The President accepted his resignation without comment. He did not attempt to disabuse the mind of his Secretary as to what was the true position of the Government. What a spectacle does the President's vacillating and disingenuous course present! He allows one Secretary to resign rather than abandon a policy which he has agreed upon. Scarcely have a few short weeks elapsed, and he accepts the resignation of another, rather than adhere to that very policy. He makes an agreement with gentlemen which, while he admits that they have faithfully kept it on their part, he himself evades and repudiates. And this he does rather than redress a wrong — correct an error — what he himself considers an error — committed by a subordinate, without his orders, and contrary to his wishes! It was at least due to Mr. Floyd, who, as one of his Cabinet, had officially and personally stood by his administration from its very commencement — through good report, and through evil report — to have explained to him that he was, in the President's opinion, laboring under a misapprehension. At least, to have said to him, “you are mistaken about this matter — do not leave me on a false issue.” But no; he coldly, ungraciously, yet promptly, receives the resignation without a syllable of remonstrance, and thus tacitly, but unequivocally, accepts without shame the issue presented. He does not deny that the faith of his government is pledged, but he deliberately refuses to redeem it.

Commissioners of the State of South Carolina to James Buchanan, January 1, 1861

Washington, D. C,
January 1st, 1861.

Sir: We have the honor to acknowledge the receipt of your letter of the 30th December, in reply to a note addressed by us to you on the 28th of the same month, as Commissioners from South Carolina.

In reference to the declaration with which your reply commences, that “your position as President of the United States was clearly defined in the Message to Congress of the 3d instant,” that you possess “no power to change the relations heretofore existing” between South Carolina and the United States, “much less to acknowledge the independence of that State;” and that, consequently, you could meet us only as private gentlemen of the highest character, with an entire willingness to communicate to Congress any proposition we might have to make, we deem it only necessary to say, that the State of South Carolina having, in the exercise of that great right of self-government which underlies all our political organizations, declared herself sovereign and independent, we, as her representatives, felt no special solicitude as to the character in which you might recognize us. Satisfied that the State had simply exercised her unquestionable right, we were prepared, in order to reach substantial good, to waive the formal considerations which your constitutional scruples might have prevented you from extending. We came here, therefore, expecting to be received as you did receive us, and perfectly content with that entire willingness of which you assured us, to submit any proposition to Congress which we might have to make upon the subject of the independence of the State. That willingness was ample recognition of the condition of public affairs which rendered our presence necessary. In this position, however, it is our duty, both to the State which we represent and to ourselves, to correct several important misconceptions of our letter into which you have fallen.

You say, “It was my earnest desire that such a disposition might be made of the whole subject by Congress, who alone possesses the power to prevent the inauguration of a civil war between the parties in regard to the possession of the federal forts in the harbor of Charleston; and I, therefore, deeply regret that, in your opinion, ‘the events of the last twenty-four hours render this impossible.’” We expressed no such opinion, and the language which you quote as ours, is altered in its sense by the omission of a most important part of the sentence. What we did say was: “But the events of the last twenty-four hours render such an assurance impossible.” Place that “assurance” as contained in our letter, in the sentence, and we are prepared to repeat it.

Again, professing to quote our language, you say:— “Thus the authorities of South Carolina, without waiting or asking for any explanation, and, doubtless, believing, as you have expressed it, that the officer had acted not only without, but against my orders,” &c. We expressed no such opinion in reference to the belief of the people of South Carolina. The language which you have quoted, was applied solely and entirely to our assurance, obtained here, and based, as you well know, upon your own declaration — a declaration which, at that time, it was impossible for the authorities of South Carolina to have known. But, without following this letter into all its details, we propose only to meet the chief points of the argument.

Some weeks ago, the State of South Carolina declared her intention, in the existing condition of public affairs, to secede from the United States. She called a Convention of her people, to put her declaration in force. The Convention met, and passed the Ordinance of Secession. All this you anticipated, and your course of action was thoroughly considered. In your annual message, you declared you had no right, and would not attempt, to coerce a seceding State, but that you were bound by your constitutional oath, and would defend the property of the United States within the borders of South Carolina, if an attempt was made to take it by force. Seeing very early that this question of property was a difficult and delicate one, you manifested a desire to settle it without collision. You did not reinforce the garrisons in the harbor of Charleston. You removed a distinguished and veteran officer from the command of Fort Moultrie, because he attempted to increase his supply of ammunition. You refused to send additional troops to the same garrison when applied for by the officer appointed to succeed him. You accepted the resignation of the oldest and most eminent member of your Cabinet, rather than allow these garrisons to be strengthened. You compelled an officer stationed at Fort Sumter, to return immediately to the Arsenal, forty muskets which he had taken to arm his men. You expressed not to one, but to many, of the most distinguished of our public characters, whoso testimony will be placed upon the record, whenever it is necessary, your anxiety for a peaceful termination of this controversy, and your willingness not to disturb the military status of the forts, if Commissioners should be sent to the Government, whose communications you promised to submit to Congress. You received and acted on assurances from the highest official authorities of South Carolina, that no attempt would be made to disturb your possession of the forts and property of the United States, if you would not disturb their existing condition until Commissioners had been sent, and the attempt to negotiate had failed. You took from the members of the House of Representatives, a written memorandum that no such attempt should be made, “provided that no reinforcements shall be sent into those forts, and their relative military status shall remain as at present.” And, although you attach no force to the acceptance of such a paper, although you “considered it as nothing more in effect than the promise of highly honorable gentlemen,” as an obligation on one side without corresponding obligation on the other, it must be remembered (if we are rightly informed) that you were pledged, if you ever did send reinforcements, to return it to those from whom you had received it before you executed your resolution. You sent orders to your officers, commanding them strictly to follow a line of conduct in conformity with such an understanding.
Beside all this, you had received formal and official notice from the Governor of South Carolina, that we had been appointed Commissioners, and were on our way to Washington. You knew the implied condition under which we came; our arrival was notified to you, and an hour appointed for an interview. We arrived in Washington on Wednesday, at three o'clock, and you appointed an interview with us at one the next day. Early on that day, Thursday, the news was received here of the movement of Major Anderson. That news was communicated to you immediately, and you postponed our meeting until half-past two o'clock, on Friday, in order that you might consult your Cabinet. On Friday we saw you, and we called upon you then to redeem your pledge. You could not deny it. With the facts we have stated, and in the face of the crowning and conclusive fact, that your Secretary of War had resigned his seat in the Cabinet, upon the publicly avowed ground that the action of Major Anderson had violated the pledged faith of the Government, and that unless the pledge was instantly redeemed, he was dishonored; denial was impossible; you did not deny it. You do not deny it now, but you seek to escape from its obligation on two grounds: 1st, That we terminated all negotiation by demanding, as a preliminary, the withdrawal of the United States troops from the harbor of Charleston; and 2d, That the authorities of South Carolina, instead of asking explanation, and giving you the opportunity to vindicate yourself, took possession of other property of the United States. We will examine both.

