Diary of Gideon Welles: Friday, August 12, 1864

This has been one of the warmest and most uncomfortable days of the season. For several days the weather has been extremely warm. A telegram from New York to-day said that ice could not be procured so rapidly as was wanted for the steamer to proceed to the squadron at Mobile to relieve the wounded and sick. I directed them to seize if necessary. Delay is not admissible at such a time.

Have news this evening that a new pirate craft, the Tallahassee, has appeared off New York, burning vessels. Steamers ordered off in pursuit.

Stanton not at the Cabinet. Had undoubtedly seen the President and Seward in advance, done his errand, and got away before Blair arrived. Fessenden has not yet returned.

Diary of Gideon Welles: Tuesday, August 16, 1864

Have been compelled to advise the Treasury that their management and delay is destroying the public credit. Men will not contract with the government if in violation of good faith they are kept out of their pay for months after it is due. Mr. Fessenden has not yet returned.

At the Cabinet-meeting to-day Mr. Seward inquired of me in relation to some captured cotton claimed by the French. I told him I had no recollection of it, but, if a naval capture, it had been sent to the courts for adjudication. This, he said, would not answer his purpose. If they had no business to capture it, the French would not be satisfied. I remarked that neither would the courts, who, and not the State or Navy Departments, had exclusive jurisdiction and control of the matter; it was for the judiciary to decide whether the capture was good prize, and whether, if not good prize, there was probable cause, and to award damages if there had been a flagrant wrong committed.

As Mr. Seward has no knowledge of admiralty or maritime law or of prize proceedings, I was not displeased that Mr. Bates took up the matter and inquired by what authority he or the Executive Department of the government attempted to interfere with a matter that was in court. Seward attempted to reply, but the Attorney-General was so clearly right, and Seward was so conscious of his inability to controvert the law officer, that he flew into a violent rage and traversed the room, said the Attorney-General had better undertake to administer the State Department, that he wanted to keep off a war, he had kept off wars, but he could not do it if he was to be thwarted and denied information. I told him he would have all the information we had on the subject, but it was no less clear that until the judicial remedies were exhausted there should be no Executive interference, no resort to diplomacy or negotiations.

It was to me a painful exhibition of want of common intelligence as to his duties. He evidently supposes that his position is one of unlimited and unrestrained power, that he can override the courts and control and direct their action, that a case of prize he can interfere with and withdraw if he pleases. All his conversation exhibited such utter ignorance of his own duties and those of the court in these matters that one could scarcely credit it as possible. But it has been so through his whole administration of the State Department.

My impression was, on witnessing his outbreak and hearing his remarks, that, having the senatorship in view, he was proposing to leave the Cabinet, and I am by no means certain that he has not some thoughts of such a step,— men aspiring for office often have strange fancies, and, in his wild fancy and confidence in the ability and management of his friend Weed, thinks that he can indorse him into the Chicago Convention a fortnight hence. This last I do not suppose, and yet there is design in what took place. “There were,” said he, “twenty-eight Senators who undertook to expel me from the Cabinet, but they did not succeed. I have been here to keep the peace and I have done it so far. You,” turning to the Attorney-General, may get another and have war,” etc., etc., etc.

Much pressed with duties. A pleasant hour at the Cabinet, but no special subject. Fessenden still absent. Stanton did not attend. Blair inquired about the Niagara peace correspondence. The President went over the particulars. Had sent the whole correspondence to Greeley for publication, excepting one or two passages in Greeley's letters which spoke of a bankrupted country and awful calamities. But Greeley replied he would not consent to any suppression of his letters or any part of them; and the President remarked that, though G. had put him (the President) in a false attitude, he thought it better he should bear it, than that the country should be distressed by such a howl, from such a person, on such an occasion. Concerning Greeley, to whom the President has clung too long and confidingly, he said to-day that Greeley is an old shoe, good for nothing now, whatever he has been. "In early life, and with few mechanics and but little means in the West, we used,” said he, “to make our shoes last a great while with much mending, and sometimes, when far gone, we found the leather so rotten the stitches would not hold. Greeley is so rotten that nothing can be done with him. He is not truthful; the stitches all tear out."

Both Blair and myself concurred in regret that the President should consult only Seward in so important a matter, and that he should dabble with Greeley, Saunders, and company. But Blair expresses to me confidence that the President is approaching the period when he will cast off Seward as he has done Chase. I doubt it. That he may relieve himself of Stanton is possible, though I see as yet no evidence of it. To me it is clear that the two S.'s have an understanding, and yet I think each is wary of the other while there is a common purpose to influence the President. The President listens and often defers to Seward, who is ever present and companionable. Stanton makes himself convenient, and is not only tolerated but, it appears to me, is really liked as a convenience.

Seward said to-day that Mr. Raymond, Chairman of the National Executive Committee, had spoken to him concerning the Treasury, the War, the Navy, and the Post-Office Departments connected with the approaching election; that he had said to Mr. Raymond that he had better reduce his ideas to writing, and he had sent him certain papers; but that he, Seward, had told him it would be better, or that he thought it would be better, to call in some other person, and he had therefore sent for Governor Morgan, who would be here, he presumed, on Monday. All which means an assessment is to be laid on certain officials and employees of the government for party purposes. Likely the scheme will not be as successful as anticipated, for the depreciation of money has been such that neither can afford to contribute. Good clerks are somewhat indifferent about remaining, and so with mechanics. I cannot, for one, consent to be an instrument in this business, and I think they must go elsewhere for funds. To a great extent the money so raised is misused, misapplied, and perverted and prostituted. A set of harpies and adventurers pocket a large portion of the money extorted. It is wanted now for Indiana, a State which has hosts of corrupt and mischievous political partisans who take to themselves large pay for professed party services without contributing anything themselves.

Diary of Gideon Welles: Tuesday, August 2, 1864

Judge Thomas and Mr. Train, counsel for Smith Brothers of Boston, had an interview of nearly two hours with me on Saturday, wishing the trial postponed, a different court, and that the trial should take place in Boston. They called and were with me half an hour yesterday. Finally arranged that the trial should be postponed four weeks, until Tuesday the 30th, although their friends had urged a speedy trial, but declined other changes. Two hours later the President sent for me and also for Mr. Fox. On going to the Executive Mansion, I found Messrs. Thomas and Train with the President, where they had gone over the whole subject that they had previously discussed with me. The President heard them kindly and then said he could not act without consulting me. I remarked that I had given the subject a hearing and examination, and supposed it was disposed of. The President said he could not interfere, but should be glad if it could be arranged so as to give them time and also a trial at Boston.

I wrote a letter to Pickering, Winslow & Co., who, with certain Bostonians, wish to do something to assist the blockade. They hardly know what or how.

At the Cabinet, Messrs. Blair, Bates, and myself were present. Fessenden and Usher are absent. Seward and Stanton had been there in advance. There is design in all this. Went over proceedings of the armies at Atlanta and Petersburg. Stanton dislikes to meet Blair in council, knowing that B. dislikes and distrusts him. Seward and Stanton move together in all matters, yet Seward fears a quarrel with Blair, and he tries to keep in with him and at the same time preserve his intimacy with Stanton. Both mouse about the President, who, in his intense interest and inquisitiveness, spends much of his time at the War Department, watching the telegraph. Of course, opportunities like these are not lost by Stanton, and, General Halleck being placed here indorsed by General Scott as the military adviser of the President, he has equal or greater advantages to play the sycophant, and does so.

