Diary of Gideon Welles: Sunday, May 25, 1863

Received a long dispatch from Admiral Porter at Haines Bluff, Yazoo River, giving details of successful fights and operations for several preceding days in that vicinity.

Am anxious in relation to the South Atlantic Squadron and feel daily the necessity of selecting a new commander. Du Pont is determined Charleston shall not be captured by the Navy, and that the Navy shall not attempt it; thinks it dangerous for the vessels to remain in Charleston Harbor, and prefers to occupy his palace ship, the Wabash, at Port Royal to roughing it in a smaller vessel off the port. His prize money would doubtless be greater without any risk. All officers under him are becoming affected by his feelings, adopt his tone, think inactivity best, — that the ironclads are mere batteries, not naval vessels, and that outside blockade is the true and only policy. Du Pont feels that he is strong in the Navy, strong in Congress, and strong in the country, and not without reason. There is not a more accomplished or shrewder gentleman in the service. Since Barron and others left, no officer has gathered a formidable clique in the Navy. He has studied with some effect to create one for himself, and has in his personal interest a number of excellent officers who I had hoped would not be inveigled. Good officers have warned me against him as a shrewd intriguer, but I have hoped to get along with him, for I valued his general intelligence, critical abilities, and advice. But I perceive that in all things he never forgets Du Pont. His success at Port Royal has made him feel that he is indispensable to the service. The modern changes in naval warfare and in naval vessels are repugnant to him; and to the turret vessels he has a declared aversion. He has been active in schemes to retire officers; he is now at work to retire ironclads and impair confidence in them. As yet he professes respect and high regard for me personally, but he is not an admirer of the President, and has got greatly out with Fox, who has been his too partial friend. An attack is, however, to be made on the Department by opposing its policy and condemning its vessels. This will raise a party to attack and a party to defend. The monitors are to be pronounced failures, and the Department, which introduced, adopted, and patronized them, is to be held responsible, and not Du Pont, for the abortive attempt to reach Charleston. Drayton, who is his best friend, says to me in confidence that Du Pont has been too long confined on shipboard, that his system, mentally and physically, is affected, and I have no doubt thinks, but does not say, he ought to be relieved for his own good as well as that of the service. Du Pont is proud and will not willingly relinquish his command, although he has in a half-defiant way said if his course was not approved I must find another.

I look upon it, however, as a fixed fact that he will leave that squadron, but he is a favorite and I am at a loss as to his successor. Farragut, if not employed elsewhere, would be the man, and the country would accept the change with favor. The age and standing of D. D. Porter would be deemed objectionable by many, yet he has some good points for that duty. Foote would be a good man for the place in many respects, but he is somewhat overshadowed by Du Pont, with whom he has been associated and to whom he greatly defers. Dahlgren earnestly wants the position, and is the choice of the President, but there would be general discontent were he selected. Older officers who have had vastly greater sea service would feel aggrieved at the selection of Dahlgren and find ready sympathizers among the juniors. I have thought of Admiral Gregory, whom I was originally inclined to designate as commander of the Gulf Blockading Squadron at the beginning of the war, but was overpersuaded by Paulding to take Mervine. A mistake but a lesson. It taught me not to yield my deliberate convictions in appointments and matters of this kind to the mere advice and opinion of another without a reason. Both Fox and Foote indorse Gregory. His age is against him for such active service, and would give the partisans of Du Pont opportunity to cavil.

Diary of Gideon Welles: Wednesday, April 15, 1863

No full reports yet from Du Pont. Am pained, grieved, distressed by what I hear; and that I hear from him so little. We learn that after all our outlay and great preparations, giving him about all our force and a large portion of the best officers, he intends making no farther effort, but will abandon the plan and all attempts to take it. A fight of thirty minutes and the loss of one man, which he witnessed, satisfies the Admiral.

The Ironsides, the flagship, was suspiciously remote from the fight, yet sufficiently near to convince the Admiral he had better leave the harbor. Down to the day of the conflict I had faith in him and his ability, though grieved at his delays. When here last fall, expressly to consult and concert measures for the capture of Charleston, he was as earnest and determined as any of us, did not waver a moment, and would not listen to a suggestion of Dahlgren as an assistant.

The following telegraph I have just received from Washington:

Positively determined not to withdraw Anderson. Supplies go immediately, supported by a naval force under Stringham if their landing is resisted.

A FRIEND.

Governor and General Beauregard visiting the posts in the harbor, and will not be here for a few hours. In their absence I telegraphed to Washington to know who was the person signing himself “A Friend.” The reply satisfies me that the person is high in the confidence of the Government at Washington. Mr. Wigfall, who is with me, concurs in the propriety of giving you notice of it without delay.

Diary of John Beauchamp Jones: January 31, 1863

We have dispatches from Charleston, to-day, which reconcile us to the loss of the cargo captured by the blockading squadron early in the week. An artillery company captured a fine gun-boat in Stone River (near Charleston) yesterday evening. She had eleven guns and 200 men.

But this morning we did better still. Our little fleet of two iron-clads steamed out of Charleston harbor, and boldly attacked the blockading fleet. We crippled two of their ships, and sunk one, completely raising the blockade, for the time being. This will frustrate some of their plans, and may relieve Wilmington.

The attack on Fort McAlister was a failure. The monitor which assaulted the fort sustained so much injury, that it had to retire for repairs.

Several blockade-runners between this and Williamsburg were arrested and sent to Gen. Winder to-day by Lieut. G. D. Wise. Gen. W. sent them to Gen. Rains. Mr. Petit and Mr. James Custis (from Williamsburg) came with them to endeavor to procure their liberation. Gen. Rains sent them back to Gen. W., with a note that he had no time to attend to such matters. Such business does not pertain to his bureau. I suppose they will be released.

Major Lear, of Texas, who was at the capture of the Harriet Lane, met on the captured steamer his mortally-wounded son, the lieutenant.

A few days ago, Lieut. Buchanan was killed on a United States gun-boat by our sharpshooters. He was the son of Admiral Buchanan, in the Confederate service, now at Mobile. Thus we are reminded of the wars of the roses — father against son, and brother against brother. God speed the growth of the Peace Party, North and South; but we must have independence.

Mr. Hunter was in our office to-day, getting the release of a son of the Hon. Jackson Morton, who escaped from Washington, where he had resided, and was arrested here as a conscript. The Assistant Secretary of War ruled him entitled to exemption, although yesterday others, in the same predicament, were ruled into the service.

