My Dear Sir

All these reports are interesting. Do have them published, they encourage the officers more than anything else.

The great want of the Govt. is an official Organ for National effect, if not for Political. The Nat, Intellg will publish everything. I think the Ass. Press concern a curse.

I hope to catch the Casslin—but I have nothing to cross that Mosquitoe Inlet bar, but this ship's launches and they are away up at Jacksonville—and lucky they are there. I am sending to Wright to hurry troops there—he thought it ought not to be occupied—but it must be to secure loyal people.

I recd the Dept's mail—will take an early oppy. to write about the blockade. None of those vessels reported from London and Liverpool ever dare approach the coast, showing what they think of the blockade— but transship at Nassau N.P. aided and abetted by those English hypercritical scoundrels—into vessels about the size of our launches.

The Fingal was the last foreign vessel that got into Savannah, after the gale of the 24, but has never got out and is sold to the rebels.

The Isabel and Nashville, with local Pilots of extraordinary skill, fogs and accident, and Steam have eluded us—but how many have been kept out? Skiddy run through Lord Cochrane's whole fleet blockading one port. Steam has quadrupled the advantage to those who run the blockade, over those who cover the ports.

But the game is up with them now, I promise you. The merchants ought to be glad the Nashville is in. This place Smyrna which I knew nothing about, has let in good many arms I am now satisfied.

Much disappointed about the Vermont, but expected nothing less. A clever old Port Captain would have taken that place.

Now my friend for the last time let me implore you to send coal. I have begged in vain. Two weeks more and this whole fleet will be laid up. Lardner writes only one vessel has arrived and this gulf people swallow that up.

The coming Equinoxial gales, will upset half the ships I have—all their Paddle wheels are nearly out of the water.

I can't tell you how I feel about it. I have written and begged Lenthall and you—but it produces nothing —two miserable schooners on the way, which will not both of them fill up the Bienville.

My dear Commodore:

I had a long talk with McClellan to-day to see if he had any objections to giving Sherman orders to go ahead with the first programme. I was rather surprised to find that he did not know why it had not been carried out, and upon comparing notes more freely, we both found that we were entirely ignorant of what was going on or intended. Meigs was with us, and he had a letter from Sherman one month old, which seemed to intimate that the other expedition was about to move. Under these circumstances, an order will be given by both Departments, suggesting that the matter go forward at once, unless incompatible with some operation now on hand. I do not think, as I have several times written you, that the Government place much importance upon the acquisition of Savannah, beyond the possession of Pulaski, but the recovery of a whole state is a moral victory that cannot be too highly estimated. The people expected Sherman to march at once upon Savannah or Charleston, which was ridiculous, and impossible, though I think he could have cut the railroad. He and his compeers, expected the gun boats to go directly into the Savannah river, and dash up to the city, which was impossible, so that a month ago he seemed to be waiting for the Navy to go South. In the meantime there is an immense force and the sickly season almost upon us. I look forward to it with dire apprehension. The Nashville has got into Wilmington, Southern accounts say by hoisting the American flag and going through our ships. A regular trade seems to be carried on from Nassau and Havana to some parts of our Southern coasts in small vessels. I suppose it cannot be entirely prevented, of course, but I do not believe they use Charleston and Fernandina as they pretend. There are eight steamers fitting out in England for the Southern coast, and the blockade would give us very serious trouble were it not for the desperate condition of the rebels, owing to their sudden reverses in the west. I think Europe will now withdraw their material aid. The Vermont, having met with serious losses, the extent of which are yet unknown, the Relief is now loading for Port Royal. I hope Lenthall and Harwood keep you well up in ammunition and coal. The resolution for you went through unanimously and I trust we shall obtain for you higher honors yet. The Maratanza “double Ender” is nearly ready at Boston and we will send her down for Rodgers. The Miami steered badly but it was the fault of the constructor at Philadelphia. The Octorara is a gem. We shall get off the Vermont again at the earliest possible moment, but she is not yet saved, and I hear has lost her masts. Any little trophies from your district would be most gratefully received by the members of Congress, and as they constantly ask me for such, I have ventured to ask you to make up a box of the most trifling things. One word more, and good night. Don't write confidential letters upon a former flag officer to your short friend.

The Victory on the Cumberland—The End in Sight

We have reason to believe, if not the certainty, that Fort Donelson has fallen.  After a struggle, desperate on both sides, and, as far as my be judged from the imperfect details which have reached us, creditable to the fighting qualities of both, the post capitulated, and the National colors took the place, on the ramparts, of the rebel rag.  The destruction of life and the lists of wounded are probably largely in excess of those of any previous contest of the war.  It could hardly be otherwise.  The opposing forces were strong in numbers, but while the assailants were more perilously exposed, the defenders, from their very numbers, cooped up as they were in lines where they were helpless to fight, and simply in the way of each other, must have suffered frightfully from the storm of shell and shot hurled upon them from that circumvallation of fire.  It was doubtless the terrible sacrifice of life to which they were subjected within the fort that prompted these daring sorties which the besiegers so gallantly repulsed.

Having this glorious result of the fight, we may well postpone the discussion of details.  With the capture of Fort Donelson, another of those mortal blows recently struck at the heart of the rebellion has been inflicted.  Nor are we to lose sight of the fact that nearly all of these victories come from the command of Gen. HALLECK.  Fort Henry captured, the loyalty of Tennessee brought to light, the surrender if Fort Donelson, the retreat of PRICE, from Springfield, and the report of this morning that CURTIS had overtaken his rear, had seized his baggage-train and more prisoners that he knew what to do with, show with what energy and how victoriously the commander of the Western Department is executing his part of the great programme.  These, with the retreat of JOHNSTON from before BUELL, relieve, practically, both Missouri and Kentucky from the rebel enemy, and lay bare the Tennessee  to the admission of these Union armies which shall bring liberation to its oppressed but loyal people.