The explosion and assault at Petersburg on Saturday last appears to have been badly managed. The results were bad and the effect has been disheartening in the extreme. There must have been some defect or weakness on the part of some one or more. I have been waiting to get the facts, but do not yet get them to my satisfaction. It is stated in some of the letters written that lots were cast as to which corps and which officers should lead in the assault. I fear there may be truth in the report, but if so, and Grant was in it or cognizant of it, my confidence in him — never very great — would be impaired. I should not be surprised to learn that Meade committed such an act, for I do not consider him adequate to his high position, and yet I may do him injustice. My personal acquaintance with him is slight, but he has in no way impressed me as a man of breadth and strength or capabilities, and instead of selecting and designating the officer for such a duty, it would be in accordance with my conceptions of him to say, Let any one, Cast lots, etc., but I shall be reluctant to believe this of Grant, who is reticent and, I fear, less able than he is credited. He may have given the matter over to Meade, who has done this. Admiral Porter has always said there was something wanting in Grant, which Sherman could always supply, and vice versa, as regards Sherman, but that the two together made a very perfect general officer and they ought never to be separated. If Grant is confiding in Meade, relying on him, as he did on Sherman,— Grant will make a failure, I fear, for Meade is not Sherman, nor the equal of Sherman. Grant relies on others, but does not know men, — can't discriminate. I feel quite unhappy over this Petersburg matter, — less, however, from the result, bad as it is, than from an awakening apprehension that Grant is not equal to the position assigned him. God grant that I may be mistaken, for the slaughtered thousands of my countrymen who have poured out their rich blood for three months on the soil of Virginia from the Wilderness to Petersburg under his generalship can never be atoned in this world or the next if he without Sherman prove a failure. A blight and sadness comes over me like a dark shadow when I dwell on the subject, a melancholy feeling of the past, a foreboding of the future. A nation's destiny almost has been committed to this man, and if it is an improper committal, where are we?

The consequence of the Petersburg failure, and the late successful raid of the Rebels, will embolden them to our injury. They will take courage, keep fewer troops to man their batteries at Richmond, and send more to harass our frontiers, perhaps to strengthen Hood in opposing Thomas and Sherman.

In the mean time, where is Halleck and what is he doing? I hear nothing of him, do not see him. The President goes to advise with him, but I do not think he is ever wiser or better for these interviews.

Seward and Stanton make themselves the special confidants of the President, and they also consult with Halleck, so that the country is in a great degree in the hands of this triumvirate, who, while they have little confidence in each other, can yet combine to control or influence the President, who is honest.

Attorney-General Bates, who spent last evening with me, opened his heart freely as regards the Cabinet. Of Blair he thought pretty well, but said he felt no intimacy with, or really friendly feelings for, any one but me; that I had his confidence and respect, and had from our first meeting. Mr. Seward had been constantly sinking in his estimation; that he had much cunning but little wisdom, was no lawyer and no statesman. Chase, he assures me, is not well versed in law principles even, - is not sound nor of good judgment. General Halleck he had deliberately charged with intentional falsehood and put it in writing, that there should be no mistake or claim to have misapprehended him. He regretted that the President should have such a fellow near him.

Diary of Gideon Welles: Friday, August 5, 1864

Only four of us with the President today. Mr. Fessenden has gone to Maine. Seward and Stanton were absent when the rest were there.

I was with the President on Wednesday when Governor Morgan was there, and the President produced the correspondence that had passed between himself and Chase at the time C. resigned. It was throughout characteristic. I do not think the event was wholly unexpected to either, and yet both were a little surprised. The President fully understands Chase and had made up his mind that he would not be again overridden in his own appointments.

Chase, a good deal ambitious and somewhat presuming, felt he must enforce his determinations, which he had always successfully carried out. In coming to the conclusion that a separation must take place, the President was prompted by some, and sustained by all, his Cabinet without an exception. Chase's retirement has offended nobody, and has gratified almost everybody.

I told Blair as we left the Executive Mansion to-day that I felt depressed in consequence of the result at Petersburg, beyond what I ought from the fight itself, in consequence of impaired confidence in Grant. He tried to encourage me and partially succeeded. I do not distrust or depreciate General G.; but, if he has ability, I think he needs a better second in command, a more competent executive officer than General Meade, and he should have known that fact earlier. The knowledge of the worth of our generals is often purchased at too great a cost of blood and treasure. It is dear tuition.

Diary of Gideon Welles: Tuesday, July 19, 1864

 At the Cabinet-meeting to-day, the President brought forward specially the riot in Coles County, Illinois, and the controversy between Governor Peirpoint and General Butler, with especial reference in the latter case to affairs at Norfolk, where the military authorities have submitted a vote to the inhabitants whether they will be governed by martial law. Of course the friends of civil administration, who denied the validity of the whole proceeding, would not vote, and the military had it all as they pleased. This exhibition of popular sovereignty destroying itself pleases Butler. He claims to have found large quantities of whiskey, which he seized and sold. But all the whiskey in Norfolk is there under permits issued by himself. While Butler has talents and capacity, he is not to be trusted. The more I see of him, the greater is my distrust of his integrity. All whiskey carried to Norfolk is in violation of the blockade.

Mr. Ericsson and the newspapers are discussing the monitors. He is honest and intelligent, though too enthusiastic, and claiming too much for his invention, but the newspapers are dishonest and ignorant in their statements, and their whole purpose is to assail the Department. But the system will vindicate itself. There have been errors and mistakes in the light-class monitors. I trusted too much to Fox and Stimers, and am therefore not blameless. But I was deceived, without its being intended perhaps, supposing that Ericsson and Lenthall had a supervision of them until considerable progress had been made towards their completion. I confided in Fox, who was giving these vessels special attention, and he confided in Stimers without my being aware that he was giving him the exclusive management of them. Fox and Lenthall were daily together, and I had not a doubt that much of the consultation was in regard to them, until, becoming concerned from what I heard, I questioned Lenthall direct, when he disclaimed all responsibility and almost all knowledge of them. I then inquired clearly and earnestly of Fox, who placed the whole blame on Stimers. The latter, I heard, had quarrelled with Ericsson and had been carrying forward the construction of these vessels, reporting and consulting with no one but Fox and Admiral Gregory.

Diary of Gideon Welles: Friday, July 15, 1864

We had some talk at Cabinet-meeting to-day on the Rebel invasion. The President wants to believe there was a large force, and yet evidently his private convictions are otherwise. But the military leaders, the War Office, have insisted there was a large force. We have done nothing, and it is more gratifying to our self-pride to believe there were many of them, especially as we are likely to let them off with considerable plunder scot-free.

The National Intelligencer comments with a good deal of truth and ability on our national humiliation, as exemplified in this late affair. There is no getting away from the statements and facts presented.

Seward and Stanton seem disturbed. There is something which does not suit them. Seward followed Stanton out, and had a talk in the anteroom. I met Solicitor Whiting as I left the White House, who was very anxious to talk. Deplored the miserable military management. Imputes the whole folly and scare to General Halleck. Says Stanton has disapproved his policy, but [that] the President clings to Halleck, who is damaging him and the Administration greatly; that Halleck and Blair are both injuring the President. “Why,” said I, “you do not mean to identify Blair with this pitiful business.” “Oh no,” said he, “but Blair is so perverse on the slavery question that he is getting all the radical element of the country against the Administration.” As I did not care to enter into controversy on that topic, and it was late, I left him. But the conversation indicates that Stanton intends to throw off responsibility on to Halleck.