MY DEAR NICO:

In yours of the 15th received last night, you say “there was verbal indication of much wrath at the report that Dupont intended to withdraw his fleet and abandon his position.” I was surprised at this. If you have received my different letters you will see why. He would have obeyed orders had he done so. You say we have gained points d'appui for future work. The navy say not. They say they cannot lie off Morris Island to cover the landing of our troops, (or rather the crossing from Folly Island, the only practicable route), without imminent danger of being driven ashore and wrecked by the first northeasterly breeze that comes. It is not for me to say what is, or what is not, possible. My old ideas have been horribly shattered when I have seen two men, each of whom I had formerly considered an oracle on every subject connected with ships, accusing each other of ignorance and charlatanism.

I do not think Dupont is either a fool or a coward. I think there is a great deal of truth in his statement that, while the fight in Charleston harbor demonstrated the great defensive properties of the Monitors, it also proved that they could not be relied upon for aggressive operations.

With an adequate force I think Hunter could dislodge the enemy from Morris Island, and from that point make a hole in Fort Sumter; but even then little has been done. The General is sanguine. He wants a fight. I hope he may have one before I return.

To-day I start for Florida. . . . .

John Hay to Abraham Lincoln, April 10, 1863

MY DEAR SIR:

I went yesterday morning to Charleston Harbor to deliver to Admiral Dupont the despatches with which the Navy Department had charged me. I found the Admiral on board the “Ironsides,” which, with the rest of the Monitor fleet, was lying inside the bar, at the point where they had anchored after the engagement of Tuesday. I delivered my despatches, and, while he was reading them, I had some conversation with Capt. Rodgers, fleet captain of the [South Atlantic Blockade] Squadron. He said that although the attack had been unsuccessful and the failure would of course produce a most unhappy effect upon the country, which had so far trusted implicitly in the invincibility of the Monitors, all the officers of the Navy, without exception, united in the belief that what they had attempted was impossible, and that we had reason for congratulation that what is merely a failure had not been converted into a terrible disaster. The matter has now been fairly tried. With favoring circumstances, with good officers, with good management, the experiment has completely failed. We sailed into the harbor not sanguine of victory. We fought only about forty minutes, and the unanimous conclusion of the officers of the Navy is that an hour of that fire would have destroyed us. We had reached and touched the obstructions. To have remained there long enough to have removed them would have ensured the destruction of some of the vessels. If the others had gone by the fort they would still have been the target of the encircling batteries. There was no sufficient land force to have taken possession of the city. There was no means of supplying them with ammunition and provision, for no wooden ship could live ten minutes in that fire. The only issue would have been the capture of the surviving and the raising of the sunken vessels. This would have lost us the command of the coast, an irremediable disaster. So the Admiral took the responsibility of avoiding the greater evil by saving the fleet, and abandoning an enterprise which we think has been fairly proved impossible.

The Admiral, who. had been listening and assenting to the latter portion of what Rodgers had been saying, added: — “And as if we were to have a visible sign that an Almighty hand was over us for our good, the orders you have given me show how vast was the importance of my preserving this fleet, whose power and prestige are still great and valuable, for the work which I agree with the President in thinking most momentous, the opening of the control of the Mississippi River. After a fight of forty minutes we had lost the use of seven guns. I might have pushed some of the vessels past Fort Sumter, but in that case we ran the enormous risk of giving them to the enemy, and thus losing the control of the coast. I could not answer for that to my conscience.”

The perfect approval of their own consciences which these officers evidently felt, did not prevent their feeling the deepest grief and sorrow for the unhappy results of the enterprise. Their whole conversation was as solemn as a scene of death. At one time I spoke of the estimation in which they were held by the government and the country, which, in my opinion, rendered it impossible that blame should be attached to them, and their eyes suddenly filled with tears. A first repulse is a terrible thing to brave and conscientious men accustomed only to victory.

I was several times struck by the identity of opinion and sentiment between Admiral Dupont and yourself. You had repeatedly uttered, during my last week in Washington, predictions which have become history.

When I left the harbor, they were preparing the torpedo raft for the destruction of the sunken Keokuk.

I have taken the liberty of writing thus at length, as I thought you should know the sentiments of these experienced officers in regard to this unfortunate matter. I hope, however, the news may be received that due honor may be given to those who fought with such bravery and discretion the losing fight.

I have written some particulars of my interview with Admiral DuPont which I thought the President should know. Please give it to him, reading it yourself if you care to. I went up into the harbor yesterday. The gray-coated rascals were on both sides, waiting for another attack. A crowd of them were crawling cautiously over the bluff to look at the wreck of the Keokuk which has sunk near the shore. They are very busy throwing up new batteries on Morris Island, and did not fire on us though we were in easy range. While I was gone they published the order making me Voln. A. D. C.

MY DEAB NICO:

I arrived here to-night at the General's headquarters and was very pleasantly received by both him and Halpine. They are both in fine health and spirits. Halpine is looking better than I ever saw him before. They asked after you. On the way down I had for compagnons de voyage Generals Vogdes and Gordon; Gordon on sick leave and Vogdes to report for duty.

I hear nothing but encouraging accounts of the fight of yesterday in Charleston harbor. General Seymour, chief of staff, says we are sure to whip them; much surer than we were before the attack. The monitors behaved splendidly. The Keokuk was sunk and the Patapsco somewhat damaged, but as a whole they encountered the furious and concentrated fire of the enemy in a style for which even our own officers had scarcely dared to hope. The attack will soon be resumed with greater confidence and greater certainty of what they are able to do than before. An expedition is on for the army from which they hope important results. The force of the enemy is much larger than ours, but not so well posted, and as they are entirely ignorant of our plans they are forced to scatter and distribute their strength so as greatly to diminish its efficiency. Our troops are in good order and fine spirits apparently. I think highly of Seymour from the way he talks; like a firm, quick and cool-headed man. On the whole, things look well, if not very brilliant.

The General says he is going to announce me to-morrow as a volunteer Aide without rank. I am glad of it as the thing stands. If I had not been published as having accepted, hesitated and rejected such an appointment, I would not now have it. But I want my abolition record clearly defined, and that will do it better than anything else in my mind and the minds of the few dozen people who know me. . . .

I wish you could be down here. You would enjoy it beyond measure. The air is like June at noon and like May at morning and evening. The scenery is tropical. The sunsets unlike anything I ever saw before. They are not gorgeous like ours, but singularly quiet and solemn. The sun goes down over the pines through a sky like ashes-of-roses, and hangs for an instant on the horizon like a bubble of blood. Then there is twilight such as you dream about. . . .