In the first place, we deny positively, that we have ever, in any way, made any such demand. Our letter is in your possession; it will stand by this on the record. In it, we inform you of the objects of our mission. We say that it would have been our duty to have assured you of our readiness to commence negotiations with the most earnest and anxious desire to settle all questions between us amicably, and to our mutual advantage, but that events had rendered that assurance impossible. We stated the events, and we said that, until some satisfactory explanation of these events was given us, we could not proceed, and then, having made this request for explanation, we added, “and, in conclusion, we would urge upon you the immediate withdrawal of the troops from the harbor of Charleston. Under present circumstances they are a standing menace, which renders negotiation impossible,” &c. “Under present circumstances!” What circumstances? Why, clearly, the occupation of Fort Sumter, and the dismantling of Fort Moultrie by Major Anderson, in the face of your pledges, and without explanation or practical disavowal. And there is nothing in the letter, which would or could have prevented you from declining to withdraw the troops, and offering the restoration of the status to which you were pledged, if such had been your desire. It would have been wiser and better, in our opinion, to have withdrawn the troops, and this opinion we urged upon you, but we demanded nothing but such an explanation of the events of the last twenty-four hours as would restore our confidence in the spirit with which the negotiation should be conducted. In relation to this withdrawal of the troops from the harbor, we are compelled, however, to notice one passage of your letter. Referring to it, you say: “This I cannot do. This I will not do. Such an idea was never thought of by me in any possible contingency. No allusion to it had ever been made in any communication between myself and any human being.”

In reply to this statement, we are compelled to say, that your conversation with us left upon our minds the distinct impression that you did seriously contemplate the withdrawal of the troops from Charleston harbor. And, in support of this impression, we would add that we have the positive assurance of gentlemen of the highest possible public reputation, and the most unsullied integrity — men whose name and fame, secured by long service and patriotic achievement, place their testimony beyond cavil — that such suggestions had been made to, and urged upon you by them, and had formed the subject of more than one earnest discussion with you. And it was this knowledge that induced us to urge upon you a policy which had to recommend it, its own wisdom and the weight of such authority. As to the second point, that the authorities of South Carolina, instead of asking explanations, and giving you the opportunity to vindicate yourself, took possession of other property of the United States, we would observe, 1st. That, even if this were so, it does not avail you for defence, for the opportunity for decision was afforded you before these facts occurred. We arrived in Washington on Wednesday. The news from Major Anderson reached here early on Thursday, and was immediately communicated to you. All that day, men of the highest consideration — men who had striven successfully to lift you to your great office — who had been your tried and true friends through the troubles of your administration — sought you, and entreated you to act — to act at once. They told you that every hour complicated your position. They only asked you to give the assurance that, if the facts were so — that, if the commander had acted without, and against your orders, and in violation of your pledges, that you would restore the status you had pledged your honor to maintain.