While the war in the West is thus drawing to a close, the signs are not less significant in the East.  There is little doubt that in North Carolina, South Carolina and Georgia, our forces are at this moment executing flank movements to the interior, which must effectually isolate the main rebel army in Eastern Virginia from its sources of supply.  It is clearly improbable for the rebels to hold their position at Manassas.  Their retreat must be a question of a few days—perhaps of a few hours.  There is but one reason for the evacuation of Bowling Green that is not valid for the evacuation of Manassas, and it is that no division of the Potomac army has been thrown forward to threaten an attack.  But such a threat is no longer necessary.  The news that Fort Donelson is in National hands; that the Tennessee river is open to our gunboats even to Muscle Shoals in Alabama; that the Cumberland can now be ascended to Nashville; that Memphis is in danger, and that the garrison of Columbus are for all practical purposes prisoners of war, must give that shock to the rebels near Washington which shall leave to its leaders an only alternative of withdrawing their army, or seeing it dissolve.  A retreat will be begun, but where will it end? Nowhere, we conceive short of the Gulf States.  The only pause at Richmond will probably be to witness the gloomy pageant of JEFF. DAVIS inaugurated as President, like a King crowned on his death-bed, or the succession of a Byzantine Emperor, when Byzantium itself was beleaguered and stormed by the Turks.  It will be in the Gulf States that the last stand of the rebels will be attempted.  But there our lines are already drawn tightly about them.  We hold the coast.  The blockade is pinchingly close.  What our gunboats and mortar-boats have done East and West they can do for every river and harbor on the Gulf.  Our troops will escape from the mud and the frosts of the Border States, to a theater of war, where for months to come the temperature is that of our Northern Summer, and where roads are settled, and military movements facile.  Indeed, of the resistance of the desperate traitors can be protracted through the Summer, a campaign in July and August would convey no discomfort to those who have experienced similar heats in our own latitudes; for the steady Southern Summer is far less intolerable that the varying temperatures of the North.

It is no extravagance, therefore, to say the rebellion has culminated.  Its settling must be as the flash of a meteor.  Had the illusory stimulus of the apparent victories of Bull Run and Ball’s Bluff been wanting; and had the certainty of the non-interference of France and England been earlier attained, the result must have been early reached.  After this, it certainly can[no]t be materially postponed.  The monster is already clutched and in his death struggle.

Diary of John Beauchamp Jones: November 13, 1863

No news of battles yet. But we have a rumor of the burning of the fine government steamer R. E. Lee, chased by the blockaders. That makes two this week.

Gen. Lee dispatched the President, yesterday, as follows:

“Orange C. H., Nov. 12th. — For the last five days we have only received three pounds of corn per horse, from Richmond, per day. We depend on Richmond for corn. At this rate, the horses will die, and cannot do hard work. The enemy is very active, and we must be prepared for hard work any day. — R. E. Lee.”

On the back of which the President indorsed: "Have the forage sent up in preference to anything else. The necessity is so absolute as to call for every possible exertion.—Jefferson Davis."

Perhaps this may rouse the department. Horses starving in the midst of corn-fields ready for gathering! Alas, what mismanagement!

I cut the following from the Dispatch:

Flour. — We heard yesterday of sales of flour at $110 per barrel. We do not, however, give this as the standard price; for, if the article was in market, we believe that even a higher figure would be reached. A few days since a load of flour was sent to an auction-house on Cary Street to be sold at auction. The proprietors of the house very properly declined to receive it, refusing to dispose of breadstuffs under the hammer, where men of money, and destitute of souls, would have an opportunity of buying it up and withdrawing it from market.

corn-meal. — This article is bringing from $18 to $20 per bushel, and scarce at that.

Country Produce And Vegetables. — We give the following as the wholesale rates: Bacon, hoground, $2.75 to $3; lard, $2.25 to $2.30; butter, $3.75 to $4; eggs, $2 to $2.25; Irish potatoes, $7.50 to $8; sweet potatoes, $10.50 to $12; tallow candles, $4 per pound; salt, 45 cents per pound.

groceries. — Coffee — wholesale, $9 per pound, retail, $10; sugar, $2.85 to $3.25; sorghum molasses, wholesale, $10, and $14 to $15 at retail; rice, 30 to 35 cents.

liquors. — Whisky, $55 to $70 per gallon, according to quality, apple brandy, $50; high proof rum, $50; French brandy, $80 to $100.

"In the city markets fresh meats are worth $1.25 to $1.50 for beef and mutton, and $2 for pork; chickens, $6 to $8 per pair; ducks, $7 to $8 per pair; butter, $4.50 to $5 per pound; sweet potatoes, $2.50 per half peck; Irish potatoes, $2 per half peck.

leather. — Sole leather, $6.50 to $7.50 per pound; upper leather, $7.50 to $8; harness leather, $5.50 to $6; hides are quoted at $2.50 to $2.75 for dry, and $1.50 for salted green; tanners' oil, $4 to $5 per gallon.

tobacco. — Common article, not sound, $1 to $1.25; medium, pounds, dark, $1.30 to $2; good medium bright, $2 to $2.75; fine bright, $2 to $4; sweet 5's and 10's scarce and in demand, with an advance."

My friend Capt. Jackson Warner sent me, to-day, two bushels of meal at government price, $5 per bushel. The price in market is $20. Also nine pounds of good beef, and a shank—for which he charged nothing, it being part of a present to him from a butcher.

Diary of John Beauchamp Jones: November 10, 1863

It is supposed our loss in the surprise on Saturday did not exceed 1500, killed, wounded, and taken. It is thought that a battle will occur immediately, if it be not already in progress.

There is no news of moment from any quarter, except the loss of our steamer Cornubia, taken by the blockaders at Wilmington. She was laden with government stores. For months nearly all ships with arms or ammunition have been taken, while those having merchandise on board get in safely. These bribe their way through!

Col. Gorgas gave notice to-day that our supply of saltpeter will be exhausted in January, unless we can import a large quantity.

Another blue day!

George S. Denison to Salmon P. Chase, December 10, 1862

New Orleans, December 10th, 1862.

Dear Sir: I send this letter by Mr. Flanders who leaves to-day for Washington, and suggest that you talk fully with him concerning affairs here. I mean military and political affairs, with which he is quite familiar. You can rely perfectly on the integrity of Mr. F. An occurrence has just taken place which causes me to feel much indignation and some chagrin.

Col. Butler has three or four men in his employ who manage his business for him. The principal one is a Mr. Wyer. Some days ago Wyer loaded a vessel for Matamoras. She was loaded in the New Basin, and when she got into the Lake, ran into Pontchitoula.

This information reached me two days ago and since then I have been investigating the matter and am satisfied that it was a predetermined plan to take the cargo to Pontchitoula for the rebels, instead of going to Matamoras. I am also satisfied that Col. Butler was the sole owner of the cargo.