Grant and the Army of the Potomac are reposing in immense force near Richmond. Our troops have been sent from here and drawn from all quarters to reinforce the great army, which has suffered immense losses in its march, without accomplishing anything except to reach the ground from which McClellan was withdrawn. While daily reinforced, Grant could push on to a given point, but he seems destitute of strategy or skill, while Lee exhibits tact. This raid, which might have taken Washington and which has for several days cut off our communications with the North, was devised by Lee while beleaguered at Richmond, and, though failing to do as much as might have been accomplished, has effected a good deal.

The deportment of Stanton has been wholly different during this raid from any former one. He has been quiet, subdued, and apparently oppressed with some matter that gave him disquiet. On former occasions he has been active, earnest, violent, alarmed, apprehensive of danger from every quarter. It may be that he and Halleck have disagreed. Neither of them has done himself credit at this time.

The arrest of Henderson, Navy Agent, and his removal from office have seriously disturbed the editors of the Evening Post, who seem to make his cause their own. This subject coming up to-day, I told the President of the conduct of his District Attorney, Delafield Smith, who, when the case was laid before him by Mr. Wilson, attorney for the Department, remarked that it was not worth while to prosecute, that the same thing was done by others, at Washington as well as New York, and no notice was taken of it. Wilson asked him if he, the prosecuting law officer of the Government, meant to be understood as saying it was not worth while to notice embezzlement, etc. I related this to the President, who thereupon brought out a correspondence that had taken place between himself and W. C. Bryant. The latter averred that H. was innocent, and denounced Savage, the principal witness against him, because arrested and under bonds. To this the President replied that the character of Savage before his arrest was as good as Henderson’s before he was arrested. He stated that he knew nothing of H.’s alleged malfeasance until brought to his notice by me, in a letter, already written, for his removal; that he inquired of me if I was satisfied he was guilty; that I said I was; and that he then directed, or said to me, “Go ahead, let him be removed.” These are substantially the facts. I said to him that the attorneys who had investigated the subject expressed a full conviction of his guilt; that I had come to the same conclusion, and did not see how a prosecution and summary proceedings could be avoided. The Evening Post manifests a belligerent spirit, and evidently intends to make war upon the Navy Department because I will not connive at the malfeasance of its publisher. In a cautious and timid manner they have supported the policy of the Navy Department hitherto, though fearful of being taunted for so doing. Because their publisher was Navy Agent they have done this gently. But they now, since Henderson's arrest and trial, assail the monitors and the monitor system, which they have hitherto supported, and insidiously and unfairly misrepresent them and the Department. I am surprised at the want of judgment manifested in hastening to make this assault. It would have been more politic, certainly, to have delayed, for the motive which leads them to make this abrupt turn cannot be misunderstood. They know it is painful for me to prosecute one of their firm, that it pains me to believe him guilty, but that when the facts are presented, they should know me well enough to be aware that I would not cover or conceal the rascality even to oblige them. I claim no merit, but I deserve no censure for this plain and straightforward discharge of my duty. I hear it said to-day that there has been disagreement between Stanton and Grant; that the latter had ordered General Hinks to Point Lookout and Stanton countermanded the order for General Barnes.

Diary of Clara Barton: Thursday, April 14, 1864

This was one of the most down-spirited days that ever came to me. All the world appeared selfish and treacherous. I can get no hold on a good noble sentiment anywhere. I have scanned over and over the whole moral horizon and it is all dark, the night clouds seem to have shut down, so stagnant, so dead, so selfish, so calculating. Is there no right? Are there no consequences attending wrong? How shall the world move on in all this weight of dead, morbid meanness? Shall lies prevail forevermore? Look at the state of things, both civil and military, that curse our Government. The pompous air with which little dishonest pimps lord it over their betters. Contractors ruining the Nation, and oppressing the poor, and no one rebukes them. See a monkey-faced official, not twenty rods from me, oppressing and degrading poor women who come up to his stall to feed their children, that he may steal with better grace and show to the Government how much his economy saves it each month. Poor blind Government never feels inside his pockets, pouching with ill-gotten gain, heavy with sin. His whole department know it, but it might not be quite wise for them to speak — they will tell it freely enough, but will not, dare not affirm it — COWARDS! Congress knows it, but no one can see that it will make votes for him at home by meddling with it, so it is winked at. The Cabinet know it, but people that live in glass houses must not throw stones. So it rests, and the women live lighter and sink lower, God help them. And next an ambitious, dishonest General lays a political plot to be executed with human life. He is to create a Senator, some memberships, a Governor, commissions, and all the various offices of a state, and the grateful recipients are to repay the favor by gaining for him his confirmation as Major-General. So the poor rank and file are marched out to do the job, a leader is selected known to be brave to rashness if need be, and given the command in the dark, that he may never be able to claim any portion of the glory — so that he cannot say I did it. Doomed, and he knows it, he is sent on, remonstrates, comes back and explains, is left alone with the responsibility on his shoulders, forces divided, animals starving, men suffering, enemy massing in front, and still there he is. Suddenly he is attacked, defeated as he expected he must be, and the world is shocked by the tales of his rashness and procedure contrary to orders. He cannot speak; he is a subordinate officer and must remain silent; the thousands with him know it, but they must not speak; Congress does not know it, and refuses to be informed; and the doomed one is condemned and the guilty one asks for his reward, and the admiring world claims it for him. He has had a battle and only lost two thousand men and gained nothing. Surely, this deserved something. And still the world moves on. No wonder it looks dark, though, to those who do not wear the tinsel. And so my day has been weary with these thoughts, and my heart heavy and I cannot raise it — I doubt the justice of almost all I see.

Evening. At eight Mr. Wilson called. I asked him if the investigation was closed. He replied, yes, and that General Seymour would leave the Department in disgrace. This was too much for my fretted soul, and I poured out the vials of my indignation in no stinted measure. I told him the facts, and what I thought of a Committee that was too imbecile to listen to the truth when it was presented to them; that they had made themselves a laughing-stock for even the privates in the service by their stupendous inactivity and gullibility; that they were all a set of dupes, not to say knaves, for I knew Gray of New York had been on using all his blarney with them that was possible to wipe over them, When I had freed my mind, and it was some time, he looked amazed and called for a written statement. I promised it. He left. I was anxious to possess myself of the most reliable facts in existence and decide to go to New York and see Colonel Hall and Dr. Marsh again; make my toilet ready, write some letters, and at three o'clock retired.

Diary of Gideon Welles: Thursday, June 30, 1864

All were surprised to-day with the resignation of Secretary Chase and the nomination of Governor David Tod as his successor. I knew nothing of it till the fact was told me by Senator Doolittle, who came to see and advise with me, supposing I knew something of the circumstances. But I was wholly ignorant. Chase had not thought proper to consult me as to his resignation, nor had the President as to his action upon it, or the selection. My first impression was that he had consulted Seward and perhaps Blair. I learn, however, he advised with none of his Cabinet, but acted from his own impulses. I have doubts of Tod's ability for this position, though he has good common sense and was trained in the right school, being a hard-money man. Not having seen the President since this movement took place, I do not comprehend his policy. It can hardly be his intention to reverse the action of Chase entirely without consulting those who are associated with him in the Government. And yet the selection of Tod indicates that, if there be any system in the movement. The President has given but little attention to finance and the currency, but yet he can hardly be ignorant of the fact that Chase and Tod are opposites. The selection of Tod is a move in the right direction if he has made the subject a sufficient study to wield the vast machine. On this point I have my doubts. His nomination will disturb the “Bubbles,” — the paper-money men, — and the question was not acted upon but referred to the Finance Committee, who have been with the Senate. I have no doubt their astonishment at the obtrusion of a hard-money man upon them was made manifest.