You refused to decide. Your Secretary at War — your immediate and proper adviser in this whole matter — waited anxiously for your decision, until he felt that delay was becoming dishonor. More than twelve hours passed, and two Cabinet meetings had adjourned before you knew what the authorities of South Carolina had done, and your prompt decision at any moment of that time, would have avoided the subsequent complications. But if you had known the acts of the authorities of South Carolina, should that have prevented your keeping your faith? What was the condition of things? For the last sixty days, you have had in Charleston harbor, not force enough to hold the 2 forts against an equal enemy. Two of them were empty; one of those two, the most important in the harbor. It could have been taken at any time. You ought to know better than any man, that it would have been taken, but for the efforts of those who put their trust in your honor. Believing that they were threatened by Fort Sumter especially, the people were, with difficulty, restrained from securing, without blood, the possession of this important fortress. After many and reiterated assurances given on your behalf, which we cannot believe unauthorized, they determined to forbear, and in good faith sent on their Commissioners to negotiate with you. They meant you no harm; wished you no ill. They thought of you kindly, believed you true, and were willing, as far as was consistent with duty, to spare you unnecessary and hostile collision. Scarcely had their Commissioners left, than Major Anderson waged war. No other words will describe his action. It was not a peaceful change from one fort to another; it was a hostile act in the highest sense — one only justified in the presence of a superior enemy, and in imminent peril. He abandoned his position, spiked his guns, burned his gun-carriages, made preparations for the destruction of his post, and withdrew under cover of the night to a safer position. This was war. No man could have believed (without your assurance) that any officer could have taken such a step, “not only without orders, but against orders.” What the State did, was in simple self-defence; for this act, with all its attending circumstances, was as much war as firing a volley; and war being thus begun, until those commencing it explained their action, and disavowed their intention, there was no room for delay; and, even at this moment, while we are writing, it is more than probable, from the tenor of your letter, that reinforcements are hurrying on to the conflict, so that when the first gun shall be fired, there will have been, on your part, one continuous consistent series of actions commencing in a demonstration essentially warlike, supported by regular reinforcement, and terminating in defeat or victory. And all this without the slightest provocation; for, among the many things which you have said, there is one thing you cannot say — you have waited anxiously for news from the seat of war, in hopes that delay would furnish some excuse for this precipitation. But this “tangible evidence of a design to proceed to a hostile act, on the part of the authorities of South Carolina,” (which is the only justification of Major Anderson,) you are forced to admit “has not yet been alleged.” But you have decided. You have resolved to hold by force what you have obtained through our misplaced confidence, and by refusing to disavow the action of Major Anderson, have converted his violation of orders into a legitimate act of your Executive authority. Be the issue what it may, of this we are assured, that, if Fort Moultrie has been recorded in history as a memorial of Carolina gallantry, Fort Sumter will live upon the succeeding page as an imperishable testimony of Carolina faith.

By your course, you have probably rendered civil war inevitable. Be it so. If you choose to force this issue upon us, the State of South Carolina will accept it, and, relying upon Him who is the God of justice as well as the God of hosts, will endeavor to perform the great duty which lies before her, hopefully, bravely and thoroughly.

Our mission being one for negotiation and peace, and your note leaving us without hope of a withdrawal of the troops from Fort Sumter, or of the restoration of the status quo existing at the time of our arrival, and intimating, as we think, your determination to reinforce the garrison in the harbor of Charleston, we respectfully inform you that we propose returning to Charleston on to-morrow afternoon.

Memorandum of Verbal Instructions to Major Anderson, First Artillery, Commanding Fort Moultrie, South Carolina, December 11, 1860

FORT MOULTRIE, S.C., December 11, 1860.

Memorandum of verbal instructions to Major Anderson, First Artillery, commanding at Fort Moultrie, S.C.

You are aware of the great anxiety of the Secretary of War that a collision-of the troops with the people of this State shall be avoided, and of his studied determination to pursue a course with reference to the military force and forts in this harbor which shall guard against such a collision. He has therefore carefully abstained from increasing the force at this point, or taking any measures which might add to the present excited state of the public mind, or which would throw any doubt on the confidence he feels that South Carolina will not attempt, by violence, to obtain possession of the public works or interfere with their occupancy. But as the counsel and acts of rash and impulsive persons may possibly disappoint those expectations of the Government, he deems it proper that you should be prepared with instructions to meet so unhappy a contingency. He has therefore directed me verbally to give you such instructions.*

You are carefully to avoid every act which would needlessly tend to provoke aggression; and for that reason you are not, without evident and imminent necessity, to take up any position which could be construed into the assumption of a hostile attitude. But you are to hold possession of the forts in this harbor, and if attacked you are to defend yourself to the last extremity. The smallness of your force will not permit you, perhaps, to occupy more than one of the three forts, but an attack on or attempt to take possession of any one of them will be regarded as an act of hostility, and you may then put your command into either of them which you may deem most proper to increase its power of resistance. You are also authorized to take similar steps whenever you have tangible evidence of a design to proceed to a hostile act.

Commissioners of the State of South Carolina to James Buchanan, December 9, 1860

To His Excellency James Buchanan,
President of the United States:

In compliance with our statement to you yesterday, we now express to you our strong convictions that neither the constituted authorities, nor any body of the people of the State of South Carolina, will either attack or molest the United States Forts, in the harbor of Charleston, previously to the action of the Convention, and we hope and believe, not until an offer has been made, through an accredited representative, to negotiate for an amicable arrangement of all matters between the State and the Federal Government, provided that no reinforcements shall be sent into those forts, and their relative military status shall remain as at present.

Commissioners of the State of South Carolina to James Buchanan, December 28, 1860

Washington, 28th December, 1860.

Sir: We have the honor to transmit to you a copy of the full powers from the Convention of the People of South Carolina, under which we are “authorized and empowered to treat with the Government of the United States for the delivery of the forts, magazines, light houses and other real estate, with their appurtenances, within the limits of South Carolina, and also for an apportionment of the public debt and for a division of all other property held by the Government of the United States as agent of the confederated States, of which South Carolina was recently a member; and generally to negotiate as to all other measures and arrangements proper to be made and adopted in the existing relation of the parties, and for the continuance of peace and amity between this commonwealth and the Government at Washington.”

In the execution of this trust, it is our duty to furnish you, as we now do, with an official copy of the Ordinance of Secession, by which the State of South Carolina has resumed the powers she delegated to the Government of the United States and has declared her perfect sovereignty and independence.

It would also have been our duty to have informed you that we were ready to negotiate with you upon all such questions as are necessarily raised by the adoption of this ordinance, and that we were prepared to enter upon this negotiation with the earnest desire to avoid all unnecessary and hostile collision, and so to inaugurate our new relations as to secure mutual respect, general advantage and a future of good will and harmony beneficial to all the parties concerned.

