You know how conservative I have been about putting back people who resigned formerly, however clever —but I desire to say to you that Watmough, Barnes, and Budd have fought themselves back and the country cannot spare such men; the two first have come more under my own observation and without wishing to draw any difference, I must say that I consider them as belonging to the very highest order of naval officers.

My Dear Sir—

The Coatzacoalcos goes in the morning — there is nothing very special to add to my letter of yesterday. I send certain letters to explain our operations about Beaufort. I did not have the flag raised in Beaufort, because it may not answer the Genls purpose to hold it — though it was well to show up the Gun-boats for moral effect. I was to have gone up with Sherman today but a fog prevented.

We are all tinkering; the heavy gale caused a good deal of injury in various ways to the smaller vessels.

Our own big job is the Main Mast, it is weakened one third — we are plugging up the holes and the Carpenter thinks he can fix it so as to make it stand in a gale of wind, though it will be a clumsy piece of work. When the ship goes north in the Spring if you will have a new one made she can take it in. We lost main topsail yard, spanker boom, lower boom, topmast &c. Those rifle 80 prs have the wickedest whistle I ever heard, how we all escaped on that Bridge I cannot conceive.

I concluded to send Vandalia North to fulfil my promise to the crew, & we have helped ourselves out of her — her two 8 in guns I have given to the Isaac Smith, & provisions & ammunition also have been taken from her. I am painfully impressed with the worthlessness of Sailing vessels since I have got to work out here — See the reports of the Sabine sent by this mail!! he has been a month in the Station. The Dale came in the day before our action & I packed her off to pick up coal Ships & go back to her Station. The QrMaster has given me some 80 000 gals of water & I am sending the Steamer which has it in out to Georgetown — Sending Alabama in the meantime to Georgetown — but I hear the Flag is off with Rodgers, Lardner having sent her to repair, the bottom of the boiler having come out.

I am exceedingly anxious to get away to Fernandina, for I see the old Story coming on me, viz the soldiers will absorb the fleet if I do not look out—if I can get through that and some other points perhaps St. Helena, I can come back here & make a station of it.

Will you please hurry back Steadman & not let him wait for all the ammunition asked for if it be not ready?

I do not intend to send vessels North if I can help it — I can make out here for water, but there are so many repairs required to ship, boats, & Engines, that if you could send down a certain number of ship Carpenters and Mechanics in iron, I think it would be economical I am sure, of course I mean shipped men—

Please let us have Pilot boats too, Davis says the G. W. Blunt. We should make the Pilot by the general rules I suppose. A Tug also if you please. The Mercury has paid for herself already — the Forbes is invaluable.

If you will give me Tuscarora & two new Gunboats, you may have Sabine, St. Lawrence, & Vandalia, 130 guns for twenty.

The magnitude of our operation is growing upon me & the blow is ringing all over the Southern country — the Planters talk of burning their cotton — and as this is the only sinew of war with them, the sooner they go at it the better.

I am at work at my detailed report of the action, with correct drawings of the order of battle &c which may some day go to the Naval School. The sketch I sent you is not critically, but generally correct. I will send my report by Atlantic in two or three days, in full time for Secretary's report or to go with the Documents.

When you can find leisure to give me a private note do so. You can take the credit of this business to any extent yr visit to New York put me upon it. It turns out Bulls bay is very defensible & not much after you take it. I think poor old Tattnall & Co must feel mean. Please make my regards to Mr Montgr Blair & to Mr Blair Senior, the latter so correctly looked forward for some naval results to help on the war on our side, that I hope he will be gratified but we must not stop here. I think the capture of the Forts was clever, but I think also the getting on the Wabash was cleverer.

I have one misgiving — our army here are depredators & freebooters — they are robbing as at Hampton in all directions, & robbing the poor negroes too, for all sheep, poultry, sweet potatoe patches &c belonging to them, & they are our friends, they will soon be disgusted & become our enemies — Sherman is a soldier every inch of him, whether he can be a commander in chief remains to be seen he is as much disgusted at what I mentioned as I am. They have not commenced an intrenchment! & to us people look like a mere rabble— they have commenced a wharf at my request for they are very kind to me & I think all the generals would do any thing in the world to oblige me.

I saw Sherman yesterday & hurried him up about Fernandina and I earnestly begged him to put a stop to the plundering — & shoot if necessary.

Davis & Rodgers send their regards, they are great helps to me and Preston an extraordinary young man— Raymond Rodgers is even above his reputation.

My Dear Sir

Please inform Mr. Welles that we are off — and the Pilot will soon leave — There seems but one opinion now as to having waited for such a start—and I trust our present prospects & hopes will be realized.