Blair and Bates both called at my house this evening and gave me to understand they were as much taken by surprise as myself. Mr. Bates says he knows nothing of T. Blair expresses more apprehensions even than myself, who have my doubts.

The retirement of Chase, so far as I hear opinions expressed, — and they are generally freely given, — appears to give relief rather than otherwise, which surprises me. I had thought it might create a shock for a brief period, though I did not fear that it would be lasting. I look upon it as a blessing. The country could not go on a great while longer under his management, which has been one of expedients and of no fixed principles, or profound and correct financial knowledge.

It is given out that a disagreement between himself and the President in relation to the appointment of Assistant Treasurer at New York was the cause of his leaving. I think likely that was the occasion of his tendering his resignation, and I have little doubt he was greatly surprised that it was accepted. He may not admit this, but it is none the less true, I apprehend. Yet there were some circumstances to favor his going, — there is a financial gulf ahead.

Diary of Gideon Welles: Saturday, June 25, 1864

There are some blunders in the finding of the court in Scofield's case that I do not like. I telegraphed to Wilson, Judge-Advocate, to come here for consultation and explanation, but a telegram just received says he is unable from indisposition.

The Treasury management is terrible, ruinous. Navy requisitions are wantonly withheld for weeks, to the ruin of the contractor. In the end the government will suffer greatly, for persons will not under these ruinous delays deal with the government at ordinary current rates. The pay of the sailors and workmen is delayed until they are almost mutinous and riotous. There is no justifiable excuse for this neglect. But Mr. Chase, having committed blunders in his issues, is now desirous of retiring certain paper, and avails himself of funds of creditors on naval account to accomplish this. It is most unjust. The money honestly due to government creditors should not be withheld for Treasury schemes, or to retrieve its mistakes.

I am daily more dissatisfied with the Treasury management. Everything is growing worse. Chase, though a man of mark, has not the sagacity, knowledge, taste, or ability of a financier. Has expedients, and will break down the government. There is no one to check him. The President has surrendered the finances to his management entirely. Other members of the Cabinet are not consulted. Any dissent from, or doubts even, of his measures is considered as a declaration of hostility and an embarrassment of his administration. I believe I am the only one who has expressed opinions that questioned his policy, and that expression was mild and kindly uttered. Blair said about as much and both [he and I] were lectured by Chase. But he knew not then, nor does he know now, the elementary principles of finance and currency. Congress surrenders to his capricious and superficial qualities as pliantly as the President and the Cabinet. If they do not legalize his projects, the Treasury is to be closed, and under a threat, or something approaching a threat, his schemes are sanctioned, and laws are made to carry them into effect; but woe awaits the country in consequence.

MY DEAR GENERAL: I take the liberty of calling your attention, in this private and friendly way, to a matter which may possibly hereafter be of more importance to you than either of us may now anticipate. While almost every one is praising your great march through Georgia and the capture of Savannah, there is a certain class, having now great influence with the President, and very probably anticipating still more on a change of Cabinet, who are decidedly disposed to make a point against you—I mean in regard to “Inevitable Sambo.” They say that you have manifested an almost criminal dislike to the negro, and that you are not willing to carry out the wishes of the Government in regard to him, but repulse him with contempt. They say you might have brought with you to Savannah more than 50,000, thus stripping Georgia of that number of laborers and opening a road by which as many more could have escaped from their masters; but that instead of this you drove them from your ranks, prevented then, from following you by cutting the bridges in your rear, and thus caused the massacre of large numbers by Wheeler's cavalry.

To those who know you as I do such accusations will pass as the idle winds, for we presume that you discouraged the negroes from following you simply because you had not the means of supporting them and feared they might seriously embarrass your march. But there are others, and among them some in high authority, who think, or pretend to think, otherwise, and they are decidedly disposed to make a point against you.

I do not write this to induce you to conciliate this class of men by doing anything which you do not think right and proper and for the interest of the Government and the country, but simply to call your attention to certain things which are viewed here somewhat differently than from your standpoint. I will explain as briefly as possible: Some here think that, in view of the scarcity of labor in the South, and the probability that a part, at least, of the able-bodied slaves will be called into the military service of the rebels, it is of the greatest importance to open outlets by which the slaves can escape into our lines, and, they say, that the route you have passed over should be made the route of escape and Savannah the great place of refuge. These I know are the views of some of the lending men in the administration, and they now express dissatisfaction that you did not carry them out in your great raid.

Now that you are in possession of Savannah, and there can be no further fears about supplies, would it not be possible for you to reopen these avenues of escape for the negroes without interfering with your military operations? Could not such escaped slaves find, at least, a partial supply of food in the rice fields about Savannah, and occupation in the rice and cotton plantations on the coast?

I merely throw out these suggestions; I know that such a course would be approved by the Government, and I believe that a manifestation on your part of a desire to bring the slaves within our lines will do much to silence your opponents.

You will appreciate my motives in writing this private letter.

Diary of Gideon Welles: Tuesday, May 24, 1864

Nothing especial at the Cabinet. The condition and position of the armies canvassed. Chase was not present. He seldom attends of late.

Seward urges the departure of the Niagara. I have no doubt that Sanford, our Minister at Belgium, one of Seward's pets, who is now here, has been instrumental in urging this matter. He wants a public vessel to carry him abroad, and has cajoled Seward . . . to effect this object. I do not like to be bamboozled, as Colonel Benton says, by such fellows as Sanford.

There are, however, some reasons to influence action.

Seward sent to my house on Saturday evening a bundle of dispatches from Mr. Dayton, and also from Mr. Bigelow, our consul at Paris, relative to the conduct and feelings of the French Government. That breaking through the blockade for tobacco looks mischievous, and one or more vessels ought doubtless to appear in European waters.

Bigelow, in his confidential dispatch, tells Seward that it was not judicious to have explained to the French Government in regard to the resolution of our House of Representatives that they would maintain the Monroe Doctrine.

Diary of Gideon Welles: Tuesday, May 31, 1864

No special matters in Cabinet. Mr. Seward sent me on Saturday a correspondence between himself and Lord Lyons and the Treasury Department relative to a large amount of cotton which was purchased a few months since in Georgia by one John Mulholland, an Englishman, who desires to bring it out, or, if he could not do that, to have it protected. The Secretary of State wrote the Secretary of the Treasury for views. The Treasury thought the proposition to bring it out inadmissible, but when our military lines were so extended as to include this cotton the agents of the Treasury would give it the same care as the property of loyal citizens; thinks it would be well to advise the Navy and War Departments to instruct their officers. Hence the communication to me.

I decline giving any such instructions, and so have written Mr. Seward, considering it illegal as well as inexpedient, telling him it would be a precedent for transferring all the products of the South into foreign hands to pay for munitions of war which we should be bound to protect. None but Englishmen would have the presumption to make such a request. It is entitled to no respect or consideration. Not unlikely it is cotton of the Rebel government covered

Diary of Gideon Welles: Tuesday, May 10, 1864

At the Cabinet, the President read dispatches from General Grant, General Butler, General Sherman, and some others. I had previously seen some of these dispatches. They were all in good and encouraging tone. There have been some conflicting doubts in regard to General Wadsworth, who is undoubtedly slain, and his body is, I think, in the hands of the Rebels. Few nobler spirits have fallen in this war. He should, by good right and fair-dealing, have been at this moment Governor of New York, but the perfidy of Thurlow Weed and others defeated him. I have always believed that Seward was, if not implicated, a sympathizer in that business. No purer or more single-minded patriot than Wadsworth has shown himself in this war. He left home and comforts and wealth to fight the battles of the Union.