1st Lieutenant George W. Snyder to Major Robert Anderson, April 4, 1861

MAJOR: In compliance with your directions, I went, under a flag of truce, to the city of Charleston, in company with Captain Talbot, and had an interview with Governor Pickens and General Beauregard. In the interview with the governor, Captain Talbot only being present, I stated all the circumstances connected with the visits of Captain Seymour and myself to Cummings Point and the schooner Rhoda H. Shannon, which had been fired into by the batteries on Morris Island, on the 3d instant. I called his attention to the fact that he had not complied with his own proposition, to warn all vessels bearing the United States flag not to enter the Harbor. The governor replied that he and General Beauregard, with their staff officers, were standing on the piazza of the Moultrie House on Sullivan's Island, and saw the whole affair, and that my statement corroborated entirely his own personal observation, although it differed slightly from the report of Colonel De Saussure, the commanding officer on Morris Island. The governor said that the commander of the vessel whose duty it was to warn vessels not to enter the harbor had left his post, and had reported that the weather was too boisterous and the sea too rough for him to go out to the schooner Shannon; that this commander had already been sent for, and would be dismissed; that the commander of the cutter would be reprimanded for not going out and examining whether the Shannon were disabled; and that peremptory orders had been sent to Morris Island to stop this random firing.

The governor also said that if Major Anderson deemed it his duty to send out, under unfavorable circumstances, and examine the condition of the schooner Shannon, it was doubly theirs, imposed by humanity, and also by the commercial interest of their harbor.

General Beauregard was invited in, and I repeated what I had said to Governor Pickens to him. The general replied in the same terms as the governor, adding that the practice firing on Morris Island would take place at particular hours.

There was an objection made to Captain Talbot leaving Fort Sumter for Washington, but this was finally overruled and the captain allowed to depart. The governor said that orders had been received from Montgomery not to allow any man in the ranks, or any laborers, to leave Fort Sumter, and not to allow Major Anderson to obtain supplies in Charleston; that Mr. Crawford, a commissioner from the Confederate States, now in Washington, had sent a dispatch to him stating that he was authorized to say that no attempt would be made to re-enforce Fort Sumter with men or provisions, but that Mr. Lincoln would not order Major Anderson to withdraw from Fort Sumter, and would leave him to act for himself; also, advising the governor not to allow any supplies to be sent from the city to Fort Sumter.

I called the attention of both General Beauregard and Governor Pickens to the schooner lying near the left flank of Fort. Sumter. They said they knew nothing of her, but would send and ascertain, and direct her to move further from the fort. Governor Pickens remarked that as they were now acting under the authority of the Confederate States he had consulted with General Beauregard, who was now in command of the troops stationed here.

Captain Truman Seymour & Lieutenant George W. Snyder to Major Robert Anderson, April 3, 1861

Major: In obedience to your directions, we visited Cummings Point, and the schooner bearing the United States flag, which was fired into by the batteries on Morris Island, and respectfully present the following statement concerning the affair:

The commanding officer on Morris Island, Lieutenant-Colonel W. G. De Saussure, stated that a schooner with the United States flag at her peak endeavored to enter the harbor this afternoon about 3 o'clock; that in accordance with his orders to prevent any vessel under that flag from entering the harbor, he had fired three shots across her bows, and this not causing her to heave to, he had fired at her, and had driven her out of the harbor; that he thought one or two shots had taken effect, and that if he had a boat that could live to get out to her he would send and see if she were disabled, and inform Major Anderson at once, but that he had no proper boat, as the schooner was at anchor in a very rough place; that the revenue cutter had gone out to examine her condition. We ascertained the schooner to be the Rhoda B. Shannon. Joseph Marts, master, of Dorchester, N. J., bound from Boston to Savannah with a cargo of ice, having left the former place on March 26. On account of unfavorable weather, the master had obtained but one observation, and that was an imperfect one on yesterday. On his arrival off Charleston Bar, supposing himself to be off Tybee, and seeing a pilot-boat, he directed one of his men to hold the United States flag in the fore rigging as a signal for a pilot. As none came, the flag was taken down in a few minutes, and the master undertook to bring his vessel into the harbor without a pilot. He did not discover that he was not in Savannah Harbor until he had crossed the bar and had advanced some distance in the harbor. As he was passing Morris Island, displaying no flag, a shot was fired from a battery on shore across the bows of the schooner. The master states that he thought they wished him to show his colors, and that he displayed the United States flag at his peak. One or two shots were then fired across the schooner's bows, but he did not know what to do or what the people on shore wished him to do; that he kept the vessel on her course until they fired at her, and one shot had gone through the mainsail, about two feet above the boom, when he put her about and stood out to sea, anchoring his vessel in the Swash Channel, just inside of the bar; that the batteries kept on firing at his vessel for some time after he had turned to go out to sea.

The master of the schooner stated that before leaving Boston, he had learned how affairs stood in Charleston Harbor, and that Fort Sumter was to be given up in a few days; that they had established a new confederacy down South.

After satisfying ourselves that the vessel was uninjured, and as she was lying in a very rough place, we advised the master to move his vessel — either to stand out to sea and go on to Savannah, or to come into the harbor and anchor.

On our return we stopped at Cummings Point, and stated the facts to Lieutenant-Colonel De Saussure. He said that the vessel would not be molested if she came into the harbor.

The schooner weighed anchor a short time after we left, and stood in towards Morris Island for some distance, but finally turned about and went to sea.

Major Robert Anderson to Colonel Lorenzo Thomas, April 4, 1861

Colonel: I have the honor to send herewith a report of the circumstances attending a firing yesterday afternoon by the batteries on Morris Island at a schooner bearing our flag, bound from Boston to Savannah, which, erroneously mistaking the lighthouse off this harbor for that of Tybee, and having failed to get a pilot, was entering the harbor.

The remarks made to me by Colonel Lamon, taken in connection with the tenor of newspaper articles, have induced me, as stated in previous communications, to believe that orders would soon be issued for my abandoning this work. When the firing commenced some of my heaviest guns were concealed from their view by planking, and by the time the battery was ready the firing had ceased. I then, acting in strict accordance with the spirit and wording of the orders of the War Department, as communicated to me in the letter from the Secretary of War dated February 23, 1861, determined not to commence firing until I had sent to the vessel and investigated the circumstances.

The accompanying report presents them. Invested by a force so superior that a collision would, in all probability, terminate in the destruction of our force before relief could reach us, with only a few days’ provisions on hand, and with a scanty supply of ammunition, as will be seen by a reference to my letter of February 27, in hourly expectation of receiving definite instructions from the War Department, and with orders so explicit and peremptory as those I am acting under, I deeply regret that I did not feel myself at liberty to resent the insult thus offered to the flag of my beloved country.

I think that proper notification should be given to our merchant vessels of the rigid instructions under which the commanders of these batteries are acting; that they should be notified that they must, as soon as a shot is fired ahead of them, at once round to and communicate with the batteries.

The authorities here are certainly blamable for not having constantly vessels off to communicate instructions to those seeking entrance into this harbor.

Captain Talbot is relieved, of course, by order No. 7, from duty at this post. I avail myself of this opportunity of stating that he has been zealous, intelligent, and active in the discharge of all his duties here, so far as his health permitted him to attempt their performance. I send him on with these despatches, to give the Department an opportunity, if deemed proper, to modify, in consequence of this unfortunate affair, any order they may have sent to me. I will delay obedience thereto until I have time to receive a telegram after Captain Talbot's having reported to the War Department.