Twenty Eight days ago this Expedition though long meditated by the wisdom of the Department, had in reality no form or substance. In my judgment nothing more could well have been added in that time. I felt at the time of the final decision at Mr. Sewards house, 1. Oct that the embarkation at Annapolis was an error — the troops have been too long on board and are too raw — but the Generals are able.

The ships of my squadron are in as high condition as I can expect — and I am thankful to the Department for its endeavors to make it as efficient as possible, & to your practical, intelligent & personal supervision & zeal I shall ever recur whatever the results in store for us may be.

We have considerable power to carry on an offensive warfare, that of endurance against forts is not commensurate. But in so righteous a cause as ours, & against so wicked a rebellion, we must overcome all difficulties.

Please give my highest regards to Mr. Welles and believe me My Dear Sir

Dear Sir—

Susquehanna broken down. Pillar Block broken. Have sent off the Alabama at a half hour's notice to keep up the efficiency of the Blockade, but to make the Susquh wait until I get down, my engineer and he can answer for low speed.

Landing a brigade to-day to exercise Ferry boats and Surf boats — reaping immense advantages from the experiment by seeing the defects &c.

Sherman comes on board at 4, with 5 aids and adj. Genls.

No Boutelle yet and we shall sail without him. This is the greatest trial indeed the only one in our preparations which has really disturbed me — and I am at a loss to account for such a thing, by depending upon him we made no provision to supply his place.

If he is not off on the water, the Bienville should bring him to us.

Bad weather reported by arriving vessels and will be worse tomorrow.

Dear Mr. Fox

I answered yr telegraph in some haste last evening and write to say that ten days from the seventh will answer or we will make to answer should I be in advance of it, for in my present view and judgment I cannot spare any of the vessels you have so judiciously designated.

2. Captain Blake having signified his willingness that Midshipman Preston should leave the Academy I beg you will order him to Wabash for I greatly want such a person. The signal business alone for such a fleet to avoid separations and collisions &c will occupy one mind. He is also a draughtsman which will be of importance.

3. Please reward old Commodore Gregory's devotion to his gun boats for which I feel greatly indebted, by ordering his son Hugh M. Gregory to Wabash of which I wrote you before.

4. Goldboro' (Florida) wants a Gunner.

5. A Masters Mate to Curlew.

6. The number of contraband at Fortress Monroe was nearly all a sham. Sherman tells me there are only some four hundred men, and Wool says he will not give them up.

7. The QrMaster is bothered about the transportation of their Gun Powder—their fort and siege powder, not the fixed ammunition, they have 2400 bbls! I can take some on the Wabash. Shall I take one of the Barks at the Yard and make a magazine of her to be towed down?

8. Just had a French & Eng. man of war boarded direct from Charleston, had not seen the Wabash — Vandalia and Flag. off Charleston when they left.

9. Gen. Sherman has asked as a favor to him that Lt. Crossman, now in Philada. be ordered to some vessel in the exped. he being anxious for service on it. He is a son of the Army Quarter Master of that name and I believe clever.

10. Davis is hard at work and so am I, Rodgers also here, all doing our best, full of hope and spirit.

My Dear Mr. Fox,

After mature deliberation with Drayton, and for reasons public & personal to himself, he prefers a separate command to going in the Wabash — provided you can let him be in my squadron, where his specialty will still be of great service to me — for the ignorance of the new Cannon, pivot guns &c is marvellous.

Will you therefore be so kind as to let him have the Harriet Lane or the Bienville from which Livingston was detached? He prefers the former being the nearest ready and of the lightest draft. She will be very useful to me.

I leave in the morg. My private affairs never having had an hour of my time since the War, it was a godsend to have these two last days. Sherman is after me so I hope he has some good news.

P.S.

Drayton not having seen his sea service in command, having when out before been similarly attached to a flag officer, he thought he ought to put in for a ship and I yielded — he is a very fine man and a very able officer.

My Dear Mr. Fox,

I closed up things yesterday at Philada — where Turner is doing remarkably well; I took leave of the master workmen and held up the importance of economy to them.

To-day I have been around with Pook, Mr. Morgan, Bell and Drayton, hurrying up all I could. Pook is in advance of the Yard. Some of the steamers are getting along — the Alabama and Augusta will be ready by Saturday. I think however that Com. Breese should be informed that the Dept is anxious to have as many ships as possible ready by 10. Oct.

The Isaac Smith (Swiftsure line) will be a most formidable vessel, possibly the most efficient and powerful for certain purposes that has been purchased, but the cost is considerable. The second one is so light, that the alterations must be much less, and the third the Western World, had better be kept for a troop ship. She will carry two thousand five hd. A rifle gun forward and one gun on each broadside will be a suitable armament.

I have concluded to have two ferry-boats, and a Tug as tender with a rifle gun, Mr. Morgan to write about it, if you approve.