But the events of the last twenty-four hours render such an assurance impossible. We came here the representatives of an authority which could, at any time within the past sixty days, have taken possession of the forts in Charleston harbor, but which, upon pledges given in a manner that, we cannot doubt, determined to trust to your honor rather than to its own power. Since our arrival here an officer of the United States, acting, as we are assured, not only without but against your orders, has dismantled one fort and occupied another, thus altering, to a most important extent, the condition of affairs under which we came.

Until these circumstances are explained in a manner which relieves us of all doubt as to the spirit in which these negotiations shall be conducted, we are forced to suspend all discussion as to any arrangements by which our mutual interests might be amicably adjusted.

And, in conclusion, we would urge upon you the immediate withdrawal of the troops from the harbor of Charleston. Under present circumstances, they are a standing menace which renders negotiation impossible, and, as our recent experience shews, threatens speedily to bring to a bloody issue questions which ought to be settled with temperance and judgment.

Diary of John Beauchamp Jones: September 30, 1863

Still nothing additional from Lee's or Bragg's army; but from abroad we learn that the British Government has prevented the rams built for us from leaving the Mersey.

Gen. Pemberton is here, and was closeted for several hours today with the Secretary of War.

Capt. J. H. Wright, 56th Georgia, gives another version of the surrender of Cumberland Gap. He is the friend of Gen. Frazer, and says he was induced to that step by the fear that the North Carolina regiments (62d and 63d) could not be relied on. Did he try them?

A Mr. Blair, Columbus, Miss., applies for permission to bring drugs from Memphis, and refers, for respectability, to President Davis and Gov. Letcher. His letter gives a list of prices of medicines in the Confederate States. I select the following: Quinine, per oz., $100; calomel, $20; blue mass, $20; Opium, $100; S. N. bismuth, $100; soda, $5; borax, $14; oil of bergamot, per lb., $100; indigo, $35; blue-stone, $10.

Boots are selling in this city at $100 per pair, and common shoes for $60. Shuck mattresses, $40. Blankets, $40 each; and sheets, cotton, $25 each. Wood is $40 per cord.

I submitted a proposition to the Secretary (of a quartermaster) to use some idle government wagons and some negro prisoners, to get in wood for the civil officers of the government, which could be done for $8 per cord; but the quartermasters opposed it.

But to-day I sent a letter to the President, suggesting that the perishable tithes (potatoes, meal, etc.) be sold at reasonable rates to the civil officers and the people, when in excess of the demand of the army, and that transportation be allowed, and that a government store be opened in Richmond. I, told him plainly, that without some speedy measure of relief there would be much discontent, for half the families here are neither half-fed nor half-clad. The measure, if adopted in all the cities, would be a beneficent one, and would give popular strength to the government, while it would be a death-blow to the speculators and extortioners. It will be seen what heed the government will give it.

Gen. Wise has his brigade in South Carolina.

The markets.—The quantity of produce in our markets continues large, and of good quality, but the prices remain as high as ever, as the following quotations will show: butter, $4; bacon, $2.75 to $3 per pound; lard, $2.25 per pound; beef, $1 to $1.25; lamb, $1 to $1.25; veal, $1 to $1.50; shote, $1.25 to $1.75; sausage, $1; chickens, $2.50 to $7 per pair; ducks, $5 per pair; salt herrings, $4 per dozen; cabbage, $1 to $1.50; green corn, $1.50 to $2 per dozen; sweet potatoes, $21 to $26 per bushel; Irish potatoes, 50 to 15 cts. per quart; snaps, $1 per quart; peas, 75 cts. to $1.25 per quart; butter-beans, $1 to $1.50 per quart; onions, $1.25 per quart; egg-plant, $1 to $2 a piece; tomatoes, 50 cts. to $1 per quart; country soap, $1 to $1.50 per pound.”

Diary of John Beauchamp Jones: September 5, 1863

It is believed that Lee, with a large portion of his army, will proceed immediately to Tennessee against Rosecrans; and it is ascertained that Meade is sending reinforcements thither. But I fear for Virginia when Lee is away! Meade must have a large army left behind, else he would not send reinforcements to Rosecrans. This move will excite the fear of the extortionate farmers, at all events, and make them willing to sell their surplus produce. But if Richmond should fall, and the State be overrun, it is possible it would secede from the Confederacy, which would be a virtual dissolution of it. She would then form alliances with other Southern States on a new basis, and create a new provisional government, and postpone the formation of a permanent one until independence be achieved. However, I am incredulous about the abandonment of Virginia.

Meantime, I hope France will intervene, and that Mexico will recognize the independence of the Southern Government.

Another letter from Hon. Mr. Miles, of Charleston, in reply, as it seems, to a pretty severe rebuke by the Secretary of War, for asking Jenkins's brigade of South Carolinians for the defense of South Carolina, was received to-day. Knowing the honorable gentleman's intimate relations with Beauregard, the Secretary criticises the conduct of the general in permitting the enemy to establish himself on the lower end of Morris Island — allowing a grove to remain, concealing the erection of batteries, etc. etc. Mr. Miles in reply asserts the fact that Gen. B. did the utmost that could be accomplished with the force and means left at his disposal by the government; and that the grove would have been felled, if he had been authorized to impress labor, etc. It is sad to read these criminations and recriminations at such a time as this; but every Secretary of War is apt to come in conflict with Beauregard.