A scout came in this P.M. with dispatches from General Grant. He brings information that General Sedgwick was killed yesterday by a sharpshooter. He was among the good and brave generals, though not of the class of dashing officers, and was ever reliable and persistent. The death of no general officer during the war could be more depressing, I apprehend, than this, and his loss at this juncture will be felt by the army and country.

Diary of Gideon Welles: Friday, May 6, 1864

At the Cabinet-meeting each of the members read his opinion. There had, I think, been some concert between Seward and Stanton and probably Chase; that is, they had talked on the subject, although there was not coincidence of views on all respects. Although I was dissatisfied with my own, it was as well as most others.

Between Mr. Bates and Mr. Blair a suggestion came out that met my views better than anything that had previously been offered. It is that the President should by proclamation declare the officers who had command at the massacre outlaws, and require any of our officers who may capture them, to detain them in custody and not exchange them, but hold them to punishment. The thought was not very distinctly enunciated. In a conversation that followed the reading of our papers, I expressed myself favorable to this new suggestion, which relieved the subject of much of the difficulty. It avoids communication with the Rebel authorities. Takes the matter in our own hands. We get rid of the barbarity of retaliation.

Stanton fell in with my suggestion, so far as to propose that, should Forrest, or Chalmers, or any officer conspicuous in this butchery be captured, he should be turned over for trial for the murders at Fort Pillow. I sat beside Chase and mentioned to him some of the advantages of this course, and he said it made a favorable impression. I urged him to say so, for it appeared to me that the President and Seward did not appreciate it.


We get no tidings from the front. There is an impression that we are on the eve of a great battle and that it may already have commenced.

Diary of Gideon Welles: Tuesday, May 3, 1864

At the Cabinet-meeting the President requested each member to give him an opinion as to what course the Government should pursue in relation to the recent massacre at Fort Pillow. The committee from Congress who have visited the scene returned yesterday and will soon report. All the reported horrors are said to be verified. The President wishes to be prepared to act as soon as the subject is brought to his notice officially, and hence Cabinet advice in advance.

The subject is one of great responsibility and great embarrassment, especially before we are in possession of the facts and evidence of the committee. There must be something in these terrible reports, but I distrust Congressional committees. They exaggerate.

Mrs. W. and Edgar left to-day for New York. She is to spend a few days at Irvington; Edgar to complete his college course.

Tom is filled with unrestrained zeal to go to the army. It is much of it youthful fervor but none the less earnest.

Lieutenant-General Winfield Scott to Major-General Robert Patterson, April 29, 1861

SIR: I wrote to you by Major Porter on the 27th, and also sent by him certain verbal messages. In that letter I gave you the outline of my plan for taking and strongly occupying Baltimore, and I asked for your views on the subject. At present, I suppose a column from this place of three thousand men, and another from York of three thousand men, a third from Perryville or Elkton by land or water, or both, of three thousand, & a fourth from Annapolis, by water, of three thousand, might suffice. But it may be, and many persons think it probable, that Baltimore, before we can get ready, will reopen the communication through that city, and beyond, each way, for troops, army supplies, and travellers, voluntarily. When can we be ready for the movement upon Baltimore on this side? Col. Mansfield has satisfied me that we want at least 10,000 (ten thousand) additional troops here to give security to this Capital, and as yet, we have less than 10,000, including some very indifferent militia of the District. With that addition we will be able, I think, to make the detachment for Baltimore. The Secretary tells me that he has sent a party, not military, to repair the bridges and relay the Maryland part of the Harrisburg & Baltimore railroad, to a point near the City. This, I am sure cannot be done without the protection of a Military force. I wish you to look to this. I am not sure that either you or Brig. Gen’l. Butler has re-inforced Ft. McHenry. I suppose 250 or 500 men will be wanted, if it be not already reinforced. If he is with you send Major W. W. Morris there to command. I shall ask General Butler to send up the men that may be yet needed. I desired Major Porter, A. A. G., to obtain from you or the Gov. of Pennsylvania the means of building two bridges on the Balt. & Ohio R.R. somewhere below Frederick; but pause a few days for further instructions, as we may want to use that road in taking possession of Harper's Ferry. We are in great want of Camp equipage and accoutrements at Annapolis, I believe, & certainly here; & we have occupied all the shelter for troops to be found here. Therefore please send no more troops this way without Camp equipage. The cabinet have under consideration, a plan for Volunteers of a long period of service. Please therefore to withdraw your request addressed to the Governor of Pennsylvania to increase his quota of three-months men. Tell me what you can do, and when, toward seizing and occupying Baltimore. The Quarter Master in Philadelphia has two hundred wagons, and thinks he can obtain as many more in ten or fifteen days. Four locomotives and ten passenger cars have been ordered from New York for service on this side of Annapolis. With high respect,

Diary of Gideon Welles: Tuesday, April 26, 1864

Sent a letter to Naval Committee in favor of an iron navy yard, transmitting former communications. Action is required and should have been taken by Congress long since.

Neither Chase nor Blair were at the Cabinet to-day, nor was Stanton. The course of these men is reprehensible, and yet the President, I am sorry to say, does not reprove but rather encourages it by bringing forward no important measure connected with either. As regards Chase, it is evident he presumes on his position and the condition of the finances to press a point, hoping it may favor his aspirations.

Stanton has a cabinet and is a power in his own Department. He deceives the President and Seward, makes confidants of certain leading men, and is content to have matters move on without being compelled to show his exact position. He is not on good terms with Blair, nor is Chase, which is partly attributable to that want of concert which frequent assemblages and mutual counselling on public measures would secure. At such a time the country should have the combined wisdom of all.

Rear-Admiral Porter has sent me a long, confidential letter in relation to affairs on Red River and the fights that have taken place at Mansfield, Pleasant Hill, etc. The whole affair is unfortunate. Great sacrifice of life and property has been made in consequence of an incompetent general in command. It is plain from Admiral Porter's account that Banks is no general, has no military capacity, is wholly unfit for the position assigned him. He has never exhibited military capacity, and I regret the President should adhere to him. It is to be attributed in a great degree to Seward, who caused Butler to be superseded by Banks, and naturally desires he should not prove a failure, and therefore hopes and strives against facts. Banks has much of the demagogue, is superficially smart, has volubility and a smack of party management, which is often successful. The President thinks he has Presidential pretensions and friends to back him, but it is a great mistake. Banks is not only no general, but he is not much of a statesman. He is something of a politician, and a party man of his own stamp, and for his own advancement, but is not true and reliable.

There is an attempt to convert this reverse into a victory, but the truth will disclose itself. The President should, if Porter's statements are reliable, dismiss Banks, or deprive him of military command.

I asked Halleck, who called on me to-day, what the army opinion was of the recent conflicts on Red River. He said we undoubtedly had the worst of it, and that Banks had no military talent or education. While I do not place a high estimate on Halleck himself, his expressed opinion of Banks corresponds with my own. Whether he will recommend the withdrawal of Banks from the army remains to be seen.