I wish The Adger could remain here and commence the nucleus of the expedition. They should anchor off the battery and after getting everything on board and their crews stationed I would send them to Sandy Hook to withdraw attention. Drayton would go down and put them through an exercise and see to their magazines and ammunition &c &c. With these new arms and rifle guns, &c, I am satisfied that one of the best things you did was to give me Drayton as ordnance officer — he is very au fait and he and Bell chimed right in. Bell is very earnest and feels the importance of exertion.

The Gunboats are well forward and Cap. Gregory and Comstock are also very active. I am going to try one of them tomorrow. They seem desirous I should go with them, and I thought it, though I feel the loss of a few hours even.

May I ask you to form the Expedition for me as soon as you can by giving these officers orders to report as soon as ready, that is that Com B. should do so. I told the latter I wished the Wabash not to come to the Yard but to lay off the battery, which pleased him much.

The Bienville is pretty well on. We had better let Lee have her, as the DeSoto is far behind her — the danger here is being top heavy — the guns shd have been on the middle deck.

Now for a little very private chat.

You have a rare party at that Yard just now — that Court of retired old gentlemen — and then the regular retiring board — a hot place for me to get into. Com. Paulding was cordial and hearty in the extreme. Farragut a little constrained. The others, I did not see — but Breese who was very cordial told me the theory which had been got up—

“That the younger officers had prevailed on the Dept. to adopt its course about the flag officers — and this was done in connivance with and in order to act upon the retiring board, that they would feel compelled to retire all above the flag officers!! Of course I am looked upon as the arch conspirator of the younger officers. I spoke right out to Breese, first in emphatic defence of the Dept; secondly in utter defiance and utter contempt of any aspersions upon me. He gave me to understand that Bell (C. H.) was the most sore. I said he had had a big Navy Yard and a Meditn Squadron, and while feeling respect for him, as the Dept did, I could see nothing in his history that shd make him preferred to me, who had served as long and as faithfully as he ever had. Do not understand that Breese was sympathising in these complaints, not at all — he was disgusted I think with Stringham coming North.

I have seen Howell, he will be able to take a gun boat and will be a fine appt. All seemed delighted when I told them the Dept would probably give Crosby a gun boat, as a reward for his activity and zeal.

Send for Goldsboro and post him up, if you choose. I will meet him in Washington — perhaps it would be well we should arrange some things together. Sands speaks in highest terms of his industry and constant attention to duty. Sands seemed delighted with his appointment and mine and said he would be ready to come at any time and help us give those fellows a lick.

I return about Thursday to Philad — attend to my private affairs, pack up everything, make my will, and on Monday commence here and work to the end — by that time I hope Wabash will be in.

I have written more than you can read.

My Dear Sir,

On Wednesday I went down to Sandy Hook on the Ottawa Gun Boat — her performance was entirely satisfactory. Com. Gregory and Comstock were on board —but her Captn was not.

The former has shown great zeal about these Gun Boats, and has added much to their efficiency and towards their completion by his rigid supervision — further, he has behaved like a man about the action of the Dept in reference to flag officers. He is about to ask you a favor, which I hope you may grant — viz. to order his son Hugh M. Gregory acting Master on board the Supply to report to me in New York for duty in South At. Squadron.

Mr. Kimball has found competent Engineers he tells me for the steamers approaching to being ready. I could not see while there, that Davis could be of any service in New York, until the ships you intend for the expedition are handed over to me. The sooner you can do this the better, as I explained in my letter from New York.

One reason for desiring Davis to go back to Washington is, that we have one paper unfinished, which to us as individuals, and to the Dept for convenience, it is most desirable to finish. It is the recapitulation or summary of our whole work, to furnish the basis of instructions to the different Squadrons, while it will be the most attractive to the general reader. The large memoirs will attest our research, the summary will show the results — and complete the archives of the Dept on a subject, which will do honor to it hereafter.

Have you any information that the orders were sent to the Wabash? I shall leave here on Monday and be in New York Tuesday. The Astor House my headquarters, where there is a telegraph.

I am so anxious and earnest to be at work that you must excuse my stating how I am situated until you put me on a proper footing. With Mr. Morgan and Mr. Pook and Bell, we are on the best of terms and are pushing on with them very well, but when the vessels are once at the Navy Yard, until it is understood they are to be part of my command we are paralysed, while really very little seems doing by any one yet. Drayton however has been on board of all and will be of great service, for such is the ignorance of the new cannon and arms, that he is cordially welcomed, instead of being looked upon with jealous suspicion.

I enclose you a letter from a friend of mine the King of the Boston Bar, which I thought would please you.

Major-General Benjamin F. Butler to Lieutenant-General Winfield Scott, May 27, 1861

HEADQUARTERS DEPARTMENT OF VIRGINIA,
May 27, 1861.