2nd Lieutenant Norman J. Hall's Notes: Probably Presented to Lincoln and his Cabinet March 15, 1861

I have the honor to state that I could not concur with Captain Rodgers, with whom I was directed to confer, in his plan for the entrance of the harbor of Charleston with men and provisions for Fort Sumter. He proposes to procure a vessel (steamboat), with a draught of not over six and one-half feet, in some Northern port, and with the cargo to be cleared for Charleston, letting it be known, as if in confidence, that the design is to force a landing on the southern extreme of Morris Island; to carry the batteries by the rear and destroy the channel; to bring in the vessel, the vessel to regulate her speed so as to arrive off the bar in a dark night and at high tide, and to proceed through the Swash Channel with her lights extinguished; in case of discovery and being fired at, to drop a cork with a light in it, which would deceive the gunners. If the batteries are lighted up the men cannot see in the distance; if they are not, the lights will not be visible. The commander is to be allowed to back his vessel in case of a storm on the way down.

My objections to this plan are very numerous. In the first place, the deception would be apparent, as no one would attempt a forced landing with means possible to such a vessel. Secondly, not being a sea-going vessel the danger to life and the success of the undertaking is so great as to appear imprudent at best. Thirdly, it is unsafe to calculate upon not being seen off the bar, as a number of watch vessels, some with troops and cannon, are stationed off and along the entrance. Fourthly, even though the above dangers should all be safely passed and it should prove a moonless night and high tide at a proper time, still a chance shot through the machinery would defeat the enterprise.

The plan is grounded upon the most fortunate and improbable circumstances. It might succeed; but I think failure would be the rule. By an examination of the chart of the harbor of Charleston it will be seen that the Swash Channel passes outside the range of all the batteries erected along the entrance, except, perhaps, the small one near Cummings Point (of one 32-pounder and one 12-pounder), and this can be safely neglected. Fort Moultrie can bring several guns to bear for a mile and a half (not ten minutes), but their field has been greatly reduced by the traverse with small embrasures lately thrown up on the parapet. Considering as effective all the means in the hands of those hostile to the undertakings, the following are at present to be noticed: The channel will not admit of more than six and one-half feet draught with ease in sailing; at least one steamer with troops and field guns will be near the bar; a line of pilot schooners and signal vessels form a cordon outside the bar; the main ship channel is obstructed with sunken ships; Maffitt's Channel is raked and crossed by the fires of Moultrie and batteries placed along Sullivan's Island; the buoys and range lights are removed; the anchorage, except a small area, is under the fire of guns from the several fortified points; the Swash Channel is readily followed by ranging Fort Sumter on St. Michael's till within five hundred yards of the fort, where a detour to the right will be necessary. Carefully navigated, passing very near the north side of the fort, the vessel may be brought to the wharf at high tide. If not successful, small boats may be furnished by the fort. The only effective guns are those of Fort Moultrie on this entrance. I have the honor to propose that a war vessel (the Brooklyn best) be dispatched with two schooners and two ordinary steam-tugs, each of not more than six feet and a half draught, and under the same pretension as that first proposed, and this combination will give color to the rumor. One of the schooners is to be loaded with  provisions entirely, and the hay is to be stored on the starboard. The other, with some provisions, is to carry the troops. The vessels arrived off the bar, the Brooklyn can keep all hostile vessels at a distance and make the following arrangement:

The vessel with provisions is to be placed upon the right, next a screw-tug, next the vessel with troops, and again a tug. The right-hand vessel will cover those on the left, protecting from fire the troops and means of locomotion. The vessels should arrive off the bar two hours before high tide, so that the tide will be rising all the way in, and if grounded may be floated off in a short time. To prevent vessels from the city and the cutters inside the harbor from interfering, the fort shall be signaled, and will reply by lowering its flag or showing a light, and will prevent any vessel going out. Signals should be agreed upon, and the time, day or night, also. Two field pieces, loaded with canister, might be used to meet a desperate attempt to board the vessels. The hay in bales should be wet, to prevent heated balls from setting fire to the vessels.

Memorandum of Different Plans for Re-Enforcing Fort Sumter

Memoranda read before the President and Cabinet, General Scott and Commodore Stringham, and Mr. Fox, late of the Navy, Washington, March 15, 1861, by Bvt. Brig. Gen. Joseph G. Totten, Chief of Engineers.*

The obstacles to the relief of Fort Sumter are natural or artificial obstacles to navigation, and military opposition.

The main channel in its best natural state would not admit the passage of vessels larger than sloops of war; so that, before it was obstructed, a naval attack, to be very formidable, must have consisted of many vessels of this kind.

In designing the defenses of Charleston Harbor, therefore, it was considered that Fort Sumter, with Castle Pinckney, would suffice, with some improvement of Fort Moultrie, and the erection of batteries in time of war on James Island at the position called Fort Johnson. A deeper entrance would have demanded a stronger system.

The South Carolina troops have strengthened Fort Moultrie and added batteries thereto; they possess Castle Pinckney; they have erected batteries at Fort Johnson, and, not having Fort Sumter, they have planted a number of guns (number not known) on Morris Island.

These last do not, certainly, bring their system up to that which included Fort Sumter; but they, as is represented, have also so blocked the main channel, or made its navigation so intricate, that only vessels light in draught can enter – vessels unavoidably weak to resist and impotent to assail.

If we suppose a squadron of war vessels as large as can be forced through the impediments of the main bar to have overcome that difficulty, and, under pressure of steam, to advance in daylight (as I think would be indispensable), they would suffer greatly from the fire of Morris Island, Fort Moultrie, and its adjacent batteries – but they would suffer much less than the small vessels, because much stronger and with vital parts better secured, and because their own fire would, to a certain extent, keep under, and, to a great degree, render uncertain the fire of the batteries. But whether larger or smaller, the vessels have not merely to pass the fire of the batteries – they must remain exposed to it. Because, before getting beyond the fire of Fort Moultrie, they come within scope of Fort Johnson, and while yet under the guns of these batteries they will be reached by Castle Pinckney. There is no point of shelter within these waters; and although the squadron of heavy sloops might survive the dangers of the passage, they could not long endure the cannonade that would be concentrated on any anchorage. In these very waters, this problem was settled in the Revolutionary War by the contest between the squadron of Sir Peter Parker and the single work of Fort Moultrie – then certainly not more powerful than now.

To enable the supposed squadron to remain, it is indispensable that a military force should capture the batteries from the land, and be strong enough, besides, to hold possession against the troops now assembled in and around them, and those that would rapidly come from the interior.