The vessel was the Schooner “L. L. Davis”, 95 tons burden, and 500 sacks salt was the greater portion of her cargo. This is worth in Rebeldom the astonishing price of $150. per sack. Cotton could be bought there at not more than 15 cts. per pound and delivered at some point on the Mississippi whence it could be brought hither. Near Matamoras, salt is abundant and cheap. I expressed astonishment to Wyer when he cleared the vessel, that he should send salt to that port, but he pretended to have information that he could get a good price for it.

I have just been to see Gen. Butler and laid the whole matter before him with statement of proof that the “Davis” was loaded with intention to run the blockade. I cannot give this statement in one letter, but it is sufficient to say that Gen. Butler expressed himself perfectly satisfied that such was the intention. I then told him I believed Col. Butler was the owner of the cargo — & gave my reasons.

Gen. Butler assures me he will immediately investigate the matter thoroughly & if Col. Butler or those associated with him, are interested in the operation, he & they shall instantly leave the Department of the Gulf. He manifested great indignation which I cannot believe feigned, judging from his appearance. I am confident I can bring forward sufficient proof to convince any honest Jury that the vessel is Col. Butler's and that he intended to take the cargo to Rebels. This statement I intend to make to Gen. Butler to-morrow morning, so that, if he please, he can permit me to collect and present the evidence.

Yesterday I had a long conversation with Admiral Farragut who holds the same opinion regarding this matter as myself.

The Gunboat at the mouth of New Canal, is the “New London,” commanded by Capt. Read (Lieut. Commanding). I am afraid he will be made to suffer — but it would be very unjust, for he was not deficient in vigilance, and is an honest and faithful officer. I am more in fault than he is, for I allowed myself to be deceived — though any man however vigilant, would have been deceived in the same manner.

I shall report to you promptly this progress and result of the investigation. Please excuse the hasty manner in which I am obliged to write.

P. S. Pontchitoula is in the northern part of Lake Pontchartrain — somewhat inland.

Diary of William Howard Russell: July 4, 1861

When the Senate had adjourned, I drove to the State Department and saw Mr. Seward, who looked much more worn and haggard than when I saw him last, three months ago. He congratulated me on my safe return from the South in time to witness some stirring events. “Well, Mr. Secretary, I am quite sure that, if all the South are of the same mind as those I met in my travels, there will be many battles before they submit to the Federal Government.”

“It is not submission to the Government we want; it is to assent to the principles of the Constitution. When you left Washington we had a few hundred regulars and some hastily-levied militia to defend the national capital, and a battery and a half of artillery under the command of a traitor. The Navy Yard was in the hands of a disloyal officer. We were surrounded by treason. Now we are supported by the loyal States which have come forward in defence of the best Government on the face of the earth, and the unfortunate and desperate men who have commenced this struggle will have to yield or experience the punishment due to their crimes.”

“But, Mr. Seward, has not this great exhibition of strength been attended by some circumstances calculated to inspire apprehension that liberty in the Free States may be impaired; for instance, I hear that I must procure a passport in order to travel through the States and go into the camps in front of Washington.”

“Yes, sir; you must send your passport here from Lord Lyons, with his signature. It will be no good till I have signed it, and then it must be sent to General Scott, as Commander-in-Chief of the United States army, who will subscribe it, after which it will be available for all legitimate purposes. You are not in any way impaired in your liberty by the process.”

“Neither is, one may say, the man who is under surveillance of the police in despotic countries of Europe; he has only to submit to a certain formality, and he is all right; in fact, it is said by some people, that the protection afforded, by a passport is worth all the trouble connected with having it in order.”

Mr. Seward seemed to think it was quite likely. There were corresponding measures taken in the Southern States by the rebels, and it was necessary to have some control over traitors and disloyal persons. “In this contest,” said he, “the Government will not shrink from using all the means which they consider necessary to restore the Union.” It was not my place to remark that such doctrines were exactly identical with all that despotic governments in Europe have advanced as the ground of action in cases of revolt, or with a view to the maintenance of their strong Governments. “The Executive,” said he, “has declared in the inaugural that the rights of the Federal Government shall be fully vindicated. We are dealing with an insurrection within our own country, of our own people, and the Government of Great Britain have thought fit to recognize that insurrection before we were able to bring the strength of the Union to bear against it, by conceding to it the status of belligerent. Although we might justly complain of such an unfriendly act in a manner that might injure the friendly relations between the two countries, we do not desire to give any excuse for foreign interference; although we do not hesitate, in case of necessity, to resist it to the uttermost, we have less to fear from a foreign war than any country in the world. If any European Power provokes a war, we shall not shrink from it. A contest between Great Britain and the United States would wrap the world in fire, and at the end it would not be the United States which would have to lament the results of the conflict.”

I could not but admire the confidence — may I say the coolness? — of the statesman who sat in his modest little room; within the sound of the evening's guns, in a capital menaced by their forces who spoke so fearlessly of war with a Power which could have blotted out the paper blockade of the Southern forts and coast in a few hours, and, in conjunction with, then Southern armies, have repeated the occupation and destruction of the capital.

The President sent for Mr. Seward whilst I was in the State Department, and I walked up Pennsylvania Avenue to my lodgings, through a crowd of men in uniform who were celebrating Independence Day in their own fashion — some by the large internal use of fire-water, others by an external display of fire-works.

Directly opposite my lodgings are the head-quarters of General Mansfield, commanding the district, which are marked by a guard at the door and a couple of six-pounder guns pointing down the street. I called upon the General, but he was busy examining certain inhabitants of Alexandria and of Washington itself, who had been brought before him on the charge of being Secessionists, and I left my card, and proceeded to General Scott's head-quarters, which I found packed with officers. The General received me in a small room, and expressed his gratification at my return, but I saw he was so busy with reports, despatches, and maps, that I did not trespass on his time. I dined with Lord Lyons, and afterwards went with some members of the Legation to visit the camps, situated in the public square.

All the population of Washington had turned out in their best to listen to the military bands, the music of which was rendered nearly inaudible by the constant discharge of fireworks. The camp of the 12th New York presented a very pretty and animated scene. The men liberated from duty were enjoying themselves out and inside their tents, and the sutlers' booths were driving a roaring trade. I was introduced to Colonel Butterfield, commanding the regiment, who was a merchant of New York; but notwithstanding the training of the counting-house, he looked very much like a soldier, and had got his regiment very fairly in hand. In compliance with a desire of Professor Henry, the Colonel had prepared a number of statistical tables in which the nationality, height, weight, breadth of chest, age, and other particulars respecting the men under his command were entered. I looked over the book, and as far as I could judge, but two out of twelve of the soldiers were native-born Americans, the rest being Irish, German, English, and European-born generally. According to the commanding officer they were in the highest state of discipline and obedience. He had given them leave to go out as they pleased for the day, but at tattoo only fourteen men out of one thousand were absent, and some of those had been accounted for by reports that they were incapable of locomotion owing to the hospitality of the citizens.