Gen. Whiting asks, as second in command, Brig.-Gen. Herbert, and reiterates his demand for troops, else Wilmington will be lost. This letter came open — having been broken on the way. If a spy did it, which is probable, the army will soon learn what an easy conquest awaits them.

Mr. C. C. Thayer, clerk in the Treasury Department, leaves on the 9th, with $15,000,000 for the trans-Mississippi Department; another clerk has already gone with $10,000,000.

After all, I am inclined to think our papers have been lying about the barbarous conduct of the enemy. A letter was received to-day from C. N. Hubbard, a respectable farmer of James City County, stating that when Gen. Keyes came up the Peninsula about the 1st of July, he sent guards for the protection of the property of the people living along the line of march; and they remained, faithfully performing that duty, until the army retired. Mr. H. complains that these guards were made prisoners by our troops, and, if exchanges be demanded for them, he fears the next time the hostile army approaches Richmond, their request for a guard will be refused. What answer the Secretary will make to this, I have no means of conjecturing; but Mr. Hubbard recommends him to come to some understanding with the enemy for the mutual protection of the persons and property of non-combating civilians; and he desires an answer directed to the care of Col. Shingler, who, indeed, captured the guard. The Secretary consented to the exchange.

Diary of John Beauchamp Jones: August 31, 1863

Governor Vance writes that large bodies of deserters in the western counties of North Carolina are organized, with arms, and threaten to raise the Union flag at the courthouse of Wilkes County on next court-day. The Governor demands a brigade from Virginia to quell them. Lieut.-Col. Lay has been sent thither, by the new good-natured chief of the Bureau of Conscription, to cure the evil. We shall see what good this mission will effect. Col. Preston writes to the Secretary to-day that disorders among the conscripts and deserters are now occurring in South Carolina for the first time — and proposes shortly to visit them himself. The best thing that can be done is to abolish the Bureau of Conscription, and have the law enforced by the military commanders in the field.

I saw to-day a letter to the Secretary of War, written by Mr. Benjamin, Secretary of State, on the 18th inst., referring to a Mr. Jno. Robertson, an artist, whom the Secretary of War promised a free passage in a government steamer to Europe. Mr. B. says the promise was made in the President's room, and he asks if Mr. Seddon could not spare an hour in his office, for Mr. R. to take his portrait. He says Mr. R. has the heads of the President, all the heads of departments (except Mr. Seddon, I suppose), and the principal generals. It does not appear what was done by Mr. Seddon, but I presume everything asked for by Mr. Benjamin was granted. But this matter has not exalted the President and his “heads of departments” in my estimation. If it be not “fiddling while Rome is burning,” it is certainly egotizing while the Confederacy is crumbling. On that day Sumter was falling to pieces, and some 40 locomotives and hundreds of cars were burning in Mississippi, and everywhere our territory passing into the hands of the invader!

Mr. Robertson, I believe, is a stranger and an Englishman, and a free passage in a government ship is equivalent to some $2000, Confederate States currency. Almost every day passages are denied to refugees, natives of the South, who have lost fortunes in the cause, and who were desirous to place their children and non-combatants in a place of security, while they fight for liberty and independence. The privileged passage is refused them, even when they are able and willing to pay for the passage, and this refusal is recommended by Col. Gorgas, a Northern man. They do not propose to immortalize “the President, the heads of departments, and the principal generals.” But Mr. Benjamin has nothing else to do. Washington would accept no meed of praise until his great work was accomplished.

Memorandum of Capt. Gustavus V. Fox to Lieutenant-General Winfield Scott, February 8, 1861

The proposition which I had the honor to submit to you fully in person is herewith presented in writing.

Lt. Hall and myself have had several free conferences and if he is permitted by the South C. authorities to reenter Fort Sumpter, Major Anderson will comprehend the plan for his relief.

I consider myself very fortunate in having proposed a project which meets the approval of the Genl in Chief and I ask no reward but the entire conduct of the part exclusive of the armed vessels. The Commander of these should be ordered to cooperate with me by affording protection and destroying their naval preparations near the bar, leaving to me as the author of the plan the actual operations of relief.

I suggest that the Pawnee be immediately sent to the Delaware breakwater to await orders. The H. Lane to be ready for sea, and some arrangement entered into by which the requisite stmr and tugs should be engaged, at least so far as not to excite suspicion.

I should prefer one of the Collins stmrs. They are now being prepared for sea and one of such a size and power as to be able fearlessly to run down any vessels which might attempt to capture us outside by coup de main. I could quickly engage one & have her ready to start on 24 hours notice without exciting suspicion.

I shall leave for N. York at 3 P.M. to-day and any communication previous will find me at Judge Blairs.

I have determined to remain here a day or two longer at the earnest instigation of Aunt Minna — and as Charles will probably return with me.

I think there is a hope that S. Carolina will not attack Sumpter and that reinforcements therefore are unnecessary. I would not trust them but old Buck may know better. My plan will be adopted if it becomes certain that reinforcements must be sent. I had several interviews with the Genl, Secy of War and the officer from Sumpter.

Do not expect me until Sunday morning at the farthest.

All send love and your ma is certainly expected — no will not be taken.