Should small vessels attempt this entrance by daylight, their destruction would be inevitable; at any rate, the chances of getting through would be too slender to justify any such enterprise. We have certain information that there is much practice with these guns, and that the practice now is good. If this risk were to be run by daylight, the vessels might have a draught of about eight feet, and could use the “Swash Channel,” or a passage between this and the main channel, or, finally, the latter. But I must repeat that unless we were to find a degree of inaptness and imbecility, and a want of vigilance and courage that we have no right to assume, this attempt by daylight with small vessels, even of great speed, must fail.

There remains another project, namely, to enter at night by the “Swash” Channel with a few (two or three) fast steam-tugs, having a draught of only (or about)five feet. To do this it will be necessary to take position before dark off this channel, so as to get upon the proper leading line to be followed after dark by the ascertained course, or, possibly, by the bearing of the lights of Fort Sumter. With proper precautions in screening the lights and fires of the boats, &c., I think the risk would not be so great, considering only the batteries, as to deter from this attempt, provided the object were of very great importance. I should expect one or two, perhaps all, of these vessels to reach Fort Sumter, and the shoal upon which they must be grounded – provided no other impediments awaited them.

But, in the first place, it is a necessary condition that the boats arrive off the harbor before night. If they can see to take these bearings, they can be seen from the shore. In the next place, it seems impossible to fit out any expedition, however small and unobtrusive, without arousing inquiry, and causing the intelligence to be transmitted by telegraph. We may be certain, therefore, that these tugs will be waited for by steamers lying in the channelway, full of men.

This mode of relieving Fort Sumter, or another by men in rowboats passing up the same channel, is so obvious that it is unreasonable to suppose it has not been duly considered and provided for, where so much intelligence and resource in military means have been displayed in the scheme of defense, and so much earnestness and energy in execution. We know that guard rowboats and steamers are active during the night; and that they have all the means of intercepting with certainty this little expedition, and overpowering it, by boarding – a commencement of war.

This attempt, like any other, will inevitably involve a collision.

This raises a question that I am not called on to discuss, but as to which I may say that if the General Government adopts a course that must be attended with this result, its first measure should not be one so likely to meet disaster and defeat; nor one, I may add, which, even if successful, would give but momentary relief, while it would open all the powers of attack upon the fort, certainly reducing it before the means of recovering Charleston Harbor, with all its forts and batteries and environs, can possibly be concentrated there.

Sir.

I have the honor to acknowledge the receipt of your note of yesterday, requesting my opinion in writing upon the question whether assuming it to be possible to now provision Fort Sumpter, under all the circumstances is it wise to attempt it."

After a careful consideration of the opinions of Gens Scott and Totten, and also those of Commodore Stringam and Mr Fox, as presented to the President and his Cabinet on yesterday. I have arrived at the conclusion that the probabilities are in favor of the success of the proposed enterprise, so far as to secure the landing of the vessels at the Fort, but there would be great danger of their destruction, and of the loss of many lives, before their cargoes could be secured within the Fort.

It would be impossible in my judgement to fit out and conduct the expedition with such secrecy as to keep those who have control of the harbor of Charlestown in ignorance of their object, and of the mode and time of their approach. I do not therefore attach any importance to the proposition to approach the fort under the cover of night, but I should expect the expedition to meet with all the ressistance which the authorities of South Carolina may be able to command.

The landing supplies at Fort Sumpter, if successfully accomplished, would of itself be of no practical value, as it is quite clear, that Maj Anderson with his present inadequate force, could not long maintain the fort against the means of attack now concentrated there.

As the attempt to supply the fort with provisions without the consent of the authorities of South Carolina, would doubtless induce an attack by them, the effect of such an attempt, whether successful or not, would be the early loss of the Fort, and the destruction, or capture of Maj Andersons command. It would therefore in my judgment be unwise to attempt to supply the fort with provisions, unless they were sent with such a force, as would place beyond all doubt or contingency the success of the enterprise, and also with such re-inforcements of men as would insure a successful defence of the fort against any attack, which can be made upon it.

The occupation of Fort Sumpter is not essential to the performance of any of the duties imposed upon the government. It cannot be used as a means of enforcing the laws, or of compelling the people of South Carolina to perform the duties they owe to the Federal Government. Viewing the question only as a military one, I cannot doubt that it would be expedient to abandon a position which can only be held at a great expense of life, and money, and which while held cannot be used as a means of aiding the government in the performance of its duties.

But the most important question connected with this subject is one of a political character. The State of South Carolina, is in open rebellion against the government. Her authorities have seized the public property, have wholly disregarded the laws of the United States, and have openly defied the government. If the evacuation of Fort Sumpter could be justly regarded as a measure which would even by implication, sanction the lawless acts of the authorities of that State, or indicate an intention on the part of the government to surrender its constitutional authority over them, or if it could be regarded as an acknowlegement by the government of its inability to enforce the laws, I should without hesitation advise that it should be held without regard to the sacrifices which its retention might impose. I do not believe however, that the abandonment of the Fort would imply such an acknowledgment on the part of the government. There are other means by which the power and the honor of the Government may be vindicated, and which would in my judgment be much more effective to compel the people of South Carolina to render obedience to the laws, and which would at the same time avoid the sacrifice of life which must result from a conflict under the walls of the Fort.

The commencement of a civil war would be a calamity greatly to be deplored, and should be avoided, if the just authority of the government may be maintained without it. If such a conflict should become inevitable, it is much better that it should commence by the resistance of the authorities, or the people of South Carolina, to the legal action of the government, in enforcing the laws of the United States.

The public sentiment of the North would then be united in the support of the government, and the whole power of the country would be brought to its aid. If a conflict should be provoked by the attempt to re-inforce Fort Sumpter, a divided sentiment in the North would paralize the arm of the Government, while treason in the Southern States would be openly encouraged in the North. It is well known that this question has already been much discussed throughout the Country, and that even among the friends of the Administration many of those who demand that the laws shall be enforced, urge the propriety of the withdrawal of our troops from Fort Sumpter, believing that the retention of that Fort is not essential to the honor of the of the Government, or its power to enforce the laws.

While the abandonment of the Fort would doubtless to some extent create surprise and complaint, I believe that public sentiment would fully justify the action of the Government, when the reasons which prompt it shall be explained and understood.

I therefore respectfully answer the enquiry of the President by saying, that in my opinion, it would not be wise under all the circumstances to attempt to provision Fort Sumpter

Sir:

In answer to your enquiry of this date, I take it for granted that Fort Sumter cannot be provisioned except by force, and assuming that it is possible to be done by force, is it wise to make the attempt?

The question has two aspects, one military, the other political. The military gentlemen who have been consulted, as well as the officers at the Fort, represent that it would be unwise to attempt to succor the garrison under existing circumstances, and I am not disposed to controvert their opinions.