SIR: The expedition (of which I gave you information in my former dispatch) to Newport News got off in fine style this morning about 7 o'clock. I have added to the expedition the Eighth New York Regiment, 780 strong, which came here on board the Empire City on Sunday afternoon, and they proceeded without debarking. I also added two 6-pounder and two 12-pounder guns, with a detachment of twenty-five men from Colonel Dimick's command, who are intended to act as drill-masters to the volunteers in the exercise of the guns. My purpose is to intrench and hold that point, and ultimately to mount a few heavy guns, which will command that channel of approach to James River.

Since I wrote my last dispatch the question in regard to slave property is becoming one of very serious magnitude. The inhabitants of Virginia are using their negroes in the batteries, and are preparing to send their women and children South. The escapes from them are very numerous, and a squad has come in this morning to my pickets, bringing with them their women and children. Of course these cannot be dealt with upon the theory on which I designed to treat the services of able-bodied men and women who might come within my lines, and of which I gave you a detailed account in my last dispatch. I am in the utmost doubt what to do with this species of property. Up to this time I have had come within my lines men and women with their children — entire families — each family belonging to the same owner. I have therefore determined to employ, as I can do very profitably, the able-bodied persons in the party, issuing proper food for the support of all, and charging against their services the expense of care and sustenance of the non-laborers, keeping a strict and accurate account as well of the services as of the expenditures, having the worth of the services and the cost of the expenditures determined by a board of survey, hereafter to be detailed. I know of no other manner in which to dispose of this subject and the questions connected therewith. As a matter of property to the insurgents it will be of very great moment, the number I now have amounting, as I am informed, to what in good times would be of the value of $60,000. Twelve of these negroes, I am informed, have escaped from the erection of batteries on Sewell's Point, which this morning fired upon my expedition as it passed by out of range. As a means of offense, therefore, in the enemy's hands, these negroes, when able-bodied, are of the last importance. Without them the batteries could not have been erected, at least for many weeks. As a military question, it would seem to be a measure of necessity to deprive their masters of their services. How can this be done? As a political question and a question of humanity, can I receive the services of the father and mother and not take the children? Of the humanitarian aspect I have no doubt. Of the political one I have no right to judge. I therefore submit all this to your better judgment; and as these questions have a political aspect, I have ventured — and I trust I am not wrong in so doing — to duplicate the parts of my dispatches relating to this subject, and forward them to the Secretary of War.

It was understood when I left Washington that the three Massachusetts regiments, two of which are at the Relay House, should be forwarded to me here, and also Cook's light battery, of which I have the utmost need, if I am expected even to occupy an extended camp with safety. May I ask the attention of the Commanding General to this subject, and inquire if the exigencies of the service will permit these troops to be sent to me immediately? I have to report the arrival of no more troops except the New York Eighth since my last dispatch. The steamship Wabash, which was expected here to take the place of the Minnesota, has not yet reported herself. The Harriet Lane has reported herself here from Charleston, and is employed in convoying the Newport News expedition. I find myself extremely short of ammunition, having but a total in magazine of 85,000 rounds, (if which 5,000 rounds only are for the smooth-bore musket, and the major part of my command are provided with that arm. May I desire the attention of the Lieutenant-General to this state of facts, and ask that a large amount of ammunition for that arm — I would suggest “buck and ball” — be ordered forward from the Ordnance Department? The assistant adjutant-general has made a requisition for this purpose. I will endeavor to keep the Lieutenant-General informed daily of any occurrences of interest, provided I am not interfered with by the irregularity of the mails and modes of conveyance.

Diary of Gideon Welles: Sunday, May 25, 1863

Received a long dispatch from Admiral Porter at Haines Bluff, Yazoo River, giving details of successful fights and operations for several preceding days in that vicinity.