Major-General William T. Sherman to Major-General Henry W. Halleck, December 24, 1864

GENERAL: I had the pleasure to receive your two letters of the 16th and 18th instant to-day, and I feel more than usually flattered by the high encomiums you have passed on our recent campaign, which is now complete by the occupation of Savannah. I am also very glad that General Grant has changed his mind about embarking my troops for James River, leaving me free to make the broad swath you describe through South and North Carolina, and still more gratified at the news from Thomas in Tennessee, because it fulfills my plan, which contemplated his being fully able to dispose of Hood in case he ventured north of the Tennessee River; so I think, on the whole, I can chuckle over Jeff. Davis' disappointment in not turning my Atlanta campaign into a Moscow disaster. I have just finished a long letter to General Grant, and have explained to him that we are engaged in shifting our base from the Ogeechee over to the Savannah River, dismantling all the forts made by the enemy to bear upon the salt-water channels, and transferring the heavy ordnance, &c., to Fort Pulaski and Hilton Head, and in remodelling the enemy's interior lines to suit our future plans and purposes. I have also laid down the programme of a campaign which I can make this winter, and put me in the spring on the Roanoke, in direct communication with him on the James River. In general terms, my plan is to turn over to General Foster the city of Savannah, and to sally forth, with my army resupplied, cross the Savannah, feign on Charleston and Augusta, but strike between, breaking en route the Charleston and Augusta Railroad, also a large part of that front Branchville and Camden toward North Carolina, and then rapidly moving to some point of the railroad from Charleston to Wilmington, between the Santee and Cape Fear Rivers; then, communicating with the fleet in the neighborhood of Georgetown, I would turn upon Wilmington or Charleston according to the importance of either. I rather prefer Wilmington, as a live place, over Charleston, which is dead and unimportant when its railroad communications are broken. I take it for granted the present movement on Wilmington will fail, because I know that gun-boats cannot take a fort, and Butler has not the force or the ability to take it. If I should determine to take Charleston I would turn across the country, which I have hunted over many a time, from Santee to Mount Pleasant, throwing one wing on the peninsula between Ashley and Cooper. After accomplishing one or other of these ends I would make a bee-line for Raleigh, or Weldon, when Lee would be forced to come out of Richmond or acknowledge himself beaten. He would, I think, by the use of the Danville railroad, throw himself rapidly between me and Grant, leaving Richmond in the hands of the latter. This would not alarm me, for I have an army which I think can maneuver, and I would force him to attack me at a disadvantage, always under the supposition that Grant would be on his heels; and if the worst came to the worst I could fight my way down to Albemarle Sound or New Berne.

I think the time has come now when we should attempt the boldest moves, and my experience is that they are easier of execution than more timid ones, because the enemy is disconcerted by them — as for instance, my recent campaign. I also doubt the wisdom of concentration beyond a certain point, as the roads of this country limit the amount of men that can be brought to bear in any one battle; and I don't believe any one general can handle more than 60,000 men in battle. I think my campaign of the last month, as well as every step I take from this point northward, is as much a direct attack upon Lee's army as though I were operating within the mound of his artillery. I am very anxious that Thomas should follow up his successes to the very uttermost point. My orders to him before I left Kingston were, after beating Hood, to follow him as far as Columbus, Miss., or Selma, Ala., both of which lie in districts of country which I know to be rich in corn and meat. I attach more importance to these deep incisions into the enemy's country, because this war differs from European wars in this particular. We are not only fighting hostile armies, but a hostile people, and must make old and young, rich and poor, feel the hard hand of war, as well as their organized armies. I know that this recent movement of mine through Georgia has had a wonderful effect in this respect. Thousands who had been deceived by their lying papers into the belief that we were being whipped all the time, realized the truth, and have no appetite for a repetition of the same experience. To be sure, Jeff. Davis has his people under a pretty good state of discipline, but I think faith in him is much shaken in Georgia; and I think before we are done, South Carolina will not be quite so tempestuous. I will bear in mind your hint as to Charleston, and don't think salt will be necessary. When I move the Fifteenth Corps will be on the right of the Right Wing, and their position will bring them, naturally, into Charleston first; and if you have watched the history of that corps you will have remarked that they generally do their work up pretty well. The truth is the whole army is burning with an insatiable desire to wreak vengeance upon South Carolina. I almost tremble at her fate, but feel that she deserves all that seems in store for her. Many and many a person in Georgia asked me why we did not go to South Carolina, and when I answered that I was en route for that State the invariable reply was, “Well, if you will make those people feel the severities of war, we will pardon you for your desolation of Georgia.” I look upon Columbia as quite as bad as Charleston, and I doubt if we shall spare the public buildings there, as we did at Milledgeville. I have been so busy lately that I have not yet made my official report, and think I had better wait until I get my subordinate reports before attempting it, as I am anxious to explain clearly, not only the reasons for every step, but the amount of execution done, and this I cannot do until I get the subordinate reports; for we marched the whole distance in tour or more columns, and, of course, I could only be present with one, and generally that one engaged in destroying railroads. This work of destruction was performed better than usual, because I had an engineer regiment provided with claws to twist the bars after being heated. Such bars can never be used again, and the only way in which a railroad line can be reconstructed across Georgia will be to make a new road from Fairburn Station, twenty-four miles southwest of Atlanta, to Madison, a distance of 100 miles; and before that can be done I propose to be on the road from Augusta to Charleston, which is a continuation of the same. I felt somewhat disappointed at Hardee's escape from me, but really am not to blame. I moved as quick as possible to close up the “Union Causeway,” but intervening obstacles were such that before I could get my troops on the road Hardee had slipped out. Still, I know that the men that were in Savannah will be lost, in a measure, to Jeff. Davis; for the Georgia troops, under G. W. Smith, declared they would not fight in South Carolina, and have gone north en route for Augusta, and I have reason to believe the North Carolina troops have gone to Wilmington — in other words, they are scattered. I have reason to believe that Beauregard was present in Savannah at the time of its evacuation, and I think he and Hardee are now in Charleston, doubtless making preparations for what they know will be my next step.