When I returned to my lodgings, the colored boy whom I had hired at Niagara was absent, and I was told he had not come in since the night before. “These free colored boys,” said my landlord, “are a bad set; now they are worse than ever; the officers of the army are taking them all away from us; it's just the life they like; they get little work, have good pay; but what they like most is robbing and plundering the farmers’ houses over in Virginia; what with Germans, Irish, and free niggers, Lord help the poor Virginians, I say; but they'll give them a turn yet.”

The sounds in Washington to-night might have led one to believe the city was carried by storm. Constant explosion of fire-arms, fireworks, shouting, and cries in the streets, which combined, with the heat and the abominable odors of the undrained houses and mosquitoes, to drive sleep far away.

Gustavus V. Fox to John M. Forbes, April 1, 1863

I have your letter from near Halifax. Every steamer we capture that will carry one gun is invariably taken by the department and sent to the blockade. The Atlantic and Baltic are pretty nearly gone, boilers entirely so. The old Cunarders have not the speed. Earl Russell has written a letter to our government (received yesterday) which, in plain English, is this: “We have a right to make and sell. We are merchants; we sell to whoever will buy; you can buy as well as the South. We do not ask any questions of our purchasers. We shall not hound down our own industry. We are not responsible for anything. You can make the most of it.”

We infer from this bombshell that the government would be glad to have the South get out these ironclads, and that they will not afford us any aid. You can act accordingly. You must stop them at all hazards, as we have no defense against them. Let us have them in the United States for our own purposes, without any more nonsense, and at any price. As to guns, we have not one in the whole country fit to fire at an ironclad. If you dispose of their ironclads, we will take care of the whole Southern concern; and it depends solely upon your action in this matter; and if you have the opportunity to get them, I hope you will not wait for any elaborate instructions.

It is a question of life and death. Charleston will be attacked within ten days, and I hope we shall strengthen you with successes in other quarters. The Georgiana is disposed of.

. . . The rebel loan, although much of a bubble, got up by the foxes, already in the trap, who have lost their tails, and want others to follow their bright examples, is still to a certain extent a successful swindle, and it gives the enemy new life. Still I have reason to hope that it only pays off old scores, having been negotiated at 60, by takers, chiefly creditors, it is supposed, who are now swindling the green ones in their foul bargain. This gives the enemy £1,800,000 to square the score and begin a new one; but it does not prove conclusively that they can pay for their ironclads, especially the one at Glasgow, which we are taking measures to investigate. . . .

It occurs to me as within the spirit of our orders, though not the letter, in case we get a dangerous blockade runner, to put on board cargo useful to us, cover her up carefully, and send her under a sharp captain to Nassau, where she might get valuable information, and then run into the arms of our squadron, if still outside of Charleston; and perhaps bring along with her some of her Confederate friends to help her run the blockade. I throw this out for your consideration. It may be too dangerous a game to play, but might, if well played, double her value by giving us some of her infernal Confederates! The worst of it is, I fear, that it requires many to be in the secret. I write Secretary Chase upon financial matters.

Susquehanna broken down. Pillar Block broken. Have sent off the Alabama at a half hour's notice to keep up the efficiency of the Blockade, but to make the Susquh wait until I get down, my engineer and he can answer for low speed.

No Boutelle yet and we shall sail without him. This is the greatest trial indeed the only one in our preparations which has really disturbed me — and I am at a loss to account for such a thing, by depending upon him we made no provision to supply his place.

Diary of Gideon Welles: Friday, March 4, 1864

Seward sends me the copy of a communication which he proposes to send to Lord Lyons respecting the rights and duties of our naval officers, particularly those on blockade duty in the Gulf. It is a singularly weak and erring document. My first thought was to criticize and attempt to correct it, but this could not well be done without making a new paper of it and would appear badly. Talked over the subject with Fox and also with Watkins. Finally gave the latter my views, suggested the points, and directed him to prepare a letter based on these points.

A pleasant Cabinet-meeting. Chase and Blair both absent. Seward and Stanton had a corner chat and laugh about Chase, whose name occasionally escaped them, and whom they appeared to think in a dilemma, and they were evidently not unwilling we should know the subject of their conversation. I could not avoid hearing some of their remarks, though I changed my position to escape them.

A week or two since, Admiral Lee sent me certain papers in the case of the steamer Princeton, then at Norfolk, among them a permit from General Butler, authorizing the vessel to go on a trading voyage in the sounds and rivers of North Carolina, provided Admiral Lee would consent. The latter would not consent without orders from the Navy Department, and I approved his course in refusing. Now the Messrs. Oliver & Co. file a paper arguing their claims to proceed on the voyage under a permit of General Butler, dated last December, authorizing the Princeton to clear for Hampton Roads. This paper of Oliver & Co. is addressed to the Assistant Secretary and ingeniously designed to cover the transaction. Watkins and Fox were disposed to favor the latter application, but I told them it was not permissible, pointed out the discrepancies, told them the vessel had, as authorized, cleared for Hampton Roads, but she wanted to go further, which that permit did not warrant; and a further permit was secured.

Diary of Gideon Welles: Monday, February 22, 1864

Wrote a line to Seward that I had not been officially notified of the raising of the blockade of Brownsville, Texas. The whole thing has been done most bunglingly by him, Chase, and the President. The subject was discussed two or three weeks since in regard to Brownsville and one or two other places, but we came to no conclusion, and nothing farther was said to me, nor was I aware that any action had been taken in regard to it till I saw the proclamation in the newspapers.

A circular, “strictly private,” signed by Senator Pomeroy and in favor of Mr. Chase for President, has been detected and published. It will be more dangerous in its recoil than its projectile. That is, it will damage Chase more than Lincoln. The effect on the two men themselves will not be serious. Both of them desire the position, which is not surprising; it certainly is not in the President, who would be gratified with an indorsement. Were I to advise Chase, it would be not to aspire for the position, especially not as a competitor with the man who has given him his confidence, and with whom he has acted in the administration of the government at a most eventful period. The President well understands Chase's wish, and is somewhat hurt that he should press forward under the circumstances. Chase tries to have it thought that he is indifferent and scarcely cognizant of what is doing in his behalf, but no one of his partisans is so well posted as Chase himself.