Gerrit Smith’s Speech on the Rebellion and the Draft: Oswego, New York, July 29, 1863

I am embarrassed at the very outset. For I recollect that I am an abolitionist; and I recollect that in the public esteem he who is an abolitionist can not be a patriot. How then can I get a hearing from you? For surely you are not willing to hear any other than a patriot on National affairs. I must propitiate you if I can. I will try the power of a confession to that end. My confession is — that if a man can not be a patriot whilst yet an abolitionist, he should cease to be an abolitionist — that he should renounce his abolition if it at all hinders him from going for his country. I add that I go no longer for the Anti-Slavery Society, nor for the Temperance Society, no nor for my Church, if they go not for my country.

But what is it to go for one's country? Is it to go for her right or wrong? It is not. The true man goes for nothing in himself that is wrong. The true patriot goes for nothing in his country that is wrong. It is to go for all her boundaries, and to yield up no part of them to her enemy. It is to be unsectional — and to know no North and no South, no East and no West. It is to go for the unbroken and eternal union of all her sections. It is to love her with that Jewish love of country, which takes pleasure in her very stones and favors even the dust thereof. How very far then is he from going for his country who would surrender a part of her to appease the men who have rebelled against her And let me here say that he does not go for her who, for the sake of securing the abolition of slavery, would consent to dismember her. Another way for going for one's country is to cling to her chosen form of government — in a word, to her Constitution. I do not mean that it is to prate for her Constitution and to affect a deep regard for it, whilst sympathizing with its open enemies — ay, and to affect this regard for the very purpose of thereby more effectively serving those enemies. It is, as in our case who have so excellent a Constitution, sincerely to value and deeply to love its great principles of justice, liberty and equality — those very principles which caused the Southern despots to make war upon it and fling it away — those very principles which caused the Northern sympathizers with these despots to hate it in their hearts whilst yet their false lips profess to love it. To go for one's country is also to make great account of her cherished names and of all that is precious in her institutions, traditions, and memories. But of all the ways of going for one's country that of going against her enemies is at once the most effective and the most evidential of sincerity and earnestness.

Let us glance at some of our duties in this crisis.

In the first place, we are to stand by the Government. Not to stand by it is not to stand by the country. Were the Government unfaithful I would not say so. But it is faithful. It is intent on saving the country. And it is not the weak Government which it is accused of being. In both Houses of Congress the cause of the country has many able advocates. There are strong men in the Cabinet. The President is himself a strong man. His Pro-Slavery education is almost the only thing in him to be lamented. That education is still in his way. It was emphatically so in the early stages of the war. It entangled him with the Border Slave States, when he should have been free with the Free States. Nevertheless, I take pleasure in both his ability and honesty; and this I do notwithstanding I did not vote for him and that I never voted for his party. Some of the richest and sublimest comments on the Declaration of Independence which I have ever read are from his pen. His letter to the officers of the Albany Democratic Convention, is a monument of his vigorous common-sense, of his clear and convincing logic, of his reasonableness and moderation, of his candor and frankness. On the whole, Washington always excepted, we have had no President who is to be more esteemed and beloved than Abraham Lincoln.

I said that not to stand by the Government is not to stand by the country. Every man who in time of war busies himself in slandering the Government and weakening the public confidence in it, is among the meanest and worst enemies of the country. How base and pernicious the slander that the Government is no longer prosecuting the war to save the country! A State Convention in Pennsylvania — and that too, at the very time when the State was invaded and her capital threatened — improved upon this slander by deliberately resolving that the Government avows and proclaims that the saving of the country is no longer its object in the war. What wonder that there should be mobs against drafting soldiers when there are such incitements to such mobs —when there is so much industry and so much art to persuade the people that the drafted soldiers are to be used, not for the one legitimate purpose, but for some sinister or party purpose! These mobs, though they fill us with sorrow, do nevertheless not surprise us. For we see them to be the natural and almost necessary fruit of those incessant declarations by unprincipled politicians that the Government has turned away from the object of saving the country, and is now calling for men and money where with to promote other and odious objects. Upon these knavish and lying politicians rest the blame and the blood of all these mobs.

In the second place, we are to insist on the immediate and unconditional submission of the rebels. Nothing short of this would suffice for their humiliation and their good. Moreover, nothing short of this would save our Government and our country from being deeply and indelibly disgraced — ay, totally wrecked and ruined. Therefore there must be no armistice, no terms. To bargain with them; to give them time; to make concessions to them; to purchase peace from them; to make any peace with them, whilst as yet they have arms in their hands, would be to leave them with even a more incorrigible spirit than they now have, and it would also be to leave ourselves without a nation. That which would be left to us would be but a nominal nation — and it would be liable to be broken up in a twelvemonth. What is more, neither the world, nor we ourselves, could ever have any respect for it. A nation that is compelled to yield to traitors may be respected by both other nations and itself. But a nation which has power to overwhelm the traitors, and yet is too corrupt or cowardly to wield it, must be, ever after, a stench both in its own and in others' nostrils. In the light of what I have just said it is not too much to add that whilst Americans who counsel peace on any lower terms than the absolute submission of the rebels are traitors, those speakers and writers in foreign lands who do likewise are hypocrites, because they well know that what they counsel for our nation they would, were it counseled for their own, promptly and indignantly reject.

In the third place, we must not be speculating on what is to be done with the rebels after they shall be conquered. Such speculation is wholly unseasonable and it but tends to divide us. Whilst as yet the rebels are unconquered, we can not afford to be divided. The needless, foolish, guilty, and exceedingly hurtful differences among us are what alone make our conquest of the rebels uncertain. When we shall have conquered them, then we can talk to our heart's content of what should be done with them and their possessions. Besides, we know not now in what mood they will be then; and therefore we know not now what it will be proper for them to receive at our hands. If they shall be impenitent and defiant, we shall need to impose very careful restrictions upon them; but if penitent and humble, then we can risk being trustful and generous toward them. And then, too, notwithstanding their enormous crimes against their country — against. earth and heaven — we shall gladly look upon our sorrowful Southern brethren as our brethren still.

In the fourth place, we must insist that other nations shall let us alone. Ours is a family quarrel, and none but the family can be allowed to meddle with it. We can tolerate neither intervention nor mediation. We shall repel both. Mediation, proffered in however friendly a spirit, we shall regard as impertinence; and intervention, although bloodless and unarmed at the beginning, we shall from the beginning construe into war. And here let me add, that whilst we very gratefully acknowledge, the able advocacy of our cause by many distinguished men of Europe, and no less gratefully the true, intelligent, and generous sympathy with it of the masses of Europe; and that whilst we would not discourage our citizens from going abroad to plead that cause; we, nevertheless, are entirely convinced that the work to be done for our country is to be done in it — to be done by earnest appeals from Americans to Americans, and by hard blows from a loyal upon a disloyal army.

Let us now pass on to consider what should be the character of our opposition to the rebellion. I said that the rebels must be unconditional in their submission. I add that our opposition to the rebels must also be unconditional. The surrender of ourselves to our high and holy cause must be absolute. We must stipulate for nothing. We must reserve nothing in behalf of our Democratic, or Republican, or Abolition, or Temperance, or any other party — nothing in behalf of any individual interests. Nay, we must make no conditions in behalf of either the Constitution or the country. We have now but one work. The putting down of the rebellion is the supreme duty which America owes to herself, to mankind, and to God. Is it said that recent events have given us another work to do? the work of putting down and keeping down mobs? I answer that these mobs are nothing more nor nothing less than Northern branches and Northern outbreaks of the Southern rebellion, and that the rebellion ended, the mobs will also be ended. This, by the way, being the true character of these mobs, the Federal war power is as clearly bound to lay its restraining hand on those who get them up as on any other parties to the rebellion. It should spare no traitorous press, because of its great influence, and no traitorous politician because of his high office, when it is clear that they have been at work to generate the passions and prejudices, the treason and anarchy which have resulted in disturbances, so frightfully marked, in some instances, by fire and blood.