But a plan has been submitted by a gentleman of undoubted courage and intelligence – not of the army or navy – to run in supplies by steam tugs, to be chartered in New York It is admitted to be a hazardous scheme which, if successful, is likely to be attended with some loss of life and the total destruction of the boats. The force which would constitute the expedition, if undertaken, as well as the officer in command would not, if I rightly understand the proposition, be of the army or navy. It is proposed to aid and carry out the enterprise by an armed ship at the mouth of the harbor and beyond the range of the shore batteries, which is to drive in the armed boats of the enemy beyond Fort Sumter. But, suppose these armed boats of the enemy refuse to go into the inner harbor, as I think they will refuse, and shall station themselves between Sumter and the ship for the express purpose of intercepting your boats – how can you prevent them from taking that station and capturing the tugs? There can be but one way, and that is by opening a fire upon them from Sumter, or the ship, and perhaps both. If this is done, will it not be claimed that aggressive war has been commenced by us upon the state and its citizens in their own harbor? It may be possible to provision Fort Sumter by the volunteer expedition, aided by the guns of Sumter and the ship – the military gentlemen admit its possibility, but they question the wisdom of the enterprise in its military aspect and I would not impeach their conclusion.

In a political view, I entertain doubts of the wisdom of the measure, when the condition of the public mind in different sections of the country and the peculiar exigency of affairs are considered. Notwithstanding the hostile attitude of South Carolina and her long and expensive preparations, there is a prevailing belief that there will be no actual collision. An impression has gone abroad that Sumter is to be evacuated and the shock caused by that announcement has done its work. The public mind is becoming tranquilized under it and will become fully reconciled to it when the causes which have led to that necessity shall have been made public and are rightly understood. They are attributable to no act of those who now administer the government.

By sending or attempting to send provisions into Sumter, will not war be precipitated? It may be impossible to escape it under any course of policy that may be pursued, but I am not prepared to advise a course that would provoke hostilities. It does not appear to me that the dignity, strength or character of the government will be promoted by an attempt to provision Sumter in the manner proposed, even should it succeed, while a failure would be attended with untold disaster.

I do not therefore, under all the circumstances, think it wise to attempt to provision Fort Sumter.

The President submits to me the following question, namely, “Assuming it to be possible to now provision Fort Sumter, under all the circumstances, is it wise to attempt it?”

If it were possible to peacefully provision Fort Sumter, of course I should answer that it would be both unwise and inhuman not to attempt it. But the facts of the case are known to be, that the attempt must be made with the employment of a military and marine force, which would provoke combat, and probably initiate a civil war, which the Government of the United States would be committed to maintain through all changes to some definite conclusion.

History must record that a sectional party practically constituting a majority of the people of the fifteen Slave States, excited to a high state of jealous apprehension for the safety of life and property, by impassioned, though groundless appeals, went into the late election with a predetermined purpose, if unsuccessful at the polls, to raise the standard of secession immediately afterwards, and to separate the Slave States, or so many of them as could be detached from the Union, and to organize them in a new, distinct, and independent confederacy: that party was unsuccessful at the polls. In the frenzy which followed the announcement of their defeat, they put the machinery of the State Legislatures and conventions into motion, and within the period of three months, they have succeeded in obtaining ordinances of secession by which seven of the Slave States have seceded and organized a new Confederacy under the name of the Confederated States of America. These States finding a large number of the mints, customhouses, forts and arsenals of the United States situate within their limits, unoccupied, undefended, and virtually abandoned by the late Administration, have seized and appropriated them to their own use, and under the same circumstances have seized and appropriated to their own use, large amounts of money and other public property of the United States, found within their limits. The people of the other Slave States, divided and balancing between sympathy with the seceding slave States and loyalty to the Union, have been intensely excited, but, at the present moment, indicate a disposition to adhere to the Union, if nothing extraordinary shall occur to renew excitement and produce popular exasperation. This is the stage in this premeditated revolution, at which we now stand.

The opening of this painful controversy, at once raised the question whether it would be for the interest of the country to admit the projected dismemberment, with its consequent evils, or whether patriotism and humanity require that it shall be prevented. As a citizen, my own decision on this subject was promptly made, namely, that the Union is inestimable and even indispensable to the welfare and happiness of the whole country, and to the best interests of mankind. As a statesman in the public service, I have not hesitated to assume that the Federal government is committed to maintain preserve and defend the Union, peaceably if it can, forcibly if it must, to every extremity. Next to Disunion itself, I regard civil war as the most disastrous and deplorable of national calamities, and as the most uncertain and fearful of all remedies for political disorders. I have therefore made it the study and labor of the hour, how to save the Union from dismemberment by peaceful policy and without civil war.

Influenced by these sentiments, I have felt that it is exceedingly fortunate that, to a great extent, the Federal government occupies, thus far, not an aggressive attitude, but, practically, a defensive one, while the necessity for action, if civil war is to be initiated, falls on those who seek to dismember and subvert this Union.

It has seemed to me equally fortunate that the Disunionists are absolutely without any justification for their rash and desperate designs. The administration of the Government had been for a long time virtually in their own hands, and controlled and directed by themselves, when they began the work of revolution. They had therefore no other excuse than apprehension of oppression from the new and adverse administration which was about to come into power

It seemed to me farther, to be a matter of good fortune that the new and adverse administration must come in with both Houses of Congress containing majorities opposed to its policy, so that, even if it would, it could commit no wrong or injustice against the States which were being madly goaded into revolution. Under the circumstances, Disunion could have no better basis to stand upon than a blind unreasoning popular excitement, arising out of a simple and harmless disappointment in a Presidential election – that excitement, if it should find no new aliment, must soon subside and leave Disunion without any real support. On the other hand, I have believed firmly that every where, even in South Carolina, devotion to the Union is a profound and permanent national sentiment which, although it may be suppressed and silenced by terror for a time, could, if encouraged, be ultimately relied upon to rally the people of the seceding States to reverse, upon due deliberation, all the popular acts of legislatures and Conventions by which they were hastily and violently committed to Disunion.

The policy of the time, therefore, has seemed to me to consist in conciliation, which should deny to the Disunionists any new provocation or apparent offence, while it would enable the Unionists in the slave states to maintain, with truth and with effect, that the claims and apprehensions put forth by the Disunionists, are groundless and false.

I have not been ignorant of the objection that the Administration was elected through the activity of the Republican party, that it must continue to deserve and retain the confidence of that party while conciliation towards the Slave States tends to demoralize the Republican party itself, on which party the main responsibility of maintaining the Union must rest.

But it has seemed to me a sufficient answer first, that the Administration could not demoralize the Republican party without making some sacrifice of its essential principles when no such sacrifice is necessary or is any where authoritatively proposed; and secondly, if it be indeed true that pacification is necessary to prevent dismemberment of the Union and civil war, or either of them, no patriot and lover of humanity could hesitate to surrender party for the higher interests of country and humanity.