The National Committee appointed at Chicago met today. As Connecticut had sent forward no one as a substitute in my place, I was for a brief time with the committee. I judge that four fifths are for the reelection of the President. The proceedings were harmonious, and will, I think, be satisfactory. I do not like this machinery and wish it could be dispensed with.

Diary of Gideon Welles: Saturday, January 30, 1864

Called on Secretary of State by appointment, relative to dispatch to Lord Lyons. While there, I mentioned that he continued to send inquiries from Lord Lyons relative to captured British blockade-runners who were retained in custody on his suggestion. He said he wished that course pursued, but the change of policy required time to effect the change. Lord Lyons, he said, could not at once reconcile his government to the measure. He alluded to my having at an early period desired that these persons should be held, but that he had doubted it because they ought not to be permitted to run the blockade more than a second time.

Diary of William Howard Russell: July 3, 1861

Up early, breakfasted at five, A. M., and left my hospitable host's roof, on my way to Washington. The ferryboat, which is a long way off, starts for the train at seven o'clock; and so bad are the roads, I nearly missed it. On hurrying to secure my place in the train, I said to one of the railway officers: “If you see a colored man in a cloth cap and dark coat with metal buttons, will you be good enough, sir, to tell him I'm in this carriage.” “Why so, sir?” “He is my servant.” Servant,” he repeated; “your servant! I presume you're a Britisher; and if he's your servant, I think you may as well let him find you.” And so he walked away, delighted with his cleverness, his civility, and his rebuke of an aristocrat.

Nearly four months since I went by this road to Washington. The change which has since occurred is beyond belief. Men were then speaking of place under Government, of compromises between North and South, and of peace; now they only talk of war and battle. Ever since I came out of the South, and could see the newspapers, I have been struck by the easiness of the American people, by their excessive credulity. Whether they wish it or not, they are certainly deceived. Not a day has passed without the announcement that the Federal troops were moving, and that “a great battle was expected” by somebody unknown, at some place or other.

I could not help observing the arrogant tone with which writers of stupendous ignorance on military matters write of the operations which they think the Generals should undertake. They demand that an army, which has neither adequate transport, artillery, nor cavalry, shall be pushed forward to Richmond to crush out Secession, and at the same time their columns teem with accounts from the army, which prove that it is not only ill-disciplined, but that it is ill-provided. A general outcry has been raised against the war department and the contractors, and it is openly stated that Mr. Cameron, the Secretary, has not clean hands. One journal denounces the “swindling and plunder” which prevail under his eyes. A minister who is disposed to be corrupt can be so with facility under the system of the United States, because he has absolute control over the contracts, which are rising to an enormous magnitude, as the war preparations assume more formidable dimensions. The greater part of the military stores of the States are in the South — arms, ordnance, clothing, ammunition, ships, machinery, and all kinds of material must be prepared in a hurry.

The condition in which the States present themselves, particularly at sea, is a curious commentary on the offensive and warlike tone of their statesmen in their dealings with the first maritime power of the world. They cannot blockade a single port effectually. The Confederate steamer Sumter has escaped to sea from New Orleans, and ships run in and out of Charleston almost as they please. Coming so recently from the South, I can see the great difference which exists between the two races, as they may be called, exemplified in “the men I have seen, and those who are in the train going towards Washington. These volunteers have none of the swash-buckler bravado, gallant-swaggering air of the Southern men. They are staid, quiet men, and the Pennsylvanians, who are on their way to join their regiment in Baltimore, are very inferior in size and strength to the Tennesseans and Carolinians.

The train is full of men in uniform. When I last went over the line, I do not believe there was a sign of soldiering, beyond perhaps the “conductor,” who is always described in the papers as being “gentlemanly,” wore his badge. And, a propos of badges, I see that civilians have taken to wearing shields of metal on their coats, enamelled with the stars and stripes, and that men who are not in the army try to make it seem they are soldiers by affecting military caps and cloaks.

The country between Washington and Philadelphia is destitute of natural beauties, but it affords abundant evidence that it is inhabited by a prosperous, comfortable, middle-class community. From every village church and from many houses, the Union flag was displayed: Four months ago not one was to be sea. When we were crossing in the steam ferryboat at Philadelphia I saw some volunteers looking up and smiling at a hatchet which was over the cabin door, and it was not till I saw it had the words “States’ Rights Fire Axe” painted along the handle I could account for the attraction. It would fare, ill with any vessel in Southern waters which displayed an axe to the citizens inscribed with “Down with States' Rights” on it. There is certainly less vehemence and bitterness among the Northerners; but it might be erroneous to suppose there was less determination.

Below Philadelphia, from Havre-de-Grace all the way to Baltimore, and thence on to Washington, the stations on the rail were guarded by soldiers, as though an enemy were expected to destroy the bridges and to tear up the rails. Wooden bridges and causeways, carried over piles and embankments, are necessary, in consequence of the nature of the country; and at each of these a small camp was formed for the soldiers who have to guard the approaches. Sentinels are posted, pickets thrown out, and in the open field by the wayside troops are to be seen moving, as though a battle was close at hand. In one word, we are in the State of Maryland. By these means alone are communications maintained between the North and the capital. As we approach Baltimore the number of sentinels and camps increase, and earthworks have been thrown up on the high grounds commanding the city. The display of Federal flags from the public buildings and some shipping in the river was so limited as to contrast strongly with those symbols of Union sentiments in the Northern cities.