These mobs, by the way, aside from their destruction of innocent and precious life, are not to be regretted. Nay, they are to be rejoiced in, because they reveal so certainly and so fully the animus of the leaders of this “Northern Peace Party,” and therefore serve to put us more upon our guard against these desperate leaders. I am not at all surprised at hearing that many an honest man, who had sympathized with this party, is so far enlightened by these mobs as to turn away from it forever.

The motto of every man among us should be: “Down with the Rebellion at whatever cost!” It must go down, even though Constitution and country go down with it. If the rebellion is to live and triumph, then let all else, however dear, die.

Not Constitution nor country, not our farms nor our merchandise, not our families nor our own lives, could be any longer of value to us. Are there Republicans who, in this trial hour of integrity, are intent on keeping their party in power? then are they false to their country. In time of peace let there be parties to represent the different views in regard to the proper character, and conduct of the Government. But in time of war to cling to party is treason to the country. For then the great question is, no longer as in time of peace, how the Government shall be shaped and administered, but the infinitely greater one — whether we shall have a country to govern. Are there Democrats who, at such a time, are intent on getting their party into power? False to their country are they also. Is it their plea that they are talking for the Constitution? I answer, that their talk should be against the rebels. This talking for the Constitution, whilst not talking against the rebels, is but hypocrisy. Are there Abolitionists who say that they can not help put down the rebellion unless the Government will pledge itself to put down slavery? Let me say, that with such one-idea men I have no sympathy. Like the sham Republicans and sham Democrats I have referred to, they are but workers for the rebels. To all who feel this unseasonable and treasonable solicitude for party, let me say that the true doctrine is: “Come what will of it to the Republican, or Democratic, or Abolition, or any other party — though they all go to flinders and be reduced to a heap of ruins — the Rebellion, nevertheless, shall be put down!” Moreover, notwithstanding our differences in other relations and other respects, we are all to be brothers and close fellow-laborers in the work of putting down the Rebellion. The laborers in this work we are not to know as Democrats, or Republicans, or Abolitionists, or Temperance men, but only as anti-rebellion men. During the greater part of my life I have tried to do something against slavery and drunkenness. But in this great battle against the Southern rebels and their Northern allies, whose success would, in its results, be the entire overthrow of free Government, not only here and in Mexico, but wherever it exists, I am ready to fight alongside of all who will fight alongside of me: with, if you please, the biggest drunkard on the one side and the biggest pro-slavery man on the other. Whilst I am against all who are for the rebels, I am for all who are against them. Until the Rebellion is crushed we should know but two parties: the one made up of those who, in standing by and strengthening the Government, prove themselves to be the friends of the country; and the other made up of those who, in assailing and weakening the Government, prove themselves to be the enemies of the country. Are there, I repeat, Abolitionists who, in such a time as this, stand back and refuse to join in putting down the Rebellion save on the condition that slavery also shall be put down? If there are, then are they also among those who embarrass the Government, and then are they also to be numbered with the enemies of the country. If there are such Abolitionists, I am persuaded they are few. But whether they are few or many, let me say that it is very little to their credit to let the crime of slavery fill the whole field of their vision and blind them to the far greater and more comprehensive crime of the rebellion. Will they reply, that the rebellion is but slavery — slavery in arms? Then upon their own ground they should be helping to put it down, since the putting of it down would be the putting down of slavery also.

I referred to Mexico. If our rebellion shall succeed, her fate is sealed. If it should fail, then it may even be that Napoleon's is sealed. I say not that our Government would be disposed to meddle with him. But I do say that our people would be. Tens of thousands of our disbanded troops would hasten to Mexico to make common cause with their outraged republican brethren. I add, that whilst despots everywhere would exult in the triumph of our rebellion, despots everywhere will tremble at its overthrow.

Some of my hearers may think, because I said we must make no conditions in its behalf, that I am not suited with the Constitution. I am entirely suited with it. I have always opposed changes in it, and probably always shall. No Democrat even has spoken or written so much for it just as it is as I have. Let not a word in it be altered. It is exactly what we want of a Constitution, both in peace and war. Governor Seymour says, in his Fourth of July speech that the Government has suspended it. If it has, it has done very wrong. I do not see that it has in even the slightest degree. But there are some things which the Governor and I see with very different eyes. For instance, the Governor and the men of his school see that the blame of the war rests chiefly upon the North. On the other hand, I see that every particle of it rests on the South. They say that our talking and legislating against slavery annoyed the South; and we, in turn, say that her talking and legislating for it annoyed the North. But we deny that the annoyance did in either case justify war. As to the talking — it must be remembered that our Southern and Northern fathers agreed upon a Government, which tolerates talk — talk even against good things — against things which, if that be possible, are better than even slavery. So the South should not make war upon us because we talk against her slavery; and we should not make war upon her because she stigmatizes our noble farmers and noble mechanics as “the mudsills of society.” Then, as to the legislation, it must be remembered that whilst we were willing to have the constitutionality of ours passed upon by the Supreme Court of the United States, she threatened to murder and actually drove from her the honorable men whom we deputed to visit her for the purpose of getting her consent to such a testing of her pro-slavery legislation. Truly, truly do I pity the man who is so perverted as to divide the blame of this war between the North and the South. The North is not only mainly but entirely innocent of it.

I eulogized the Constitution. Let not the eulogy be construed into my overrating of a Constitution. I frankly say that if I thought that our Constitution stood at all in the way of our most effective prosecution of the war, I should rejoice to have it swept out of the way. The country is more than the Constitution. I would not exchange one of her majestic mountains or rivers for all the Constitutions you could pile up between earth and heaven. God made the country. But man made the Constitution. The loss of the country would be irreparable. But if the Constitution is lost, we will j, upon his inspirations of the human mind for another.

I spoke disparagingly of one-idea men. There is a sense in which I wish that all of us were one-idea men. I would that all of us might be one-idea men until the Rebellion is put down. To put it down — this, this is the one idea of which I would have every man possessed to the exclusion of every rival idea. For the sake of no other idea would I have conditions made with this paramount idea. Were we all such one-idea men the North would triumph speedily — and so grandly too as to win the admiration and esteem even of the South. And then would the North and the South again become a nation — not, as before, an inharmonious and short-lived one, but a nation at peace with itself, at peace with every other nation, and therefore a permanent nation. God grant us this glorious and blessed future! And he will grant it, if we are so manly and patriotic, so wise and just, as to postpone every other claim to that of our country and every other duty to that of putting down the Rebellion.

Let us now take up the Conscription Law. Some say that it is unconstitutional. I can not see any thing unconstitutional in it — though perhaps I could were I a lawyer. Some go so far as to deny that the Constitution gives Congress the right to compel persons to defend the country. All I can say is, that if it did not give the right, it should not have empowered Congress to declare war and raise and support armies. For thus to have empowered it was in that case but to mock it. It was only to seem to give much whilst really giving nothing.