Am anxious in relation to the South Atlantic Squadron and feel daily the necessity of selecting a new commander. Du Pont is determined Charleston shall not be captured by the Navy, and that the Navy shall not attempt it; thinks it dangerous for the vessels to remain in Charleston Harbor, and prefers to occupy his palace ship, the Wabash, at Port Royal to roughing it in a smaller vessel off the port. His prize money would doubtless be greater without any risk. All officers under him are becoming affected by his feelings, adopt his tone, think inactivity best, — that the ironclads are mere batteries, not naval vessels, and that outside blockade is the true and only policy. Du Pont feels that he is strong in the Navy, strong in Congress, and strong in the country, and not without reason. There is not a more accomplished or shrewder gentleman in the service. Since Barron and others left, no officer has gathered a formidable clique in the Navy. He has studied with some effect to create one for himself, and has in his personal interest a number of excellent officers who I had hoped would not be inveigled. Good officers have warned me against him as a shrewd intriguer, but I have hoped to get along with him, for I valued his general intelligence, critical abilities, and advice. But I perceive that in all things he never forgets Du Pont. His success at Port Royal has made him feel that he is indispensable to the service. The modern changes in naval warfare and in naval vessels are repugnant to him; and to the turret vessels he has a declared aversion. He has been active in schemes to retire officers; he is now at work to retire ironclads and impair confidence in them. As yet he professes respect and high regard for me personally, but he is not an admirer of the President, and has got greatly out with Fox, who has been his too partial friend. An attack is, however, to be made on the Department by opposing its policy and condemning its vessels. This will raise a party to attack and a party to defend. The monitors are to be pronounced failures, and the Department, which introduced, adopted, and patronized them, is to be held responsible, and not Du Pont, for the abortive attempt to reach Charleston. Drayton, who is his best friend, says to me in confidence that Du Pont has been too long confined on shipboard, that his system, mentally and physically, is affected, and I have no doubt thinks, but does not say, he ought to be relieved for his own good as well as that of the service. Du Pont is proud and will not willingly relinquish his command, although he has in a half-defiant way said if his course was not approved I must find another.

I look upon it, however, as a fixed fact that he will leave that squadron, but he is a favorite and I am at a loss as to his successor. Farragut, if not employed elsewhere, would be the man, and the country would accept the change with favor. The age and standing of D. D. Porter would be deemed objectionable by many, yet he has some good points for that duty. Foote would be a good man for the place in many respects, but he is somewhat overshadowed by Du Pont, with whom he has been associated and to whom he greatly defers. Dahlgren earnestly wants the position, and is the choice of the President, but there would be general discontent were he selected. Older officers who have had vastly greater sea service would feel aggrieved at the selection of Dahlgren and find ready sympathizers among the juniors. I have thought of Admiral Gregory, whom I was originally inclined to designate as commander of the Gulf Blockading Squadron at the beginning of the war, but was overpersuaded by Paulding to take Mervine. A mistake but a lesson. It taught me not to yield my deliberate convictions in appointments and matters of this kind to the mere advice and opinion of another without a reason. Both Fox and Foote indorse Gregory. His age is against him for such active service, and would give the partisans of Du Pont opportunity to cavil.

Diary of Gideon Welles: Thursday, March 12, 1863

Had a letter from Chief Engineer Stimers last night. Says the attack on Charleston will be delayed; suggests it will be made the first week in April. It made me nervous and restless through the night; got but little sleep. The delay, hesitation, uncertainty in the Army of the Potomac over again. Du Pont is getting as prudent as McClellan; is very careful; all dash, energy, and force are softened under the great responsibility. He has a reputation to preserve instead of one to make.

Stimers arrived this morning and read to me the minutes of a council held on board the Wabash. The army officers were present, and it is plain they were a drawback on naval operations. Talk of beginning the attack on Charleston by an assault on the sand-batteries at the mouth of the harbor instead of running past them. Of obstructions and torpedos little is known, but great apprehensions are entertained. Stimers is sent up to get more ironclads and another raft. The President came in, and the whole subject was recounted. His views and mine are alike. To delay for the objects stated till April will be to postpone to May. Expressed ourselves very decidedly, and told Stimers to hurry back.

Talked over the subject of Rebel privateers building in England. Said to the President and Mr. Seward I thought England should be frankly informed that our countrymen would not be restrained from active operations if Great Britain persisted in making war on our commerce under Confederate colors.

Captain William Thompson Lusk to Elizabeth Adams Lusk, November 9, 1861

My dear Mother:

It is a long, long time since I have heard from home — nearly three weeks I think since we have been blessed with news by mail, and all this time I am wondering how you are all faring in New-York. Well, when a mail bag does come, may it be crowded with all sorts of good news. Now we have good news to report, for we are now enjoying ourselves in the pleasant climate of South Carolina.