Partly by design, partly by chance, this policy has been hitherto pursued by the last Administration of the Federal government and by the Republican party in its corporate action. It is by this policy thus pursued, I think, that the progress of dismemberment has been arrested after the seven Gulf States had seceded, and the Border States yet remain, although they do so uneasily, in the Union.

It is to a perseverance in this policy for a short time longer that I look as the only peaceful means of assuring the continuance of Virginia, Maryland, North Carolina, Kentucky, Tennessee, Missouri and Arkansas, or most of those States, in the Union. It is through their good and patriotic offices that I look to see the Union sentiment revived and brought once more into activity in the seceding States, and through this agency those states themselves returning into the Union.

I am not unaware that I am conceding more than can reasonably be demanded by the people of the Border States. They could, speaking justly, demand nothing. They are bound by the federal obligation to adhere to the Union without concession or conciliation just as much as the people of the Free States are. But in administration we must deal with men, facts and circumstances not as they ought to be, but as they are.

The fact then is that while the people of the Border States desire to be loyal, they are at the same time sadly though temporarily demoralized by a sympathy for the Slave States which makes them forget their loyalty whenever there are any grounds for apprehending that the Federal Government will resort to military coercion against the seceding States, even though such coercion should be necessary to maintain the authority or even the integrity of the Union. This sympathy is unreasonable, unwise and dangerous, and therefore cannot, if left undisturbed, be permanent. It can be banished, however, only in one way, and that is by giving time for it to wear out and for reason to resume its sway. Time will do this, if it be not hindered by new alarms and provocations.

South Carolina opened the revolution Apprehending chastisement by the military arm of the United States, she seized all the Forts of the United States in the harbor of Charleston, except Fort Sumter, which, garrisoned by less than one hundred men, stands practically in a state of siege, but at the same time defying South Carolina and, as the seceding States imagine, menacing her with conquest. Every one knows, first, that even if Sumter were adequately reinforced, it would still be practically useless to the Government, because the administration in no case could attempt to subjugate Charleston or the State of South Carolina.

It is held now only because it is the property of the United States and is a monument of their authority and sovereignty. I would so continue to hold it so long as it can be done without involving some danger or evil greater than the advantage of continued possession. The highest military authority tells us that without supplies the garrison must yield in a few days to starvation, that its numbers are so small that it must yield in a few days to attack by the assailants lying around it, and that the case in this respect would remain the same even if it were supplied but not reinforced. All the military and naval authorities tell us, that any attempt at supplies would be unavailing without the employment of armed military and naval force. If we employ armed force for the purpose of supplying the fort, we give all the provocation that could be offered by combining reinforcement with supply.

The question submitted to me then, practically, is, Supposing it to be possible to reinforce and supply Fort Sumter, is it wise now to attempt it, instead of withdrawing the garrison. The most that could be done by any means now in our hands, would be to throw 250 to 400 men into the garrison with provisions for supplying it for six months. In this active and enlightened country, in this season of excitement with a daily press, daily mails and incessantly operating telegraph, the design to reinforce and supply the garrison must become known to the opposite party at Charleston as soon, at least, as preparation for it should begin. The garrison would then almost certainly fall by assault before the expedition could reach the harbor of Charleston. But supposing the secret kept, the expedition must engage in conflict on entering the harbor of Charleston, suppose it to be overpowered and destroyed, is that new outrage to be avenged or are we then to return to our attitude of immobility? Shall we be allowed to do so? Moreover, in that event, what becomes of the garrison?

Suppose the expedition successful– We have then a garrison in Fort Sumter that can defy assault for six months. What is it to do then? Is it to make war by opening its batteries and attempting to demolish the defences of the Carolinians? Can it demolish them if it tries? If it cannot, what is the advantage we shall have gained? If it can, how will it serve to check or prevent Disunion? In either case, it seems to me that we will have inaugurated a civil war by our own act, without an adequate object, after which reunion will be hopeless, at least under this administration, or in any other way than by a popular disavowal, both of the war and of the administration which unnecessarily commenced it. Fraternity is the element of Union. War the very element of disunion. Fraternity, if practiced by this administration, will rescue the Union from all its dangers. If this administration, on the other hand, take up the sword, then an opposition party will offer the olive branch and will, as it ought, profit by the restoration of peace and Union.

I may be asked, whether I would in no case and at no time, advise force – whether I propose to give up everything. I reply, no, I would not initiate a war to regain a useless and unnecessary position on the soil of the seceding States. I would not provoke war in any way now. I would resort to force to protect the collection of the revenue, because this is a necessary as well as a legitimate union object. Even then, it should be only a naval force that I would employ, for that necessary purpose– While I would defer military action on land until a case should arise when we would hold the defence. In that case, we should have the spirit of the country and the approval of mankind on our side. In the other, we should peril peace and Union, because we had not the courage to practice prudence and moderation at the cost of temporary misapprehension. If this counsel seems to be impassive and even unpatriotic, I console myself by the reflection that it is such as Chatham gave to his country under circumstances not widely different.

The President of the United States has required my opinion in writing, upon the following question:

“Assuming it to be possible to now provision Fort Sumter, under all the circumstances, is it wise to attempt it?”

This is not a question of lawful right nor physical power, but of prudence & patriotism only. The right is, in my mind unquestionable, and I have no doubt at all that the Government has the power and the means, not only to provision the Fort, but also, if the exigency required, to man it, with its war complement of 650 men, so as to make it impregnable to any local force that could be brought against it. Assuming all this, we come back to the question – “Under all the circumstances, is it wise,” now to provision the fort?

The wisdom of the act must be tested by the value of the object to be gained, & by the hazards to be encountered in the enterprise. The object to be gained, by the supply of provisions, is not to strengthen the fortress, so as to command the harbor and enforce the laws, but only to prolong the labors & privations of the brave little garrison that have so long held it, with patient courage.
The possession of the fort, as we now hold it, does not enable us to collect the revenue or enforce the laws of commercial navigation. It may indeed involve a point of honor or a point of pride, but I do not see any great national interest involved in the bare fact of holding the fort, as we now hold it – and to hold it at all, we must supply it with provisions. And it seems to me that we may, in humanity & patriotism, safely waive the point of pride, in the consciousness that we have the power, and lack nothing but the will, to hold Fort Sumter in such condition as to command the harbor of Charleston, cut off all its commerce, and even lay the city in ashes.