Please say to the President that I received his kind message through Colonel Markland, and feel thankful for his high favor. If I disappoint him in the future, it shall not be from want of zeal or love to the cause. Of you I expect a full and frank criticism of my plans for the future, which may enable me to correct errors before it is too late. I do not wish to be rash, but want to give my rebel friends no chance to accuse us of want of enterprise or courage.

Diary of John Beauchamp Jones: August 10, 1863

No army news of immediate importance.

South Carolina has set an example in the prices of supplies for the army, under the Impressment Act, fixed by the Commissioners. By this schedule (for August, and it will be less in succeeding months) bacon is to be from 65 to 75 cents per pound beef, 25 cents; corn, $2 per bushel; flour $20; pork, 35 cents hay, $1.50 per 100 pounds; oats, $2 per bushel; potatoes, $3 rice, 10 cents; sugar, 80 cents; soap, 40 cents; and wheat, $3.50 per bushel.

Gen. Lee writes that the railroad brings him but 1000 bushels of corn per day; not enough to bring up his exhausted cavalry and artillery horses; and he suggests that passenger cars be occasionally left behind for the purpose of supplying the army — an indispensable measure.

Gen. Lee also writes that he has 1700 unarmed men in his army; in two weeks there will be 5000, and in a month 10,000. He suggests that the troops for local defense here, and even the militia, be disarmed, to supply his men. This indicates that Lee is to have an immense army, and that Richmond is to be defended. But the Central and Fredericksburg Railroads must be repaired immediately, and at any expense to the government, or else all will fail!

Simon Cameron to Major-General Benjamin F. Butler, May 30, 1861

Major-General BUTLER:

SIR: Your action in respect to the negroes who came in your lines from the service of the rebels is approved.*

The Department is sensible of the embarrassment which must surround officers conducting military operations in a State by the laws of which slavery is sanctioned. The Government cannot recognize the rejection by any State of its federal obligations nor can it refuse the performance of the federal obligations resting upon itself. Among these federal obligations, however, none can be more important than that of suppressing and dispersing armed combinations formed for the purpose of overthrowing its whole constitutional authority. While therefore you will permit no interference by the persons under your command with the relations of persons held to service under the laws of any State you will on the other hand so long as any State within which your military operations are conducted is under the control of such armed combinations refrain from surrendering to alleged masters any persons who may come within your lines. You will employ such persons in the service to which they may be best adapted, keeping an account of the labor by them performed, of the value of it and of the expense of their maintenance. The question of their final disposition will be reserved for future determination.

MY DEAR SIR: It has not been in my power, as you are aware, to agree with you and with a majority of your constitutional advisers in the measures which have been adopted in reference to the present condition of things in South Carolina; nor do I think it at all probable that I shall be able to concur in the views which you entertain, so far as I understand them, touching the authority, under existing laws, to enforce the collection of the customs at the port of Charleston.

Under such circumstances, after mature consideration, I have concluded that I cannot longer continue in our cabinet without embarrassment to you and an exposure of myself to the just criticism of those who are acquainted with my opinions upon the subject. I therefore deem it proper to tender my resignation of the commission I now hold as Secretary of the Treasury, to take effect when my successor shall be appointed and qualified. In doing so, I avail myself of the occasion to offer you the assurance of the high respect and regard which, personally, I entertain for you, and with which,

Captain William Thompson Lusk to Elizabeth Adams Lusk, July 28, 1862

My dear Mother:

I have received no further news from you since your last short communication hurriedly informing me of an improvement in my prospects. I only hope your intimation may be true. I asked Genl. Stevens' advice. He told me “unequivocally to accept.” I trust the appointment may soon be made, as I must have some little change before I return to life in unhealthy swamps. My experience in South Carolina has not specially fitted me to resist climatic influences here. It will be of incalculable advantage to me if I can get North three or four weeks this summer. I received a letter from Walter yesterday. He seems to feel the present critical condition of our country very much. Ned Harland is a near neighbor of mine now. Once I have met Charley Breed. I saw Henry King at Fortress Monroe a few days ago. We met and parted as though we were in the habit of seeing one another every day. Halleck was here day before yesterday. I was greatly disappointed in his appearance. Small and farmer-like, he gives a rude shock to one's preconceived notions of a great soldier. He is a striking contrast to Genl. Burnside who is rather a Chevalier Bayard in appearance and accomplishments. One has opportunities on the staff of seeing a great deal that is interesting, still staff officers are simply satellites of the General — if anything else, they are no use.

I see good accounts of recruiting in Connecticut. I trust this is so, for we must have those troops drilled and ready for the field as early as possible. It is not pleasant to think of dragging through another winter in quarters. These troops in Burnside's corps are really splendid, deserving indeed the name of soldiers. The Army looks very different now from what it did last fall, previous to our expedition down South.

I have really nothing to write, except that I am impatient to see you all, and that I remain as ever, with love to sisters and dear ones at home,

Meeting Of Minute Men

CALHOUN’S MILLS, Oct. 30th, 1860.

MR. EDITOR:  Pursuant to a call made by the Executive Committee, a meeting was held at Calhoun’s Mills on Saturday last for the purpose of forming a Company of Minute Men.  The meeting was organized by calling Hon. A. Burt to the chair and appointing O. T. Porcher, Sec’y.