Since I last passed through this city the streets have been a scene of bloodshed. The conductor of the car on which we travelled from one terminus to the other, along the street railway, pointed out the marks of the bullets on the walls and in the window frames. “That's the way to deal with the Plug Uglies,” exclaimed he; a name given popularly to the lower classes called Rowdies in New York. “Yes,” said a fellow-passenger quietly to me, “these are the sentiments which are now uttered in the country which we call the land of freedom, and men like that desire nothing better than brute force. There is no city in Europe — Venice, Warsaw, or Rome — subject to such tyranny as Baltimore at this moment. In this Pratt Street there have been murders as foul as ever soldiery committed in the streets of Paris.” Here was evidently the judicial blindness of a States' Rights fanatic, who considers the despatch of Federal soldiers through the State of Maryland without the permission of the authorities an outrage so flagrant as to justify the people in shooting them down, whilst the soldiers become murderers if they resist. At the corners of the streets strong guards of soldiers were posted, and patrols moved up and down the thoroughfares. The inhabitants looked sullen  and sad. A small war is waged by the police recently appointed by the Federal authorities against the women, who exhibit much ingenuity in expressing their animosity to the stars and stripes — dressing the children, and even dolls, in the Confederate colors, and wearing the same in ribbons and bows. The negro population alone seemed just the same as before. . The Secession newspapers of Baltimore have been suppressed, but the editors contrive nevertheless to show their sympathies in the selection of their extracts. In to-day's paper there is an account of a skirmish in the West, given by one of the Confederates who took part in it, in which it is stated that the officer commanding the party “scalped” twenty-three Federals. For the first time since I left the South I see those advertisements headed by the figure of a negro running with a bundle, and containing descriptions of the fugitive, and the reward offered for imprisoning him or her, so that the owner may receive his property. Among the insignia enumerated are scars on the back and over the loins. The whip is not only used by the masters and drivers, but by the police; and in every report of petty police cases sentences of so many lashes, and severe floggings of women of color are recorded.

It is about forty miles from Baltimore to Washington, and at every quarter of a mile for the whole distance a picket of soldiers guarded the rails. Camps appeared on both sides, larger and more closely packed together; and the rays of the setting sun fell on countless lines of tents as we approached the unfinished dome of the Capitol. On the Virginian side of the river, columns of smoke rising from the forest marked the site of Federal encampments across the stream. The fields around Washington resounded with the words of command and tramp of men, and flashed with wheeling arms. Parks of artillery studded the waste ground, and long trains of white-covered wagons filled up the open spaces in the suburbs of Washington.

To me all this was a wonderful sight. As I drove up Pennsylvania Avenue I could scarce credit that the busy thoroughfare — all red, white, and blue with flags, filled with dust from galloping chargers and commissariat carts; the side-walks thronged with people, of whom a large proportion carried sword or bayonet; shops full of life and activity — was the same as that through which I had driven the first morning of my arrival. Washington now, indeed, is the capital of the United States; but it is no longer the scene of beneficent legislation and of peaceful government. It is the representative of armed force engaged in war — menaced whilst in the very act of raising its arm by the enemy it seeks to strike.

To avoid the tumult of Willard's, I requested a friend to hire apartments, and drove to a house in Pennsylvania Avenue, close to the War Department, where he had succeeded in engaging a sitting-room about twelve feet square, and a bedroom to correspond, in a very small mansion, next door to a spirit merchant's. At the Legation I saw Lord Lyons, and gave him a brief account of what I had seen in the South. I was sorry to observe he looked rather careworn and pale.

The relations of the United States Government with Great Britain have probably been considerably affected by Mr. Seward's failure in his prophecies. As the Southern Confederacy develops its power, the Foreign Secretary assumes higher ground, and becomes more exacting, and defiant. In these hot summer days, Lord Lyons and the members of the Legation dine early, and enjoy the cool of the evening in the garden; so after a while I took my leave, and proceeded to Gautier's. On my way I met Mr. Sumner, who asked me for Southern news very anxiously, and in the course of conversation with him I was confirmed in my impressions that the feeling between the two countries was not as friendly as could be desired. Lord Lyons had better means of knowing what is going on in the South, by communications from the British Consuls; but even he seemed unaware of facts which had occurred whilst I was there, and Mr. Sumner appeared to be as ignorant of the whole condition of things below Mason and Dixon's line as he was of the politics of Timbuctoo.

The importance of maintaining a friendly feeling with England appeared to me very strongly impressed on the Senator's mind. Mr. Seward has been fretful, irritable, and acrimonious; and it is not too much to suppose Mr. Sumner has been useful in allaying irritation. A certain despatch was written last June, which amounted to little less than a declaration of war against Great Britain. Most fortunately the President was induced to exercise his power. The despatch was modified, though not without opposition, and was forwarded to the English Minister with its teeth drawn. Lord Lyons, who is one of the suavest and quietest of diplomatists, has found it difficult, I fear, to maintain personal relations with Mr. Seward at times. Two despatches have been prepared for Lord John Russell, which could have had no result but to lead to a breach of the peace, had not some friendly interpositor succeeded in averting the wrath of the Foreign Minister.

Mr. Sumner is more sanguine of immediate success than I am, from the military operations which are to commence when General Scott considers the army fit to take the field. A Gautier's I met a number of officers, who expressed a great diversity of views in reference to those operations. General McDowell is popular with them, but they admit the great deficiencies of the subaltern and company officers. General Scott is too infirm to take the field, and the burdens of administration press the veteran to the earth.

Diary of Gideon Welles: Friday, January 22, 1864

Very little done at the Cabinet. Stanton, Usher, and myself were the only ones present. Some general talk and propositions. Last night the President gave a dinner to the members of the Cabinet, judges of the Supreme Court, and a few others, with their wives. It was pleasant. A little stiff and awkward on the part of some of the guests, but passed off very well.