We have been many days on shipboard, 1700 of us all together, on board the good ship “Vanderbilt” which bravely rode the storm, while other good ships foundered in the sea. But the storm abated, and the winds went down, and we were lying off the coast of South Carolina. Then we thought that a death struggle was about to commence, for were we not to lock arms, and wrestle, with traitors at the very headquarters of rebellion? We lay off Beaufort Harbor some sixty hours in idleness, waiting for the ball to open. That navy though is a slow affair, and we abused it mightily, being impatient to decide the fate of the expedition. Our naval commanders — Commodore Dupont and Secretary of Navy Welles — received most unflattering notices. Why would they not begin? Finally the old concern got a working — the “Wabash” led off, and was followed by a whole fleet of minor vessels. They sailed into line, and soon were sharply engaged with the forts protecting the entrance to the Harbor. For four hours shot were poured thickly into the defenses of the besieged, and nearly as long a time the besiegers sent destruction among our ships. But the terrible explosions of our shell, the steady broadsides poured from the Frigate “Wabash,” and the sure-aimed missiles sent from the little gunboats that would run up close to the shore, ensuring thus accuracy of aim — all these things were terrible in their effect upon the foe. At last a white flag floated from the parapet of their fortification, and quickly a white flag was despatched from the “Wabash” to the shore. Hip, Hip, Hurrah! We see — ay —  we rub our eyes — is it really true? We see the American banner once more floating on the soil of South Carolina. All this time we were looking on, silent spectators of the scene. But now the harbor rings with the shouts of applause, with which we greeted the great naval victory. We forgot for a moment how slow Secretary Welles is, and how dreadfully slow are all the operations of the Navy. And now we vile Yankee hordes are overrunning the pleasant islands about Beaufort, rioting upon sweet potatoes and Southern sunshine. Hilton Head is a sandy island but beautiful with palmetto leaves, cotton fields, magnolia and orange groves, and plantations of sugar cane. Here lived the Pinckneys, the Draytons, and other high-blooded Hidalgos, whose effervescing exuberance of gentlemanly spirit have done so much to cause our present troubles. Alas! Yankee hordes, ruthless invaders — the vile Hessians — infest their splendid plantations. One poor fellow was taken prisoner; afterward we learned there was in our hospital a brother of his, dying from disease, a young man who was too ill to retreat when his comrades fled precipitately. The brother first mentioned ventured to request that they two might remain together. To his surprise the request was willingly granted, and they seemed to feel that we had shown them a great kindness. The effects left by the South Carolinians in their flight show that there were many young men of wealth among them, who, feeling obliged probably, to do their duty as soldiers, selected the neighborhood of Beaufort, which is a kind of Southern Saratoga. But if the flower of South Carolina youth, it is to be regretted that the flower never paid more attention to the spelling-book. A letter written them from a friend exhorts them to remember that they are “of gentilmanly blud.” As a sort of memento I send you enclosed a “poem,” the brilliancy of which will make it pay for the perusal. I saw William Ely yesterday. It is long since I've seen him before, and he has changed so that I did not recognize him until he gave me his name. If I had time I would write pages more, but I am full of business now. Oh a thousand times love and oceans of kisses for sisters and little ones, with less demonstrative but very warm regards for all friends.

Senator James W. Grimes to Elizabeth S. Nealley Grimes, November 24, 1861

Washington, November 24, 1861.

I am now indebted to you for two letters, one of yesterday and one to-day; I am greatly indebted to you for them, and hope you will not fail to “keep up the fire.” I heard to-day the ablest discourse I think that I ever heard. I wish you could have heard it; it would have done your heart good. This evening I have been spending with Mr. Channing. He is a very pleasant man in private as well as in public. He has a full house of very intelligent auditors, and there is no flagging of interest among them.

I had a long letter from Captain Rodgers, of the United States steamer Wabash, giving an account of affairs at Port Royal. He is one of the most accomplished men I ever met, and is said to be the best executive officer in the navy. You remember what I always told you about Captain Du Pont. His success has answered my expectations. Captain Porter goes out shortly in command of an expedition against New Orleans.

Hale and Johnson are both gone, and I am “running the committee”1 alone.

Your kind and gratifying letter reached me yesterday. It was especially welcome from a slight circumstance occurring last summer. I was in the Navy Department when Mr. Fox received a letter from you from your Western home, and he kindly let me read it. It related to the Hatteras affair, and contained comments and suggestions in reference to any future naval expeditions, which so impressed me that I thought of you immediately after our success here; but, being too much pressed to write to you, I requested Captain Raymond Rodgers to do so, and I hope his letter reached you, that you may see our remembrance was mutual.

The Capture of Fernandina


The following private letter has been received by a Senator from Flag Officer Dupont:


WABASH, OFF FERNANDINA,
March 6, 1862

MY DEAR SIR. The victory here was bloodless, but most complete in its results.  The Georgians were first to run, and abandon a formidable battery on Cumberland Island.

The defences have astounded us by their capabilities, formidable character and scientific location, with wonderful immunity from danger.  Their cannon are heavy and fine.  One 130-pound rifle gun which they had slung in the track to get away, but dropped on the beach, we have nothing to compare with.

Gen. Lee pronounced the place entirely tenable two weeks since, and Col. M. Blair of Ordnance, late commander in the Navy, declared he would keep me “off until hell and frozen over.”  But their valor gave out when they received the telegraph from Brunswick, that I had got into St. Andrew’s Sound with all the light vessels; but even by this route we had to encounter Fort Clinch and the Georgia Battery on Cumberland Island.

But as I have requested Capt. Davis to call and see you, he will tell you I have swept nearly the whole coast, and am holding it by inside and outside the blockade.