Col. Marshall being present, in behalf of the Executive Committee, explained in a few words, the object of the organization: said that he was sorry that it had been reported that it had anything to do with party views: that it was simply an organization for our own safety, and the safety of our wives and children. He was followed by Gen. Smith and Col. Talman, who warmly advocated the necessity and duty of this move.  When they had concluded Hon. A. Burt was called upon for his views touching the political aspect of our country, and responded in a speech, full of sound sense and patriotism, and called upon every man to awake to the danger of our situation, and prepare for the emergency.

A committee of five was then appointed for soliciting names for the Company – committee consist of Messrs. J. J. Lee, O. T. Porcher, E. F. Parker, W. D. Mars, Wm. McKelvey.

A committee was appointed for preparing the Constitution for Government of the Company of Minute Men, consisting of Col. Talman, Wm. Taggart, Capt. Jones, Wm. McBryde, and James McKelvey.

It was agreed that a meeting be held at the same place on the 2d Saturday of November, for organizing said company, and that a dinner be furnished for the occasion.

It was then moved that the proceedings be published in the Press and Banner.

South Carolina Legislature.

The South Carolina Legislature, in pursuance of the Proclamation of the Governor, assembled in Columbia on Monday last.

In the Senate, the Hon. F. J. MOSES was called to the Chair, certificates of election read, and members duly qualified.  The Hon. W. D. PORTER was unanimously elected President, and upon assuming the Chair, addressed the body in a short impressive speech.

Gen. W. E. MARTIN was then elected Clerk, A. D. GOODWYN Reading Clerk, and —— GAILLARD Door-keeper.

In the House of Representatives, Mr. BOYLSTON, of Fairfield, upon motion of Mr. BUIST, of Charleston, was called to the Chair, for the purpose of organization.  The certificates of election were read, and the members elected duly sworn in.  A ballot was ordered for the election of Speaker, and Gen. SIMONS having received 110 votes – all the votes cast – was declared unanimously elected.  Upon being conducted to the Chair, the Speaker returned his thanks in feeling and appropriate terms.

The following message was received from His Excellency the Governor, and read by his Private Secretary, Col. Watts.  It commanded the earnest attention of the house.

COLUMBIA, S. C., Nov. 5, 1860.}
Gentlemen of the Senate and the House of Representatives:

The Act of Congress passed in the year 1846, enacts that “the Electors of President and Vice President shall be appointed on Tuesday next after the first Monday of the month of November of the year in which they are to be appointed.”  The annual meeting of the Legislature of South Carolina, by a constitutional provision, will not take place until the fourth Monday in November instant, and I have considered it my duty, under the authority conferred upon me to convene the Legislature on extraordinary occasions, to convene you, that you may on tomorrow appoint the number of Electors of President and Vice President to which this state is entitled.

Under ordinary circumstances, your duty could soon be discharged, by the election of Electors, representing the choice of the people of the State; but in view of the threatening aspect of affairs, and the strong probability of the election to the Presidency of a sectional candidate, by a party committed to the support of measures which, if carried out, inevitably destroy our equality in the Union, and ultimately reduce the Southern States to mere provinces of a consolidated despotism, to be governed by a fixed majority in Congress, hostile to our institutions, and fatally bent upon our ruin, I would respectfully suggest that the Legislature remain in session, and take such action as well prepare the State for any emergency that may arise.

That an expression of the will of the people may be obtained on a question involving such momentous consequences, I would earnestly recommend, that in the event of the election of Abraham Lincoln to the Presidency, a Convention of the people of this state be immediately called to determine “the mode and measure of redress.”

My own opinions of what the Convention should do are of little moment; but believing that the time has arrived when every one, however humble he may be, should express his opinions in the unmistakable language, I am constrained to say, that the only alternative left in my judgment, is the secession of South Carolina from the Federal Union.  The indications from many of the Southern States justify the conclusion that the secession of South Carolina will be immediately followed, if not adopted simultaneoulsy by them, and ultimately by the entire South.  The long desired co operation of the other States, having similar institutions, for which the State has been waiting, seems to be nearer at hand, and, if we are true to ourselves, will soon be realized.  The State has, with great unanimity, declared that she has the right [peaceably] to secede, and no power on earth can rightfully prevent it.  If, in the exercise of arbitrary power, and forgetful of the lessons of history, the Government of the United States should attempt coercion, it will become our solemn duty to meet force by force; and whatever may be the decision of the Convention representing the sovereignty of the State – and amenable to no earthly tribunal – shall, during the remainder of my administration, be carried out to the letter, regardless of any hazards that may surround its execution.  I would also respectfully recommend a thorough reorganization of the Militia, so as to place the whole military force of the State in a position to be sued at the shortest notice, and with the greatest efficiency.  Every man in the State, between the ages of eighteen and forty five, should be well armed with the most effective weapons of modern warfare, and all available means of the State used for that purpose.

In addition to this general preparation, I would also recommend that the service of ten thousand volunteers be immediately accepted; that they be organized and drilled by officers chosen by themselves, and hold themselves in readiness to be called on upon by the shortest notice.

With this preparation for defence – and with all the hallowed memories of past achievements – and with our love of liberty and hatred of tyranny – and with the knowledge that we are contending for the safety of our homes and firesides – we confidently appeal to the Disposer of all human events, and safely trust our cause in His keeping.

In the House Mr. Cunningham (of Charleston) offered a resolution authorizing the Governor to use the appropriation of $100,000 ordered by the Acts of 1859, for any proper purpose of common defence and peace requirements.

The recommendations of the Governors message were made the special order for Thursday at 1 o’clock in the Senate and House.  In the House W. C. INGLIS has been elected Reading Clerk; A. P. NICHOLSON messenger, and C. M. GRAY Door-keeper.