The hazards to be met are many and obvious. If the attempt be made in rapid boats light enough to pass the bar in safety, still they must pass under the fire of Fort Moultrie and the batteries on Morris' Island. They might possibly escape that danger, but they cannot hope to escape the armed guard boats which ply all night, from the Fort to the outer edge of the bar- These armed guard boats would be sure to take or destroy our unarmed tugs, unless repelled by force, either from our ships outside the bar, or from Fort Sumter within – and that is war. True, war already exists by the act of South Carolina – but this Government has, thus far, magnanimously forborne to retort the outrage. And I am willing to forbear yet longer, in the hope of a peaceful solution of our present difficulties. I am most unwilling to strike – I will not say the first blow, for South Carolina has already struck that – but I am unwilling, “under all the circumstances,” at this moment to do any act, which may have the semblance, before the world, of beginning a civil war, the terrible consequences of which would, I think, find no parallel in modern times. For I am convinced that flagrant civil war in the Southern states, would soon become a social war, and that could hardly fail to bring on a servile war, the horrors of which need not be dwelt upon.

To avoid these evils, I would make great sacrifices, – and Fort Sumter is one; but if war be forced upon us by causeless & pertinacious rebellion, I am for resisting it, with all the might of the nation.

I am persuaded, moreover, that in several of the misguided states of the South, a large proportion of the people are really lovers of the Union, and anxious to be safely back, under the protection of its flag. A reaction has already begun, and, if encouraged by wise, moderate, and firm measures on the part of this Government, I persuade myself that the nation will be restored to its integrity, without the effusion of blood.

For these reasons, I am willing to evacuate Fort Sumter, rather than be an active party in the beginning of civil war. The port of Charleston, is, comparatively, a small thing. If the present difficulties should continue & grow, I am convinced, that the real struggle will be at the mouth of the Mississippi, for it is not politically possible for any foreign power, to hold the mouth of that river, against the people of the middle & upper valley.

If Fort Sumter must be evacuated, then it is my decided opinion, that the more Southern forts, – Pickens, Key West &c – should, without delay, be put in condition of easy defence against all assailants; and that the whole coast from South Carolina to Texas, should be as well guarded as the power of the Navy will enable us.

Upon the whole, I do not think it wise now to attempt to provision Fort Sumter.

Lieutenant-General Winfield Scott to Abraham Lincoln, March 12, 1861

The President has done me the honor to propose certain military questions, concerning Fort Sumter to which he desires replies.

“1st.” To what point of time can Major Anderson maintain his position at Fort Sumter without fresh supplies or reinforcements?

Answer. In respect to subsistence he has bread, flour, and rice for about 26 days, and salt meat (pork) for about forty eight days. Without additional supplies of provisions he may hold out some forty days without much suffering from hunger.

The besiegers are understood to be about 3,500 men, now somewhat disciplined, and they have four powerful batteries on land, and one floating battery, all mounting guns and mortars of large calibre and of the best patterns, bearing on Fort Sumter. Supposing Major Anderson not to be reinforced and the means of the assailants to be skilfully and vigorously employed – Fort Sumter being defended by less than 100 men, including common laborers and musicians – it might be taken, at any time, by a single assault, and easily, if previously harassed, perseveringly, for many days and nights; the assailants having the ability (by the force of numbers) of converting one out of every three or four of those demonstrations, into a real attack.

“2d.” Can you, with all the means now in your control, supply or reinforce Fort Sumter within the period you specify as the time, within which Major Anderson may hold out without fresh supplies?”

Answer. No, not within many months; But not to speak of October or November, when the proposition was first made, and repeated, in writing, the third time, December 30th – it would have been easy to reinforce Fort Sumter, with war vessels, down to about the 12th of February. In this long delay, twice that time, Fort Moultrie has been re-armed and greatly strengthened, in every way, and many powerful new land batteries (besides rafts) have been constructed. Hulks have also been sunk in the principal channel, so as to render access to Fort Sumter, from the sea, impractical, without first carrying all the batteries of the secessionists. The difficulty of reinforcing has thus, by delay, been increased 1[0] or 12 fold. First, the late President refused to allow any attempt to be made, because he was holding negotiations with South Carolina Commissioners. Afterwards, Secretary Holt and myself endeavored to obtain a ship of war for the purpose; but failing in this we were obliged to employ the steamer Star of the West. That vessel, but for the hesitation of the commander, might then have landed, it is generally believed, men and subsistence. That attempt having failed, I next, before the late Cabinet, submitted, orally, either that succor be sent by ships of war, fighting their way to the Fort, or, that Major Anderson should ameliorate his condition by the muzzles of his guns; that is, enforcing supplies by bombardment, and by bringing-to merchant vessels and helping himself (giving orders for payment) or else should be allowed to surrender, as, sooner or later, had then become inevitable.
But before any resolution was taken – the late Secretary of the Navy making difficulties about the want of suitable vessels; – another commissioner from South Carolina arrived, causing further delay. When that had passed away, Secretaries Holt & Toucy, Capt. Ward of the Navy and myself, with the knowledge of President Buchanan, settled upon the employment, under the Captain (who was eager for the expedition) of four or more small steamers belonging to the Coast Survey.- At that time, I have no doubt Captain Ward would have suceeded with all his vessels. But he was kept back by something like a truce established between the late President and a number of principal seceders, here, in the Senate, & from South Carolina, Florida, Louisiana &c., and this truce continued to the termination of that administration. That plan and all others like it, are now pronounced, from the change of circumstances, impracticable, by Major Anderson Captain Foster and all the other officers of the Fort, as well as by Brig. General Totten, Chief of the Corps of Engineers: and, in this opinion, I fully concur. The three or four steamers would have been obliged to attempt to make their way past the hostile batteries in an obstructed channel. Possibly one of them might have reached the fort, with (being small) a few days subsistence, but would, certainly probably, have been destroyed on arriving at the entrance (by the concentrated fire of three or four powerful batteries), before landing a man or a ration. In this opinion Captain Ward finally concurred.

“3d.” If I could not supply or reinforce Fort Sumter, within the time specified, with all the means in my control, then what amount of means and of what description, in addition to that already at my control, would enable me to supply and reinforce the fortress within that time.”

Answer. I should need a fleet of war vessels and transports which, in the scattered disposition of the Navy (as understood) could not be collected in less than four months; – 5,000 additional regular troops, and 20,000 volunteers – that is, a force sufficient to take all the batteries both in the harbour (including Ft. Moultrie) as well as in the approach or outer bay. To raise, organize and discipline such an army (not to speak of necessary legislation by Congress, not now in session) would require from six to eight months. As a practical military question, the time for succoring Fort Sumter, with any means at hand, had passed away nearly a month ago. Since then a surrender under assault, or from starvation, has been merely a question of time.

It is, therefore, my opinion and advice that Major Anderson be instructed to evacuate the Fort – so long gallantly held by him and his companions – immediately on procuring suitable water transportation, and that he embark, with his command, for New York.

I have the honor to return, herewith, the reports and communications of Major Anderson and his officers, submitted to me by the President. These papers of themselves demonstrate how the Fort has become untenable during the delays I have described above.