For one, I do not look into the Constitution for proof that the National Legislature has the right to compel persons to fight the battles of the country. It is enough for me to know that this vital right inheres in a National Legislature — that the supreme power of a nation necessarily has it — and that a Constitution which should deny or in the slightest degree restrict it, would be fit only to be thrown away. For the credit of the Constitution, I am happy that it recognizes and asserts the right. But the Constitution does not create it. My refusal to look into the Constitution for the origination of this right rests on the same principle as that by which I am withheld from looking into the Bible for the origination of the parent's right to take care of his children. It is, I admit, one of the merits of this best of books that it recognizes the right and enjoins its exercise. But the right is older than the Bible. It dates as far back as the time of the first parent. It is an inherently parental as the other is an inherently national right.

It is also said that the Conscription Law favors the rich, and oppresses the poor. The National and State militia laws do so; but the Conscription Law spares the poor and spares not the rich. Members of Congress, Postmasters, and a score of other classes, making in all no very small share of the men, are, under those laws, exempted from military service; whilst under the Conscription Law none but poor men are exempted, save only the Vice-President, the Heads of Departments, the United States Judges, and the Governors of the States. And now mark how numerous must be the several classes of the exempted poor.

1st. The only son of the widow dependent on his labor.

2d. The only son of aged or infirm parents dependent on his labor.

3d. One of the two or more sons of such parents.

4th. The only brother of orphan children not twelve years old dependent on his labor.

5th. The father of motherless children under twelve years of age dependent on his labor.

6th. Where there are a father and sons in the family, and two of them are in the army and in humble positions in it, the residue not exceeding two are exempt.

Now, was there ever a law less sparing of the rich and more tender to the poor? And yet this law, so exceedingly honorable to the heads and hearts of its makers, is denounced as oppressive and cruel by demagogues who, to get themselves into power, would destroy the popular confidence in the Government and destroy the country also.

But, it is held, that the commutation or three hundred dollar clause is oppressive to the poor. It is, on the contrary, merciful to the poor. But for it the price of a substitute might run up to three or four times three hundred dollars — a price which a poor man would scarcely ever be enabled to pay. The three hundred dollars, however, many a poor man can, with the help of friends, be able to raise. But why not, it may be asked, have favored the poor by making the maximum no more than fifty or a hundred dollars? This, instead of favoring, would have but oppressed the poor. For the Government, not being able to procure substitutes at the rate of fifty or a hundred dollars, would have been compelled to repeat its drafts. And thus tens of thousands of poor men who had paid their fifty or a hundred dollars in order to keep out of the army would after all be obliged to enter it.

Alas! this clamor against the unconstitutionality of the Conscription Law! How sadly it betrays the prevailing lack of patriotism! Had there been no unpatriotic person amongst us, there would have been not only nothing of this clamor, but not so much as one inquiry into the constitutionality of the law. The commonness of this inquiry indicates how commonly the love of country must be very weak in the American bosom. Why is it so weak 2 Some say it is because of our characteristic or Yankee greed of gain; and some say it is because of our long-continued and soul-shriveling practice of persecuting and outraging an unfortunate race. . . . Some ascribe it to one thing and some to another. But whatever the cause, the effect is obvious.

Oh! how base must they have become who, when rebels are at the throat of their nation, can hie themselves to the Constitution to see how little it will let them off with doing against those rebels — how little with doing for the life of that nation! Our noble Constitution should be used to nourish our patriotism; but alas! it is perverted to kill it!

I have noticed the action of the authorities of several of the cities of our State, in regard to the Conscription Law. In some of them this action is very bad. The sole object of the law is to raise an additional force for completing the destruction of the Rebellion. Now, the city of New-York and some other cities would take advantage of its humane feature of commutation to defeat this sole object of the law. For they would take advantage of it. to buy off the mass of their drafted citizens. This wholesale buying violates to the last degree the spirit of the law; deprives the country of the benefit of the legitimate and intended effect of the law; and saves the Rebellion from being crushed by the faithful and fair carrying out of the law. If one city may resort to this wholesale buying, so may every other; so may every county, and so may every State; and so may the Conscription Law be rendered unavailing.

I admit the duty of the wealthy to avail themselves of this commutation clause to save, here and there, from going to the war the man to whom it would be a peculiar hardship to go. I also admit that every city, disposed to do so, can very properly vote the three hundred dollars to every drafted man who serves or to his substitute. I care not how much the cities help the soldiers. The more the better. I am glad that Oswego voted ten thousand dollars two years ago, and five thousand last spring to the families of her soldiers. Let her vote hereafter as much as she pleases to the soldiers and their families. I will pay cheerfully what share of the tax shall fall on my property in the city; and more cheerfully would I take part in voluntary contributions. I have sometimes heard the remark that neither the rich nor the poor should be allowed to procure substitutes. The remark is both ill-natured and foolish. Among the drafted will be both rich and poor men, who ought to be spared from going to the war. I am not sorry that so many rich men have gone to the war. Nevertheless, let as many rich men as will remain at home to continue to give employment to the poor in manufactories and elsewhere, and to maintain a business and a prosperity which can be heavily taxed to meet the expenses of the war. Men of property should be heavily taxed to this end; and my only objection to the Income Tax, is that it is not more than half large enough. It should be six and ten instead of three and five per cent.

But I must close. How unreasonable, how unpatriotic, how wicked to murmur at this draft! The South, to serve her bad cause, is, at this moment, responding to the call for absolutely all her able-bodied white males between the ages of eighteen and forty-five; whilst the call to serve our best of all causes is for not more than about one seventh or one eighth between those ages. And yet we murmur at the draft; and in a few localities there is a rabble so far under the sway of traitorous demagogues, as to resist it with force and arms. These demagogues, by the way, as silly as they are wicked, instead of seeing in this resistance only another argument with the Government for proceeding promptly, very promptly with the draft, flattered themselves that the Government would succumb to the mobs and abandon the draft; would surrender to anarchy instead of maintaining law.

Our people need to be loyally educated. When they are, they will be eager to serve their imperiled and beloved country in any way, however expensive or hazardous. I rejoice to see that in many parts of the country the draft is met in a cheerful and patriotic spirit. May this spirit soon obtain everywhere.

The love of country — the love of country — that is what we lack. Would that we had somewhat of that love of country which Robert Emmet felt for his dear Ireland; somewhat of that love of country which awakens the sublime utterances of Kossuth for his dear Hungary; somewhat of that love of country which stirs the great soul of Garibaldi, as he contemplates his still, but not-ever-to-be, disunited Italy; somewhat of that love of country which arms her young men, ay and her young maidens too, to battle for their down-trodden and dear Poland! Let us have somewhat of such love — and then when our bleeding country makes her call upon us, we shall not pause to inquire whether it is couched in Constitutional words; but we shall hasten to obey it, simply because it is our country that makes it, and our country that needs our obedience.

Diary of Gideon Welles: Friday, April 22, 1864

Neither Seward nor Chase nor Stanton was at the Cabinet-meeting to-day. For some time Chase has been disinclined to be present and evidently for a purpose. When sometimes with him, he takes occasion to allude to the Administration as departmental, — as not having council, not acting in concert. There is much truth in it, and his example and conduct contribute to it. Seward is more responsible than any one, however, although he is generally present. Stanton does not care usually to come, for the President is much of his time at the War Department, and what is said or done is communicated by the President, who is fond of telling as well as of hearing what is new. Three or four times daily the President goes to the War Department and into the telegraph office to look over communications.

Congress is laboring on the tax bill. The Members fear to do their duty because taxation is unpopular. An old infirmity. Chase has not pressed for it heretofore for the same reason.