The younger officers, of course, regret there was no fight, but I console them by saying they fought too well and too successfully at Port Royal ever to get much of a chance at the rebels on this coast.

The most curious feature in the operations was the chase of a train of cars by a gunboat for one mile and a half; two soldiers being killed, the passengers rushed out in the woods, one of your late members among them – Mr. Yulee.  He passed the night under a bush, and I hope had a blanket, as it was the coldest of the season.

The Rebel Steamers Lately Engaged Near Fortress Monroe

THE MERRIMAC.

The Merrimac was originally one of the five war steamers authorized to be constructed by congress during the session of 1844-5.  They were to be first steam sloops of war, and were built as follows.  The Merrimac at Charlestown; Wasbash, Com. Dupont’s flag ship, which did such good service at Port Royal, at Philadelphia; the Minnesota at Washington; the Roanoke at Norfolk, and the Niagara at Brooklyn. – The Minnesota and the Roanoke were lying in Hampton Roads.  These five vessels were equal to any steam war vessels in the world, except iron clad vessels.  The spar deck of the Merrimac was 281 feet long and 52 feet broad in her original condition and she drew 23 feet of water.  She rated about 4,000 tons burden.  Her frame was of [live] oak, filled in solid, and caulked 14 feet out from the kelson.  Forward the ship had 10 live oak breast hooks, fastened through and through with copper under the water and iron above; aft she had seven breast hooks.

The engine was of 800 horse power, with a 2 bladed propeller 14 feet in diameter, so fitted as to be raised to the deck and lowered to its beaming at pleasure, enabling the vessel to be used with our without steam power.  She rated as a 40 gun frigate, but could carry as much as a 90 gun ship of the old style. – She carried 24 9 inch shell guns, with 2 pivot guns of 8 tons, each throwing 100 pound shells, mounted fore and aft.

The Merrimac was the first of the five to be completed, being launched in 1856.  She was soon after put in commission, and continued in the service until April 1861, when she was lying at the Norfolk Navy Yard, in need of some slight repairs.  But for the imbecility of those in charge, she might have been removed before the rebellion actually broke out in Norfolk.  Under the management of Com. Macauley, however, she and the ship of the line Pennsylvania where scuttled and sunk, while at the same time the Navy Yard and its 2,500 cannon were abandoned to the rebels.

Since then the Merrimac has been raised, placed upon the dry dock, and covered with an entire slanting roof or railroad iron.  This additional weight nearly broke her down upon the dry dock, and they found almost as much difficulty in launching her as was found in launching the Great Eastern.  Owing to a mistake in calculation, on being launched she was found to sink four feet deeper than before, so as to take in water.  So she was again taken out, being hogged in the operation and otherwise so strained that the Southern newspapers pronounced her a failure, and it is more than probably that with no opposition she would never dare to go to sea.  She is probably a very good moveable floating battery.  Above the water’s edge she is said to present nothing but her roof of railroad iron, with a smoke stack rising a few feet above it.  From the accounts which we have of the fight, her rate of speed is very moderate.  She mounted 10 100-pound Armstrong guns, which are reported to have mashed through iron mail as thick as that of the Warrior and Black Prince, but which do not appear to have made any impression on the Monitor.


THE YORKTOWN, OR THE PATRICK HENRY

The Yorktown, called by the rebels the Patrick Henry, is a steamer of 1,400 tons, which was built by Wm H. Webb for the line between New York and Richmond, in 1859.  She has two decks and is built of oak, with copper and iron fastenings.  She has two marine beam engines, of 350 horse power, and four water-tight compartments.  Her dimensions are, length 251 feet, breadth 34 feet, depth 18 feet.  She is described by a reporter who went up on the Express, under a flag of truce, on Thursday last, as mounting six rifled guns, one of which is an Armstrong gun, and is being much more formidable than her consort, the Jamestown.


THE JAMESTOWN

The Jamestown was formerly the consort of the Yorktown in the Richmond line.  She was built in 1852 by J. A. Westervelt, and her dimensions are slightly smaller than those of the Yorktown.  She draws but eight feet of water three feet less than the Yorktown.  She has a vertical beam engine, of 260 horse power.  The same reporter saw her also last Thursday, and says that she was worked with double engines, and had a sharp iron prow at her bow projecting some three feet at the water line, intended to run down wooden vessels, and that she carries 2 23 pound rifled cannon, Parrot style, fore and aft, the guns being furnished with telescopic sights.  The vessel looked trim, and the officers wore a profusion of gold lace, while the marines and sailors were smart and active in appearance.

WASHINGTON, April 18.

Tribune’s Special.

It is said on the authority of intercepted letters from Richmond, that several editors of rebel newspapers have been hung for publishing intelligence which was contraband of war.