The challenge of Fox has created some noise. When read in the Chamber of Commerce, Moses H. Grinnell appeared much disturbed, — said the Navy had no fast boats, the challenge was improper, undignified, etc. Moses unwittingly showed his true colors, — was drawn out. He has professed to be friendly, but I have not been deceived by him, for I have been satisfied that he was secretly inimical, though not with manly courage to avow it. Moses has been a successful merchant, and generous with his money in a certain way. He has some good and some weak qualities in his profession, but his great failing has been in political aspirations. With commercial party principles, no sound or correct knowledge of government, or of individual rights, he has hungered for office and believed that money ought to secure it. He has seen with envy the success of Morgan and some others, whom he believes no more capable or deserving than himself, and had hoped the change of administration would bring him into distinction. It had been his hope that Seward would have the nomination at Chicago, and he showed grief and great vexation as well as others over the result. When President Lincoln came to Washington, he was invited to, and did, breakfast with Moses at his house in New York. But these attentions failed to bring the coveted honors. He had been a large shipping merchant and why should he not be Collector or even take charge of the Navy. His friend Seward was in the Cabinet but from western New York. Moses lived in the city of New York, and was from New England. All did not answer. After the blockade was declared he came twice to Washington and wanted, evidently, to be consulted. On one, and perhaps both occasions, he brought with him C. H. Marshall, an old ship-master, opinionated, conceited, and infinitely worse than Grinnell. I treated them courteously, listened to their opinions, invited them to be communicative, but did not adopt their views. Marshall, however, declared himself well satisfied with what he understood to be the management of the Department, and Grinnell did not dissent. This was, I think, in May, 1861. Some two months, perhaps, later, Moses was again in Washington; wanted the Department to procure more vessels; urged the purchase of a fleet of merchant ships on which there might be placed a small armament to establish an efficient blockade. I gave but little attention to his advice or offers of service. Two good steamers in my opinion would be more effective than the sixty sailing vessels which he proposed to purchase. By the kindness of Mr. Seward he had an interview with the President and laid before him his plans. Charleston he would blockade with ten or a dozen ships lying off outside. I happened to enter the President's room about the time Grinnell was leaving, and he spoke quite oracularly about the “swash channel”'; repeated that expression several times. He knew the harbor and the “swash channel.” Could blockade it with ten or a dozen good ships. The President subsequently informed me of the plan of Mr. Grinnell, in the presence of the Secretary of State, and each of them kindly commended him. I told them I knew Mr. Grinnell well, but that my views did not correspond with his, and my arrangements were not such as would admit of employing him.

On several occasions since I have had the benefit of Mr. G.'s advice and promptings, but am not aware that I was ever benefited by either. His friend Marshall was sometimes artfully pushed forward and chafed into an abuse of me personally. It has been some time, however, since I have been assailed by him personally, and he does not appear to have united with Moses on this occasion.

Diary of John Beauchamp Jones: September 10, 1863

A Mr. J. C. Jones has addressed a letter to the President asking permission to run the blockade to confer with Mr. Bates, of President Lincoln's cabinet, on terms of peace, with, I believe, authority to assure him that none of the Northwestern States, or any other free States, will be admitted into the Confederacy. Mr. J. says he has been on intimate terms with Mr. B., and has conceived the idea that the United States would cease the war, and acknowledge the independence of the South, if it were not for the apprehension of the Northwestern States seceding from the Union. If his request be not granted, he intends to enter the army immediately. He is a refugee from Missouri. He assures the President he is his friend, and that a “concentration of power” in his hands is essential, etc. The President refers this paper, with a gracious indorsement, to the Secretary of War, recommending him either to see Mr. Jones, or else to institute inquiries, etc.

S. Wyatt, Augusta, Ga., writes in favor of appeals to the patriotism of the people to counteract what Mr. Toombs has done. What has he done? But he advises the President, to whom he professes to be very friendly, to order a discontinuance of seizures, etc.

A. Cohen (Jew name), purser of the blockade-running steamer “Arabia” at Wilmington, has submitted a notable scheme to Gen. Winder, who submits it to the Secretary of War, establishing a police agency at Nassau. Gen. W. to send some of his detectives thither to examine persons coming into the Confederate States, and if found “all right,” to give them passports. It was only yesterday that a letter was received from Gen. Whiting, asking authority to send out a secret agent on the “Arabia,” to see what disposition would be made of her cargo, having strong suspicions of the loyalty of the owners and officers of that vessel.

Gov. Z. B. Vance complains indignantly of Marylanders and Virginians appointed to office in that State, to the exclusion of natives; he says they have not yet been recalled, as he had a right to expect, after his recent interview with the President. He says he is disgusted with such treatment, both of his State and of himself. Alas I what is behind?

Night before last some thirty of the enemy's barges, filled with men, attempted to take the ruins of Sumter by assault. This had been anticipated by Beauregard, and every preparation had been made accordingly. So the batteries at Forts Moultrie, Bee, etc. opened terrifically with shell and grape; the amount of execution by them is not ascertained: but a number of the barges reached the debris of Sumter, where a battalion of infantry awaited them, and where 115 of the Yankees, including more than a dozen officers, begged for quarters and were taken prisoners. No doubt the casualties on the side of the assailants must have been many, while the garrison sustained no loss. This is substantially the purport of a dispatch from Beauregard to Gen. Cooper, which, however, was published very, awkwardly — without any of the niceties of punctuation a fastidious general would have desired. Nevertheless, Beauregard's name-is on every tongue.

The clerks in the departments were startled to-day by having read to them an order from Brig.-Gen. Custis Lee (son of Gen. R. E. Lee), an order to the captains of companies to imprison or otherwise punish all who failed to be present at the drills. These young gentlemen, not being removable, according to the Constitution, and exempted from conscription by an act of Congress, volunteered some months ago for “local defense and special service,” never supposing that regular drilling would be obligatory except when called into actual service by the direction of the President, in the terms of an act of Congress, which provided that such organizations were not to receive pay for military service, unless summoned to the field by the President in an emergency. They receive no pay now—but yet the impression prevails that this order has the approbation of the President, as Gen. G. W. Custis Lee is one of his special aids, with the rank and pay of a colonel of cavalry. As an aid of the President, he signs himself colonel; as commander of the city brigade, he signs himself brigadier-general, and has been so commissioned by the President. How it can be compatible to hold both positions and commissions, I do not understand — but perhaps the President does, as he is well versed in the rules and regulations of the service. Some of the clerks, it is said, regard the threat as unauthorized by law, and will resist what they deem a usurpation, at the hazard of suffering its penalties. I know not what the result will be, but I fear “no good will come of it.” They are all willing to fight, when the enemy comes (a probable thing); but they dislike being forced out to drill, under threats of “punishment.” This measure will not add to the popularity of Col. (or Gen.) Lee.

Diary of Gideon Welles: Tuesday, January 12, 1864

Only three of us at the Cabinet meeting, and no special business matters were brought forward. I submitted to the President a dispatch from Commander Watson Smith at Pensacola relative to the disturbed condition of the people at Warrington. The port is blockaded, and the Rebels cut off from all shore supplies. In the mean time the Treasury agent has cut off the little communication that had been previously maintained by a few small dealers. The President requested me to consult with Chase, and any conclusion that we should come to he would affirm. Some little conversation followed as to the opening of additional ports. I remarked to the President that in my opinion it would be well to take some decisive and more general ground indicating progress towards peace. New Orleans being an open port, I asked, why might not the whole trans-Mississippi country above that place be thrown open to commerce? I told him my own convictions — and I had given the subject reflection — were favorable to the measure, and against the farther blockade of Red River and the country above that river on the west bank of the Mississippi. The President said the subject was worth considering and we must take it up.

Diary of John Beauchamp Jones: September 3, 1863

Night before last the heavens were illuminated, it is said, by the terrific bombardment of the batteries and forts in the vicinity of Charleston, and earth and sea trembled with the mighty vibrations. Yet no material injury was done our works, and there were not more than a dozen casualties. On the side of the enemy there is no means of ascertaining the effect.

N. S. Walker, Confederate States agent, Bermuda, writes that the steamer R. E. Lee was chased, on her last trip out, twelve hours, and was compelled to throw 150 bales government cotton overboard. He says the British crown officers have decided that British bottoms, with British owners of cargo, running out of blockaded ports, are liable to seizure anywhere on the high seas.

Some of the papers say Knoxville is in the hands of the enemy, and others deny it.

Hon. F. S. Lyon writes from Demopolis, Ala., that the Vicksburg army have not reported upon the expiration of the thirty days' leave, in large numbers, and that the men never can be reorganized to serve again under Pemberton.

Gen. Jos. E. Johnston writes from Morton, Miss., that he is disposing his force to oppose any raids of the enemy, and that he shall keep the Vicksburg troops (when exchanged) in Eastern Mississippi.

Brown telegraphs that the men (militia) in Georgia cannot be compelled to leave the State; but if the government will send them 5000 arms, he thinks he can persuade them to march out of it, provided he may name a commander. The President indorses on this: “If they are militia, I have no power to appoint; if C. S: troops, I have no power to delegate the authority to appoint.”

Gen. Lee is still here (I thought he had departed), no doubt arranging the programme of the fall campaign, if, indeed, there be one. He rode out with the President yesterday evening, but neither were greeted with cheers. I suppose Gen. Lee has lost some popularity among idle street walkers by his retreat from Pennsylvania. The President seeks seclusion. A gentleman who breakfasted with him this morning, tells me the President complained of fatigue from his long ride with Gen. Lee.

Diary of Gideon Welles: Wednesday, December 30, 1863

Not long since I was blamed for not building more of the turret vessels; just now the same persons and papers abuse me for building so many. There is like inconsistency in regard to ordnance. I am attacked for not having more vessels before Wilmington, Mobile, and other places and thus making the blockade completely effective, and accused of neglect and indifference for not sending off twenty ships to hunt up the Alabama. Webb has just completed a frigate for the Italians, and I am found fault with because so skillful a mechanic as Webb is not employed by the Government, when he is building a large and more powerful vessel, the Dunderberg, for us. I have reason to believe that Webb himself is implicated in this assault on the Department, in order to help himself. He is a skillful builder and quite as skillful an intriguer. I would not deprive him of any credit, but I cannot award him any superiority over Lenthall or Delano as a naval constructor.

Diary of Gideon Welles: Saturday, December 26, 1863

The Dictator, turret vessel, was launched this A.M. in New York. This is one of a class of vessels that has become famous. She is of greatly increased dimensions to any hitherto constructed. I have full confidence that she will be a formidable fighting craft, but am not prepared to indorse her, or the Puritan, which is not yet launched, as cruisers. There are differences among naval men on this subject, but the turret vessels are steadily gaining friends among them, and early friends are becoming enthusiastic. Fox, himself a good sailor, and others give them unqualified approval. Fox is ready, he says, to cross the Atlantic or double Cape Horn with either. For harbor or coast defense these vessels are, I think, invaluable, and almost invulnerable. The fight with the Merrimac made for them rapid converts. When the first turret vessel, the Monitor, was building, many naval men and men in the shipping interest sneered at her as a humbug, and at me as no sailor or judge, until she vindicated her power and worth in that first remarkable conflict. Then I was abused by party men because I had not made preparations for and built more.

There is constant caprice in regard to the Navy. Those who know least clamor most. It is difficult to decide what course to pursue, and yet I must prescribe a policy and be held accountable for it. If I go forward and build large and expensive vessels, I shall be blamed for extravagance, particularly if peace takes place. On the other hand, if I should not build, and we have, not only continued hostilities, but war with England or France, I shall be denounced for being unprepared. Yet it is patent that powerful, and expensive because powerful, structures are conducive to peace. A few strong, powerful vessels will conduce to economy because they will deter commercial nations from troubling us, and if not troubled, we need no large and expensive navy.

During the whole of this civil war, I have been beset and annoyed by interested patriots who had old steamers to sell which no one would buy. The agents of these parties crowded the Department, got Members of Congress to besiege it, and, because I did not think their crafts adapted to our wants, they, and in some instances the press and certain Members of Congress, engaged in abuse of me.

What we needed for this war and the blockade of our extensive coast was many vessels of light draft and good speed, not large, expensive ships, for we had no navy to encounter but illicit traders to capture. I acted accordingly and I have no doubt correctly, though much abused for it. A war with one or more of the large maritime powers would require an entirely different class of vessels.

In naval matters, as in financial, those who are most ignorant complain loudest. The wisest policy receives the severest condemnation. My best measures have been the most harshly criticized. I have been blamed for procuring so many small vessels from the merchant service. But those vessels were not only the cheapest and the most available, but the most effective. In no other way could we have established an effective blockade of our extended coast. We wanted not heavy navy-built ships but such vessels as had speed and could capture neutral unarmed blockade-runners. There was no navy, no fighting craft, to encounter. Half a dozen small vessels required no more men and were not more expensive than one first-class ship, yet either one of the six small craft of light draught which were swift was more effective than the big ship for this particular duty. It was claimed the small light vessels could not lie off the coast in winter and do blockade service. Experience has shown the contrary. The grumblers have said our small naval-built gunboats have not great speed. Small propellers of light draught on duty for months cannot carry sufficient fuel and have great speed.

There is no little censure because fast vessels are not sent off after the Alabama, and yet it would be an act of folly to detach vessels from the blockade and send them off scouring the ocean for this roving wolf, which has no country, no home, no resting-place but such as neutral England and France may give her. When I sometimes ask the faultfinders to tell me where the Alabama is or can be found, assuring them I will send a force of several vessels at once to take her on being satisfactorily informed, they are silenced. Whilst these men blame me for not sending a fleet after the marauders, they and others would blame me more were I to weaken the blockade in an uncertain pursuit. Unreasonable and captious men will blame me, take what course I may. I must, therefore, follow my own convictions.