A general order from the Adj. General’s office directs paymasters to recognize agents which may be appointed by States under certain circumstances to receive soldier’s pay.

A rumor, which the War Department has not had an opportunity to disprove or rectify, asserts that Gen. Blenker has been seriously injured by a fall from his horse. It is not true that his command has been assigned to Gen. Rosencrans [sic].

The condition of the Treasury now enables the Secretary to direct the payment in cash of all claims, of dates prior to Nov. 1st 1861, including claims settled by the St. Louis commission, and it is expected that those of November will also be paid in full within a few days. All other claims, without regard to date, will be paid on presentation, if desired as heretofore, 80 percent in cash.

The prospect of the passage of the Pacific RR. Bill during the present session is not promising.

The Herald’s Fort Monroe correspondent under the date of the 17th state: From our army before Yorktown, I hear the most cheering news. By information just received from soldiers, I learn that last evening a Colonel and Lieut. Colonel from the rebel army came over to our lines, and surrendered themselves as prisoners of war. These two officers also report that an entire Irish brigade mutinied, and by order of Jeff. Davis, were deprived of their arms and sent to the rear.

The act authorizing the Postmaster General to establish branch postoffices in the cities prescribes the charge of one cent in addition to the regular postage, for ever letter deposited in any branch postoffice to be forwarded by mail from the principal office, and which shall be prepaid by stamp; and once cent for every letter delivered as such branch office, to be paid on delivery.

The naval appropriation bill contains an item of nearly $800,000 to pay for and finish Steven’s battery, the money Not to be expended unless the Secretary of the Navy is of the opinion that the same will secure an efficient steam battery. The section appropriated $13,000,000 merely says to enable the secretary to contract for iron-clad steam vessels of war.

The select committee of the Senate through Mr. Hale, made their report under the resolution adopted in July last, instructing them to inquire into the circumstances attending the surrender of the navy yard at Pensacola, and the destruction of the property of the United States at the Norfolk navy yard and the armory at Harper’s Ferry, and the abandonment of the same by the Federal forces; and also whether there was default on the part of our officers. The committee relate at length the facts of the case. The amount of property at the Norfolk navy hard was valued at $9,760,000. The vessels were worth nearly $2,000,000. There were in the yard at least 2,000 heavy guns, of which 300 were of the Dahlgren pattern. The committee making this report was composed of senators Hale, Johnson, of Tenn., and Grimes.


WASHINGTON, April 19.

Col. Morrow, late of the 2d Ohio regiment, now attached to Gen. Hunter’s staff, has arrived, bringing dispatches to the War Department, but which up to 10 o’clock had not been delivered. He states that among the prisoners taken is Capt. Simms, editor of the Savannah Republican. The sword belonging to the latter he has presented to Representative Gurney, of Ohio.

Ex-Mayor Britt has declined the appointment tendered him by the President as one of the commissioners under the bill for the abolition of slavery in the District of Columbia.

The post-office appropriation bill provides $1,000,000 for the service of the California Central route, and repeals the acts requiring the Postmaster General in causing the transportation of the mails by steamship between our own and foreign ports, and between any of our own ports touching at foreign ports, to give preference to American over foreign steamships when departing from the same port for the same port within three days of each other. The Postmaster General is authorized to establish a coast mail, not less than semi-monthly, between San Francisco and Crescent City, Cal., including service at intermediate points; provided the sum to be paid for such service does not exceed $20,000 per annum. The President has approved and signed the above named bills.

The act reorganizing and increasing the efficiency of the medical department of the army, adds to the present corps ten surgeons and ten assistant surgeons, twenty military cadets and as many hospital stewards as the Surgeon General may consider necessary. The Surgeon General to be appointed under this act is to have the rank and pay and emoluments of a Brigadier General. There is to be one Assistant Surgeon General, one Inspector General, and ten of hospitals. The latter is to have the supervision of all that relates to the sanitary condition of the army. There are to be beside eight medical inspectors, charged with the duty of inspecting the sanitary condition of the transports, quarters and camps of the field hospitals. The appointments are to be made by the President, either from the regular or volunteer surgeons, with sole regard to qualifications.

SIR: The dispatches from the commanding General of this department to the Hon. Secretary of War will convey the gratifying intelligence of the fall of Ft. Pulaski. It was a purely military operation – the result of laborious and scientific preparations and of consummate skill and bravery in execution. It would not have pertained to me to address you in reference to this brilliant and successful achievement, had not Maj. Gen. Hunter, with a generous spirit long to be remembered, permitted the navy to be represented on this interesting occasion, by allowing a detachment of seamen and officers from this ship to serve one of the breaching batteries. I have thanked General personally, and desire to express my acknowledgments to Brig. Gen. Benham, and acting Brig. Gen. Gilmore, for acts of consideration shown to my officers and men. Respectfully,
